Prior to becoming Judge, Stevens was a prosecutor for seven years with the Henderson City Attorneys Office, Criminal Division, and a Henderson Police Department patrol officer for three years. He served in the U.S. Marine Corps from 1988 - 1994 as captain, company commander and judge advocate defense attorney. He earned his bachelors degree in Business Administration Management at Oklahoma State University, Masters of Business Administration from Oklahoma City University, and Juris Doctorate degree from the University of Nebraska College of Law. A VTC graduate will be joining Judge Stevens to talk about his experience with the VTC program. Dr. Arnold Stalk, Co-Founder of Veterans Village Dr. Arnold Stalk is the co-founder of Veterans Village, a retrofitted motel that serves as transitional housing for U.S. Veterans. In honor of Veterans Day we have asked him to join us and give us an update of the activities taking place at Veterans Village. Dr. Stalk is a consultant and philanthropist. He has more than three decades of experience and is responsible for dozens of notable residential, industrial and commercial efforts in Nevada, California and throughout the U.S. as well as in Haiti. Currently he is the Principal of Arnold Stalk Consulting, specializing in planning and urban design, governmental relations, real estate acquisitions, property management and assisting non-profit organizations. Dr. Stalk received his bachelors and masters degree in architecture from the Southern California Institute of Architecture and also holds a PHD. To help with the mission at Veterans Village we are asking for everyone to please participate in the SHRW Food/Toiletries Drive to support Veterans Village. Please take a look at their wish list on page 3 of this newsletter and bring it with you to our meeting on November 17. Judge Mark Stevens - “The Making of a Veteran’s Court”

Judge Mark Stevens is Chief Judge for the Henderson Municipal Court, Department 1. He originally took office April 17, 2007 and was named Chief Judge in January 2012. Judge Stevens presides over criminal arraignments and trials, as well as traffic arraignments and trials. In June 2011, Judge Stevens initiated the Veterans Treatment Court (VTC) program in Henderson. This program assists military veterans charged with misdemeanor crimes while struggling to readjust to civilian life. Prior to becoming Judge, Stevens was a prosecutor for seven years with the Henderson City Attorney’s Office, Criminal Division, and a Henderson Police Department patrol officer for three years. President’s Message November 2015

November is Veteran's month. In honor of our Veterans, I want to share some outstanding shows Vegas PBS is featuring through the month.

1: Sunday, November 8th at 11 p.m.: An International Military Spectacular featur ing The International Tattoo, performers from all branches of the military joining with 1,000 cast members from eight nations for an inspirational evening of patriotic music. 2: Tuesday, November 10th at 8 p.m.: A special on Iwo Jima: From Combat to Comrades follows the survivors of what some consider to be the fiercest battle of WWII as they return to Iwo Jima for a "Reunion of Honor" on the only battlefield where former enemies come together in shared remembrances. 3: Tuesday, November 10th at 9 p.m.: A documentary, Debt of Honor: Disabled Veterans in American History, examines how the American government and our society have regarded disabled veterans throughout history. 4: Thursday, November 12th at 10 p.m.: D-Day 360 chronicles this logistical effor t on a scale never seen before. 3,000 planes dropped 23,000 airborne troops behind German lines and 7,000 ships delivered approximately 20,000 military vehicles and 130,000 soldiers onto the beaches. 5: Thursday, November 17th at 7:30 p.m.: Sands of War, using both current and rare archival footage, recounts the largely unknown story of the creation and role of the Mojave Desert as the Desert Training Center to prepare for fighting in the desert of North Africa. 6: Tuesday, November 17th at 8:00 p.m.: The Draft considers how this single, controversial issue continues to define our country. 7: Sunday, November 15th at 11:30 p.m.: Independent Lens: Stray Dog introduces the viewers to Ronnie "Stray Dog" Hall, a motor-cycle riding, stereotype-shattering Vietnam veteran as he tries to come to terms with his combat experience and help others like himself.

A big Thank You is due to Daryll Carter-Sulliman, NvFRW's 1st Vice President and Virginia Faye-Bear Finnegan, Southern Director for all their hard work for these past two years. Daryll procured the speakers and Virginia was responsible for the facilities for of the NvFRW board meetings. On October 16 and 17 in Carson City the NvFRW 33rd Biennial Convention met again. We had a visit from Alexander Hamilton. The rumors of his death from the duel with Aaron Burr are, apparently, greatly exaggerated. He regaled us with the history of his days as the first head of the U. S. Treasury Dept. under President George Washington.

The Regents' meeting in Congressman Mark Amodei's garage was great fun and quite productive. But the highlight for me was when SHRW was awarded the highest award given out by NFRW, the Diamond Award. SHRW truly is an exceptional club.

Just a reminder, our November luncheon is early this month due to Thanksgiving. It will be Tuesday, November 17th and our guest speakers are Judge Mark Stevens of the Veterans Court and Arnold Stalk of Veterans Village. Look in this newsletter for things to bring that Veteran’s Village needs.

Southern Hills Republican Women Remembering Veterans By Michele Turner Every third Thursday of the month, a group of SHRW members attend the Internment Services for Veterans who have no family or friends. The service starts at 8:40 am at the Veterans Memorial Cemetery in Boulder City. We usually meet at the Anthem Center at 7:45 to carpool.

To support troops abroad, The Blue Star Mothers of Henderson & Boulder City are collecting items to stuff hundreds of holiday stockings to ship to local soldiers in the War Zone. VETERAN’S DAY

PARADE: BE THERE! Once again it is parade season and we

have an entry in the Las Vegas Veterans Day Parade on Wednesday November 11th. This parade is being billed as the largest Veterans Parade west of the Mississippi and will most likely make the National News. We try to dress for the theme of the parade so if you have military themed hats , uniforms, shirts, etc. wear them or a red or white shirt. All of the Clubs and Campaigns are invited so you can bring your campaign signs, banners, and information. We normally pass out American Flags, Constitutions, Candy, GOP stickers etc. Contact me if you want to donate. All ages are encouraged to participate even you don't feel you can walk the entire parade route. We will get you a ride on the truck. Staging will be at 8am and the parade starts at 10am at around 4th and Charleston. I will forward our placement num-ber as soon as it is released. Let's show our party unity and have the largest entry in the parade again this year to show our support for our Veterans.

Guardianship Commission Concerns On the first day that the Nevada Guardianship Commission convened, Chief Justice James Hardisty spoke about the nagging question reformers had regarding some of the appointees. He stated that he had specific reasons for appointing each and every person.

As the months have ticked quickly by, I have tried to figure out what that plan was. I admit, I am still at a loss. With just two months to go before the scheduled end of the Commission, I sadly have concerns about the direction the Commission is taking.

I believed, as did many of the victims (and their families) that the Commission's mission was to clean up how adult guardianship cases were handled in Nevada. This included how “wards”, (the legal term for those who have been placed into guardianship) are treated as well as safeguarding their estates. Unfortunately the focus seems to be more on studying what other states are doing, and on providing pro bono lawyers for wards and as their court appointed guardian ad litem.

Very little discussion has focused on care of the senior before they become wards in the first place. As I outlined in my column last month, one of the northern Nevada judges made a great point about guardians who search the home, purse or other personal items to garner information about a potential ward.

She stated that “no matter how well intended the guardian may be, this act is violating their civil rights.” If that is the case, they should not be allowed to do so until a person actually is a ward. It appears to me that if they need to search through someone’s personal belongings before the court has deemed that person in need of guardianship, the guardian is “ward shopping.”

I’m also not satisfied that communications between the hospital/doctor (who brought the potential ward to the attention of the guardian) and the guardian should include a medical report to the court (which forms the basis of establishing guardianship) before a family member knows about it. And such court decision should be rendered only after the judge meets the potential ward and verifies there is family to care for them.

Another apparently ignored idea is the possible inclusions of non-profit, Nevada Association to STOP Guardian & Elder Abuse members, of which many are volunteers who are eager to be trained as guardians ad litem. They can work with the potential ward and the family to see if the situation can be managed. The goal should be to keep the senior/ward in their home as long as possible. Sadly my suggestion to the Commission apparently fell into a “black hole.”

By reviewing and working with possible family members, friends, and/or neighbors and with the assistance of home care providers, the same $2,500 per month that the average group home charges, would cover the cost

of health care workers several times per week. Under our proposal, using volunteers, the ward is still living in their home and no stranger is controlling their assets and life. Guardianship by strangers should be the last option, never the first. I likewise don’t understand why the guardian ad litem must be an attorney. They don't have the training, the time, the experience and (undoubtedly) will charge attorney fees.

I realize that the Commission is made up mostly of judges (former lawyers), and current guardianship attorneys. But a huge fact is being overlooked - namely that the wards that are being discussed are retired seniors. The guardianship issue is a great concern to our readers - namely seniors. My fellow Sun City neighbors have the most time (and life experience) and possess the most passion for this change.

Seniors have loudly demonstrated their concern for guardianship reform (remember those petitions?) and our non-profit organization, Nevada Assoc. to STOP Guardian & Elder Abuse, now boasts over 600 members; a majority of those more than willing to volunteer their time to clean up this problem.

Trained, volunteer and committed seniors (at no cost to the taxpayer) should be the future of guardian ad litem. And by the way, who do you think the senior ward and their families would like to have as their advocate someone their age who understands what they are going through, or some lawyer checking his time clock and rushing to get to their next case?
