The Laborers’ spirit and professionalism cannot be dampered by a sagging economy and persist through these trying times. More Journeyman than ever before have come back to receive industry certifications for Forklift, Traffic Control, Skid Steer, Scaffold Builder, Scaffold User, the Class A license, Welding, Mechanical Pipe, Pipe Liner operator qualifications, Mine Site Safety, Drilling and Blasting. To encourage journeymen to assess and improve their skills, we have developed a new 8-hour course, called the Laborers Obstacle Course, that consists of the following basic tasks:
Martin DeLaCruz, Field Foreman for the Laborers Training School, describes the objective and content of this new 8-hour course, as follows: “The Obstacle Course is expected to run the first Wednesday of each month, starting in December 2009. The first four hours of the obstacle course will be dedicated to a pre-Obstacle Safety Course which consists of using the chain saw, setting up the laser, and learning techniques for the ledger board and stake drive. The other four hours will focus on using the aerial boom and doing the Obstacle Course. Participant sign-ups will be in the Field Office at the Azusa campus. Remote Locals will schedule sign-ups through our Local Apprenticeship Coordinators. Awards for the Iron Man and Iron Woman will be
maintained here at the Azusa Campus, showcasing each winner. The Obstacle course and awards are only for laborer journeypersons and apprentices. Taking this course is voluntary and all who participate must agree to hold harmless the Training Trust and its trustees, the Training School and its employees, local unions, and participating employers.” This Obstacle Course encourages “Espirt de Corps” and unity among our members, and allows them to maximize their skills and spurs competition for those who thrive in it. It also gives our laborers the confidence at completing these tasks with safety and efficiency. As always, I look forward to giving you further updates on new training and programs. I encourage you to take advantage of all available training at our state of the art facilities.

LABORERS’ OBSTACLE COURSE TASKS
Task #1 use an aerial boom lift and harness to change out a flag on top of a 40’ scaffold
Task #2 drag a 140 lb. “Construction Dummy” to safety
Task #3 set up a grade stick off a laser eye
Task #4 pack a ledger full of hardware consisting of J- Bolts, washers and nuts
Task #5 cut the end off a 18 inch round with a chain saw
Task #6 drive a 23” steel stake with a sledge hammer

The first yellow band is referencing the 40 hour awareness class. This course is required unless you have had 200 hours in the last two years or four hundred hours in the last four years of working in the Pipeline industry. For the Journeyman who do have the required hours in the industry, they will only receive a verification date in the second band.
These are Operator Qualification tasks that are taught by certified instructors working for our employers or at our Training School. Contractors can request that we provide training and all requests are made in writing to the Laborers Training School’s Field Forman, Martin DeLaCruz.

Credit Hours: 32 Prerequisites: Foreman, Plan Reading Competencies: This course will identify personnel roles within the chain of command. It requires participants to understand the purpose of contracts, plans and specifications; demonstrate the use and understanding of schedules, bar charts, and critical path charts.
Credit Hours: 40 Prerequisites: None Competencies: This course will familiarize the student with the basic skills of reading blueprints. This includes; how to find and understand legends, compass, scale ruler, and how to locate specific items.
Credit Hours: 8 Prerequisites: None Competencies: Participants will learn how to read material safety data sheets and chemical labels, as well as the OSHA standards that apply.
Credit Hours: 40 Prerequisites: Foreman, OSHA 30 Competencies: Identify leading cause of death in construction; demonstrate ability to identify at least 80% of the hazards in a given situation; identify the key elements of an effective accident investigation; substance abuse; drug testing procedures; EAP; critical incident stress debriefing.
Credit Hours: 16 Prerequisites: None Competencies: This course will cover effective communication techniques, problem solving, decision making, effective motivational techniques, conflict management and sexual harassment.
Credit Hours: 32 Prerequisites: Foreman, Plan Reading, OSHA 30, Const. Math Competencies: In this course you will learn how to perform a project analysis and a value engineering study, which includes; preplanning, safety planning, CPM terminology, network diagrams, start to finish calculations, cost and time management.
Credit Hours: 40 Prerequisites: Foreman, Plan Reading, Construction Math Competencies: Participants will learn how to identify and explain reasons for estimating, types of estimates, elements of the bidding process, bonding, types of insurance and material pricing.
Credit Hours: 4 Prerequisites: None Competencies: In order to meet Senate Bill 1825 requirements, managers/supervisors must attend a sexual harassment awareness course. Competency include: Recognition of harassment in the workplace; verbal, visual and physical. Addressing key documentation in the employee handbook, and related documents, reporting procedures, confrontation resolution and corrective actions.

Credit Hours: 30 Prerequisites: None Competencies: The OSHA 30 is a DOL certification course, that covers standards that are relevant to the construction industry. The 10 hour course is a recommended field course for Foremen and lead employees. The OSHA 30 is recommended for Superintendents, project managers and loss control officers.

LABORERS APPRENTICESHIP REQUEST TO INDENTURE APPRENTICE FORM
The Laborers JAC requires signatory contractors who want to sponsor a Construction Craft Laborer Apprentice to petition the JAC to indenture the Apprentice. This means that you must complete this form and send all sponsored applicants to the Training School for Mandatory Orientation before they are registered in the Program. In Mandatory Orientation, applicants will learn about the Apprenticeship Program, undergo a drug test, take the Candidate Physical Agility Test, be interviewed, and complete necessary paperwork. If the Apprentice is not properly indentured in the Program, the State of California and the Department of Labor will not consider the worker as an Apprentice for purposes of working on public works projects; or for any other projects. A dispatch by the Local Union is insufficient to indenture the Apprentice and will not be accepted by the JAC. The JAC's policy protects signatory contractors from having apprentices on their payroll who are not indentured by DAS and DOL. Contractors who fail to send applicants to the JAC, may be forced to pay additional wages, such as paying for apprentices at the journeyman wage rate, and penalties for being outside the ratio limits. Personnel officers, safety managers, and loss control officers of contractors must complete the procedures outlined above and submit their names as required below.
