The order was issued in exercise of the powers vested under Section 144(3) Cr.PC as per Governor Order No. HD.10.Per.74, dated 6th July, 1974. In a prohibitory order, Police Commissioner M N Reddi said that copies of the documents enclosed with the report of Deputy Commissioner of Police, East Division, should be served on Shri Asaduddin Owaisi. “Further action should be taken by the Deputy Commissioner of Police, East Division, Bengaluru City, in this regard,’’ the police commissioner said. The police commissioner said that provocative and inflammatory speeches of Asaduddin Owaisi to which he is inclined would have sufficiently grave consequences for public order. “And whereas I am convinced that there is every likelihood of disturbance of public tranquility and communal harmony in Bengaluru city if the speech by Asaduddin Owaisi is not prevented. He said that Asaduddin Owaisi is non-residential addressee of Bengaluru City and not a permanent resident of Karnataka State. “Though he is a resident of Hyderabad, he keeps touring various places across the country to participate in various BJP targets Bihar Speaker, says he's acting like JD(U) leader Bihar, On the eve of the crucial trust vote in Bihar Assembly, BJP on Thursday trained its gun on Speaker Uday Narain Choudhary accusing him of "acting like a JD(U) leader against all rules and norms" and said the Nitish Kumar-led party was "crossing all limits to grab power". "The Speaker's office has been turned into a JD(U) office and the Speaker is acting like a JD(U) leader against all rules and norms. The Speaker is acting on a partisan manner by granting JD(U) the status of leader of opposition even when its government is in power. We oppose this act of his," BJP Spokesperson Shahnawaz Hussain said. He said the JD(U) has been given the opposition party status although BJP has not given any letter of support to the Jitan Ram Manjhi government. BJP maintained that the crisis in Bihar was an "internal matter of JD(U)" and said it will decide later whether to support chief minister Jitan Ram Manjhi or not in tomorrow's trust vote. He said the Speaker has given JD(U) the status of both opposition and the ruling party and "it looks that Nitish Kumar is headed to sit in opposition from now on". The BJP leader said, "It is an internal conflict of JD(U). It would be wrong to say Janata Dal (United) as it stands as a divided house today." Hussain said JD(U) today stood exposed for its politics of coming to power and for humiliating a Mahadalit leader whom it had earlier made the chief minister. Sushil Modi said the party was against frequent change of government. "We are against changing government every six months." Asked whether BJP was confident that Manjhi would sail through in the floor test with its help, he said, "BJP will stand with him. Manjhi has to win the confidence vote. We will play our role in his favour." Attacking Nitish Kumar, the BJP leader said he had "gone around the city after choosing Manjhi to succeed him as CM saying that he has honoured a mahadalit. But merely nine months after that he is working overtime to dethrone him (Manjhi)... This is an insult to mahadalits, the poorest section of the society," he said. New Delhi, The Kailash Mansarovar pilgrimage will commence June 8, External Affairs Minister Sushma Swaraj said on Thursday while announcing that elderly pilgrims and those with mobility issues will now be able to visit Mount Kailash for the first time via a motorable route passing through China. Sushma Swaraj also unveiled a website that has detailed information about the yatra. "The yatra (pilgrimage) until 2014 was through only one way via the Lipulekh pass (in Uttarakhand), which was very difficult and only the youth or a very fit person could go on that route. "There is now the Nathu-La pass, a motorable route and comfortable to use. The old and people with mobility issues can also go this time by car till Mount Mansarovar," Sushma Swaraj told the media here. The pilgrimage - that will commence June 8 from the old route via Lipulekh pass - will cost Rs.1.5 lakh. The new motorable route via Nathu-La on the India- China border from east Sikkim to Shigatse, the second biggest city in Tibet, was added after a memorandum of understanding was signed between the two countries during Prime Minister Narendra Modi`s state visit to Beijing in September 2014. Beginning June 18, the yatra via the new route will cost Rs.1.7 lakh. Eighteen batches of 60 people each will pass through the old route whereas five batches of 50 people each will use the new route to reach Kailash Mansarovar in Tibet. In a first, a dedicated interactive website - http://kmy.gov.in - will have details like fares for the journey from both routes and other information people need to plan for the pilgrimage that will end in September. Whether or not Bihar Chief Minister Jitan Ram Manjhiwins the battle against former mentor Nitish Kumar, he isensuring his opponents will have a political cost to bearfor seeking to unseat him. Mr. Manjhi, who was chosento succeed Mr. Kumar after their party, the Janata Dal(United), suffered a humiliating defeat at the hands of theBharatiya Janata Party in the Lok Sabha election last year,is now wooing both JD (U) members of the Assemblyand the BJP leadership in an attempt to stay on in power. In order to win over some of the MLAs, the Chief Ministeris keen on a Cabinet expansion before the trust vote. Butgiven that the vote is only a few days away, and themajority of Mr. Manjhi is in serious question, GovernorKeshari Nath Tripathi would be well-advised not toaccede to Mr. Manjhi’s request. Neither the demands ofgovernance nor political propriety require a Cabinetexpansion at this stage. Whatever Mr. Manjhi’sexplanations, ministerial berths cannot be blatantly onoffer in exchange for political support. Indeed, allowinga Cabinet expansion at this stage will put a question markon the propriety of the Governor’s decision to give Mr.Manjhi time till February 20 to prove his majority. For the BJP, the only incentive for supporting Mr. Manjhiis the prospect of an early election. The incumbent ChiefMinister, who has been busy trying to carve out his ownpolitical constituency among Dalits and the poorer andweaker sections of Bihar, is also working on longer-termplans. After offering free power to farmers with agriculturalland up to five acres, he held out the promise of extendingit to farmers who own up to ten acres if he got anotherchance at power. By refusing to resign at the prodding ofhis party leadership, and offering sops to farmers andteachers, Mr. Manjhi is eyeing Mr. Kumar’s support base.Already Mr. Kumar has been deliberately cast in a badlight by his successor, with hints that the JD (U) leader isrestless and unwilling to wait till the next election to returnto the chief ministerial helm. Mr. Kumar’s plan to resignas Chief Minister to own responsibility for the party’selectoral defeat appears to have done him more harmthan good. In the popular perception the resignation mighthave a taint of insincerity, however unintended in the initialgesture. Instead of edging out the BJP in the manner ofOdisha Chief Minister and Biju Janata Dal leader NaveenPatnaik, Mr. Kumar appears to have left the field wideopen to the BJP to gain dominance even as otherformations could take the JD (U)’s place in politicalcontestation.

World Cup 2015: MS Dhoni’s formdisappoints, pattern reassures

Dhoni, the captain, ticked allboxes against Pakistan, butDhoni, the batsman, struggled to check even one.It has been five months sinceDhoni scored a fifty in theshorter format. Yes, hedidn’t get to bat on mostoccasions but even when he

did, failed to make animpression. It is extremelydifficult to decode Dhoni’sstyle of batsmanship. Hecharges to a ball any normalbatsman would shoulderarms to, hooks a deliveryworth a duck and smokes alength which deserves a

back-foot defence. While acareer batting average of52.07 makes a veryimpressive read, the ten-point dip to 44.36 in the last14 months does forcecricket experts to put thethinking hat on. The ODIseries against the WestIndies didn’t give him muchtime in the middle due totop-heavy contributions, thetri-series involving Australiaand England seemed idealfor captain cool to be backamong the runs. That, however, didn’t happen asthe skipper could onlymanage disappointingscores of 19, 34 and 17.The fatigue can’t be a validdefence for Dhoni as hemissed the opening Test, andannounced retirementbefore the fourth. He wasthe only Indian cricketer tohave had a lot of time awayfrom the game.

an impromptu meeting at theteam hotel ‘Langham’ withFletcher not informed aboutit. “I can confirm that no suchmeeting was held. There isabsolutely no truth thatDuncan was not kept in theloop about a meeting of thesupport staff. I can onlyterm this as figment ofimagination,” team’s mediamanager DR R N Baba saidwhen specifically askedabout about the rift among

support staff. The generalnotion since Shastri’sappointment has been thatit’s a move by BCCI to clipFletcher’s wings afterteam’s poor overseasrecord over a period of time.In fact, according to teamsources, bowling coachBharath Arun and fieldingcoach R Sridhar, apparentlywent to meet their commonfriend in the evening duringthe time when the so-calledmeeting of support staffwithout Fletcher wassupposedly held. Whencontacted a senior BCCIofficial currently in India, said, “Do you peopleseriously think that Fletcherneeds to be sidelined withthese kind of childish tricks”.“Fletcher has a contract tillthe end of the World Cup,which is only a month andhalf away. We don’t think hewill seek an extension.

Anand wins classical section of Zurich ChessChallenge after draw against Karjakin

Five-time world championViswanathan Anand playedout an easy draw withSergey Karjakin of Russiain the fifth and final round towin the Classical section ofZurich Chess Classic.Awarded two points for awin and one for a drawunder new rules in placehere, Anand tallied sevenpoints in all, winning twoand drawing the remainingthree games in the six-playerround robin. This alsomeant a much-neededrecovery in ELO points afterlosing heavily in thepreceding Grenke Classictournament. HikaruNakamura of United Statesfinished a clear second, a fullpoint behind Anand aftersettling for a draw withLevon Aronian of Armenia. The third game of the fifthand final round in theClassical format was alsodrawn between RussianVladimir Kramnik andFabiano Caruana of Italy.Kramnik finished third, having drawn all his five

games while Aronian,Caruana and Karjakinfinished tied fourth on fourpoints apiece. The battlenow shifts to the rapid chessformat where all playersplay once more against eachother in the same day. Thereare five more roundsremaining to decide theoverall winner but in rapidchess each win will be worthonly one point and a drawwill just earn half a point. This effectively means thetrio of Aronian, Caruanaand Karjakin are out of titlecontention barring a hugeturnaround in fortunes.Kramnik, too, is two points

behind Anand and it seemsunlikely that the Russian canmake a match of it either.Nakamura, however, mightfancy his chances under thefaster version of the game. However, in the blitztournament played on thefirst day to determine thecolours of the players, theAmerican had finished out oftop three. Anand played thereverse closed Sicilian asblack and was not troubledat all. The Indian ace gaveup the Bishop pair early inthe opening to get an activeposition and Karjakin had toreturn the favour to maintainthe balance.

World Cup 2015: England face criticaltest against in-form New Zealand

The reckoning has comeearly for England at theCricket World Cup. Out ofform and down onconfidence, Eoin Morgan'sEngland squad needs astrong showing in Friday'sPool A match against NewZealand to restore somebelief in its campaign. A 111-run loss to Australia in itsopening match delivered ablow to team morale whichwas already low after itsheavy loss to the Australiansin the preceding limited-overs tri-series. It now facesco-host New Zealand, which has won its first twomatches and which isbuoyant if a little chastenedafter a narrow win overScotland. Another win — itsthird in seven days — wouldput New Zealand in apowerful position in the groupwith an eight-day breakbefore its subsequent matchagainst Afghanistan. A loss to

New Zealand wouldn't be anirreversible setback forEngland: with matchesremaining againstAfghanistan, Scotland andBangladesh it should stillprogress comfortably to thenext round. But the effect ofanother defeat on alreadybrittle confidence might bemore severe. Morgan hasinherited the captaincy afterAlastair Cook was fired amidthe team's inconsistent form. His tenure hasn't yet beentransformative: while England

has won individual one-dayinternationals against Indiaand Sri Lanka, it struggles towin series or consistently beattop sides. One reason is thatis, in the absence of KevinPietersen, it appears to lackan x-factor player, one of theproven match-winners NewZealand captain BrendonMcCullum says will shape theoutcome of matches at thistournament. McCullum insistsEngland does have players ofthat caliber and lists Morganamong them.
