The group consisting of 42 college students from the Food Science Department had left for Delhi on December 11 for a conference at National Institute of Food Technology Entrepreneurship and Management (NIFTEM) in Sonepat, Haryana. They were scheduled to return to Chennai on December 16 by Spicejet flight SG 309 at 7 PM that day, which, however, was first delayed and later cancelled. “Since we had no way out, we reached the Delhi railway station in the cold winter night on Tuesday and were pondering over travelling in an unreserved compartment up to Chennai,” said Usha Ravi, professor at the Food Science department of the college who headed the group. Meanwhile, she managed to source the number of Union MoS for finance and commerce, Nirmala Seetharaman, and told her of their travails. “She is a minister, woman and from Tamil Nadu. After I personally spoke to her, she made some calls and arranged for our lodging at a hotel where our every need was taken care of,” explained Ravi. Though the group desired a coach on the Grand Trunk Express on Tuesday night itself, the ministry could manage to send them only the next day in the Rajdhani Express at 4 PM. A three-tier AC bogie was attached to the train and the relieved group reached Chennai on Thursday night. “We paid `2,800 per head for all the facilities. The Prime Minister made it clear that he planned to utilise the enormous capital available with business establishments within the country as well as abroad for improving the infrastructure. “We need to understand and appreciate the potential of the Railways’ huge infrastructure which, if utilised properly, can transform the country’s economy,” he said. He was speaking at the Diesel Locomotive Works (DLW), on the outskirts of the city, where he inaugurated a project for expansion of the workshop and also dedicated to the nation a 4500 horse-power air- conditioned passenger train engine. “We can take the example of a village where there is a railway station through which very few trains pass. Now the existence of the station would naturally result in good electricity supply. “If we construct a few rooms in the vicinity, we can use these for setting up skill development centres which can work wonders for the unemployed youths in the village and nearby areas,” Modi said. Modi said Railways can be made an attractive career option for many talented young people. “For that we would need to bring in technological upgradation and better human resource management. It is for this purpose that we have decided to set up four Railway universities across the country,” he said. “At these universities, young men who have an interest in Railways and its operations can get best- possible training before they get a job,” Modi added. The Prime Minister, who also inaugurated a project for expansion of the DLW workshop, said, “This project should be seen as an important part of my government’s Make in India campaign. “I feel proud to have dedicated to the nation the modern rail engine which, I am told, has 96 per cent of its components indigenously built. “I have got an assurance from officials here that efforts will be made so that even the remaining four per cent are developed here. “We have come a long way since the days when we had to import foodgrains from other countries.” He said that the country has come a long way and the dream of former Prime Minister Lal Bahadur Shastri, of self-sufficiency in food, has been realised. “We must now dream of fulfilling all our needs on our own strength and leave behind the current times wherein we are importing all sorts of things from defence equipment to teargas shells,” Modi added. If a foreign company contributes in improving the condition of our railway stations and in the bargain erects a skyscraper in the vicinity, the country will be the ultimate gainer. “We need to look at novel ways to improve Railways. That is why I have decided to use the funds at my disposal under the MPLAD scheme for the laying down more benches at the stations in Varanasi,” Modi added. Black money: India studyinginformation given by Cyprus

India will look at removing Cyprus from the blacklistof countries that do not share details about tax evadersafter examining information given the island nation.India had blacklisted Cyprus last year for not sharinginformation about tax evaders."They (Cyprus) have given some information. Weare just examining whether information given by themis substantive ... if we are satisfied that the informationprovided is substantive, then matter (of removingCyprus from Indian ggovernment's blacklist) will belooked at," the top official said today.The Finance Ministry had classified the island nationas a notified jurisdictional area on grounds thatCyprus was not providing information requested bytax authorities under the taxation treaty.Following the notification, all payments made toCyprus attracted a 30 per cent withholding tax andIndian entities receiving money from there wererequired to disclose the source of funds. The notification also meant that "no deduction inrespect of any other expenditure or allowance arisingfrom the transaction with a person located in Cyprusshall be allowed unless the assessee maintains andfurnishes the prescribed information". It had also added that if "any sum is received from aperson located in Cyprus, then the onus is on theassessee to satisfactorily explain the source of suchmoney in the hands of such person or in the hands ofthe beneficial owner, and in case of his failure to doso, the amount shall be deemed to be the income ofthe assessee".India and Cyprus had entered into an agreement foravoidance of double taxation of income andprevention of fiscal evasion in December 1994. In Budget of 2011-12, the Finance Ministry hadinserted a clause - Section 94A - in the Income TaxAct to notify and guard against countries that do notcooperate in the exchange of information protocol. The Central Board of Direct Taxes (CBDT) in Junelast year had notified rules under which an entitybased in a "notified jurisdictional area" will have togive an undertaking to share information in aprescribed format. India, as part of its efforts to counter the menace ofblack money and evasion of taxes, undertakes legalagreements like Double Taxation AvoidanceAgreement (DTAA) and Tax Information ExchangeAgreement (TIEA) with other countries.

In a bid to make cookinggas (LPG) easily availableto consumers, 5-kg miniLPG cylinders will now beavailable at select petrolpumps and neighbourhoodgrocery stores besidesregular gas agencies inalmost all major cities.Till now, cooking gas(LPG) was available fordomestic use in 14.2-kgcylinders only from gasagencies. Consumers wereentitled to 12 such bottlesin a year at subsidised rateof Rs 417 in Delhi.Now the subsidisedcooking gas will also beavailable in 5-kg packs.Those entitled to subsidisedgas can buy 34 bottles of5-kg each at Rs 155 percylinder in Delhi.While the subsidised 5-kgmini LPG clinder will beavailable only at regularLPG distributor, market-priced mini LPG cylinderscosting Rs 351 can bebought across-the-counterwithout prior booking andminimal paper work atpetrol pumps, gas agenciesand select grocery stores.Oil Minister DharmendraPradhan used the 'GoodGovernance Day' torelaunch the scheme atmore outlets across thecountry. "This is not a newscheme but we are nowrebranding and relaunching

AHMEDABAD: A 33-year-old married woman,who had filed a case ofsexual assault against self-styled godman AsaramBapu, is mysteriouslymissing for over a weekalong with her son andhusband, police said today.

"A victim of rape,who had accused Asaramof sexual assault, wentmissing along with her sonand husband more than aweek ago," Sub-InspectorN M Ahir of Kamrej PoliceStation in Surat city toldPTI over phone.Police department hadprovided four Constablesto the victim for herprotection. On December14, the victim informedour personnel that herfamily members weregoing to attend a marriagein Amroli area in the citywhere they did not requirepolice protection," he said.

woman nor her son orhusband returned. This ledpolice to file a missingcomplaint on December18, Ahir said .. Iteither did not ring orelicited a recordedresponse: "You areimportant to us, pleasestay on line, we willtransfer your call." Afterthat, there was noresponse. Paresh Shah,who owns a bungalow inGandhinagar, wasinterested in being a partof the government'shomestay scheme.

However, he facedhardship. "We startedcalling up at 10 am. Wekept on calling after someinterval till 3.30 pm butwere unable to reach theofficials concerned.Sometimes the phonesimply did not ring and atother a record played,which did not actualise,"he said.
