When.South.St..Paul.students. return. to.
school. this. fall,. they’ll.discover. that. most. class-rooms. have. been. outfit-ted.with.a.new.and.high-ly. innovative.educational.tool,. the. SMART. board..The. SMART. board. is.one.of. the.newest.educa-tion. tools.. It. includes. an.interactive. whiteboard,.computer,. projector. and.learning. software.. It’s.displayed. in. the. front.of. the. classroom,. where.blackboard. and. chalk.ruled.in.low-tech.fashion.for.more.than.a.century.
Last.year,.only.51.class-rooms. had. a. SMART.board.. The. South. St..Paul. Board. of. Education.approved. the. purchase.of. 30. more. at. a. cost. of.$1,500. each.. Eager. to.spread. the. new. tech-nology. throughout. the.district,. South. St.. Paul.Schools. Superintendent.David. Webb. launched.a. two-year. fundraising.campaign. to. purchase.another. 97. to. fill. all. the.classrooms.
“It’s. amazing,”. he. said,.
referring. to. the. rousing.response. the. campaign.received. throughout. the.city.. A. website. tracking.the. pace. of. donations.showed. that. after. just.one. month. the. district.was. nearly. halfway. to. its.goal.. “The. first. week,.there. was. enough. for. 10.boards..The.second.week,.an. anonymous. donor.
contributed.$30,000.”Funds. also. flowed. in.
from. the. district’s. Edu-cational. Foundation,. Se-nior. Council,. South. St..Paul.Lions.Club,.the.high.school’s.Student.Council,.local.businesses.and.other.anonymous.donors.
To. further. embrace.the. use. of. technology,.the. Board. of. Education.
approved. for. the. up-coming. school. year. the.purchase. of. 600. Apple.iPads. for. students. in. the.two. elementary. schools,.the. high. school. and. the.Community. Learning.Center,. and. an. addition-al. 280. for. teaching. staff.and. administrators.. The.

“The. world. students.live. in. is. digital. and. it.is. changing. fast,”. said.Webb.. “The. iPad. wasn’t.available.two.years.ago.”
SMART. boards. add. a.whole. new. dimension. to.teaching..They.use touch.detection. for. user. input.and. are. compatible. with.iPads. to. display. lesson.plans. and. student. work..Testing.can.be.done.daily.using. iPads. so. teachers.know. whether. to. review.subject. matter. or. move.on.
In. addition. to. class-room. resources,. Webb.pointed.out.that.100,000.books. are. on-line. free. of.charge.
“Even. books. from. the.local. library,”. he. said,.“and. they. are. accessible.to. everyone.. In. Califor-nia. all. textbooks. are. on-line.and.accessible. to.ev-eryone.in.the.country..It’s.the. direction. schools. are.headed.in.the.next.five.to.
10.years..We.want. to.ex-pose.all.students.to.these.devices. and. this. type. of.learning. and. create. the.pathways.to.get.there.”..
Webb. said. that. while.technology. is. a. teaching.tool.designed. to.enhance.and. individualize. class-
room. instruction,. stu-dent. achievement. is.only.as.good.as.the.curriculum.and.instruction.
In. the. South. St.. Paul.School.District.the.rigor-ous. International. Bacca-laureate. (IB). curriculum.is. at. the. core. of. instruc-
tion.. The. district. is. the.first. in. the. state. to. have.a. K-12. IB. curriculum.in. place.. High. interna-tional. standards. must. be.met. under. this. curricu-lum.. This. is. reflected. in.the. high. performance. of.the.district.under.the.No.Child.Left.Behind.federal.program..The.district.has.a. 97.2. percent. achieve-ment. level. in. Adequate.Yearly.Progress.of.36.eli-gible.groups...
Webb. reported. that.30.students. from. the. class.of. 2011. graduated. not.
only. with. a. South. St..Paul. High. School. diplo-ma,. but. also. with. an. IB.diploma,. which. is. recog-nized.worldwide..He.said.many. colleges. waive. the.first.year.to.students.with.an.IB.diploma..
“Technology. won’t. re-place. teachers,. but. it.will. enhance. what. they.are. doing,”. said. Webb..“For.example.art.teachers.can. write. their. lesson. on.the. SMART. board,. click.to. save. to. their. desktop.computer.. Then. there. is.a. program. call. ‘Moodle’.where. teachers. can. build.additions.to.their.lecture,.and.students.can.access.it.24/7...If.they.missed.class.or.are.struggling.they.can.click. on. it. and. hear. it.again.”
Enriched. learning. is.available. for. gifted. and.talented.students.as.well,.since. teachers. can. load.web. links. to. their. les-son. plans.. Art. teachers,.for. example,. can. link. to.the. best. museums. in. the.world. to. help. students.broaden. their. knowledge.base..
BudgetBecause. of. expected.
funding. cuts. from. the.state,.the.district.reduced.its. budget. by. $545,000..Through. adjustments. in.the. district. school. nurse.program,. a. savings. of.$285,000. is. expected..
Further. reductions. are.expected. by. partnering.with. the. city. of. South.St..Paul.for.maintenance,.sharing. Community. Ed-ucation. and. Adult. Basic.Education. with. nearby.school.districts,.and.add-ing. a. $5. fee. increase. for.athletics..A.small.number.of. teachers. were. let. go.and. others. were. moved.from. the. high. school. to.the. elementary. schools,.where.student.population.is.rising..
“South.St..Paul.has.po-sitioned.itself.to.be.com-petitive. for. such. a. long.time,”.said.Board.of.Edu-cation. Chairperson. Ann.Counihan.. “We. have. a.creative. superintendent,.a. dedicated. staff. and. a.generous. supportive. city..As. the. school. goes,. so.goes.South.St..Paul.”
The. biggest. revenue.generator. is. students,.because. each. student. en-rolled.brings.dollars.from.the. state. to. the. school.district.. Enrollment. has.been. holding. steady. at.about. 3,100. for. the. past.several.years.
New gym floorIn.other.news,.the.high.
school. gymnasium. has.been. shut. down. for. the.summer. while. the. floor.is. being. replaced. with. a.new. “spongy”. floor. and.insulation.is.being.added.to. the. roof.. The. district.had. set. aside. $360,000.over. the. past. five. years.to.cover.the.cost.of.these.upgrades.

GREAT RIVER PASSAGE / PART 1 OF 3
New plan aims to make Mississippi riverfrontMORE NATURAL, MORE URBAN, MORE CONNECTEDIn mid-June, the city of St. Paul unveiled a new plan to further develop
its 17 miles of Mississippi riverfront. Building upon the framework of
the Great River Park Master Plan, the city spent about $1 million over
the past year to garner advice from consultants and residents alike on
ways to link 16 parks and 25 miles of trails and add other amenities to
make the riverfront “more natural, more urban and more connected.”
The new plan, dubbed the “Great River Passage,” is expected to signifi-
cantly change the riverfront over the next 30 years and help connect
more people to the Mississippi River. This is the first of three articles
that will explore the plan’s goals: more natural, more urban, more
connected.

Nonetheless,.a.plan.is.in.place.to.make.the.riverfront.more.natu-ral..Here.are.some.of. the.highlights.of.the.plan.
Create a continuous natural corridor
St.. Paul. has. three. re-gional. parks. —. Har-riet. Island,. Lilydale. and.Battle.Creek.—.and.if.all.goes. as. planned,. it. will.have.one.more..The.City.plans. to. acquire. selected.

Protect existing natural areas
Removing. buckthorn.and. other. invasive. spe-cies. is. a. critical. part. of.restoring. natural. habi-tat. and. ecological. diver-sity. along. the. river.. The.City. will. see. that. these.efforts. continue.. It. will.also.control.usage.within.natural. areas.. This. will.be.done.by.adding. trails,.benches,.wildlife-viewing.blinds. and. other. facili-ties.to.concentrate.use.to.
specific. zones. within. the.natural.areas.
Create a series of nature preserves
The. City. will. create. a.series. of. nature. preserves.to. improve.wildlife.habi-tat. and.ensure. that.other.natural.resources.are.pro-tected..These.areas.will.be.off-limits. for. recreation,.but. may. be. accessed. pe-riodically. when. accom-panied. by. a. naturalist. or.park.ranger..
Improve storm water quality
Management. strategies.will. be. employed. in. all.new. park. developments.
to. treat. polluted. urban.runoff. and. help. restore.historic. streams.. This.includes. diverting. storm.water. through. a. series. of.swales,.wet.meadows.and.stream.channels..
Provide for nature-based recreation
Improvements. will. be.made. to. certain. parks. to.provide. recreational. uses.that. respect. the. natural.setting,. including. hiking.and.biking. trails. and. ad-venture. playgrounds. for.children.
Keep conventional recreation in other parks
Conventional. recre-ational. activities. and.programs,. such. as. soc-cer,. baseball,. basketball.and. tennis,. will. be. con-centrated. in. community.parks.that.are.not.located.in.the.river.corridor.
Create a series of gathering places
The. City. plans. to.transform.Watergate.Ma-rina. into. a. site. that. will.
accommodate. more. riv-er-oriented.uses..Planned.additions. include.a. small.café,. bait. shop. and. rent-al. facilities. for. bicycles,.cross-country. skis. and.paddle. sports.. For. us. at. Neighbors,.this.means.that.each.month.when.we.distribute.food,.we.have.the.volunteer.help.needed.to.serve.over.125.participants.in.a.3-hour.period..
The.next.time.you.see.a.report.about.greedy.corpo-rations. and.corporate. leaders,. remember. that.not. all.should.be.painted.with.the.same.brush..We.at.Neigh-bors.can.tell.you.from.first-hand.experience.that. the.people. who. lead. Next year Minnesota will commemorate the 1862 war between some of the Dakota peo-ple and the U.S. government and settlers. The chief who is traditionally identified as the leader of the Dakota who went to war is Taoyateduta, commonly known as Little Crow of the Kaposia band of Mdewakanton Dakota. The band resided near present day South St. Paul. Last month’s article covered Taoyateduta’s childhood through the time he became chief in April 1846, at age 28.
Learning about Little Crow – Part II
The artist Frank Blackwell Mayer made this sketch of Taoyateduta at the July 1851 treaty signing at Traverse des Sioux. He described Little Crow in his diary: “The Chief is a man…of a very determined and ambitious nature, but withal exceedingly gentle and dignified in his deportment. His face is intelligent when conversing and his bearing that of one accus-tomed to command.”
Lois GlewweContributor

about. educating. his. peo-ple. and. moving. them. to.economic. security.. A. re-nowned. orator,. he. spoke.to. government. agents.and.military. leaders.with.skill.and.authority..
The. chief. was. no.stranger. to. whites. or. to.white. civilization.. His.grandfather. had. been.part. of. a. Dakota. del-egation. to. Washing-ton,. D.C.. in. 1824,. and.
his. father. had. held. that.same. responsibility. in.1837..The.tales.they.told.Taoyateduta. about. rail-roads,. steamships,.multi-storied. buildings,. fancy.hotels. and. department.
