Letter from the Vice President

“What a Trip!”

When planning the Pacific Coast Bike Adventure we

completed this past June, our hope was that the actual trip

came close to meeting the “idealized” plan.

The perfect plan included lots of sunshine and little rain.

It included experienced and happy bikers who got along well

and helped each other. The plan included good food and

lots of laughter. Overall, the envisioned plan included a ton

of fun, and most importantly, everyone returned home safe

and sound without injury.

Smart trip planners hope the trip itself unfolds closely to

the idealized, envisioned plan. When it does, when the

envisioned plan and actual trip embrace, hold hands, and fall in love, like the Pacific Coast

Bike Adventure did, it is a trip positively remembered by the participants. For some,

especially new riders, it may be remembered as “special” or “magical,” igniting a yearning

within for more bike adventures to come.

At the SBC general meeting October, come listen about this incredible adventure and

hear from some of those who shared in the fun. The presentation will address topics and

questions related to this fun, like: “Do we have the best SAG support ladies on the planet?”

“Why is Margaret honking at us?” “Is this parking lot argument going to turn into a brawl?

(If so, let me warn you, don’t mess with a former high school teacher).” “Why is Becky

riding on the sidewalk?” “Where is Julie?” “Why is Ryan giving the middle finger to the

steep hills?” “Where is Dud’s wallet? “Where is Scott and why is he riding by himself in the

wrong direction?” “What do you mean the wind is blowing too hard to ride across the

bridge?” “Why is Mike wearing a garbage bag?” “Can it rain any harder and are those the

biker campers in the support van heading in wrong direction back toward Newport?”

Guess Who’s Riding with the Spokane Bicycle Club

On August 8th, I received an email asking if the club had any scheduled 45-60 minute rides

for Wednesday, August 17th from a man with a plu.edu email address. I figured he was an

academician coming to town for a conference.

Through emails I learned he’d be staying at the Red Lion on the Park, only available

between 8-10 a.m. and he averaged 15-16 mph. I described how to access the CT and

offered to put the call out for a pick up ride if he wanted company.

Didn’t hear anything until the following Tuesday afternoon when I received a phone call.

Turned out the writer of the email was a student and was asking on behalf of Governor Jay

Inslee who was flying into town late that evening - August 16th - for meetings and a debate

with Bill Bryant on Wednesday. Once I knew it was the governor and he was looking for a

quick workout before going to work, I didn’t think sending out an all-call would be

appropriate, so I called Jamie Sutherlin. (Garry was out of town.)

I wanted to show off River Front Park, the Kendall Yards extension of the CT, and the

Monday morning ride from Little Garden Café through Riverside Park. Jamie and Paula

know how to get through that area better than I do and can easily keep up with the

governor.

We met at the hotel at 8:00 a.m., met Mrs. Inslee and the security man (who was from

Spokane). Jamie gave the security man our route information, Mrs. Inslee took this picture

and off we went. It was a glorious ride. The governor chatted with all of us, took pictures

for The Legacy Project and according to Mrs. Inslee, “Jay totally enjoyed his ride!”

OVERNIGHT/DAY TOUR - NEWPORT, USK AND IONE (SEPTEMBER 17-18)

Ride along the beautiful Pend ‘Oreille River on LeClerc Road!

A two day tour has been planned for Saturday, September l7 and Sunday, September 18 with an

overnight in Newport.

Day riders are invited to join us on either day for planned rides.

Ride Start: Newport, WA Safeway (west side of building) 10:00a.m.

Saturday the 17th. Newport-Usk - 25-50 miles your choice

Ride Start: The Camas Wellness Center, LeClerc Rd., Usk, WA 10:00a.m.

Sunday the 18th. Usk-Ione - 25-65 miles your choice

Lunch is available at the Deli at the Camas Wellness Center.

Pace is 10-14 mph on both rides. The route will be out and back both days. Mileages are

approximate and can be reduced at the discretion of riders. Maps will be provided. Rides are

unsupported.

For those who wish to spend the night, there are two rooms still available with king sized beds &

jetted tubs for $99 at The Walden House Bed and Breakfast. Camping is available at the B & B at

$15.00 with breakfast at $8.00. There are a hot tub and fire pit in the backyard of the B & B.

A group dinner is planned on Saturday night at Audrey’s in Newport. Beer and wine are available.

A hot breakfast will be available on Sunday for those staying at other locations for $8.00.

Breakfast is served at 8:00a.m. DEADLINE to advise coordinators is: SEPTEMBER 14!!

Additional accommodations are available at area motels in the event the B & B is full. Motel rates

are from $65-$85 per night.

1. ORGANIZED CLUB RIDES: are those rides, which appear in the Spokane

Bicycle Club Newsletter, announced pick up rides and the SBC Pacific

Bicycle Adventure Tour.

2. COMMUTER MILEAGE: Count all destination-oriented trips (with a purpose

other than just riding).

3. TOTAL MILES (all inclusive)

Ride Schedule Overview and Current Update

Rides are not necessarily consistent with their names as they have been in the past, so

please be sure to check each individual ride as to start time, speed and distance.

Pick Up Rides

Club members who wish to lead a “pickup” ride should contact Cyrus McLean via email at

[email protected]. Provide him with the date of the proposed ride and a ride description in the

following format: [ride name] [start time] [meet place, with address or cross streets] [pace in mph

on the level] [distance] [terrain] [regroup statement] [route description] [water/snack/eat info if

applicable] [map and cue sheet, if applicable] [weather cancellation, if applicable] [leader name and

contact cell phone number] [directions to ride start if needed]

Cyrus will email “pickup riders” alerting them of the ride.

If you are not on the pickup list and wish to be added, email Cyrus with your name and email

address. You will then be alerted when pickup rides are announced.

Government Affairs

Several trail improvements, long in the works, have been completed:

S. Havana bike lanes – The lanes are now done, with 'pervious paving' installed. Lanes connects with the 44th Ave bike/ped trail, carrying users to an improved crossing at Freya. From that point bike lanes proceed to 42nd and the Hazel's Creek natural area. Bicycle Advisory Board members put on a celebration of the Havana bike lanes on 8/2, with about 25 attendees enjoying a 4+ mile ride over the new amenities.

Centennial Trail extension to the west of Sontag 2.2 miles. The Monday club ride recently explored this extension of the CT to Long Lake Campground. The Trail now picks up from Sontag Park, meandering through fairly shady pine woods for about 2 miles before descending via switchbacks down to the Nine Mile Recreation Area Campground. At the campground are restrooms, a covered picnic area, parking and a lovely inlet on the Spokane River. Here's a picture from the Spokesman blog.

Lower Ben Burr Trail – has been paved. Fencing is currently being installed along cliff edges. There are now good, paved accesses both from Liberty Park at the west end and from 11th & Fiske, at the east end above Underhill Park. Workers are still adding concrete pads to integrate existing sidewalk, and to connect the long-standing Napa trail to the new Ben Burr paving. To the east of Liberty Park, the City is working on the trail connection to 2nd. Paving for the designated connection from Liberty Park to Trent via Perry, Ivory, Erie, is in progress. Yippee – an alternative method for getting from downtown to the east end of the South Hill. The Bicycle Advisory Board is considering putting on a celebratory bike ride to recognize the completion of the Trail.

Downtown bike lanes will be finished by the end of the construction season.

Bicycle Advisory Board News The BAB has a couple board applications pending, but still has at least one vacancy. If you are a City resident and interested in serving, contact Mike Tresidder, [email protected]. The board meets monthly on the third Tuesday of the month. BAB members get early information on bicycle-related activities in the city, and are asked for advice on shaping bicycle amenities. The BAB provides a voting member of the Citizens Transportation Advisory Board, which decides which residential streets to work on next. They also provide a member to the Plan Commission Transportation Subcommittee, which prioritizes capital projects. The City is responsible for the western portion of the Millwood Trail, from Greene St to Felts Field. They have a solicitation out for a consultant to provide engineering for an alignment and a 30% engineering plan for the trail. The City of Millwood, which is responsible for one mile of the Trail, from Vista east to the Trent overpass, has a funding application in to build their chunk. They expect a decision this fall. That leaves a gap between the two jurisdictions, which may be handled by Spokane County. People for Bikes is offering a program called 'Big Jump' which they describe as: The Big Jump Project is a three-year effort to help 10 places achieve a big jump in biking – a doubling or tripling of people riding – by building a network of safe and comfortable places to ride and engaging the community. The goal is also to validate a core concept: that, if a city does all the right things, more people will ride and the community will be a better place to live, work and play. People for bikes will offer technical assistance to ten communities, each grant valued at $250,000. The City of Spokane has submitted a letter of intent to apply, with applications due end of October. The area of focus has not been decided yet. Mentioned: Sans Souci-area bridge across the Spokane River; or building on some project already on the 6 year plan. Pick a zip code and focus in one area. There will be an open house to discuss a master plan for Edwidge Woldson Park (formerly Pioneer Park). Included will be a presentation of 3 connectivity concepts for providing bike/ped linkage between the Park and Cliff Drive. This is the most troublesome area for realizing a greenway connection between downtown and Cliff and Manito Parks. Open house will be on 9/13, 6 PM at Corbin Art Center, 507 W. 7th. The three options include: switchbacks across the hillside; circling the park perimeter; stairs, with a runnel that would allow cyclists to push a bike as they walk the stairs. Link Spokane – There will be open houses in September to discuss the Comp Plan's Transportation chapter, with includes the bike master plan. Note: New standards have developed for arterials, with lane with of 11 ft on the outer lane, 10 on the inside lane (trucks would not use this lane). This allows opportunities for wider, buffered bike lanes. BAB has been working on best practices for installing bike racks and corrals, starting with a survey of how other cities are doing it. Denver seems to have the best application form - simple, and versatile, as it can be used for either a rack or corral. In some cities, the city bears the expense of installation, with the requesting business agreeing to cover maintenance. That has the advantage of consistency in type of rack installed. In Spokane, the Downtown Spokane Partnership installs

racks in the downtown business district. There is no funding mechanism for places outside the downtown core. New buildings are now required to have bike parking. It would improve compliance if the City identified a preferred vendor or style of rack to assist developers in meeting the code requirement. Spokane Regional Transportation Council There is a nifty map of current projects funded thru the Council. See http://www.srtc.org/tip.html. Click on any of the project lines for details on projects. For example, the map shows Bigelow Gulch road getting an upgrade in 2018 that will include 8 ft bike/ped lanes. That's great news for anyone like me who has been intimidated biking on twisty, narrow Bigelow Gulch Rd. Appleway Trail The next 1 mile phase to be constructed will be between Pines Road and Evergreen Road. This phase is funded and scheduled for 2018. Two additional parts have been funded: Balfour to University, scheduled for buildout 2019, and Evergreen to Sullivan, set to be built in 2020.(details are on the srtc map listed above). east‐west commercial arterial, connecting the Pence‐Cole Valley Transit Center, business districts, schools, and medium‐high density housing. The pathway will eventually be connected to Sprague Avenue by way of signage, side street routes, and connections directly to some businesses. The

intent is to make the path an easily accessible route for non‐motorized travel on the Sprague‐Appleway corridor. The path will include enhanced arterial crossings with pedestrian HAWK beacons, medians and pedestrian rapid flashing beacons at the higher traffic volume locations. Spokane Bicycle Club Board Meeting

August 2, 2016

Board Members Present: Barb Kehr (President), Garry Kehr (Immediate Past President), Scott Schell (Vice-President), Hershel Zellman (Secretary), and Margaret Watson. Board Members Absent: Eric Henningsen, Sally Phillips (Treasurer), and Amina Giles.

Guests: Susan and Blair Strong.

Call to Order: at 6:02 pm by President Barb Kehr.

Agenda: Presented by Barb and accepted with some additions.

Minutes: of June 7, 2016 meeting were approved without additions or corrections.

Treasurer’s Report: Sally was not present, but provided us with Cash Flow and Account Balance reports prior to the meeting (see Appendix A and B). Account balance is still around $14,000. Notes:

A. Mailed Newsletter Expense: Printing and postage expense ($322) is well ahead of income ($170) from the 41 members who have a hardcopy of the newsletter mailed to them. It was M-S-P to track the income and expense for this item thru November and decide at the Dec Board meeting how much to adjust the charges to those members to cover expenses ongoing.

B. Cost Overruns on the Oregon Coast Tour: see “New Business.”

Old Business:

A. Jerseys: Past VP Don Barden has emailed information to Barb about ordering of bike clothing. Scott will use this information to place a minimum order of jerseys in various sizes and make them available at Bike Club general meetings.

B. Social Event Updates: The Progressive Dinner ride of Sunday, July 17 was cancelled due to not enough interest. The Pot Luck on Sunday, August 21 at the Strong’s is still on.

Unfinished Business:

A. Succession Plan Recruiting Process: Garry is concerned that the decision on who the Board will be recommending for the next VP at the Annual Banquet meeting in November occur sooner than later. It was M-S-P that the Nominating Committee present a candidate to the Board at its June meeting. There were also concerns about being able to present a full slate of Board member candidates for election at the November meeting. It was M-S-P that an email/letter go out from the Nominating Committee prior to the June Board meeting to existing Board members gauging their willingness to continue to serve. That way anticipated vacancies on the Board could be dealt with expeditiously.

B. Web Editor Position: Serge will continue on as web manager. No one responded to Garry’s request to fill the position of web editor. We suggested he contact Sally for possible candidates. Garry asked us to suggest candidates who he could talk to.

C. Web Site Concerns: Hershel wondered if the purposes of the web site vs the newsletter vs the Facebook page should be re-examined with the intent of simplifying the content of the web site. Barb and Garry volunteered for this project and will ask Barb Beaton to join them. Goal is to have a plan to present at the October Board meeting.

New Business:

A. Welcoming New Members: Barb will work with Ellen Peller to create a welcoming letter to new members that includes discount coupons from our sponsors and instructions on how to log into the SBC web site.

B. Spokefest: Will occur the Sunday after Labor Day. We intend to have a booth promoting the Club and teaching proper helmet fit at the trade fair on the day of the event.

C. Volunteer Coordinator: Barb would like to recruit a Club member for this job, which she has been doing herself as requests for projects come in from members. We tabled further discussion till our next Board meeting when we can create a job description, suggest candidates and discuss how to prioritize the requests.

D. Ride Leader Issues: Barb has been receiving complaints and requests for help from ride leaders and coordinators about riders showing up so late that rides can’t start on time and about some who join rides but can’t keep up the pace. Barb invited Susan Strong to the meeting to discuss these issues. Susan will develop guidelines for the ride leaders and distribute them to the Board for comment before implementing.

E. Cost Overruns on Oregon Coast Tour: Expectation is that the tours ought to pay for themselves. This tour’s expenses were $408 more than income. Scott, who organized, paid $362 of it out of his own pocket. It was M-S-P to reimburse Scott up to the profit made on the Across Washington tours of 2014 and 2015. The remaining $46 will be covered by the Club as well. In the future the registration fee will be adjusted upward to ensure that all the expenses are covered.

F. Friends of the John Wayne Trail: Garry requested that the SBC become a stakeholder for the Friends of the John Wayne Pioneer Trail and allow them to use our name and logo to promote the Trail’s completion, maintenance, and use. There is no financial obligation for us. A motion to that effect was M-S-P.

G. Donation: Barb, representing the Club, has spoken twice at City Libraries about cycling topics. She was paid a $100 stipend both times and would like to donate the money to the Friends of the John Wayne Trail on the Club’s behalf. A motion supporting her intention was M-S-P.
