I.T. BlogA scam or two!

It’s amazing how inventive thebad guys can be when it comes toconning you out of either yourcash or personal details. Scamstend to target the weakest of usand recently we’ve had customerswho have been preyed on by veryfriendly and approachableconmen, who are exploiting theirlack of technical know-how andworst fears about their ownpersonal computer. It all starts withyour phone ringing and when youpick it up a friendly, and very per-suasive, voice advises you thatthey have detected issues withyour computer over the internet. Now, at this stage they don’t evenknow if you have a computer, although obviously most of us do,and they probably get rebuffedmore often than not. However, it’sfrightening how many people thenlog on to their computer and, byvisiting a website, give thisunknown person full access totheir system.

So now they have access toeverything on your computer, butthat isn’t enough, so next they willexplain that to fix the problem youneed to download some software, but there is a cost, so you givethem your name, address andcredit card details. Once you’vedownloaded the software thingsgenerally start to go wrong, atwhich point the voice on the otherend of the phone leaves you toyour own devices, never to beheard from again.

Now a lot of you are probablythinking that you would never fallfor this, as within this context itsounds very obvious, howeverthese conmen can be incrediblypersuasive and a reassuring voicecan get away with quite a lot underthe right circumstances. All we canreally stress is that if somebodycalls you, or you get an email youare unsure of, whatever you dodon’t go to any websites or giveout any personal details withoutgetting further advice fromsomeone that you trust. Stop and think!

I find it fascinating when people love tocelebrate and observe the many ‘tradi-tions’ we have in Europe. NowFebruary is also a month that is full oftraditions and customs, too. Forexample, there are pancake races;Valentine Day activities; and manyreligious services that are observed onthe 2nd February (Candlemas). Fur-thermore, there is the National WearRed Day on the 25th February 2011,which reminds us about heart diseasein the UK. When I lived in Austria, thepeople would have a big Fasching-sumzug (carnival parade). And theseparades are so spectacular that every-thing seems to stop for them. Ofcourse, there are our own family tradi-tions, and the list just goes on and on.Yet people manage to find the time topartake in these traditions, or whateveryou care to call them.

The raceNow life seems to be one big race withmany people running around with littletime to think about God! Yet God hassome very important things to say to

us about life. At the same time, Godtries to get our attention because thereis a race to run (it is not a pancakeone!), but a spiritual one with a prize(Hebrews 12:1 & 1 Corinthians 9:24).But how many people are interested inwhat God has to offer them! Are you?

The relationshipsIn this life we have to get on with allkinds of people, and it takes real lovefor relationships to work. And true loveinvolves much more than givingsomeone a Valentine’s Day gift in theshape of a heart. In fact, the Bible is theperfect book that tells us all about loveand what it real is. After all, it is a bookthat deals with heart problems: sinfulhearts, broken hearts, hard hearts, dis-couraged hearts, deceived hearts, proud hearts and heavy hearts...

The ritualsEven religious rituals can lose theirmeaning if people do not have apersonal living relationship with JesusChrist. After all, Jesus often spoke outagainst dead religious traditions thatreligious people observed - when Helived on earth 2000 years ago.

Therefore, these candles that are usedin many religious services on the 2ndFebruary, remind us that Christ is thelight of the world. However, there aremany people who are walking inspiritual darkness!

Now if we want something to celebrateand think about - let me remind you ofsome things. There is a Saviour whocan offer us the gift of eternal life, anda love that is so mind blowing - youcannot even describe it. Indeed, thelove of God can heal broken hearts, and restore broken relationships. Fur-thermore, Jesus has the power toremove the darkness in anyone’s life. And when His light shines into our livesit brings joy, peace, hope, and manyother blessings with it.

In fact, Jesus is so spectacular thatpeople really should stop and take thetime to think about Him. Will you?

Lodgehill – proposed development

gv mentioned the recent consultation with

Rory Kellett and slight modifications to the

design, for which a new application had

been submitted. Prof maher gave an update

on recent action by the neighbours: a total of

39 comments had been submitted, all but

one raising objections. JD confirmed that

Nairn River CC had already submitted a

letter objecting to the application, and gv

added that Nairn West CC would be doing

likewise. the neighbours were encouraged

also to make their views known to the local

elected councillors, both to convey the

feelings of the residents and to point out any

legal or planning concerns. there was some

concern about a recent Highland Council

official guidance letter which appeared to

warn elected Councillors against challeng-

ing any application which officials recom-

mended as meeting the technical planning

criteria.

Nairn Town Centre

• Jf described the formation of NiCe and

summarised briefly the outcome of the

public meeting held on monday 12

December. NiCe would continue to work on

ideas and alternative proposals for the town

centre plans.

• Dy drew attention to the fact that both the

Regal Bar, and the former social

Work/tourist office/Police station buildings,

along with many hundreds of other features

of Nairn, were recorded in the “Canmore”

archive (the Royal Commission on the

ancient and Historical monuments of

scotland). it was not clear whether this

implied any protection or restriction on de-

velopment.

• Bs noted that the Community Councils of

Nairn, as statutory consultees, had two

further opportunities to take action on the

town centre development planning. He

suggested the CCs should also urge the

Highland Council to do some “joined-up

thinking” and to integrate the plans for the

town centre site with the wider planning for

the rest of the town centre that was being

drafted as part of the inner moray firth local

Plan. Jm felt that a joint letter from Nairn

CCs would carry more weight with the

Council.

South Nairn - a second development

proposal

at a recent meeting of Nairn River CC a con-

sultation document had been publicly circu-

lated from muir smith evans representing

developers proposing to build on the

“allenby land” in south Nairn. Nairn West

CC and Nairn suburban CC had not been

contacted by the consultants. Jm thought

that the site (adjacent to Balblair Road)

probably lay within Cawdor and West Nairn-

shire CC area. in a brief discussion it was

noted that this was separate from the scotia

/ Robertson/ Barratt consortium’s plans. the

plans of the two separate developers

appeared to overlap on some parts of the

site, for reasons that were not clear. it was

also noted that both developers were aiming

to build on land adjacent to the sawmill,

which also had planning permission to

expand. thus there seemed to be a need for

clarification, and for coordination between

the various proposals.

Sandown and Common Good

JH briefed the group on the action taken by

the NRCg to express concern that the costs

incurred by Highland Council in connection

with this matter had been charged to the

Nairn Common good fund which as a result

was now in deficit. in subsequent discussion

JH argued that since the costs had arisen in

consequence of the Highland Council’s own

failure to ensure that the development

planning application complied with the

criteria of the local Plan, the cost of this mis-

judgement should be borne by Highland

Council, not by Nairn’s Common good

fund.

• Bs wondered whether in the negotiation to

resile from the missives, the Highland

Council had sought to recover from Deveron

the costs incurred in the unsuccessful appli-

cation process.

• gv noted that there were in fact three

elements to the costs involved: i) the cost of

buying out the previous tenant of the

sandown land; ii)the “estate agent” costs of

marketing the sandown land; iii) the costs

to the Highland Council of administering and

conducting the planning process for the

sandown site. there was a case for arguing

that this planning cost was normal “internal”

Highland Council costs which should

properly be allocated to Highland Council’s

main operating budget rather than being

charged to the Nairn Common good.

Community Council Review

gv explained his serious concerns about

two specific aspects of the proposed new

scheme governing the organisation and

conduct of all CCs in the future:i) member-

ship numbers; ii) conflict of interest. in

theory this could mean Councillors would be

unable to speak on any issue which affected

their area (for example, NWCC members

might have been prevented from comment-

ing on the local traffic impact of the

proposed sandown development). this

was clearly unacceptable.

• Bs felt that while these issues of member-

ship and procedure were very important, it

seemed sensible first to be clear about what

kind of Community Council membership

size and structure we were discussing. the

Council document noted that discussion on

a possible reform of the Nairn CCs was

“ongoing”.

• Jm suggested that the CCs should jointly

consider the issues raised and if possible

submit an agreed response to the Review

team. this was agreed.

Community Care Forum

• Jm explained the role and importance of

the Community Care forum, and the threat

it currently faced as a result of forthcoming

BiodiversityWhat’s it all about?

Biodiversity is a word that was coined in 1985 to describethe variety of all life on earth and the places that it lives.Biodiversity is everything from butterflies to bluebells, whelksto whales, ponds to mountain plateaux. It is the backdrop toour daily lives and it is everywhere, even in the busiest ofcities; though it is seldom noticed.

For most people the place where we first encounterbiodiversity is on our doorsteps. During our childhoodexplorations we will pick Daisies and some of us will makeDaisy chains or we will guess the time with a Dandelion clockor watch helicopter seeds fall from a Sycamore tree anddefinitely find out that Nettles and Wasps are best avoided. Aside from giving us memories of childhood exploration and

discovery, on a largerscale our economy is verymuch built on biodiversity;be it clean water fordrinking or the whiskyindustry, the grass thatthe cattle and sheep eator the landscapes thatthe tourists marvel at. It isalso a major tourismincome for our area, thesuccess of Springwatchand Autumnwatch haveshowcased the area andbrought more touristshere. Biodiversity and ourhealth and wealth areinseparable.

In Highland and Moray we are very fortunate to have somuch of interest on our doorstep. I would like to mention afew of the special species that we have up here.

Bott lenose DolphinsA population of around 130 live in the Moray Firth and rangeall the way down to the Firth of Forth. They are a major drawfor tourists and an unforgettable sight if you get a good lookat them. They are very big, which is something you might notexpect. They can be upbto 4m or 12ft long, the reason theyare so big is to keep warm in our cold waters. They are themost northerly resident population of Bottlenose Dolphins inthe world. www.scottishdolphins.info

SealsThese animals can be taken for granted as they are in mostof the harbours in our area. There are two species, the Greyand Common. The Common stays in our waters all year

round and can breed on tidal sandbanks as the pups canswim almost immediately after birth. The Grey Seal pups willbe 3 weeks old before they can swim so their breeding isrestricted to remote islands or isolated coves where the pupscan grow in safety. 40% of the world’s Grey Seal populationis found in the UK and most of that is in Scotland.www.smru.st-andrews.ac.uk/documents/IdentifyingSeals.pdf

Red SquirrelThis species is a huge favourite for its tufty ears and acrobaticantics. If you want to see it then head to your nearest coniferwoodland and see if you can spot any nibbled cones. If youare lucky they may come to the peanut feeder in yourgarden. It is amazing to think that this species may havebeen extinct in the mid-1800’s and, after some re-introduc-tions, its population sky-rocketed so much that in the late1800s and early 1900s there were squirrel hunting clubs allover the Highlands to control their numbers! The North ofScotland is the last stronghold of this species where itdoes not face competition from that American import theGrey Squirrel.www.redsquirrelsofthehighlands.co.uk

Helping Biodiversi tyPublic awareness of the decline of biodiversity worldwide isincreasing; as is the feeling that this is not inevitable andindividuals can have a positive impact on global biodiversityby taking local action. Local biodiversity action such as greenvolunteering, wildlife surveying or doing some wildlife friendlygardening can have a big positive impact and if lots of peopledo this then it will have a huge positive impact. If you would like to find out about what you can do forbiodiversity locally then get in touch with your localBiodiversity Officer.www.nesbiodiversity.org.uk • www.highlandbiodiversity.comjonathan.wi l [email protected]

Parliament Blog ”“All of us in lifecan get into hotwater, domesti-cally, by sayingthings we may notmean - or sayingsomething in jest

which is taken the wrong way. Thepower of words to hurt and harmis probably greater than that ofweapons, which few of us, thank-fully ever wield in earnest. Sotoo, the positive power of words -and a smiling face - is massive. In Scotland, we can be a bit dour!Recently in Holyrood, I sat induring the ‘Time for Reflection’which often comprises a religiousmessage which starts the parlia-mentary week. I was aware thatthe lady delivering the message, standing in the Chamber, besidethe Presiding Officer, wasobviously nervous. I was sitting inthe front row, and therefore did mybest to encourage her by smilingand by nodding at key points ofher message - which incidentallywas both humorous and telling.

I was greatly surprised andtouched to receive a note from her, saying that my beaming smile hadhelped her cope with what must

have been a nerve wracking expe-rience - but one which she hadenjoyed! I say this as someonewho is probably not known forbeaming smiles!

The power of thanks, too, is great, especially for young people - andparticularly in my privileged roleas a Minister. I recently attendedan evening event where groups ofyoung people from schools whohad made short films presentedthem to a large audience. Thefilms aimed to promote the Gov-ernment campaign againstcarrying knives - ‘No knives, better lives.’ I was bowled over bythe huge range, imagination andhumour which the several shortfilms contained. The reservoir oftalent of our young in Scotland isthere to be seen, and youngpeople’s achievements are notrecognised sufficiently. I said so -and this may encourage theseyoung people to greater efforts .Even I was young once - despitemy mother Winnie once saying, thoughtfully, “The thing aboutFergus was that he was born olderthan me.”

New Yearis a timefor reflec-tion andf o rl o o k i n gforward.

Politically, economicallyand personally, 2010was an important year. This coming year, 2011,is going to be a difficultyear, where resolve inseeing through difficultdecisions is going to becrucial to ensuring thatwe get back onto a pathof growing prosperity infuture.

The Hogmanay party inInverness this year wassuperb - with the RedHot Chilli Pipersproviding a wonderfulshow for all the family. But my personalhighlight came on 3rdJanuary.

I grew up in Glengarryin Lochaber, and everyyear I go back for

annual New Year claypigeon shooting matchheld by the GlengarryGun Club. The venue inKingie is somewhatexposed - the wind, rainand sleet were in fullforce this year - but it isgood fun and an oppor-tunity to catch up withold friends.

I have always been a'moderate' shot, but thisyear, wonder ofwonders, managed towin the Tomdoun Trophyin the handicap compe-tition - my first win innearly 25 years oftrying!

Chocolate Mousse with Drambuie Cream

Over the last few months, Peter has given you aprofessional flavour of what Knockomie does. Over thecoming months I would like to share with you some ofmy recipes, developed from the 24 years we haveowned Knockomie, but also dishes that are not necessarily designed for the a restaurant environment.I use the same principles at home as the hotel does inthat I always use local meat, fish and vegetables where possible.

February is the month of romance and chocolate isthe food of love. Chocolate will definitely be a featureof Knockomie's Valentines Menu and with complimen-tary fizz over Valentine's Weekend, romance will be offto a fine start. We look forward to welcoming you.

IngredientsServes 2 (can easily be doubled or tripled)

110g 70% cocoa Chocolate2 Large eggs, separated100ml Double Cream lightly whipped25ml Drambuie

Method

Break the chocolate into small pieces and place ina heatproof bowl over a pan of barely simmering waterto melt. When it’s smooth and runny, take it off the heatand beat in the egg yolks whilst the mixture is still hot.Leave the chocolate and egg mixture to cool for 10-15minutes.

While you are waiting for the chocolate mixture tocool, whisk the egg whites until they are just peaking -too stiffly and they wont fold in easily. Fold the eggwhites in to the chocolate mixture and pour in toramekins, champagne flutes, or espresso cups and chillin the fridge.

Just before you are ready to serve lightly whip thecream and add the Drambuie to it. Top the chocolatemousses with the cream and place the shortbreadhearts at the side and serve.

225g Unsalted Butter at room temperature325g Plain Flour sifted70g Caster SugarPinch of saltHeart shaped cutters

Pre-heat the oven to 150˚c / 300˚f or gas mark 2

Dice the butter and place in a mixing bowl, add allthe other ingredients, rub together gently to form a ball. The easier way is to place all the ingredients in to afood processor and blitz until it forms a ball. Cover withcling film and place in the fridge to chill for 30 minutesbefore rolling out.

Lightly flour the work surface and remove the short-bread mix from the fridge. Roll out the shortbreadmixture until it is about ½ cm thick, then cut into heartsand place on a greased oven tray, and return to thefridge for 30 minutes.

Lightly dust with some extra caster sugar beforeplacing in the oven for 20 – 30minutess until goldenbrown. Remove from the oven and leave to cool completely before removing from the tray.

Store in an airtight container.
