Background: • Society for Participatory Action and Reflection

(SPAR) started to work with direct partnership of GD &EC on Women &Child Anti Trafficking issue in 2006.

Jalpaiguri, Malda and Dakshin Dinajpur was extded in June, 2010

SANJOG-I : 2 GP,Prevention, 2005, SANLAAP, SANJOG-II: 3 GP, 3block, 1 district, Prevention &

Protection, July, 2006 – June, 2010 (sup. by GD & EC), SANYUKT: Coochbehar, Jalpaiguri, Dakshin Dinajpur

Strategy for intervention so far:Intervention at community level through

likeminded CBOs/NGOs:• Sourcing of cases through community people and

service providers (CBO’s/ NGO’s, SHG, others stakeholders) about unsafe migration and trafficking incidents.

• Ensuring rescue process through formation of network between State Agency and the organization working in the destination areas.

• Psychosocial and economic rehabilitation of child and marginalized and victims of exploitations of trafficking.

b) For intervention at organizational level:• Capacitating the CSOs/grass root level service

provider/ stakeholder through orientation on the issues to make their intervention relevant to their context.

• Make Alliance/Networking regional basis and destination areas.

• Exchange of views and sharing of learning and best practices.

• Providing legal support to the victim/family of the victim.

FIR & GD status

• People were not normally filed GD & FIR at the police station ( Most of the cases in DD, Mld, Jal facilitated by SPAR) in Coochbehar 8 boys and 05 girl cases.

• SPAR & Police jointly rescued: 16 (girl) & 4 (boys)

• Rescued from Delhi directly referred to CWC , Coochbehar: 10 (Girl)

Challenges Faced:Case sourcing: • Filing of GD & FIR at Police station level its depend on

the person and priority, primarily avoid the trafficking, awareness level.

• Age proof, name, negligence, acceptance of the trafficking case.

• Fear of community about police and disclose at community level

• Sacrifice of wages of the family to deal on the case

Pre reunification follow-up : Lack of professional counselor we faced problem in family

counseling. Lack of home at transit level with proper facilities.

Post reunification follow-up – Basic counseling support also problematic due to lack of

professional counselor.

Prosecution: Lack of assigned legal advisor we faced problem to provide legal

support for victims. Witness and family member were also not interested (so much) for long time legal procedure and complication (though dealing with 31 cases). Local trafficker making pressure at the family level.

Home based rehabilitationHome based rehabilitation Family of the victim are so marginalized family. Even they have no

any say. Its required more capacity building support to the entire family as well as the society. Livelihood support/option.

SPAR Member of different DCPS Committee and hope fully we may able to mobilize some resources from the Govt.

learning• Police are not putting any ITPA, because it is a out come

orientation at source area and even creating lot of resistance for boy cases.

• Networking & coordination with all stakeholder at source & Destination organization help to reduce to the gestation period

• Community people are not so much interested to go to the police station in backward area and Tribal dominated areas.

• No such Govt. scheme which is completely mention the support

• Lack of infrastructure support at the source and transit areas• Lack of Financial support for the CSO. It is depend on

external support.17

How to Strengthen the Organisation and sustainability of the programme.

• Now, it is one of the core issue of SPAR and working in 4 district of North Bengal and South Bengal.

• SPAR has also initiated by own effort in other part of West Bengal ,Jharkhand and Odisha .

• Able to manage more than 334 cases.• Have provided Livelihood support to the 282 number

of vulnerable girl children and Educational support 348 numbers of girl children.

• SPAR has selected as Collaborating organization under CHILD LINE 1098 in Dakshin Dinajpur & Coochbehar District.

• More than 150 times news related to the women and child anti-trafficking published in the more 14 leading daily print media from July 2010 and more than 5 electronic media also telecast the news.

• District Child Protection Samity , District level committee on anti-trafficking of women and children in Coochbehar, Dakshin Dinajpur, Malda

• Close linkage with CWCs, Social Welfare Departments, PRI bodies’, Legal Services Authorities, Law Enforcement Agencies etc. of 24 Parganas (South), Cooch Behar, Jalpaiguri, Malda and Dakshin Dinajpur district of West Bengal and Govt. of West Bengal

• Innovations a model that was based on children’s participation by SPAR in its pursuit to strengthen protection and safety of children living in rural, remote and poverty affected families in Cooch Behar.

• Apart from SANYUKT Network, SPAR also able to rescue trafficked children and women with cooperation of organisations in Delhi, Sikkim, Haryana and Bangladesh, Child line in deferent part of India

• SPAR recognized as NGO working on the Women & Child Anti-trafficking issue in North Bengal as well as South Bengal and also able to develop a resource group with in the organisation on the issue.

• Good organizational relationship with other CBOs/ SHGs-Cluster-Federation/NGOs/ Network/ Media etc at source and destination areas
