A group consisting of 11 Training Wing students, instructors and their commander Col. Marco Francesco D’Asta visited the Maastricht Upper Area Control Centre (MAUC), managed by Eurocontrol, on 19 May. This Centre controls air traffic above 24,500 feet or 7,500 meters in the airspace of Belgium, the Netherlands, Luxembourg and north-west Germany. The lower airspace is managed by the national air traffic control agencies Belgocontrol, Luchtverkeersleiding Nederland (LVNL) and Deutsche Flugsicherung (DFS) respectively.

“This familiarization visit to the MAUC gives students and instructors the opportunity to see the other side of aviation control and makes them better understand why certain decisions are made”, explains CMSgt. Francesco Prezioso, who is an Instructor within Training Wing and who initiated this visit. He continues, “In the future, we would like to arrange similar visits and invite air traffic controllers from Eurocontrol to visit us in return, so they also get a feeling for what we do and what we can see from our side.”

Mr. Marco Vismara an ATC controller at UAC gave an in-depth briefing on MUAC and Eurocontrol. The airspace regulated by the MUAC covers 260,000 sq km. Over the years, MUAC has built a reputation for excellent safety performance and traffic fluidity on top of outstanding economies of scale. With pride,

Mr. Vismara mentioned that this is Europe’s most productive and high-performance ATC centre and also the second largest air traffic control centre in Europe. Between 1999 and 2009, air traffic within MUAC’s airspace increased by 29%. The Centre’s busiest day so far was on 4 July 2008, with a total of 5,024 flights. During the briefing, the TW students asked many questions related to their function while flying on board the AWACS.

After the information about MUAC’s capabilities and technical details, a visit to the Operations Room was next on the schedule. This is the place where the ATC work is executed. Needless to say, the controllers there were concentrating on doing their job. It was an almost silent environment, and everybody spoke in a low voice. There were no windows: only subdued light illuminated this large room, which was equipped with dozens of screens, panels and radio systems along the walls and, in the centre of the room, several work islands with more consoles. There is quite some similarity between being on board an AWACS and being inside this Ops Room. Just like on the AWACS - instructors and students are teaching and learning, which is something you also find on a Training Wing flight.

The enthusiastic groups of Training Wing visitors went back with the answers to their questions and they are looking forward to hosting the visit of MAUC personnel to the NATO AWACS base.

NATO and Russia have begun a testing phase of a joint system for air traffic coordination. This will be the first NATO-Russia system of this kind to be fielded. The system focuses primarily on the fight against terrorism and will provide a shared radar picture of air traffic and early notification of suspicious air activities. If an aircraft starts behaving erratically, the air traffic coordination system offers increased visibility and

transparency to rapidly ensure coordination in the European airspace.

The new system has two coordination centres – in Warsaw and Moscow – and local coordination sites in Kaliningrad, Rostov-on-Don, Murmansk (Russia), Warsaw (Poland), Bodø (Norway), and Ankara (Turkey). In these nations, training and entry-level exercises are already ongoing.

The development of a joint air traffic coordination system is a tangible result of the NATO-Russia Council’s Cooperative Airspace Initiative (CAI).

NATO-Russia Council’s (NRC) nations, including Canada, France, Greece, Hungary, Italy, Luxembourg, Norway, Poland, Russia, Turkey, the United Kingdom and the United States, have so far contributed more than Euro 10 million in aggregate to the CAI project.

CAI is one of the priority areas set by the NRC’s Work Programme for 2010. Beyond its practical objectives such as improving air safety and security, the NRC CAI project also significantly contributes to building mutual trust between NATO and Russia. The CAI system is expected to be operational in 2011 and is open for participation by other nations.

At the Civilian Staff Association’s Barbecue and second Quarterly Hail and Farewell event of 2010, Component Commander Brig. Gen. Burkhard Pototzky presented E-3A Component Certificates of Appreciation to five recent retirees, two staff members who have achieved 25 years of service to NATO, and two departing staff members.

RetirementMrs. Moira Pilkington first

joined the E-3A Component as a Shorthand Typist in January 1982. In 2003 she was selected as Administration Assistant in the IT Wing Administrative Support Group. She retired from that post with effect from 1 June this year.

Mr. Hubert Cornelissen joined the E-3A Component in June 1982. In 2003 he was selected as a Special Vehicle Operator in the Special Vehicle Section and retired from that post with effect from 1 May this year.

Mr. Dick Smit joined the E-3A Component Base Support Wing in January 1982 as a Meteorology Forecaster and will continue to serve in this capacity until his retirement on 1 August 2010.

Mr. Peter Westerlaken joined the E-3A Component Logistics Wing in July 1983 as a Supply Chief Clerk. In 1988 he was promoted to Supply Assistant, and in 2003 he was selected as Item Management Senior Assistant. He retired from that post with effect from 1 May this year

Mr. Lammert Aslander, who served NATO for a total of more than 40 years, arrived at the NATO E-3A Component in August 1985 on secondment from NAMSA, working as a Technician at the Precision

Measuring Equipment Laboratory (PMEL). He became chief of PMEL in 2002 and retired at the end of April 2010.

25 yearsMr. Petrus Seegers joined the

E-3A Component in February 1985. In April 1991 he was transferred to the NATO Civilian Post of Radio Senior Technician in the HF/Ground Radio Maintenance Section, where he continues to contribute to the Component’s mission accomplishment.

Mr. Jan Kompagne joined the E-3A Component in March 1985 as an NDI Specialist. Having been promoted to the post of NDI Senior Technician in 1992, he continues to serve in that position, ensuring that our aircraft are kept in airworthy condition.

DepartingMrs. Katrin Cole joined the E-3A

Component Logistics Wing in September 2003 and held several successive posts, most recently as Help Desk Assistant within IT Wing in a post under the auspices of Log Wing PILS/PMO.

Mr. Mark Beauchamp first arrived at the E-3A Component in 1995, assigned to a U.S. Air Force section chief position. On retiring from military service in 1998, he joined the Component’s civilian workforce in Logistics Wing as a temporary hire in his own shop, which had lost a number of staff. He enjoyed this role and competed to stay on, being selected in September 1999 for the post of Avionics Senior Technician. In April 2001 he was temporarily reassigned to the post of Quality Assurance Avionics Inspector, and in 2003 he was selected for the post of Quality Assurance Principal

Technician, playing an essential role in ensuring the airworthiness and safety of our fleet.

He will depart from that post with effect from 1 August this year, when he will transfer to NAEW&C Force Command in a Quality Management role. In addition to his normal assigned duties here, he has served the Component equally faithfully as a member of the CSA Committee for eight years and as its Chairman for the last four-and-a-half years, devoted to defending the professional interests of all NATO Civilian staff members, here and elsewhere. This is also evidenced by his role on the NATO Liaison Committee, where he continues to serve as Vice Chairman until the end of this year.

The historic Dutch Sand sculpture Festival will take place from 14 June to 31 October at Kasteel Hoensbroek, in Hoensbroek, the Netherlands, just a 20-minute drive from Geilenkirchen. With 1,5 million kilo of sand, artists created beautiful sand sculptures up to 7 meters high. Historical scenes and fairy tales with knights, princesses and musketeers together with replicas of a variety of castles - even Schloss Neuschwanstein - will be displayed in sand. You can combine your visit with a tour of the castle. There is also the possibility to attend a sand sculpturing workshop by appointment.

Between 14 June - 31 October: open daily, 1100-1730. Tickets are €7.50 for adults, €4.50 kids 4-12 and 60+ €7. Entrance to sand sculptures event including a visit to the castle: €14.50 for adults, €8.00 kids 4-12 and €8.00 for 60.

“Kinderhilfe Afghanistan“ was founded by the Bavarian family Erös. The aim of the project

is to give Afghan women and children a chance to attend school or receive medical treatments, which has been impossible under the Taliban regime.

The Organisation is funded by donations of German school children and private people.

The donated money will be used for hospitals and schools to provide an alternative to the existing

primitive Madrassas (Koranic schools). The support plan foresees the purchasing of computers and teaching material. Teachers, Surgeons and Afghan employees payment is quite below the western standard and it is barely enough to survive. “Kinderhilfe Afghanistan“ is supporting them with funds as well.

All helpers from Europe are working on a voluntary basis and do not receive any wages. This helps to save money, avoids bureaucracy and ensures that all the money get distributed the right way.

The commitment of “Kinderhilfe

Afghanistan“ is a crucial contribution to stabilize the country and prevent the children from falling under the Taliban control. Many women and children are getting for the first time in their life the possibility to acquire the capability of reading and writing. For them, all of this is a good start to re-arrange and improve their own life and future.

To ensure further existence of the schools and hospitals, all projects have to be negotiated with the inhabitants of the villages and also with the Taliban. All the facilities are built and maintained by Afghan

citizens only, which is another guarantee to ensure the further existence of those buildings.

The material itself comes from several countries - i.e. Afghanistan, Pakistan and India and it has been purchased by “ Kinderhilfe Afghanistan“. In the past years none of those projects were destroyed and no teachers were killed by the Taliban: this is a very perceptible sign of hope.
