1 Introduction

1.1 Crowd Dynamics International Ltd have been appointed by Caulmert Ltd to prepare this transport

statement in support of a planning application at St David’s holiday park, Red Wharf Bay, Anglesey

to amend the composition of a portion of the site from touring caravans and tents to static

caravans.

1.2 This transport statement seeks to identify the impact of such a change of use in terms of traffic

volumes and highway safety.

1.3 The site location is shown in Figure 1.1 below.

2 Proposals

2.1 The client is seeking to replace pitches for 45 touring caravans and an unrestricted number of tents

with 35 static caravans.

2.2 For the purposes of this transport statement only, it has been assumed that approximately 30 tents

would be accommodated on site each day during the summer period (although at times the number

of tents on site can significantly exceed this).

2.3 Of the proposed static caravans, 31 are single unit caravans and 4 are twin unit caravans.

2.4 Touring caravans and tents will no longer be accommodated at the site.

2.5 It is also proposed to extend the operational year for these uses from the current period of 14th

March to 30th September, to 1st March to the following 4th January.

2.6 The site access will remain as is present.

2.7 Figure 2.1 presents the proposed site layout plan for the static caravans.

3 Trip Rates

3.1 The national database for vehicular trip generation, TRICS, has been interrogated to identify the

traffic impact of the change of use. Individual sites have had to be interrogated within the database

to identify trip rates for touring caravans/tents compared with static caravans/chalets. Hence any

site with combinations of these has been excluded from the analysis. Only coastal sites have been

used. As a result four sites have relevant data, two for static caravans, and two for mobile

caravans/tents. Full TRICS output is provided in Appendix A.

3.2 It is to be noted that touring caravans are referred to as mobile caravans in the TRICS database.

3.3 Using these surveys, comparative rates for the peak weekend trip generation have been derived.

These are shown in Table 2.2 below.

3.4 The data available to provide a comparison is limited, but it does show a difference between static

caravan and mobile caravan/tent pitched sites.

4 Analysis of Impact

4.1 The proposal is to replace 45 touring caravan and circa 30 tent pitches with 35 static caravans.

4.2 St David’s Park in its entirety currently consists of 200 static caravans, and pitches for 45 touring

caravans and circa 30 tents. A total of 275 units/pitches.

4.3 With the outlined proposals this will change to 235 static caravans. Pitches for tents and touring

caravans will no longer be accommodated.

4.4 Adopting the trip rates from TRICS, the proposed development is forecast to represent a reduction in

overall maximum trip generation on a typical weekend day compared to the current configuration of

the site. This is shown in Table 3.1 below.

4.5 For St David’s Park in its entirety, this represents an 15% reduction in unit/pitches and in excess of

a 20% decrease in overall forecast trip generation on a typical weekend day. This is outlined in Table

4.2 below.

4.6 The change of use will therefore lead to a decrease in traffic volumes in the period from March to

the end of September, but will increase traffic volumes in the autumn and winter months. However,

at these off-season times it is not considered that these flows will create any adverse impacts.

5 Road Safety

5.1 Figure 5.1 presents the personal injury accident record for the public road network in the vicinity of

the site including the access roads and junctions with the A5025. Records are shown for a five and

a half -year period (2012- Sept 17).

5.2 During this period there were 3 accidents on the A5025. Firstly at the junction of the unnamed road

providing access to the site from the south. This accident which occurred in May 2016 was

categorised as slight, and involved three cars, one of which was turning right into the access road.

One of the other cars struck the car as it was turning right. The accident resulted in slight injuries to

the driver of the car which struck the car turning right, and also to a passenger in the right-turning

car.

5.3 Two further accidents have occurred on the A5025 in the vicinity, one serious accident in 2016 and

one slight accident in 2013. The serious accident in 2016 involved a car and a motorcycle at the

junction with Maes Llydan to the west. The car was turning right onto Maes Llydan and struck the

motorcycle, which was proceeding normally along the carriageway. This resulted in a serious injury

to the motorcycle rider.

5.4 The slight accident in 2013 involved three vehicles, a bus/coach and a car proceeding normally

along the carriageway, and a car passing these moving vehicles on its offside. It resulted in a slight

injury for one of the two car drivers and also a slight injury for one of the bus/coach passengers.

5.5 It is not considered that the change of use applied for will adversely impact on road safety. Traffic

volumes will decrease in peak summer months, and the increase in the autumn and winter months

should not create any particular safety issues.

6 Conclusion

6.1 It is proposed to replace 45 touring caravans and circa 30 tents pitches with 35 static caravans

within St David’s Holiday Park at Red Wharf Bay, Anglesey, Wales.

6.2 The total composition of St David’s Park will change from 200 static caravan units and pitches for

45 touring caravans and circa 30 tents, to 235 static caravan units only. This will result in a

decrease of 40 units/pitches across the whole site.

6.3 As outlined in Chapter 2, trip rates for static caravan units have been found to be less than trip rates

for touring caravans and tent pitches. Overall the proposals result a reduction of trip generation for

the development site and across St David’s Park in its entirety during the main season.

6.4 The personal accident record for the area has been studied. There have been three accidents on the

A5025.

6.5 On the basis of the above it is considered that there is no transportation reason why the application

for this change in site use should not be approved.

This section displays actual (not average) trip rates for each of the survey days in the selected set, and ranks them in

order of relative trip rate intensity, for a given time period (or peak period irrespective of time) selected by the user. The

count type and direction are both displayed just above the table, along with the rows within the table representing the

85th and 15th percentile trip rate figures (highlighted in bold within the table itself).

The table itself displays details of each individual survey, alongside arrivals, departures and totals trip rates, sorted by

whichever of the three directional options has been chosen by the user. As with the preceeding trip rate calculation results

table, the trip rates shown are per the calculation factor (e.g. per 100m2 GFA, per employee, per hectare, etc). Note that

if the peak period option has been selected (as opposed to a specific chosen time period), the peak period for each

individual survey day in the table is also displayed.

This graph is a visual representation of the correlation between the selected trip rate calculation parameter and the rank

order trip rates generated by each individual survey day in the selected set. The range of the trip rate parameter is shown

along the x axis, with the level of trips shown on the y axis. The selected time range used to create the rank order list

from which the graph is derived is displayed at the top of the graph (unless the peak period irrespective of time range has

been selected). A line of best fit is sometimes displayed in the graph, should it be selected for inclusion by the user.
