N° 07 - Saturday 5 th March 2011 Special Prize List 19 Prizes Awarded S pecial prize awards at FESPACO are meant to reward African film and video productions. On the occasion of the 22nd edition, nineteen (19) special prizes were presented by FESPACO partner institutions, associations or moral entities on Friday the 4th of March at the BECEAO Centre. The ceremony was chaired by the Minister of Culture, Tourism and Francophony and sponsored by the edition's guest of honor Elikia M'Bokolo. Offical guests, donors, film professionals and the media were given to see a ceremony full of colors and sounds. On this occasion, three personalities including Elikia M'Bokolo, Francis Kere and Dieudonne N'Gangura were awarded Chevalier of the Order of Merit, Arts and Communication, for their commitment to a thriving movie industry in Africa.

19 Prizes AwardedSpecial prize awards at FESPACO

N iger has decided to promote its cinemawhich has been dormant for a long time.

A strong delegation made up of 25 producersand 15 students from the Institute ofJournalism led by TAKOUBAKOYEAminatou Boureima, the Minister ofCommunication, Culture and NewTechnologies arrived in Ouagadougou for theFESPACO festival. At the festival venue, theNiger delegation has been quite active throughan exhibiting stand, participation into exchan-ges and to training sessions. Besides, twoyoung directors are presenting two films at thisyear's edition of FESPACO including one incompetition. The Minister of Culture facilita-ted a press conference on the 2nd of March onthe policy to revamp the movie industry inNiger.

Cinetoile is a project initiated by Africalia with funding from the EuropeanUnion. It believes that film works must be promoted and recognized as a cul-tural heritage and a tool for dialogue between communities. Initiated at FES-PACO 2009, the project has come to an end, and therefore the need for pro-moters and beneficiaries to appraise the work done over the past three years.

Eight countries leading professional meetings, training onproduction, more than 300 film screenings and several

film fans. These are some of the results of Cinetoile project.Animated by Africalia and some private sponsors of the diffe-rent countries being partners (South Africa, Burkina, Kenya,Mali, Ouganda, Democratic Republic of Congo, Tanzania,Zimbabwe), the project Cinetoile has travelled a lot. It has astrong economical and social background. While at the economical level, sustainability of creations isnotified, accessibility to populations has been underlined atthe social level. In terms of institutional level, Cinetoile hasparticipated in the conveyance of official information in ruralzone. As example to illustrate this, we can talk about the project ofStudio Malembe, sponsor of Cinetoile project in DemocraticRepublic of Congo. Political and cultural information has been spread through the

use of canoe, moto and car. From last three year's surveyexperiences, Africalia is planning to call tenders for the pro-ject lunched by the European Union during the tenth EuropeanFund for Development (EFD) in other to embark the Secondlevel of its project.

CinetoileA «cultural trip» for development

The association of partners has welcomed the relevance of the project's result.

The painter settled his exhibitionentitled “Outstanding Afro

Figures in the history of pictures” atthe headquarters of FESPACO.According to him, the exhibition aimsat sensitizing African youth on thehistory of the continent through hergreat figures. Visitors can see paintings of KwameNkrumah, the advocate of African

union, Cheick Anta Diopthe Egyptologist andmany others such as theQueen of Saba, the prin-cess Yennnega andThomas Sankara. DouniaTog -yangar explainedthat this theme is a way ofrecounting historythrough images based onthe poetic work of theMaurician writer and jour-nalist Edouard Maunick. “If we consider the highrate of illiteracy in Africa,

it is obvious that imagescan enable a better sensitization. Mywork is an itinerant one. Paintings are not for sale. I want to produce 120 paintings for anexhibition in Berlin where Africa wasbalkanized”, the painter states.

That is the rea-son why FESPACO implemented thisinitiative since 2009. These magnificent statutes on thisavenue are stretch out on the “placedes cineastes”.

Ivorian actor and film maker MarieLouise Asseue is attending FES-

PACO with her film “Les infideles”.The story of the film is about a familytragedy in which two sisters are invol-ved. Henriette, first born of a familydecides to host Murielle, her junior sis-ter. Unfortunately, she charmed her sister'shusband and turns into a rival with thesupport of their mother. The wealth and

generosity of Henriette's husband suc-ceed in holding back their mother's badintentions. “Through this film, I wantto show that one must not sacrificemoral values for money. We must carry poverty in dignity”, saidMarie Louise Asseue who becamefamous in the sub-region for acting as“Malou” in the T.V. series “Mafamille”.

F or her first feature film, the producerSarah Bouyain decided to lay empha-

sis on the mixed race issue. In -betweentwo different worlds, they lose all theirbearings. This is the case of the mainactor of the film “Notre Etrangere”. Amy,a young 20 years old mixed- race girl lea-ves France for Burkina Faso to look forher mother that she hasn't seen since shewas eight.She arrived at Bobo Dioulasso in hermaternal family and was treated like astranger because she does not speakDioula and does not put on the local cus-toms. Considered as an African inFrance, Amy loses her bearings.

For many film directors, moviemaking in Africa is a very long way

full of obstacles because production iscostly, getting support has become veryrare and cinema halls are closing theirdoors one after the other. In addition, pirates do not enable pro-ducers to sell their products on the mar-ket. All these sometimes make us won-der if the cinematographic job shouldcontinue.Despite all those problems and theirpassion for the job, film directors keepon entertaining millions of Africansthrough their products. They should beallowed to make a living out of their

arts and therefore, the significance ofthe film industry. On this subject,Michel Ouedraogo the GeneralDirector of FESPACO commented that“one must find out how to lead Africato a new way. Meeting this challenge is to manage forthe growth of African cinema throughthe existence of production and distri-bution structures and also efficient andwell equipped cinema halls”. We also have to think about exemptingfilm products from taxes fightingagainst piracy and training of professio-nals. For these initiatives to be effec-tive, they should be integrated intostrong national sub-regional policies.

The Film IndustryChallenges to overcome for a thriving industry

At the official opening of the 22nd edition of FESPACO, the Minister of Culture, Tourism andFrancophony, Filippe Savadogo as well as the General Director of the festival Michel Ouedraogo calledfor the establishment of real cinematographic industries in Africa in order to boost movie making on thecontinent. A call that is quite worthwhile.

An agreement between FESPACO , Vienne Region and ABP

Atripartite agreement was signed betweenFESPACO, the Vienne Region in France

and the Burkinabe Association in Poitou (ABP).This was done by Michel Ouedraogo, Directorof the Festival, Andre Senechaux, VicePresident of the Vienne General Board andJustin Zaida, representing ABP. It is a two-year agreement for the promotion ofAfrican cinema in Europe.The three parties committed themselves to sup-port the cine-Africa festival in promotingAfrican culture and cinema..
