The subject area properties are currently occupied by single-family residential uses, manufactured/mobile home uses, church uses, commercial uses, vacant land, farmland, and industrial uses. The subject area properties are currently unzoned.

2. Proposed Land Use and Zoning:

The proposal is to zone the subject area properties for compatibility with surrounding zoning districts, existing and future allowable district uses. There are no proposals or requests at this time for any new development or redevelopment of the subject properties. The proposed request is to zone the subject area properties to R-3A, Single Family Residential District; R-5A, Multifamily Residential District; B-3, General Commercial District; B-5, Office and Light Industrial District; RU-1A, Rural Community District.

3. Surrounding Land Use and Zoning:

Transportation Access and Circulation: West Lucas Street, Mechanicsville Road, North Cashua Drive, North Douglas Street, Interstate Blvd., North Ogden Street, Edwards Circle, Ham Court, Pecan Street, Nance Road, Autumn Lane, Gibbs Avenue, North Adair Drive, West McArthur Avenue, North Tobin Drive, New Hope Drive, McNeil Drive, Barnwell Drive, West Kirby Drive, White Avenue, West Monticello Drive, West Haskell Avenue, West Whittier Circle, West Brookgreen Drive.

5. Traffic Review: The rezoning of these properties could have a minimal effect on traffic flow for the area.

Florence County Comprehensive Plan: The properties are currently designated as Residential Preservation, Rural Preservation, Commercial Growth and Preservation, Industrial Growth and Preservation, Suburban Development, and Transitional Growth and Preservation according to the Comprehensive Plan Land Use Map. The applicant is proposing to reorder the current blend of land use designations to Commercial Growth and Preservation and Industrial Growth and Preservation to accommodate the proposed zoning for this area which will comply with the Comprehensive Plan.

7. Chapter 30-Zoning Ordinance: The intent of the proposed zoning districts are as follows: • R-3A, Single-family Residential: The intent of this district is to foster, sustain, and

protect areas in which the principal use of land is for single-family dwellings and related support uses.

• R-5A, Multifamily Residential District: The intent of this district is to accommodate higher density residential development and a variety of housing types on small lots or in project settings in areas accessible by major streets and in proximity to commercial uses, employment opportunities, and community facilities. It is further intended to permit development flexibility in meeting the demands and preferences of a changing housing market, and doing so in an orderly, compatible manner.

• B-3, General Commercial District: The intent of this district is to provide for the

development and maintenance of commercial and business uses strategically located to serve the community and the larger region in which it holds a central position.

• B-5, Office and Light Industrial District: The intent of this district is to promote the

development of business parks, including office, distribution, and light manufacturing uses in an environment suited to such uses and operations while promoting land use compatibility through the application of performance standards.

• RU-1A, Rural Community District: The intent of this district is to sustain and support

rural community centers as an integral part of the rural environment, serving the commercial, service, social, and agricultural needs of nearby rural residents.

STAFF RECOMMENDATION: Staff recommends approval of the zoning amendment request to Planning Commission based on the request being in compliance with the Land Use Map and Land Use Element of the Comprehensive Plan.

FLORENCE COUNTY COUNCIL MEETING: This item is tentatively scheduled to appear for Introduction on the agenda on Thursday, March 21, 2019 @ 9:00 a.m. in room 803 of the County Complex, 180 North Irby Street, Florence.

APPLICANT: Florence County STAFF RECOMMENDATION: Approve as submitted. Staff Analysis: The intent of this text amendment is to update the ordinance to allow businesses that border an interstate to follow the restrictions of billboards for their specific on premise advertising sign. The current ordinance has restrictions that would hinder visibility of on premise signs for businesses bordering the interstates. This text amendment would endorse and promote further development of business commerce along the interstates of Florence County, attracting more consumers, as well as, businesses. A. One-use identification sign, not exceeding 20 s.f. each is permitted for each entrance of a subdivision, residential project, or agricultural operation.

B. This column does not represent a zoning district. It applies to institutional and other nonresidential uses permitted under the zoning ordinance in a residential zoning district, i.e. churches, schools, parks, etc.

C. Minimum distances required by this section shall be measured between billboards located on either side of the street along the centerline of the street from which the billboard is viewed. The measurement shall be made without respect to municipal boundaries within Florence County. Any billboard within Florence County shall be measured with respect to the 1,200 feet minimum separation distance.

D. One per lot or one for each 300 linear feet of street frontage.

E. Lots fronting on two or more streets are allowed one additional sign for each street frontage, but signage cannot be accumulated and used on one street in excess of that allowed for lots with only one street frontage.

F. 378 s.f., except where located within 600 feet of an Interstate Highway ROW, where maximum shall be 672 square feet. Interstate highway ROW does not include I-20 Spur or McLeod Blvd. from W. Evans to I-95.

G. Not to exceed three square feet for 1 foot of street frontage up to a maximum of 160 square feet for a single business on a parcel with changeable copy and/or digital reader board portions as a part of the total sign size not to exceed 50 square feet. On parcels with multiple businesses, total sign size up to a maximum of 260 square feet with changeable copy and/or reader board portions as a part of the total sign size not to exceed 50 square feet.

H. Maximum height of billboards shall not exceed 100 feet where located within 600 feet of Interstate Highway as defined above (measured from the average roadway grade level); maximum height of other signs and billboards not on Interstate ROW shall not exceed 40 feet.

I. Unzoned areas - Billboards must be within 600 feet of business in operation for 12 months, with at least one employee available to public at least 36 hours per week for four days. Business to be equipped with all utilities, including restroom and permanent floor.

J. Directional signs shall meet the following conditional criteria:

1. The display surface area of directional signs shall not exceed three square feet per sign.

2. A limit of three signs stacked may be utilized and shall not exceed nine square feet total.

3. The height of a directional sign shall not exceed five feet in height measured from the ground up.

4. The sign cannot intrude into the required site triangle.

5. Company colors and/or logo may be used but no commercial message may be displayed.

K. Parcels which border an Interstate may have one on premise sign not more than 100 feet in height and not more than 672sq.ft in area. This sign will be in addition to the one permitted on premise sign. Frontage roads do not affect continuity of an interstate border.

APPLICANT: Florence County STAFF RECOMMENDATION: Approve as submitted. Staff Analysis: The intent of this text amendment is to update the ordinance to allow businesses that border an interstate to follow the restrictions of billboards for their specific on premise advertising sign. The current ordinance has restrictions that would hinder visibility of on premise signs for businesses bordering the interstates. This text amendment would endorse and promote further development of business commerce along the interstates of Florence County, attracting more consumers, as well as, businesses. The Florence County Code of Ordinances Chapter 30, ZONING ORDINANCE, ARTICLE V. – SIGN REGULATIONS, Sec. 30-202. – Signs On Private Property., Table VIII Number, Dimension And Location Of Permitted Signs, By Zoning District shall be amended to read as follows:
