Biography Hon. James Musoni is the current Minister of Infrastructure in the Government of the Republic of Rwanda. Biography Clare Akamanzi is CEO of the Rwanda Development Board (RDB) which made her a Member of the Cabinet of Rwanda. Prior to this, she served as Head of Strategy and Policy for H.E President Paul Kagame and for over seven years as COO of the RDB. She has also served as a Commercial Diplomat in London and as a Trade Negotiator in Geneva at the World Trade Organization. She is an International Trade and Investment Lawyer, who has lived, schooled and worked outside of Rwanda but nothing beats the privilege of being part of rebuilding her nation. Ms. Akamanzi has studied at Harvard Kennedy School, the University of Pretoria and Makerere University in Uganda. During her studies, she received several prestigious awards. She is a 2012 Young Global Leader of the World Economic Forum and was named one of Africa’s Top 20 leading women in economic development by Forbes in 2013. Description of organisation The Rwanda Development Board (RDB) was established in 2008 as Rwandan Government Institution with the vision to transform Rwanda into a dynamic global hub for business, investment, and innovation. RDB has the mission to enable economic development and accelerate economic growth by investments and exports. RDB promotes business partnerships between local and global investors. They advise and provide information on business opportunities and advantages of doing business in Rwanda. RDB helps potential investors to develop their businesses until they become operational. The Rwanda Development Board serves foreign and domestic, small and large as well as established and new investors across all sectors.

Dr. Ivan Twagirashema is the Chairman of Energy Private Developers (EPD) based in Rwanda. Prior to being at the head of EPD, he acquired vast experience in business strategy and corporate governance. In the last ten years, he has managed major companies in the private sector at Rwanda Investment Group (RIG) as CEO and Managing Director. He is now senior consultant with a high expertise in energy and industrial projects management. Furthermore, he is involved in the Rwanda Private Sector Federation as the Chairman of Rwanda Energy Private Developers. He served as Chairman of the Chamber of Industry between 2012 and 2014. Description of organisation

Energy Private Developers is an association regrouping private companies operating in the energy sector. It is one of the five associations composing the Chamber of Industry under the Private Sector Federation (PSF) of Rwanda. The association encourages collaboration and partnership for the development of the Rwandan energy sector. It shares experience and good practices and promotes companies operating in the energy sector.

Biography Robert Nyamvumba is Director at the Rwandan Ministry of Infrastructure. He has worked as Manager in the National Electricity Control Centre for the State utility in ELECTROGAZ, as Deputy Director General of Energy Water and Sanitation Authority (EWSA Ltd) and as Managing Director of Energy Development Corporation (EDCL) at the subsidiary company for Rwanda Energy Group (REG Ltd). He has profound work experience in the energy sector dealing with utility operations, energy project development, as well as the negotiation of Power Purchase Agreements in different technologies (peat, methane gas, hydro, and solar) with independent power producers. Mr. Nyamvumba has sound knowledge and experience in power systems, renewable energy and off-grid solutions. Description of organisation The Ministry of Infrastructure is a department of the Government of Rwanda. It is responsible for infrastructure policy and development throughout the country. The Ministry's mission is to ensure the sustainable development of infrastructure and to contribute to economic growth with a view to enhancing the quality of life of the population. Its remit includes overseeing maintenance and development of infrastructure in Rwanda including transport, energy, habitat and urbanism, meteorology, water and sanitation.

Biography Winifred K. Ngangure is Head of Investment Promotion and Facilitation Department of the Rwanda Development Board. She has profound experience in public sector and project management. Biography Morris Kayitare is Director of Primary and Social Energies Development at Rwanda Energy Group. His work includes, among others, off-grid solutions, sector development, energy resource assessment and energy efficiency technologies. Prior to his current position, he worked with several telecommunications companies in different roles in Rwanda. He has developed specific solutions to deliver energy projects to meet the national access targets.

Description of organisation

Rwanda Energy Group is part of the Energy Development Corporation Limited (EDCL), which maintains and operates the energy infrastructure in Rwanda through its two subsidiaries, the Energy Utility Corporation Limited (EUCL) and the Energy Development Corporation Limited (EDCL). The company provides expertise to expand energy supply in line with EDPRS and other national targets to develop appropriate transmission infrastructure; to deliver energy to relevant distribution nodes; and to plan and execute energy access projects to meet the national access targets.

Biography Alexis Mutware is Director of Electricity and Renewable Energy at the Rwanda Utilities Regulatory Authority (RURA). He has over seven years of experience in the technical and economic regulation of power utilities. Prior to this, he served as Head of Section for Electricity Regulation at the Rwanda Utilities Regulatory Authority. Before joining RURA, he was Assistant Lecturer in the Department of Electrical and Electronics at the National University of Rwanda. Description of organisation The Rwanda Utilities Regulatory Authority (RURA) was established in 2003 with a mandate to regulate certain public utilities within four sectors, namely ICT, Transport, Energy and Water & Sanitation. The Authority has the mission to ensure fair competition, protecting consumers’ interests, and promote availability of affordable and reliable services to all. RURA is mandated to regulate the energy sector and to bring an ongoing support for socio-economic transformation and poverty eradication through sustainable and resilient solutions for energy supply. Regulatory activities performed by the Authority in the electricity supply industry include issuing licenses, tariff setting and compliance monitoring of operations.

Dr. Dörte Fouquet Director European Renewable Energy Federation (EREF)

Biography

Dr. Dörte Fouquet is a lawyer with more than 30 years of experience, in particular in energy and environmental law. She represents the interests of independent renewable energy power producers and their organisation EREF in Brussels since 1999. She advises actors of the renewable industry on topics such as sustainability of technologies and due diligence for the planning and permitting procedures. She regularly advises renewable energy companies, finance institutions and governments in their various questions on European energy, environmental, competition and related policies. Thereby, she is specialised in the legal framework conditions for access to the market for renewable energies. Description of organisation

EREF is the federation of national renewable energy associations from EU Member States, representing all renewable energy sectors. EREF’s objective is to defend the interests of independent power, fuel and heat production from renewable sources and to promote non- discriminatory access to the energy market. EREF strives to create, maintain and further develop stable and reliable framework conditions for renewable energy sources.

Dr. O.S. Sastry Senior Consultant International Solar Alliance (ISA)

Biography Dr. O.S. Sastry is Senior Consultant (Research & Development) at International Solar Alliance. Prior to this, he has worked for the Ministry of New and Renewable Energy (MNRE) as Senior Scientific Officer where he developed his expertise in solar energy. He has been in charge of several research programmes to develop solar technologies. Furthermore, he has published scientific papers and contributed to developing prestigious international energy projects. Description of organisation The International Solar Alliance (ISA) is an alliance of more than 121 countries, most of them sunshine countries, located either completely or partly between the Tropic of Cancer and the Tropic of Capricorn. The alliance's primary objective is the efficient exploitation of solar energy in order to reduce dependence on fossil fuels. The vision and mission of the International Solar Alliance is to provide a dedicated platform for cooperation among solar resource-rich countries where the global community, including bilateral and multilateral organizations, corporations, industry, and other stakeholders, can make a positive contribution to assist and help achieve the common goals of increasing the use of solar energy in meeting energy needs of prospective ISA member countries in a safe, convenient, affordable, equitable and sustainable manner.

Biography Alessandro Casoli is a senior manager at the Carbon Trust who specialises in climate change mitigation and low carbon energy policy development. He currently manages the Clean Energy Partnerships work stream of DFID's Transforming Energy Access (TEA) programme, which has a global budget of £65 million to identify regional issues and solutions relating to energy access in developing nations in sub-Saharan Africa and South Asia. He has also led project work on renewable energy and energy efficiency more broadly, advising the UK’s and other governments on energy policy and programme development. Description of organisation Carbon Trust is an independent partner of leading organisations, helping to contribute to and benefit from a more sustainable future through carbon reduction, resources efficiency strategies and commercializing low carbon technologies. They are present around the world to provide a high expertise and bespoke solutions to build a sustainable future. The organisation works with different organisations leaders in the energy transition for an efficient and low carbon economy. Furthermore, Carbon Trust designs and manages complex projects and collaborations that overcome financial and behavioural barriers to deliver real results.

Biography As a Rwandan that is passionate about transforming problems into business opportunities, Evary has participated in enterprising ventures for almost seven years having served in different roles in innovative companies. As a CPA and BBA graduate, he yearns to see idealistic concepts like 'sustainable social impact' and 'ethics' grounded in practice. Before transitioning to Solarkiosk Rwanda Ltd which together with the holding office built from scratch, he worked as a business consultant for four years at Karisimbi Business Partners. He directly worked with promising ventures to ensure that business strategy, management and resources are aligned for companies’ growth and success. Description of organisation The solar-powered SOLARKIOSK E-HUBB is an autonomous business unit that serves as the energy gateway for a sustainable development of BoP communities worldwide. The E-HUBB enables new business opportunities with solar energy and empowers BoP communities to become models for self-sustainable and thriving clean energy communities. Ilham Talab Project Manager Africa-EU Renewable Energy Cooperation Programme (RECP)

Biography Ilham Talab is Project Manager at the Africa-EU Renewable Energy Cooperation Programme (RECP) based in Addis Ababa. Her work includes supporting private sector investment in renewable energy in Rwanda and Uganda. Prior to joining RECP, Ilham worked at the Government of Dubai supporting the design and implementation of their 2030 Renewable Energy Strategy. She also worked at the International Renewable Energy Agency (IRENA), designing and implementing capacity building programs to assist Small Island Developing States transition to sustainable energy futures. Ilham holds a Master’s degree in Mechanical Engineering from Masdar Institute of Science and Technology. Description of organisation The Africa-EU Renewable Energy Cooperation Programme (RECP) is a multi-donor programme that supports the development of markets for renewable energy in Africa. It was launched by African and European Ministers and Commissioners under the Africa-EU Energy Partnership (AEEP). The RECP contributes to promoting access to energy, supporting sustainable economic growth and poverty eradication, within a sustainable development path, develop value chains providing job opportunities, climate change mitigation by substituting fossils fuels and to climate change adaptation by enhanced energy value chain and energy system resilience, and enhancing energy security and mitigating the impacts of volatile fossil fuel prices.

Biography Ms. Nelson has led the Power Africa initiative at USAID in Rwanda since late 2016, where she oversees the initiative's transaction advisory support services, technical assistance and capacity building for key government institutions and the private sector. Before joining Power Africa, Claire worked on business development and government relations in emerging markets for Mainstream Renewable Power, a global wind and solar developer. Claire holds an MSc in environmental policy and regulation from the London School of Economics. Description of organisation Power Africa is a U.S. Government-led initiative comprised of twelve U.S. Government Departments and Agencies, and a diverse coalition of more than 140 public- and private-sector partners, including bilateral and multilateral partners, international organizations, civil-society organizations, and more than 130 private sector companies. Instead of selling equipment to customers, Centennial sells the power at a rate that saves customers on operating expenses and generates attractive returns for investors. Description of organisation coligo is a solar utility that provides low-cost solar energy to businesses in emerging markets. By financing the solar systems through a crowd-investing platform, Ecoligo participates directly in the implementation of solar projects in Africa by providing financial support. They combine the funds of crowd-investors with the skills and expertise of local EPC companies to provide fully financed, PV solar PPA/lease contracts to C&I clients in Africa. They call this solar-as-a-service. They currently focus their expertise on installations between 10 kWp and 1MWp.

Biography Victor Hakuzwumuremyi has over ten years of working experience in various organizations in the energy sector in Rwanda and East Africa. He has gained extensive skills and exposure to mini grid development with a focus on regulation, technical feasibility and financial viability, financing and capital raising. He holds a Master’s degree in electrical civil engineering from Belgium and a Bachelor’s degree in electrical and electronics engineering from Algeria. He is currently Programme Technical Manager of SOGER/ Scaling up off-Grid Energy in Rwanda, a programme implemented by Energy 4 Impact, a UK registered international NGO that supports businesses providing energy access to off-grid communities. Description of organisation SOGER is a programme that aims to contribute to the growth of a sustained market for off-grid renewable energy in Rwanda by supporting the private sector to deliver access to energy to 77,500 people in rural areas, in a way that is inclusive of people living in poverty and as a means to drive economic development by creating nearly 7,000 jobs.

Dirk Hendricks Senior Policy Advisor European Renewable Energies Federation (EREF)

Biography Dirk Hendricks is EREF Senior Policy Advisor focussing on the planned EU energy system transformation, and acts as liaison between the European renewable energy sector and European and international institutions and organisations. As former Secretary General of the European Small Hydropower Association (ESHA) and Director of the EU Liaison Office of the World Future Council Foundation, he focussed on the promotion of renewables in the EU and Africa. His previous positions in the environment sector in Europe and Africa have provided him with an in-depth knowledge of a wide range of environmental topics. Description of organisation EREF is the federation of national renewable energy associations from EU Member States, representing sectors such as wind, solar, small hydro, bio-energy, tidal, wave, and geothermal. EREF’s objective is to defend the interests of independent power, fuel and heat production from renewable sources and to promote non- discriminatory access to the energy market. EREF is striving to create, maintain and further develop stable and reliable framework conditions for renewable energy sources. EREF continuously advocates for ambitious and legally binding targets for all renewable energy sectors beyond 2020.

Alexander Huppertz Project Manager Africa-EU Renewable Energy Cooperation Program (RECP)

Biography Alexander Huppertz is Project Manager for the Africa-EU Renewable Energy Cooperation Program (RECP) and has been managing the RECP private sector cooperation since 2015. Prior to joining the RECP, Mr. Huppertz worked as an advisor with GIZ, supporting the German Ministry for Economic Cooperation and Development on energy and development issues, with a special focus on global initiatives like the SE4ALL, SDG and the Paris Climate Accord. Mr Huppertz holds a M.A. in International Relations and Development Politics. Description of organisation The Africa-EU Renewable Energy Cooperation Programme (RECP) is a multi-donor programme that supports the development of markets for renewable energy in Africa. Paul van Aalst Senior Manager RECP Finance Catalyst

Paul van Aalst is a seasoned professional in investing in emerging markets, primarily in renewable energy. Paul currently is Team Leader of the RECP Finance Catalyst Programme. He advises renewable energy projects in sub-Saharan Africa for finance opportunities, targeting projects in the range of 0.5MW–50MW. Paul has been a director of an international investment company for access to clean and affordable energy in emerging markets, and of an investment fund for SMEs in Ghana. He has been engaged in investing seed capital and growth capital to renewable energy companies. He was team leader in developing the Global Energy Efficiency and Renewable Energy Fund (GEEREF), a €110 Million investment fund, managed by the European Investment Bank, targeting emerging markets. For the World Bank, he is currently developing the Ghana Climate Venture Fund, a fund providing early-stage capital to innovative companies in e.g. clean energy. Description of organisation The RECP Finance Catalyst links renewable energy projects to finance opportunities and vice versa, targeting small and medium-scale renewable energy projects in Sub-Saharan Africa. It provides advisory support on project development, structuring and accessing finance through a team of dedicated experts with extensive experience in renewable energy project development and finance in Africa.

Biography Wim Jonker Klunne is Programme Director for the Energy and Environment Partnership Programme (EEP), implemented by KPMG on behalf of the Governments of Finland, the UK and Austria. Wim has over 25 years of experience in renewable energy and in the implementation of energy efficiency project in Southern and East Africa. He has worked on a wide range of energy implementation, research and capacity building projects on behalf of the AfDB, World Bank, UNDP, GEF, EU, national governments, private sector, research institutions and bilateral organisations. Although Wim is an all-round renewable energy expert, he has a sweet spot for micro-hydro power, a technology that he supports through his work (please see www.microhydropower.net and www.hydro4africa.net). Description of organisation The Energy & Environment Partnership programme (EEP) is a challenge fund providing seed funding to 225 small-scale renewable energy projects in Southern and East Africa. Linked to this project-based funding, business development support is provided to project developers, while the knowledge management component of EEP supports the development of the sector at large through the dissemination of lessons learned, information sharing and policy development support.

Biography Eugene Obiero is Senior Manager at Camco in Nairobi working on the Renewable Energy Performance Platform (REPP) mandate in the Eastern Africa region. He has been responsible for identifying renewable energy projects (including mini-grid projects). He has over 15 years of experience in project management and finance. Prior to this, he worked in the renewable sector in Kenya, where he advised several renewable project developers and provided a technical expertise for strategic, finance and legal requirements. Description of organisation Camco has over 25 years of experience working with developers, governments, banks and private investors to develop and finance clean energy projects in Africa. Camco currently has a leading position within renewable energy and provides solutions to develop and build projects. The Renewable Energy Performance Platform (REPP) seeks to mobilise private sector development activity and investment in small and medium-scale renewable energy projects in sub-Saharan Africa. It was initiated by the EIB and UNEP to deliver the UN SE4ALL objectives. A consortium comprising Camco Clean Energy and GreenStream has been appointed to manage the REPP.

Biography Gregory Tayi is a Business Entrepreneur with an extensive business experience in the areas of equipment supply, construction and renewable energy. He owns REPRO Ltd and is the first ever private entrepreneur to develop and operate the first micro hydro power plant (Murunda MHPP), which supplies 100KW to the national grid since March 2010, under the power purchase agreement with the Utility (EUCL). Mr. Gregory Tayi is also a co-investor in NOVEL ENERGY Ltd, a local private company that operates the 500KW Gaseke micro hydropower plant. Description of organisation REPRO is a Rwandan company established in 2007 focusing on renewable energy and rural electrification. The company’s activities mainly involve production, promotion, and distribution of renewable energy as well as the development of micro hydropower plants. It owns and operate two micro hydropower plants (Murunda & Mutobo), under the Public Private Partnership (PPP). REPRO develops energy solutions for security and independence. REPRO Ltd is the first IPP in Rwanda to operate the first private micro hydropower plant in Rwanda. The company has also been internationally recognized for its outstanding innovation and thus was offered the International Quality ERA Award in Geneva March 2012 by B.I.D (Business International Directions).

Biography Monica Keza Katumwine is the Managing Director of Bboxx Rwanda where she is responsible for leading the Country team to deliver on the business’ short term profitability and long term growth goals. This involves implementing the company strategies and business plans at the Country level, while providing regular detailed feedback to all other departments across the business on how to improve the business. She holds a Bachelor of Commerce Degree from Makerere University (Uganda) and has over 15 years experience first working and then managing retail operations in Uganda, Uk and Rwanda. Her biggest achievement to-date is managing the biggest retail Bank in Rwanda. She is passionate about exceptional & consistent service delivery in finding solutions to tackle difficult problems in rural communities.
