NEILL R. ROBINS ID Special Agent in Charge Camp Lejeune Field Office Naval Criminal Investigative Service Neill R. Robins Ill was born May 29, 1950, in Little Rock, Arkansas. He attended Indiana University in Bloomington, Indiana, where he was a varsity letterman on the track team which won the Big Ten Conference Outdoor Track Championship in 1973. That same year he graduated from Indiana University with a bachelor of science degree in business administration and finance. Following graduation he moved to Washington, D.C ., where he served a one-year internship with the Federal Bureau of Investigation before joining the Naval Criminal Investigative Service (NCIS) in December 1974. As Special Agent in Charge (SAC) of the Camp Lejeune Field Office, Special Agent Robins is responsible for approximately 40 special agents and 10 administrative and support staff assigned to three Marine Corps facilities in Eastern North Carolina to include New River and Cherry Point, as well as Camp Lejeune. In this capacity, Special Agent Robins coordinates all criminal investigative and counterintelligence activities involving activities associated with these installations. During his NCIS career, Special Agent Robins served at Cherry Point; Subic Bay in the Republic of the Philippines; as criminal case reviewer at NCIS Headquarters; Assistant Special Agent in Charge (ASAC) for Fraud Investigations at Subic Bay; SAC at Parris Island, South Carolina; SAC of the Mid-Atlantic Regional Fraud Unit in Norfolk, Virginia; and ASAC for Criminal Investigations at the Norfolk Field Office when it was established in 1993 as part of a major reorganization of NCIS. He was appointed as SAC of the Camp Lejeune Field Office in May 1995. Special Agent Robins has had extensive training in procurement fraud investigations, arson investigations, hostage negotiations and protective services. He is a graduate of the NCIS Procurement Fraud School held at the Navy Supply Corps School in Athens, Georgia, and the National Fire Academy in Emmittsburg, Maryland. He is t he recipient of several sustained superior performance awards as well as the Navy Unit Citation awarded to the NCIS office in the Philippines for the role it played in monitoring and assessing the highly sensitive political crisis which took place during the overthrow of former Philippine President Ferdinand Marcos. Special Agent Robins is the father of three children, Melissa, Robie, and Heid i. They live in Jacksonville, North Carolina.
