A. EXECUTIVE SUMMARY
St. Anselm Catholic Elementary School has a current enrolment of
approximately 369 students and a Ministry of Education rated capacity of
337 pupil places. This equates to a school utilization rate of approximately
109% or 32 students over capacity. Currently, there are approximately 63
students who reside outside of the St. Anselm’s Board approved fixed
attendance boundary (17% of student body), of which 42 students reside to
the west of the school boundary in an area that forms the western limit of St.
Anselm’s Parish boundary. The western limit of St. Anselm’s Parish
boundary is part of St. Monica’s Board approved fixed attendance boundary,
an area long associated with St. Monica, but is also an “optional attendance
area” for St. Anselm (as approved by Board in 1996). This unique boundary
arrangement has led to some confusion on the part of school staff and
parents. A student may be admitted to St. Anselm from this optional
attendance area, but only where space permits.
It is the conclusion of staff that enforcing the Board approved fixed
attendance boundary at St. Anselm will, over time, manage enrolment in an
effective and efficient manner, and ultimately right-size the school without
the need for portable classrooms or off-site accommodation. Planning staff
have committed to regular dialogue with St. Anselm staff in order to ensure
that the school is fully aware of their space availability at any given time.
In an immediate response to oversubscription, however, Facilities staff
recently completed a retrofit/partition of the St. Anselm library in an effort
to create an additional classroom space. This has had the effect of
significantly reducing the size of the school library. Staff propose that the St.
Anselm library be restored back to its original size once enrolment declines
to below the Ministry rated capacity of the facility. Lastly, staff recommend
the temporary placement of a portable classroom for the 2015-16 school year
to help accommodate the additional students at St. Anselm.
B. PURPOSE
To identify practical solutions to address both short and long-term enrolment
pressures at St. Anselm.

C. BACKGROUND
1. Arising from a Trustee matter regarding enrolment pressures at St. Anselm
at the meeting of Corporate Affairs, Strategic Planning and Property
Committee on October 16, 2014, the following was approved:
“That staff write a comprehensive report outlining the current enrolment
pressures at St. Anselm Catholic Elementary School. Please include some
recommendations for solutions for short term accommodation and long term
accommodation relief.”
2. At its meeting of October 15, 2014, the St. Anselm CSAC considered
ongoing accommodation pressures at the school. Staff from the Board’s
Facilities and Planning Departments were present to answer parent
questions, and to provide an update on area demographics, projections, and
facility issues. A letter dated October 29, 2014 was subsequently submitted
by the CSAC to the school Superintendent, which provided feedback from
the parents at the October 15, 2014 meeting (Appendix ‘A’).
3. In 1999, a 5600 square foot addition was constructed at St. Anselm help to
alleviate enrolment pressures at the school.
4. At is meeting of May 9, 1996, the Board approved the following resolution
in connection with the report: Boundary Change – St. Anselm:
“1. That the eastern boundary for St. Anselm be moved so that new
registrants without siblings in the school for buildings #35-49
Thorncliffe Park Drive be redirected to St. Aloysius School.
2. That the western boundary at Bayview Avenue be retained at
this time but that the applicants from that area who are within
the St. Anselm parish boundary and south of Eglinton be
accepted for September 1996. This will be reviewed annually
and a decision made as to new applicants for the following
September.
3. That changes be made to the busing pattern for St. Anselm and
St. Aloysius to provide for more convenient times and pick-up
stop for students living in Thorncliffe Park and attending, or
wishing to attend, St. Aloysius, and to eliminate the stops for St.
Anselm beyond #49 Thorncliffe Park Drive.

4. That, where families move outside of the current school
boundaries, the child(ren) be permitted only to complete their
current year at St. Anselm.
5. That the parents of new registrants must have their primary
residence within the boundaries of St. Anselm.
6. That new registrants for the area north of Eglinton and west of
Bayview only be admitted if they have siblings currently
attending the school.
7. The Planning and Facilities continue to pursue a long-term
Capital solution.”
5. At its meeting of March 25, 1993, the Board approved the following
resolution in connection with the report St. Anselm Catholic School
Attendance Area Review:
“That after consultation with the surrounding schools the Director of
Education or his delegate be permitted to admit pupils to St. Anselm
Catholic School residing outside of the following catchment area:
NORTH: Glenvale Avenue
WEST: Bayview Avenue
SOUTH: Red Oaks Cr/CN railway/Thorncliffe Park Drive #1-49
EAST: Parklands/Industrial Area SE of Bayview Avenue &
Brentcliffe Road.”
6. At its meeting of April 17, 1984, the Board approved the following
resolution in connection with the report regarding St. Anselm Catholic
School – Solution for Overcrowding:
“a) That a north-south boundary be established so that #50 to #85
Thorncliffe Park Drive become part of St. Aloysius Catholic School
catchment area.
b) That busing to St. Aloysius Catholic School be provided to students
residing at #50 to #85 Thorncliffe Park Drive.
c) That students now attending St. Anselm Catholic School who reside at
#50 to #85 Thorncliffe Park Drive may continue to attend St. Anselm
Catholic School if so desired by parents.
d) That siblings in the future of students now attending St. Anselm
Catholic School who reside at #50 to #85 Thorncliffe Park Drive may
continue to attend St. Anselm Catholic School if so desired by their
parents.
e) That busing continue to be provided to St. Anselm School for the
students outlined in conclusion (c) and (d).”

D. EVIDENCE/RESEARCH/ANALYSIS
1. St. Anselm Catholic Elementary School has a current enrolment of
approximately 369 students and a Ministry of Education rated capacity of
337 pupil places. This equates to a school utilization rate of approximately
109% or 32 students over capacity.
2. There are currently 14 standard size teaching spaces in the school, as well as
2 smaller rooms used for Special Education instruction. The teacher
allocation based on the Board approved 2014-15 projected enrolment of 351
students, as assessed in May of 2014, was 15 teachers. Based on this
assessment, there was no need for additional classroom space in the school.
3. When reassessed in September of 2014, the teacher allocation required to
serve the 369 registered students had increased to 16, which resulted in the
need for an additional teaching space. It was suggested by school staff and
the CSAC that the Board explore the option of utilizing the nearby Parish
Hall for additional instructional space.
4. It was determined by Facilities staff, that the use of the Parish Hall would
require a significant amount of renovation work to make it suitable for
classroom use. This includes new ventilation systems, installation of
windows, new PA/IT/telephone systems, and data connectivity. The
installation of a suitable ventilation system alone would be a significant
expenditure to the Board. In addition to the renovation costs, there would be
on-going lease costs to the Board.
5. Two on-site temporary accommodation options were explored to add
additional classroom space: the addition of a portable classroom, which
unfortunately, requires removal of the play structure, and the temporary
partitioning the school library to create an additional classroom space.
6. It was determined that partitioning the library could be completed in a timely
manner, while complications with portable placement would unduly delay a
resolution to the immediate pressures at the school. Placement of a portable
on-site further displaces the very limited outdoor play space at this location.
A report was prepared recommending partitioning of the library for an
additional teaching space to solve the immediate space concern. Work

began on November 21, 2014 with occupancy anticipated during the week of
November 24, 2014. This work has been fully completed.
7. Portable classroom needs for all TCDSB schools are assessed in the spring
of each year, immediately following Board approval of enrolment
projections for the next school year. Based on current enrolment, a portable
will be required at St. Anselm for the 2015-16 school year.
8. There are 42 St. Anselm students who reside to the west of St. Anselm’s
fixed attendance boundary. This is an area that happens to form the western
limit of St. Anselm’s Parish boundary. The western limit of St. Anselm’s
Parish boundary is part of St. Monica’s Board approved fixed attendance
boundary, an area long associated with St. Monica, but is also an “optional
attendance area” for St. Anselm (as approved by Board in 1996). This

9. New requests for admission from St. Anselm’s optional attendance area will
be placed on a waitlist as per Board policy, and once the registration period
has closed, these applicants will be given priority consideration for
admission where space permits. Priority will be established on a time and
date stamp basis. Part of the motion from the Board meeting of May 9, 1996
regarding the report Boundary Change – St. Anselm was that the admission
of students residing in the optional attendance area be reviewed on an annual
basis. The Board’s Admissions department is fully committed to this annual
review, and will ensure that the waitlist process is handled in accordance
with Board policy.
10. St. Anselm’s projected enrolment for the next five years, based on a JK
intake of 30 students per year, is provided in the table below. The enrolment
is forecasted to peak in 2018 at approximately 372 students. The classroom
space requirement will not exceed 16 teaching spaces.

11. If JK intake continues at current trends, with no capping of enrolment, an
additional teaching space will be required every second year to
accommodate the needs of the students. This would be unsustainable. Staff
recommend a hard cap of 30 JK students per year.
12. The admission of students from outside of St. Anselm’s Board approved
fixed attendance boundary has had a negative enrolment impact at
neighbouring St. Monica. St. Monica has shared a portion of the St. Anselm
Parish boundary for many years. As noted above, 42 students attend St.
Anslem while 4 students attend St. Monica from within this same area.
While St. Monica remains fairly well utilized at 89%, the projected
enrolment for the school is dependent, in part, on intake from the St. Anselm
Parish boundary area described above. Continued loss of students from this
area to St. Anselm will result in a gradually reduced utilization rate at St.
Monica over time, which could impact staffing and program delivery at the
school. Given St. Monica’s current utilization rate, it can accommodate all
students residing within its fixed attendance boundary.

13. Appendix ‘C’ provides a detailed calculation of washroom fixtures and the
maximum number students that can be accommodated. In short, there are
adequate washroom fixtures to service the needs of the St. Anselm student
population.
14. Appendix ‘C’ also provides exit capacity (fire code) calculations as per
Ontario Building Code. Based on the staff analysis, St. Anselm does not
exceed fire code capacity, and is in fact, well below the maximum allowable
threshold.
15. Appendix ‘D’ provides a floor plan of the St. Anselm library subdivision that
was recently completed, as noted in comment #6 above.
16. It is believed that strict adherence to St. Anselm’s Board approved fixed
attendance boundary will help to right-size the school over time. Once
enrolment declines below the Ministry rated capacity of the facility, students
may be admitted from within the optional attendance area, on a time and
date stamp basis.
