DOD Committed to Viable Sharing Solutions • DoD actively collaborating with FCC and NTIA to establish appropriate

sharing conditions that are efficient and effective • AWS-3 Auction:

– Record ~$45 Billion in Auction Proceeds; DoD’s innovative alternative proposal key, combining sharing, compression and relocation

• New Forms of Sharing: – 3550-3650 MHz: NTIA identified for sharing in 2010 Fast Track Report and

ongoing FCC rulemaking based on a combination sensing and database sharing solution to protect federal incumbent users; FCC votes on April 17

– 5350-5470 MHz: DoD continues to collaborate with FCC, NTIA and industry on analyses and planned testing to evaluate viability of proposed mitigation techniques to protect federal operations

DOD S&T/R&D Priorities • Conduct S&T and R&D to burn down DOD risk to

spectrum operations – Ensure no loss in capability if required to relocate, compress or

share spectrum

• Rather than just solving the “short term” challenge of vacating spectrum bands via relocation, provide for spectrum access for the long term: – Build spectrum awareness to find unused spectrum – Improve spectrum agility to maneuver dynamically to available

spectrum – Develop spectrum resilience to operate even in constrained,

congested and contested spectrum environments

Spectrum Access Research and Development Program

• The objective is the development and implementation of innovative spectrum technologies

– Leverages the ongoing DoD EMS Strategy activities focusing on— • EMS efficiency, flexibility and adaptability to improve spectrum access • EMS agility to move to available spectrum bands • EMS resilience to operate in congested and contested spectrum environments

– Current focus is on reducing the risks associated with the implementation of DoD’s AWS-3 transition, EMS congestion and EMS contention

• April 3rd DoD entered into an Other Transaction Agreement (OTA) with the National Spectrum Consortium (NSC)

– The mission of the NSC is to foster collaboration between government and industry to identify, develop, and demonstrate the enabling technologies necessary to broaden the military and commercial access to and use of the electromagnetic spectrum

– NSC currently has 115 committed organizations – Further information about the National Spectrum Consortium is available at

NSC Role

• In March 2015, DOD entered into an OTA with the NSC – Purpose of the OTA is to bring spectrum access improvement through

collaboration with industry faster to meet rapidly evolving requirements

• Via the OTA, the SAR&DP will procure Subject Matter Experts (SMEs) to support the Technical Assessments

• The OTA is also available to any DoD element to procure spectrum-access related projects approved by the Spectrum C5LB and authorized for funding.

• Advantages – DoD access to Industry & Academia experts – Increased DoD awareness of spectrum-access technologies and ideas. – Fast contract vehicle of procuring spectrum access technologies.

Research & Development Memo For Record (MFR) May 5, 2014

• 2014 Memo enables DOD Use of Spectrum Relocation Fund (SRF) Proceeds for R&D - Memorandum Signed May 5, 2014 between

DoD CIO and OMB - OMB Reserves $500M to “advance R&D to

aid DoD’s spectrum Sharing and relocations efforts.”

• DOD’s Requirement for the funding is to formalize a governance structure in order to ensure: - Projects are necessary for current or

future relocation/sharing associated with AWS-3

- Costs meet criteria from the 2012 Middle Class Tax Relief Act

- Research aligns with the costs described in SRF laws

- Selection, review & implementation of proposals

- Quarterly review of project performance & financial execution against plan

• Build a Governance structure to meet the MFR requirement but also extensible to other sources of funding
