STATEMENT OF WORK

1. (I) SCOPE

1.1.Under this Statement of Work (SOW) the Supplier shall manufacture, test and supply Narrow Band Power Line Carrier Equipment (NBPLC), documentation, first installation supervision and commissioning of the Equipment as well as licensing, warranty, follow-on-support, maintenance and training of Purchaser's personnel.

1.2.The Supplier shall be responsible for the satisfactory operation of the Equipment and for performing the Work, in accordance with all the requirements.

1.3.The Supplier shall provide supervision, training and maintenance services by knowledgeable personnel, expert in NBPLC hardware and software as provided by the Supplier, including third party's hardware and software.

1.4.The Bidder shall organize the proposal according to Annexure D: Specific Bid Submission Instructions SBSI 01-17.

2. (M) Off the shelf / State of the art Product

2.1.The proposed NBPLC shall be "Off the shelf product" in according to definition in Annexure A “Off the Shelf Product" Requirements.

2.2.The proposed NBPLC shall be State of the art product meaning that it is the most advanced version of its line that meets all the requirements and is using the most updated available version of relevant technology.

3. (M) Operational Experience

3.1.The proposed NBPLC equipment shall have at least two years of operational field experience.

3.2. The equipment should have been installed and successfully operated in at least 2 different electricity companies in the world, at least 20 links. A detailed reference list including company names and contact persons (name, phone, email), year of supply/installation, type and quantity of the NBPLC equipment according to the following table shall be attached to the proposal.

4. (I) Type Approvals

The Bidder is responsible to provide Type Approvals from Ministry of Communications,

Government of Israel, ensuring that the proposed equipment can be imported and

operated in Israel.

5. (M) Local Representation

5.1.The Bidder shall be the Manufacturer of the NBPLC equipment.

5.2.The Bidder shall have at least a representative agency in Israel premises for the lifetime of the Equipment, authorized for selling and provide of technical and/or logistic support to the local customers.

5.3.(G) Organization Structure, describing also the support personnel, relevant technical skills and experience of the Bidder and Local Agent shall be provided.

6. (I) Reviews

6.1.As a Purchaser option, the Supplier shall conduct Program Review (PR) in Israel with Purchaser's personnel in order to solve program management problems and presentation of program status by the Supplier, as well as to clarify and eliminate all misunderstandings, errors and omissions based on the provided documentation.

The PR shall be scheduled no later than one month following the Purchaser's request.

All the relevant documentation will be delivered to IEC 5 working days before the PR.

Following the PR the Supplier shall send his reports within one week.

7. (I) Sub-contractors Management:

The Supplier shall state his policy and procedures regarding Subcontractors Management.

8. (G) Maintenance

8.1.(S) The Bidder shall define all adjustments, alignments and calibrations, which are required for the proper operation of the system without any performance degradation when replacing subassemblies/modules/cards during field maintenance repair activities. The Bidder shall specify:

8.1.1. Definitions of adjustment, alignment and calibration activities

8.1.2. Recommended time interval for performing the mentioned activities

8.1.3. Recommended maintenance level and test Equipment needed for performing it.

8.1.4. Recommended spare-parts; calculated for two maintenance centers as a function of MTBF (Mean Time between Failures). MTBF shall be calculated for the whole system in worst operational conditions.

8.2.(S) The Supplier will commit to maximum 90 calendar days Turn Around time (include shipping) for defected modules, starting from receiving day of defected module at the representative agency in Israel and finishing at returning the repaired or replaced module to purchasers representative. Turn Around time less than 60 calendar days will be an advantage.

8.3.The Supplier shall state conformance of the system with interchangeability specifications that have to be detailed.

8.4.All field maintenance and troubleshooting activities, especially card/module replacement, shall be performed while the Equipment is in operation without interfering with its proper functioning and without causing any damage whatsoever.

8.5.The Supplier shall provide maintenance for the offered Equipment with no need for changes/version updating during its lifetime period.

8.6.However if changes/version updating will be inevitable it will be done by the Supplier free of charge.

8.7.The Bidder shall specify the life expectancy, at least 15 years, of the Equipment and possible degradation, with equipment aging, defined in quantitative terms according to calculated MTBF.

9. (I) Quality Assurance (QA) Program

9.1.Definition:

9.1.1. Certification Body (CB) – An independent external body authorized to confirm that tended/supplier's Management System c0onforms to the requirements specified in the standard, by issuing a certificate. The Certification Body should be qualified to certify by an Accreditation Body.

9.1.2. Accreditation Body (AB) – An independent body, being a member of the International Accreditation Forum Multilateral Arrangement – IAFMLA, having authority to formally approve the competence of a certification body providing certification services.

9.2. (M) The Bidder shall have a Quality Management System (QMS) having a certificate evidencing compliance with the requirements of the valid revision of the latest version of ISO 9001 (or any other Management System standard specifically indicating that it implements the requirements of the latest version of ISO 9001) on the date specified for submission of the proposal.

9.3. (M) Approval of conformance with the latest version of ISO 9001 requirements, as indicated above, shall be in a form of a certificate issued by a Certification Body (CB) which is a qualified by an Accreditation Body (AB).

9.4.The certificate should bear the logo of the CB and of its AB and/or the logo of the IAF MLA.

9.5.The certificate shall be valid for the scope of activities requested in the request for proposal.

9.6.The Supplier shall be responsible for the performance of all inspection and test requirements in order to insure the complete functionality of the system and its compliance to this specification.

9.7.The purchaser reserves the right to perform himself any of the inspections and tests to insure that supplies and services conform to this specification.

9.8. The Supplier shall notify the Purchaser two months in advance in order to enable him to witness any of the inspections and tests, by providing updated schedule table of the step of manufacture.

10. (S) Training

10.1.The Bidder shall propose one cycle of training for IEC representatives Before beginning of the Factory Acceptance Testing (FAT) at his facility as a preparation for the FAT.

10.2.The Bidder shall propose two cycles of training at Purchaser facilities in Israel, for a period of at least 5 working days, for 10 technicians each cycle.

10.3.The Supplier shall provide supervision of the installation in Israel of two first purchased links including on-the-job training.

10.4.Trainings and supervision shall be conducted in Hebrew or in English language.

10.5.The instructor must have at least 5 years technical and training experience for NBPLC.

10.6.The Supplier shall prepare training Manuals, training aids and Equipment. The Supplier shall also make available all other Equipment necessary for the adequate conduct of the training courses.

10.7.The Supplier shall be responsible to provide the technicians a good level of knowledge for operating and maintaining the supplied system.

11. (I) Acceptance Tests

11.1. Under this paragraph the Bidder shall define his Inspection and Test Plan which shall cover all verification items according to the following stages:

11.1.1. Manufacturing inspection and testing process of System hardware and software (including subcontractors).

11.1.2. Factory Acceptance Testing (FAT), providing full performance verification for all the supplied Equipment and software. The Purchaser reserves the right to have his representatives present at any phase of the FAT.

11.1.3. Site/Link Acceptance Test (SAT/LAT).

11.1.4. Field Testing – three months operation.

11.2.The Test Procedures shall state the procedures for executing the testing items mentioned in paragraph 11.1 above, covering the following issues as a minimum:

11.2.1. Each specific measurement shall be identified, its tolerance defined and proper measurement equipment selected.

11.2.2. Acceptance/rejection criteria and associated operating conditions shall be defined for each data item and for each function. Retest guidelines/procedures shall be defined as well.

11.3.The Supplier shall prepare and submit for Purchaser's approval an Acceptance Test Procedure (ATP) for each one of the Acceptance Tests as defined in paragraph 11.1 above.

11.4. Acceptance Tests shall be performed according to the approved procedures.

11.5. Successful completion of FAT and Purchaser approval is a prerequisite for delivery.

11.6. Acceptance Test (SAT and LAT) of two (2) first links shall be performed under the supervision and responsibility of the Supplier (by means of Supplier's Supervisor).

11.7. If the equipment fails to meet the Acceptance Tests, it shall be rejected. The equipment may be reworked or have parts replaced to correct the cause of rejection.

11.8. A copy of the test report shall be submitted to the IEC Communication Design Department three days after completion of each test session.

11.9. Field test shall start on successful completion of LAT. IEC's approval of Field Test shall be provided after complete satisfactory operation of two links of the first batch during three months period.

11.10. Successful completion of Acceptance Testing shall be prerequisite to Acceptance.

12. (I) Proof of Concept (POC)

12.1. (M) As a part of the proposal process, the Bidder shall conduct a POC of offered Equipment in IEC premises, on his own expense and under his responsibility, including licensing, shipping, installation, operating, maintenance, dismounting and return of the Equipment to the Bidder's facilities. During the POC session the offered Equipment will be tested for line performance and for integration with IEC's Equipment.

12.2. During the POC session the Bidder shall enable monitoring the operation of the link and the characteristics of the offered Equipment.

12.3.The POC session will be performed within three weeks after receiving request from IEC.

12.4.The Bidder shall be liable at all times for Risk of loss or damage to the said demonstration-link.

13. (G) Warranty and Follow-on Support

13.1. The Bidder shall define procedures for warranty repairs.

13.2. The warranty shall be defined as follows:

13.2.1. Warranty start date of first batch will be IEC Approval of the Field test and shall run for a period of 24 months.

13.2.2. For next batches warranty starting date will be the delivery date to IEC's store of each next complete batch of Equipment and shall be for a period of 24 months.

13.2.3. The Bidder shall propose option for warranty extension.

13.3. The Supplier shall warrant that the design of the NBPLC hardware and software shall be free of systematic failures and design defects, as defined hereinafter.

13.3.1. A design defect is a defect in the system which results in inadequate design.

13.3.2. A systematic failure is a failure which occurs three times or more within a period of 12 months.

13.4. Elimination of design defects and systematic failures shall be provided by the Supplier free of charge.

13.5.For fast exchange of fault equipment within 48 hours, supplier shall hold in his facilities in Israel at least one spare link.

13.6. (I)The Supplier shall warrant the supply of all spare parts for a period of life duration of the equipment. The Supplier shall notify Purchaser about the future intentions to stop production of the equipment, its components or parts thereof, at least 18 months in advance, in order to let IEC purchase spare parts.

13.7. (I)The Supplier will commit repairs to all defected parts and modules for the period of at least 15 years or 3 years after end of production notification (the longest period).

13.8. (S) The Follow-On Support (FOS) shall be warrant by Supplier for a period of 10 years at least, starting expiration of the warranty period.

13.9. (S)The Supplier shall define FOS procedures after the expiration of the warranty period. The procedures shall consists of:

13.9.1. Telephone/written consultation.

13.9.2. Assistance/troubleshooting/consultation at Purchaser's facilities.

13.9.3. Submissions of updates and corrections to software modules.

13.9.4. Submissions of updates and corrections to manuals, drawings, catalogs, specifications, reliability data and all other supplied documentation.

13.9.5. Repair of systematic failures and design defects and of latent defects, performing retrofits and updating relevant documentation subsequently.

13.9.6. Repair services for the Equipment, its subassemblies, modules and cards. Each such repaired Equipment shall be returned to Purchaser together with a report defining the failure and corrective action.

13.9.7. Notification of new functions, applications or other software modules becoming available for incorporation in Purchaser's Equipment. The Supplier shall propose such software and its integration upon Purchaser's request.

13.9.8. Notification of new hardware becoming available for incorporation in Purchaser's Equipment. The Supplier shall propose such hardware and its integration upon Purchaser's request.

14. (G) Deliverables

14.1. The Bidder shall provide a Bill of Material (BOM).

14.2.The BOM shall include all the sub racks, units, cards, connectors, adapters, cables, spare parts, special tools, other hardware and software required for installation, maintenance and operation of the links, special test equipment and tools (including simulator of protections signals), training, documentation, licenses etc.

14.3. For each item in the BOM Supplier's part number and version number (if exists) shall be noted.

14.4. The BOM (see Annexure C) is a preliminary framework and to be corrected in the technical stage of proposal evaluation.

15. (I) Packing and Shipment

15.1. IEC Approvals are a prerequisite condition for any shipment.

15.2. The Supplier shall provide with every shipment of Equipment list of all deliverables including the part numbers and serial numbers of each item, card or sub module.

15.3. The Supplier shall provide to IEC, before every shipment, FAT reports for all delivered equipment.

15.4. List of all items, including PN and Serial number of each item, shall be provided in MS Excel file.

15.5. Equipment and accessories packing

15.5.1. List of items and part numbers included in each package shall be attached to each and every box like it is detailed in the invoice lists.

15.5.2. Labeling method of the packages shall be according IEC requirement in order to enable easy identification in IEC stores (IEC may update the Labeling method).

15.5.3. The height of the font on the label shall be 10 centimeters at least.

15.5.4. The label shall include:

15.5.4.1. Contract/order no.

15.5.4.2. Supplier's name.

15.5.4.3. Equipment /item identification (type and catalog number).

15.5.4.4. Purchaser's name.

15.5.4.5. Purchaser's catalog no.

16. (S) Documentation

The following Documentation shall be delivered: (*One copy of the documentation marked with an asterisk shall be provided with the proposal and shall become a part of it).

16.1.Technical Manuals (*) for each Equipment item of the system, including electronic layout of the cards and modules as well as mechanical, interconnection and assembly drawings.

16.2.Operation Manuals (*) for each Equipment item of the system.

16.3.Installation Manuals. (*)

16.4. Maintenance and troubleshooting (*) Manuals for each Equipment item of the system.

16.5. (I) Training Manuals (the required number for each trainee).

16.6.(I) Training Syllabus.

16.7.Test Procedures. (*)

16.8. Reference list for field experience of offered Equipment and Confirmation of at least two years of operational field experience with the offered NBPLC equipment. (*)

16.9. Valid Certificates of compliance with latest version of ISO 9001, of the Manufacturer, issued by an authorized institution. (*)

16.10.Type test Reports and Certificates. Shall be provided with the proposal or during 15 days following proposal presentation.

16.11.EMC Reports and Certificates. Shall be provided with the proposal or during 15 days following proposal presentation.

16.12. Bill of Material and Services (BOM) (also in Microsoft Excel Table file) of deliverables including the part numbers of each item. (*)

16.13. (I) Prolonged storage procedures.

16.14. Manufacturer's Statement. (*)

(I) The documentation shall be in English or Hebrew.

(I) All dimensions and quantities throughout the above documentation shall be in MKS measurement units.

17. (G) Short term working permits

Bidders / Supplier will be solely responsible for obtaining and expenses of short term working permit, as required by Israeli Ministry of Interior, for all the personnel which will attend POC and commissioning checks in Israel.

TECHNICAL SPECIFICATION

1. (G) SCOPE

The Purchaser, the Israel Electric Corporation, intends to purchase analog Narrow Band Power Line Carrier Equipment (NBPLC).

2. (G) System Definition:

2.1.1. The NBPLC shall enable Teleprotection Communication over high voltage (161, 400kV) lines (HVL).

2.1.2. (L) The NBPLC shall be standalone separate terminal equipment able to transmit and receive 4 independent protection signals or commands in narrow frequency bandwidth.

2.1.3. The NBPLC equipment shall ensure the automatic control of channels attenuation, continuous monitoring of the receivers output circuits conditions and other internal diagnostics. Automatic control of channels conditions should not cause the appearance of non-informative signals.

2.1.4. The NBPLC equipment shall operate in accordance with:

- IEC 60834-1(1999) – Teleprotection equipment of power system

- IEC 60495 (1993) – Single sideband power-line carrier terminals

- IEC 62488-1(2012) – Power line communication systems for power utility applications

3. General Technical Requirements

3.1.(L)The NBPLC shall enable communication utilizing very high/ high voltage (161 kV or 400 kV) overhead power lines with following parameters:

3.1.1. line attenuation equal or less 40 dB 3.1.2. line impedance 30 ÷150 Ohm 3.1.3. noise value of up to -30 dBm in 1 kHz bandwidth

3.2. (M) The carrier frequency range shall be field-tunable from 40 to 500 kHz. The carrier frequency range shall be field-tunable without hardware modifications.

3.3. High Frequency (HF) bandwidth shall be programmable with the following parameters of range and operation mode:

3.3.1. (L)Bandwidth: no more than 5 kHz (Total bandwidth – transmit plus receive). Bandwidth less than 4 kHz shall be considered as an advantage.

3.3.2. (S)The ability to select and combine adjacent, separate and superimposed modes shall be considered as advantage.

3.3.3. (L) Bandwidth step 1 kHz or less. Bandwidth step less than 1 kHz shall be an advantage.

3.4. (M)The output impedance shall be 75 Ohm unbalanced and 150 Ohm balanced. The unbalanced termination shall be BNC/UHF connector, and for balanced - twisted pair termination.

3.5.(M) The Radio Frequency (RF) peak power output shall be in range 20W - 40W.

3.6. (G) The Bidder shall provide (by diagram and/or by value table) the dependence between transmission rate, bandwidth , SNR and frequency allocation (narrowband channel plan) of the offered equipment.

4. (I) Communication Interfaces

4.1. The NBPLC shall provide local site services via Communication Interface(s) (CI). All CI shall incorporate protection against surge, spikes, overvoltage and short circuit.

4.2. Communication Interfaces for distance protection (DP)

4.2.1 (M) CI for distance protection shall be per IEC 60834-1.

The CI shall support any protection scheme as per IEC 60834-1:

- permissive tripping schemes - intertripping schemes (direct or transfer tripping) - blocking protection schemes

4.2.2 (L) The overall transmission time shall not exceed 20 ms for any permissive, blocking and intertripping scheme. Shorter overall transmission time shall be an advantage.

4.2.3 The Bidder shall provide the security and dependability values as per defined in

IEC-6095.

4.2.4 (M) The input/output physical termination shall be electrically isolated and operate at 176 to 264V DC range. The nominal voltage shall be 220V DC.

4.2.5 The outputs shall be normally open relay contacts and be rated as follows:

- nominal voltage: 250 V AC or DC. - make: 3A and carry for 0.2s, inductive load (L/R equal or less than 0.04s) - carry: 1A continuous. - break: 30W DC resistive, 15W inductive load (L/R equal or less than 0.04s) - minimal contact load: 20mA at 220 AC/DC. - loaded contact durability: for signal and tripping contact- to be provided by

Bidder. - unloaded contact durability- to be provided by Bidder.

4.2.6 The terminals shall be suitable for connection of 2.5 mm2 wires.

4.2.7 The logical inputs shall operate at minimal switching current 3 mA

4.2.8 The NBPLC shall provide programmable settings for unblock timer, contact bounce override, trip of command output hold time, security delay for permissive and intertripping protection schemes (meant delay in operation), etc. The Bidder shall describe those features in detail. Preferable holding time for intertrip channel output should be at least 100 ms, for directional ground fault and zone extension channels – as long as an input signal exists. The Purchaser reserves the right to request and receive specific settings fitted to his own HVL environment.

4.3 (G) Local Interface for Craft Terminal and Interface for Management System

The interface for local craft terminal or computer shall be Ethernet 100Base-T, RJ-45.

5. (G)Power Supply Interface

5.1 (M) The nominal power supply voltage shall be 60Vdc floating (no plus or minus pole of power supply shall be connected to earth/ground terminal). The voltage range for power supply shall be equal to or large than 50 to 72Vdc.

5.2 The power supply module(s) shall be tolerant to reverse polarity supply and power supply voltage disturbance caused by dips, interruptions and voltage skips on grounding – no unwanted commands shall be generated. The Bidder shall describe in detail the utilized preventing methods.

5.3 (I) The NBPLC shall have facility for redundant power supply.

5.4 (S) The Power consumption of the offered NBPLC shall be provided in Watt. Lower consumption shall be an advantage.

5.5 (I)The power dissipation of the offered NBPLC, fully equipped, shall be provided in Watt and in B.T.U.

5.6 The Bidder shall specify the vulnerability to Electromagnetic interference of the offered NBPLC. The sensitivity to Electromagnetic interference shall be according to IEC 60834-1.

5.7 As a Purchaser's option, the Bidder shall propose NBPLC with 220Vdc floating power supply.

6. (G) System Description and Additional Capabilities

6.1 The Bidder shall submit a detailed description of the offered equipment, its architecture and function and how it fulfills the Purchaser's requirements.

6.2 The Bidder may define and include in his proposal other possible configurations and the relevant bill of material needed for each configuration.

7. (I) Hazards

7.1.The Bidder shall declare that the equipment is designed, tested and has been proven to operate with no degradation during all its operational period in a harsh environment, according to IEC 60870-2-1 also consisting of:

7.2 Very high voltage (up to 400 kV) transmission lines and lightning.

7.3 Radio transmission Equipment.

7.4 Spikes, transients, mechanical and acoustical stresses induction and line switching effects caused by Power Stations, Switching and Transformer Stations.

8. (S) Physical Characteristics

8.1 The Equipment shall be mountable in 19" swing frame into cabinet with depth 600 mm maximum. The height of the equipment rack shall be as low as possible. Low height shall be an advantage.

8.2 All terminations shall be made in front of the cabinet by means of internal or external termination block.

8.3 The access to all terminations shall be from the front of the cabinet.

8.4 The Bidder shall provide the dimensions and weight of the equipment. In case of multiple assemblies, the dimensions and weight of each one shall be provided.

9. (L) Environmental Conditions

9.1 Installation and operation related conditions in accordance with IEC 721-3-3:

ambient temperature 0°C to 55° C

relative humidity 4% to 95%, none condensed

9.2 Conditions during storage:

-40°C to +65°C

relative humidity 4% to 95% during 96 hours, none condensed

9.3 The Bidder shall relate to the environmental requirements per IEC 60834-1 for all

relevant parameters applicable to PLC.

10. (I) System security, Management and Alarms

10.1 The Bidder shall propose and specify the Element Manager Software.

10.2 The Element Manager shall provide at least the following functions:

configuration and equalization.

fault detection.

a build-in diagnostic system in order to activate locally a self-check of the system.

alarming, information and monitoring tools.

10.3 The Equipment shall have programmable free dry contact alarm array with 3 contact groups.

10.4 The hardware for Element Manager Software shall be Personal Computer (notebook). Security management software and/or hardware components shall be provided for authorized only access.

10.5 The Element Manager shall have Graphical User Interface (GUI).

10.6 The Craft Terminal Interface port shall be Ethernet 100BT interface.

10.7 Access from the craft terminal shall be password-protected to ensure only authorized access to the equipment in field.

10.8 The equalization shall be invoked manually and automatically.

10.9 The Bidder shall describe under this paragraph the required hardware, software, licenses, Human Machine Interface (displays, led indications..) etc.

10.10 (M) The System and its Components shall comply with security requirements as per Annexure B.

10.11 In a case of fault of NBPLC equipment on one of the line ends, the appropriate alarm should be issued by equipment on both sides of the line.

11. (I) Test Equipment and Tools

11.1 The Bidder shall specify Test Equipment and Tools, required for the proper maintenance and operation of the Equipment.

11.2 The Bidder shall provide a list of recommended special test Equipment and accessories, including software and hardware.

Annexure A

“OFF THE SHELF PRODUCT" REQUIREMENTS

The Equipment shall be an "off the shelf" product, complying with the requirements defined below.

The Equipment :

Is completely defined (design, construction and performance) by a formal technical specification.

Is manufactured in accordance with formal production drawings, processes and procedures which governs all stages and aspects of the manufacturing process.

Have successfully passed all qualification tests and the environmental tests in particular.

Is manufactured with strict adherence to the prescribed quality assurance procedures, which have to include in-process inspection procedures.

Is currently manufactured for period of at least one year and is being used in large quantities and the accumulated operational data proves high reliability indicating the System(s) is mature.

Is regularly checked for reliability by field data collection, collation and corrective actions taken when needed.

Is accompanied by a complete set of manufacturing drawings and procedures, reliability prediction, user manuals and maintenance manuals.

Annexure B

SECURITY REQUIREMENTS FOT TELEPROTECTION EQUIPMENT

1. General

The purpose of this directive is to define the Security Requirements for Narrow Band

Power Line Carrier units, its Management facilities, including the relevant embedded and

external Software.

This directive defines rules only and it does not provide the way of implementing the

Security Requirements.

The Supplier should propose its own solutions, taking into consideration these

requirements.

2. Requirements

2.1. The Supplier shall follow the security requirements in the attached document: TENDER'S FIRST STAGE CYBER SECURITY GENERAL REQUIREMENTS. More detailed requirements will be published to Bidders that will pass the first stage of technical evaluation, the detailed requirements are also Mandatory.

2.2. The Supplier shall follow the security requirements in the attached document: Security of critical project performed by vendor abroad.

2.3. The Supplier shall transfer to IEC any software and operation system including

firmware that used for the controller operation.

2.4. This software will be checked and go through file sanitation by IEC.

2.5. After the product's supply, the software (after file sanitation) shall be installed to the

controller so there will be no trace of other software that were installed on it in the

factory. If possible, the product will be delivered to IEC without any software

preinstalled.

2.6. It is possible for the supplier's personnel to take part in this process. The installation

will take place locally in IEC environment.

SPECIFIC BID SUBMISSION INSTRUCTIONS

SBSI 01-17

1. Level of Integration

1.1 The instructions contained herein are in addition to the submission instructions provided in I.E.Co. 's invitation letter and shall completely adhere to it.

2. Proposals Guidelines and Content

2.1 General Guidelines

2.1.1. The Bidder shall organize the proposal so that subject paragraph numbers match the respective subject paragraphs of the Specification. The proposal must address all the Specification's requirements (explicit and implicit).

2.2 Proposal's Content

2.2.1 Each proposal shall contain the following information: 2.2.1.1 . Bidder 's Specification.

2.2.1.1.1 A complete, detailed, and clear specification of Bidder's proposed Equipment to meet all functional and other requirements as specified in I.E.Co.'s Technical Specification.

2.2.1.1.2 In each and every paragraph, the Bidder shall specify all the characteristics of his proposed Equipment which are relevant to this paragraph. For each and every paragraph, the Bidder shall state the pertinent Standards and/or Specifications.

2.2.1.1.3 Said Specification must be sufficient to demonstrate how the Bidder proposes to comply with the requirements, including a full explanation of the techniques, disciplines and procedures to be utilized. Failure to submit all required technical information for the purpose of evaluation of a bid may result in a lower bid evaluation score.

2.2.1.2 Bidder 's SOW. 2.2.2.1.1 A complete, detailed and clear definition of Bidder 's

activities to meet the requirements as specified in I.E.Co.'s Statement of Work (SOW). The Bidder shall organize the document so that subject paragraph numbers match the respective subject paragraphs. For each and every paragraph, the Bidder shall state the pertinent Standards, Procedures, Manuals etc.

2.2.2 Table of compliance :

2.2.2.1 The Bidder shall attach to the offer a Table of compliance of the reply to all the paragraphs and especially to those that are classified (M) (S) (L) in Microsoft excel file similar to the example attached to the RFP.

3. Procedure for Questions and Clarifications

3.1 The Bidders are to submit their questions in writing to Purchaser by 10 days prior Bid Submission.

3.2 To questions submitted according to above, the Purchaser will provide written answers to the Bidders by 4 working days.

4. Bid Evaluation

4.1 Bids shall be evaluated in accordance with the principles defined in I.E.Co.'s invitation letter.

4.2 Only Proposals receiving a minimal score of 70% of the entire grade will qualify for the

next stage of the tender.

4.3 The paragraphs classified (M) and (L) are mandatory. An unmet requirement, an unclear answer, or an ambiguous answer for this components will disqualify the proposal.

4.4 The paragraphs classified (S) and paragraphs classified (L) shall be graded.

5. Requirement's Classification

5.1 The components of the requirements are classified as follows:

5.1.1 Information (I): A component included for information purposes only. The expected response from the bidder is “Have read, have understood, and accept.” Any remarks or reservations by the bidder must be included in the response.

5.1.2 General (G):

A component that can be handled with a general answer in a relatively free format. Usually this is an “open” section in the RFP — a section where creative suggestions and solutions may be introduced . Nonetheless, when all is said and done, the requirement must be clearly addressed, the principal features must be emphasized, and it must be clear what exactly is offered under this and what is promised or suggested.

5.1.3 Specific (S):

A component that requires an exact and detailed response, in a precise format as required by the RFP — for example, by completing a table, attaching certificates, etc. Usually this is a “closed” section of the RFP — a section where some information is mandatory and more may be added. Additions are to be treated according to the guidelines for General components. If the information is voluminous, it should be added as a properly numbered appendix.

5.1.4 Mandatory (M):

A Go/No-Go component. (What is especially “mandatory” is the content in the response, not the act of responding). Responding to all components is

mandatory. The expected response from the bidder is “Have read, have understood, accept, and can do,” or a complete and salient answer as for Specific components, or the fulfillment of a requirement (for example, the inclusion of a certificate), or a guarantee — whichever is appropriate to the component. A missing answer, an inappropriate answer, an unmet requirement, an unclear answer, or an ambiguous answer for this component will disqualify the proposal.

5.1.5 Least – (L):

Threshold Component (Go\No Go), which determines the minimal acceptance level. The type of answers required is the same as for component S. Similar to that of component M the lack of answer, an answer which does not either related to or meet the requirements, or an unclear, equivocal answer to a section of this type, will automatically invalidate the proposal.

5.2 The classification of a component applies to all its subcomponents, unless otherwise stated for the subcomponent. In other words, the classification of any component is either the classification explicitly applied to it or, if no classification is explicitly applied to it, the classification of the component hierarchically above it.

6. (M) Manufacturer's Statement:

6.1.This statement as attached in annexure E must be attached to the proposal, filled in and signed by the Bidder.
