Dear Fellow Parishioners; It is difficult to believe in the world of instant communications, that we should be surprised by events. Usually deci-sions affecting large groups of persons, that there would be a ‘heads up’ well ahead of time. But it seems that in re-cent weeks religious groups were shocked by the Federal Department of Health and Human Services mandating in their health plans, contraceptives, abortifacients and sterilization coverage by institutions for which these practices are immoral. Catholic Hospitals and Catholic Universities are the some of the largest institutions involved with the mission of the Church that would be forced to comply by these new government regulations. The attached letter from our Bishop is reflecting the reaction of the Conference of U S Bishops who are vigorously opposed to such practices on the grounds of conscience. After the initial return volley of the Bishops, the government is now working on readjusting the new regulations, but this battle is far from over and will probably end up in the Supreme Court. I recommend that you read the following statement from our bishops made shortly after the administration’s initial adjustment to the mandate. BISHOPS RENEW CALL TO LEGISLATIVE ACTION ON RELIGIOUS LIBERTY
The Catholic bishops have long supported access to life-affirming healthcare for all, and the conscience rights of everyone in-volved in the complex process of providing that healthcare. That is why we raised two serious objections to the "preventive services" regulation issued by the U.S. Department of Health and Human Services (HHS) in August 2011. First, we objected to the rule forcing private health plans — nationwide, by the stroke of a bureaucrat's pen—to cover sterili-zation and contraception, including drugs that may cause abortion. All the other mandated "preventive services" prevent disease, and pregnancy is not a disease. Moreover, forcing plans to cover abortifacients violates existing federal conscience laws. Therefore, we called for the rescission of the mandate altogether. Second, we explained that the mandate would impose a burden of unprecedented reach and severity on the consciences of those who consider such "services" immoral: insurers forced to write policies including this coverage; employers and schools forced to sponsor and subsidize the coverage; and individual employees and students forced to pay premiums for the coverage. We therefore urged HHS, if it insisted on keeping the mandate, to provide a conscience exemption for all of these stakeholders—not just the extremely small subset of "religious employers" that HHS proposed to exempt initially. Today, the President has done two things. First, he has decided to retain HHS's nationwide mandate of insurance coverage of sterilization and contraception, includ-ing some abortifacients. This is both unsupported in the law and remains a grave moral concern. We cannot fail to reiterate this, even as so many would focus exclusively on the question of religious liberty. Second, the President has announced some changes in how that mandate will be administered, which is still unclear in its details. As far as we can tell at this point, the change appears to have the following basic contours: ·It would still mandate that all insurers must include coverage for the objectionable services in all the policies they would write. At this point, it would appear that self-insuring religious employers, and religious insurance companies, are not exempt from this mandate. ·It would allow non-profit, religious employers to declare that they do not offer such coverage. But the employee and insurer may separately agree to add that coverage. The employee would not have to pay any additional amount to obtain this coverage, and the coverage would be provided as a part of the employer's policy, not as a separate rider. ·Finally, we are told that the one-year extension on the effective date (from August 1, 2012 to August 1, 2013) is available to any non-profit religious employer who desires it, without any government application or approval process. These changes require careful moral analysis, and moreover, appear subject to some measure of change. But we note at the outset that the lack of clear protection for key stakeholders—for self-insured religious employers; for religious and secular for-profit employers; for secular non-profit employers; for religious insurers; and for individuals—is unacceptable and must be corrected. And in the case where the employee and insurer agree to add the objectionable coverage, that coverage is still pro-vided as a part of the objecting employer's plan, financed in the same way as the rest of the coverage offered by the ob-jecting employer. This, too, raises serious moral concerns. We just received information about this proposal for the first time this morning; we were not consulted in advance. Some infor-mation we have is in writing and some is oral. We will, of course, continue to press for the greatest conscience protection we can secure from the Executive Branch. But stepping away from the particulars, we note that today's proposal continues to involve needless government intrusion in the internal governance of religious institutions, and to threaten government coercion of reli-gious people and groups to violate their most deeply held convictions. In a nation dedicated to religious liberty as its first and founding principle, we should not be limited to negotiating within these parameters. The only complete solution to this religious liberty problem is for HHS to rescind the mandate of these objectionable services. We will therefore continue—with no less vigor, no less sense of urgency—our efforts to correct this problem through the other two branches of government. For example, we renew our call on Congress to pass, and the Administration to sign, the Respect for Rights of Conscience Act. And we renew our call to the Catholic faithful, and to all our fellow Americans, to join together in this effort to protect religious liberty and freedom of conscience for all.

ABSTINENCE
Abstinence is a penitential practice consisting of refraining from the consumption of meat and is to be observed by all Catholics who are 14 years of age and older. Ash Wednesday, Good Friday and the Fridays during Lent are days of absti-nence. Pastors and parents are encouraged to see that chil-dren who are not bound by the obligation to fast and abstain are led to appreciate and authentic sense of penance.

FAST AND ABSTINENCE In addition to abstinence, fasting is to be observed by all Catholics between the ages of 18-59 years (inclusive. On Ash Wednesday and Good Friday, one full meal is allowed. Two smaller meals, sufficient to maintain strength, may be taken according to one’s needs, but together they should not equal another full meal. Eating between meals is not permitted but liquids are allowed. Note: Those who are unable to observe the above regulations due to ill health or other serious rea-sons are urged to practice other forms of self-denial that are suitable to their condition.

We finally have the complete account of your generosity and it is once again most amazing! We have sent to the Diocese of Orange $26,630 to be distributed among several pro-life agencies working hard to save babies in Orange County. This includes $3,043 from San Felipe Chapel, $2,206 from our parish school, and $167 from our children’s faith formation program. We collected $382 more than the previous year! The Christian Service Office would like to offer a heartfelt thank you to our church community for your food and monetary donations. We also thank the Knights of Columbus for sponsoring the food drive. Because of the Knights who gave their time and hard work, 2007 food items as well as generous financial contributions were given to Christian Ser-vice. This will help us to provide much needed ser-vices for our clients in Dana Point and Capistrano Beach. With the sponsorship of Saint Vincent DePaul, we operate a food pantry in Knight Hall which is open three days a week. Thanks to our generous parish and Second Harvest Food Bank, we are able to offer a wide selection of foodstuffs to the community free of charge. After a contemplative prayer ex-perience, we walk together alongside the ocean in God’s beautiful creation. We will gather in the Capis-trano Beach end of Doheny State Park at 8:30 AM and will walk for about an hour. Just turn right on Beach Road off PCH and park in the metered spaces. All ages welcome – even Moms with little ones in stroll-ers. Just look for Donna Couch, Director of Faith Formation. Lenten Soup Supper & “Catholicism” Video (formerly “Soup and Stations”) Please join us for soup and a showing of another seg-ment of the “Catholicism” video after the 5:30 PM mass on all of the Fridays during Lent in Knight Hall. Beginning on Friday, FEBRUARY 24th, and hosted by many different ministries, one of the priests will be present to facilitate a discussion immediately follow-ing the video. (FYI – If you attended the Advent video series, this is not a repeat of what we showed then. New episodes will be shown). ALL ARE IN-VITED!
