Speech/ Message of RED Primitivo C. Galinato Jr. during the Agriculture, Environment and Judicial Reporting Enhancement Seminar for the Media, project of the Benguet Press Corps and the Philippine Information Agency at the Gladiola House of Benguet State University.   (Amenities)……..Our friends from the media, our partners in environment, ladies and gentlemen, isang maka‐Diyos at makakalikasang araw sa inyong lahat!  First of all, let me express my utmost gratitude to the organizers and sponsors of this seminar for the media.  I know this kind of seminar is very important to the working press.  It is a distinct honor to be speaking in front of you here today to talk about a very important subject matter closest to my personal advocacy as a forester—that is, the importance of our Cordillera watersheds vis‐à‐vis agriculture and the need to protect it for us today and the coming Filipinos.  Upon my assumption as the regional executive director of the Department of Environment and Natural Resources here early this year, I was challenged to work on the betterment of our watersheds especially so when I personally observed the very sorry state of some of our forests and especially our watersheds in some parts of the Cordilleras.  Compared to other regions, Cordillera is very much endowed in resources.  Our region’s total land area is 1,829,368 hectares of which the total forest land area is 1,549,909 hectares.  From this forest area, we have an only remaining 729,539 hectares forest cover area and please take note that we need to rehabilitate and reforest more than 481,491 hectares in order that we in the Cordilleras will have a better environment.  But sad to say though, we are hampered by some problems with regards to the protection and enhancement of our watersheds.  Among these include the fact that we here in the Cordilleras have a very limited alienable and disposable lands, which covers about 275,017 hectares or barely 14.85 percent of the total land area of the region.  And then there is this problem on contrasting laws that are being implemented like PD 705 or the forestry reform code particularly section 75 which tackles:  “Tax declaration on real property.  Imprisonment for a period of not less than two (2) nor more than four (4) years and perpetual disqualification from holding an elective or appointed office shall be imposed upon any public officer or employee who shall issue a tax declaration 

on real property without a certification for the Director of Forest Development and the Director of Lands or their duly designated representatives that the area declared for taxation is alienable and disposable lands, unless the property is titled or has been occupied and possessed by members of the national cultural minorities prior to July 4, 1955.”  However, we have this present local legislation that is being implemented hereabouts which allows the issuance of tax declarations on lands even in national parks.  Also we have the IPRA Law.  And so, there are still many things to be done in terms of synchronizing all theses laws and edicts.    Having been tasked to implement the appropriate laws as mandated to us, we see that one of the real issues hereabout is the issue on land ownership.  We hope that sooner, all of these shall be resolved.  Likewise we have to see to it that our lands and forests shall have its proper land use in order that we shall not degrade our very environment.  In almost all of my statements and pronouncements, I am always emphasizing the importance of the Cordilleras as the watershed cradle of Northern Luzon, a giver and sustainer of life to our neighboring regions.  We have 13 major watersheds that need to be protected and enhanced instead of being degraded.  Pardon me but for the nth time, I’ll mention again the problems that continue to beset the watersheds of the Cordilleras particularly that of our only mossy forests in the tri‐boundary of Mountain Province, Benguet and Ifugao which was converted into vegetable gardens wantonly that continues up to this day.  This is not a good example of a sane agricultural undertaking but more of greed, this is an outright imbalance of utilizing nature and satisfying man’s need.  These farming activities might be of help economically to our farmers but it is not sustainable in the long run for our ecosystem when destroyed will be very hard to bring back to its intended usage, that is, of being a watershed.  The term livelihood has been abused to the extent that it is used even without due regard to the environment.  Last July, I have personally observed how pristine parts of Mount Pulag have been virtually bulldozed and converted into vegetable gardens by supposed “poor dirt farmers” whose tools include bulldozers and backhoes.  The conversion areas looked more like that of a war zone for these environmental criminals’ farming activity masquerading as vegetable farmers. 

 Go and look at Mount Tabeyo in Kabayan to see for yourself how a once unique and enchanting lake is being destroyed and erased from the map due to the conversion of forests into gardens. These enterprising farmers thereabout may find some productive years but sooner or later these will be just a patch of stone, gravel and dust.  If we allow this environmentally demeaning activity, it will soon affect our region’s river systems as a result of erosion and siltation because of the rampant and improper farming in the uplands.  It will continue to affect our region’s daunted role as power generator because of the lack of water that shall propel the turbines of our hydroelectric dams.  We have experienced this already.  The agricultural productivity in low lying areas such as in my home province of Pangasinan is likewise very much affected because of silted waterways.  Being concerned with this environmental degradation, we are at present doing our best to curb and stop the destruction of our remaining forests.  We believe that agriculture when done the proper way especially so when the sources of water are protected such as the forests, we could live in a harmonious environment.  At present, we have sent some teams in critical areas to investigate and stop outright the conversion and to conduct information, and education activities among the communities with regards to the importance of our forests, our trees, our watersheds and everything about the environment.  The Philippines and the world at large is now beset with many environmental problems from deforestation, diminishing water resources to improper land use, global climate change notwithstanding and we have to act now and act fast before we are overwhelmed by catastrophic environmental situations.  I have been here for almost eight months as the regional head of the Department of  Environment and Natural Resources here in the Cordilleras and I am astounded for the many individuals, groups and entities that have been supporting our department in our advocacy campaigns with regards to the protection and enhancement of our watersheds.  We are very thankful to all of those individuals or groups especially the local government units and the media that ha been extending their time and effort in informing and communicating to our people regarding the present state and situation of our watersheds and what every one should do to enhance and protect it.  

Truly, your unselfish support keeps us working double time not only to meet our assigned tasks and targets but to work hard to ease the burden of our fellowmen in meeting the challenges of environmental degradation.  Time and again, we have been asking for everyone’s help and your DENR here in the Cordilleras is doubly grateful for all of you who have been spreading the good news of enhancing and protecting our environment.  As members of the fourth estate, may you consider today’s activity as the start of a new beginning again.  Let us all continue to work for the good of our environment.  We from the DENR will always be here offering not only our hand of partnership but also of our time and attention to whatever reasonable task that you may require us for the betterment of our environment.  Help us help our people and our environment.  Thank you and good day.
