This committee will be formed within 7 days of thereceipt, by the Secretary of the Southern AmateurLeague, of any reported serious offence committed byany Player(s) or Club(s) during any match day. asreported by any serving Amateur Football Alliance orSouthern Amateur League Management CommitteeOfficer. league or Club appointed Referee or ElectedClub Officer.

The Committee will consist of at least 3 Senior leagueManagement Committee Members (with a duly electedChairman) and shall have the power to deal with anymatters that they see fit to investigate, whether or not theyare provided for in the rules. The Committee will have theauthority to invite any club and I or individual to appearbefore them on any nominated date. This Committee willhave the power to administer any penalty or fine asdeemed necessary covering the nature of the inddent(s).Any decision made by this Committee will needconfirmation from the Full Southern Amateur LeagueManagement Committee at their next Committee meeting.

RULES

NOMENCLATURE AND CONSTITUTION1. fA) This Competition shall be designated the Southern

Amateur Football League and shall consist of notmore than 60 Clubs who shall be Full Member Clubs.All such Member Clubs must be affiliated to theAmateur Football Alliance (AFA) and their names andparticulars shall be returned annually by theappointed date on EA. Form '0' to the AFA. The areacovered by the Competition Membership shall beSouth East England.This Competition shall apply annually for sanction tothe AFA and the constituent teams of Member Clubsmay be grouped in divisions, each not exceeding 14in number.Member Clubs shall not enter any of their teamsplaying in the Competition in any other Competitions(with the exception of F.A. and County EA.Competitions) except with the written consent of theManagement Committee of the Competition.(B) At the Annual General Meeting or a SpecialGeneral Meeting called for the purpose, a majority ofthe delegates present shall have power to decide oradjust the compilation of the divisions at theirdiscretion. When necessary, this Rule shall takeprecedence over Rule 12.

ENTRY FEE AND SUBSCRIPTION2. (A) Applications by Clubs for admission to this

Competition must be made in writing to theSecretary before 31st January in any year and mustbe accompanied by an Entry Fee of (see scheduleitem 1.) per club that shall be returned in the event ofnon-election.At the discretion of a majority of the accreditedvoting members present, applications, of which duenotice has been given, may be received at the AnnualGeneral Meeting or a Special General Meeting. TheEntry Fee shall apply.(B) The Annual Subscription shall be (see scheduleitem 2.) per team.(C) A Club shall not participate in this Competitionuntil the Entry Fee and Annual Subscription havebeen paid.(0) Clubs must advise annually to the Secretary, inwriting by 1st August of its AFA affiliation number forthe forthcoming Season, failing which they may befined (see schedule item 3.). Clubs must advise theSecretary in writing, or on the prescribed form, ofdetails of its Headquarters, Officers and any otherinformation required by the Competition.

OFFICERS AND MANAGEMENT COMMITTEE3. The Officers of the Competition shall be the

President, Vice-Presidents, Chairman, Vice-Chairman,Treasurer, Secretary, Registration Secretary, RefereesSecretaries, Match Secretaries, Results Secretary,Team Secretary and InformMion Officer along withother Management Committee members all to beelected annually at the Annual General Meeting. (N.B.The auditor is not an Officer).

MANAGEMENT NOMINATION ELECTION4. (A) The Competition shall be governed in accordance

with the Rules and Regulations of The FootballAssociation by a Management Committee comprisedof the Officers and other members who shall beelected at the Annual General Meeting.

(8) Retiring Officers shall be eligible to becomecandidates for re-election without nomination. Allother candidates for election as Officers or Membersof the Management Committee shall be nominated tothe Secretary in writing, signed by the Secretaries oftwo Member Clubs, not later than May 31st in eachyear. Names of the candidates for election shall becirculated with the notice of the Annual GeneralMeeting. In the event of there being no nomination inaccordance with the foregoing for any office.nominations may be received at the Annual GeneralMeeting.

(C) The Management Committee shall meet as oftenas is necessary to deal with business as it arises.

On receiving a requisition signed by two-thirds of theOfficers and other Members of the ManagementCommittee. the Secretary shall convene a meeting ofthe Committee.

(0) Except where otherwise mentioned, allcommunications shall be addressed to the Secretarywho shall conduct the correspondence of theCompetition and keep a record of its proceedings.

(El All communications received from Clubs must beconducted through their nominated Officers.

PO~RSOFMANAGEMENT

5. (A) The Management Committee may appoint suchsub-committees as they may consider necessary andmay delegate such of their powers as they deemnecessary to such committees. The decisions of allsuch committees shall be reported to theManagement Committee for ratification.

(B) If necessary. the Management Committee maycall upon each Club (including any Club which mayhave withdrawn during the season) to contributeequally such sums as may be necessary to meet anydeficiency in the funds of the Competition at the endof the season.

(C) Each Member of the Management Committeeshall have the right to attend and vote at allManagement Committee Meetings and have onevote thereat, but no Member shall be allowed to voteon any matters directly appertaining to such Memberor to the Club so represented. (This shall apply to theprocedure of any sub-committee).In the event of the voting being equal on any matter,the Chairman shall have a second or casting vote.

(O) The Management Committee shall have powersto apply. act upon and enforce the Rules of theCompetition and shall also have jurisdiction over all

matters affecting the Competition, including any notprovided for in the Rules. Except where these Rillesprovide for the imposition of a set penalty, any Club.Official or Player alleged to be in breilch of aCompetition Rule. must be formally ch,Hged inwriting and given the opportunity to present theircase before the Management Committee (see rule17). All breaches of the Laws of the Game and theRules and Regulations of The Football Associationshall be dealt with in accordance with EA. Rules.

(E) All decisions of the Management Committee shallbe binding subject to the right of appeal to the Boardof Appeal in accordance with Rule 16.

Decisions of the Management Committee must benotified in writing to those concerned within 14 days.

(F) Seven Members of the Management Committeeshall constitute a quorum for the transaction ofbusiness of the Management Committee and threeMembers shall constitute a quorum for thetransaction of business by any sub-committee of theCompetition.

(G) The Management Committee, as it may deemnecessary. shall have power to fill in an actingcapacity, any vacancies that may occur amongst theirnumber.

{HI A Club having failed to comply with an order orinstruction of the Management Committee. or failingto satisfactorily attend to the business and/or thecorrespondence of the Competition, shall be liable tobe fined or otherwise penalised at the discretion ofthe Management Committee.

(I) All fines and charges shall be paid within 14 daysof the date of posting of the written notification.

Clubs, Officials or individuals committing a breach ofthis Rule will incur such penalties as theManagement Committee may impose.

(J) A member of the Management Committeeappointed by the Competition to attend a meeting ormatch may have any expenses incurred refunded bythe Competition.

(K) The Management Committee shall have thepower to fill any vacancy that may occur in themembership of the Competition between the AnnualGeneral Meeting or Special General Meeting called todecide the constitution and the commencement ofthe Competition season.

(L) The Management Committee shall call a CouncilMeeting comprising the members of theManagement Committee and two representativesfrom each Club to discuss the general working of theLeague whenever they deem it necessary and shalldo so at least once a year. preferably prior to theAnnual General Meeting. At such a Council Meeting,there shalt be no formal voting nor will minutes betaken. Clubs failing to attend may be liable to a fine(see schedule item 4.).

ANNUAL GENERAL MEETING6. (A) The Annual General Meeting shall be held not

later than the 30th of June in each year. At thismeeting, the following business shall be transactedprovided that at least 20 delegates and 7 members ofthe League Management Committee are present andentitled to vote;-

(i) To receive and confirm the Minutes of thepreceding Annual General Meeting.

(ii) To consider any business arising therefrom.(iii) To receive and adopt the Annual Report,

Balance Sheet and Statement of Accounts.(iv) To consider the re-election of the clubs filling

the bottom two positions in the Senior Section.(v) Election of Clubs to fill vacancies (as

recommended by the ManagementCommittee).

(vi) Constitution of the Competition for ensuingseason.

(vii! Election of Officers and the ManagementCommittee.

(viii) Appointment of the Auditor.(ix) Alteration of Rules, if any (of which notice has

been given).(x) Fix the date for the commencement and

conclusion of playing season.(xi) Other business of which due notice shall have

been given and accepted as being relevant toan Annual General Meeting.

(B) The annual Statement of Accounts of the league,duly audited, shall be presented at the AnnualGeneral Meeting, and an unaudited copy of suchStatement of Accounts shall be sent with a noticeconvening the meeting.(C) A signed copy of the duly audited Balance Sheetand Statement of Accounts shall be sent to the AFAwithin fourteen days of its adoption by the AnnualGeneral Meeting.(D) Each Full Member Club shall be empowered to sendtwo delegates to an Annual General Meeting. EachClub shall be entitled to one vote only. Not less than 14days' notice shall be given of any such Meeting.(E) Clubs who have withdrawn their Membership ofthe Competition during the season being concludedor who are not continuing Membership, shall beentitled to attend but shall vote only on mattersrelating to the season being concluded.(F) All voting shall be conducted by a show of handsunless a ballot is demanded by at least 20 of thedelegates qualified to vote or if the Chairman sodecides.(G) No individual shall be entitled to vote on behalf ofmore than one Full Member.(H) Any continuing Member Club failing to berepresented at the Annual General Meeting withoutsatisfactory reason being given may be fined (seeschedule item 4.)(I) Officers and Management Committe membersshall be entitled to attend and vote at an AnnualGeneral Meeting.

AGREEMENT TO BE SIGNED7. The Chairman and the Secretary of each Club shall

complete and sign the following agreement whichshall be deposited with the Competition togetherwith the Application for Membership for the comingseason, or upon indicating that the Club intends tocompete.

the Football Club havebeen provided with a copy of the Rules andRegulations of the Southern Amateur Footballleague and do hereby agree for and on behalf of thesaid Club to, if elected or accepted into Membership,to conform to those Rules and Regulations and toaccept, abide by and implement the decisions of theManagement Committee of the Competition, subjectto the right of appeal in accordance with Rule 16.Any alteration of the Chairman and/or Secretary onthe above Agreement must be notified to the AFAand any other County Football Association(s) towhich the Club is affiliated and to the Seceretary ofthe Competition.

QUALIfiCATION OF Pl AYERS

8. (A) Contract players, as defined in Football AssocitionRules, are not permitted to play in this Competition.No player registered with a EA. Premier League orFootball league Academy will be permitted to play inthis Competition. A player registered with a Centre ofExcellence may only play in this Competition subjectto the Regulations of the Programme for Excellence.(B) In all matches in which it competes. each Clubshall play its strongest team in its 1st XI. its secondstrongest team in its 2nd XI and so on. Anycancellation of a match by any club will be from thebottom team upwards and will need the permissionof the league Match Secretary. However, there willbe instances where AFA Cup ties will take precedenceover the playing of league games, therefore in casesof this nature it will be left to the discretion of theleague Match Secretary to decide if the league gameinvolving that Clubs bottom team is cancelled.(C) (i) All players competing in matches under thejurisdiction of the league must be registered playingmembers of a Club.

(ii) Before the start of the season, each Club mustsend a list of all its players including those playing inveterans or friendly match teams to the league'sHonorary Registration Secretary.The information required for each player is: fullname, address, and date of birth.Additional players may be registered on the day of amatch provided that full information is received bythe Honorary Registration Secretary.

(iii) The Management Committee shall determineall registration disputes.

(iv) The Management Committee shall havepower to accept the registration of any eligible player.The Management Committee shall have power torefuse or cancel the registration of any player foundguilty of undesirable conduct and to disqualify theplayer in question from participating in all games inthe Competition. (Subject to Rule 16).(Note: Action under clause (iv) shall not be takenagainst a player for misconduct on the field of plavunfif the matter has been dealt with bv the AFA, andthen only ;n cases of the plaver bringing theCompetition info disrepute).(D) Clubs must keep a record of the players selectedand those who actually played for each team to beavailable for production to the ManagementCommittee as required.IE) A register containing the names of all playersregistered for each Club, with the date of registration,shall be kept by the Registrations Secretary and shallbe open to the inspection of any duly appointedMember Club representative at all ManagementCommittee meetings or at other times mutuallyarranged.(F) (i) Any team playing an unregistered or otherwiseineligible player or players may have the pointsgained in the match deducted from its total and maybe fined andlor otherwise dealt with at the discretionof the Management Committee.

(Ii) In addition, the team may have pointsdeducted from its total at the discretion of theManagement Committee and may be dealt with inany further manner which is thought to be fit.

(iii) The Management Committee in exceptionalcircumstances may, at its discretion, award anypoints deducted from a team under this Rule to theopponents in the match in question, subject to thematch not being ordered to be replayed.(Gl A player having taken part in matches for anyClub affiliated to any County Football Association,shall not be allowed to join a Club in the Competitionwithout proving to the officials of the intended Clubthat the player has discharged all reasonablefinancial liabilities to the previous Club or Clubs.(H) A player may not be registered for a Club nortransferred to another Club in the Competition afterthe 31st of March except by special permission of theManagement Committee.

CLUB COLOURS CLUB NAME

9. tA) Every Club must register the colour of its shirtsand shorts with the Secretary by the 1st of Augustwho shall decide as to their suitability.Goalkeepers must wear colours which distinguishthem from other players and the referee.No player, including the goalkeeper, shall bepermitted to wear black or very dark shirts.Any team not being able to play in its normal coloursas registered with the Competition, shall notify thecolours in which they will play to its opponents atleast three days before the match.

If, in the opinion of the referee, two Clubs have thesame or similar colours, the home team shall makethe change. Any team not having a change ofcolours or delaying the kick-off by not having achange of kit may be fined (see schedule item 3.).

The Secretary of the Competition may request shirtsto be submitted if complaints are received as to lackof distinguishing colours. and the ManagementCommittee may refuse to permit any shirts or shortsas they think fit. Shirts must be numbered in Senior,Reserve and 3rd XI Sections.

(8) Any Club wishing to change its name and/orcolours, must seek permission from its affiliatedCounty Association and from the ManagementCommittee.

PLAYING SEASON. CONDITIONS OF PLAY

TIMES OF KICK-OFF POSTPONEMENTS SUBSTITUTES

10. (A) The Annual General Meeting shall determine thecommencing and concluding dates for the ensuingseason, which shall be in accordance with FootballAssociation Rules. No Club shall be compelled toplay after the concluding date, unless the result ofthe match will affect promotion, relegation or theLeague Championship of that section.If mutually arranged at a meeting, a list of fixturesmust be forwarded to the League Match Secretarywithin 14 days of the meeting. Fixtures are deemedto be accepted unless objections are received by theLeague Match Secretary within 14 days of theirissue.Any Club failing to be represented at a fixturemeeting or otherwise infringing this Rule. shall beliable for a fine (see schedule item 3.). and theManagement Committee or the League MatchSecretary may arrange that Club's fixtures.(B) All matches shall be played in accordance withthe Laws of the Game as determined by theInternational Football Association Board.Clubs must take all reasonable precautions to keeptheir grounds in a playable condition. All matchesshall be played on pitches deemed suitable by theManagement Committee. If through any fault of thehome team a match has to be replayed, theManagement Committee shall have power to orderthe venue to be changed.The Management Committee shall have power todecide whether a pitch and/or facilities are suitablefor matches in the Competition and to order theClub concerned to play its fixtures on anotherground.All matches shall have a duration of 90 minutesunless a shorter time (not less than 60 minutes) ismutually arranged by the two captains inconsultation with the referee prior to thecommencement of the match, and in any event shallbe of equal halves.

The times of kick-off shall be fixed by the A.G.M. orthe Management Committee. Any Club failing tocommence at the appointed time may be fined or beotherwise dealt with as the Management Committeemay determine.Referees must order matches to commence at theappointed time and must report all late starts to theCompetition. In the event of a team not being readyto commence play at the appointed time the refereeshall have the power to order the game to proceedas soon after such time as he may think fit. Anyteam with a minimum of seven players shallcommence play forthwith if instructed to do so bythe referee.The home team must provide at least two footballsfit for play and the referee shall make a report to theCompetition if the footballs are unsuitable. Goalnets and a minimum of 4 Corner flags must be used.IC) Except by permission of the ManagementCommittee, all matches must be played on the datesoriginally fixed but priority shall be given to TheFootball Association and all relevent CountyAssociation Cup Competitions. All other matchesmust be considered secondary. Clubs may mutuallyagree to bring forward a match with the consent ofthe league Match Secretary.(0) Officials of the home Club must give notice offull particulars of the location of, and access to, theground and time of kick-off to the match officialsand the match secretary of the opposing Club atleast five clear days prior to the playing of thematch. The away Club shall seek and acknowledgereceipt of such particulars.Any Club failing to comply with this Rule may beliable to a fine (see schedule item 3.).tEl Every Club shall play its best available qualifiedteam or teams in all matches in the Competition.Any cancellation of a match by any club wilt be fromthe bottom team upwards and will need thepermission of the League Match Secretary.However. there will be instances where AFA Cup tieswill take precedence over the playing of Leaguegames, therefore in cases of this nature it will be leftto the discretion of the League Match Secretary todecide if the League game involving that Clubsbottom team is cancelled.(Note: The intention of this Rule is not to interferewith normal team selection by Clubs, but to preventClubs deliberately fielding a weakened team inorder to unreasonably reserve players for anothergame or to boost the strength of a lower team. It isNOT intended that Clubs MUST field higher learnplayers in fower teams when the higher feam hasno engagement. If. in the opinion of theManagement Committee, the substance or spirit ofthe Rule is obviously being disregarded, the Club orClubs concerned may be called to account forits/their actions and shall be subject to suchdecisions as the Management Committee maydetermine, despite the fact that Rule 8 has not beeninfringed).

(F) Home and away matches shalt be played. In theevent of a Club failing to keep its engagement, theManagement Committee shall have power to inflicta fine, deduct points from the defaulting Club,award the points to the opponents, 01 der thedefaulting Club to pay any expenses incurred by theopponents or otherwise deal with them except theaward of goals. Not withstanding the foregoinghome and away provision, the ManagementCommittee shalt have power to order a match to beplayed on a neutral ground or on the opponent'sground if they are satisfied that such action iswarranted by the circumstances.Any Club with more than one team in theCompetition shall always fulfil its fixtures, within theCompetition. in the following order of precedence:­First Team, Reserve Team, and all other Teamsdescending in order. Any cancellation of a match byany club wilt be from the bottom team upwards andwill need the permission of the league MatchSecretary. However, there will be instances whereAFA Cup ties will take precedence over the playin$!of league games. therefore in cases of this nature Itwill be left to the discretion of the League Match

I Secretary to decide if the League game involvingthat Clubs bottom team is cancelled.Clubs in breach of this requiredment may be finedor otherwise dealt with by the ManagementCommittee.Notice of postponement of any match must begiven without delay by the postponing Club (ornotice of a Club being unable to fulfil any matchmust be given 48 hours prior to the match by theClub} to the league Match Secretary, the leagueReferees Secretary, the Secretary of the opposingClub and the match officials. Any Club failing tocomply shall be dealt with by the ManagementCommittee who may inflict any penalty it may deemsuitable.In the event of a match not being played orabandoned owing to causes over which neither Clubhas control, it shalt be played in its entirety on adate to be mutually agreed by the two Clubs andapproved by the Management Committee. Failingsuch agreement and notification to the leagueMatch Secretary within seven days. theManagement Committee shall have power to orderthe match to be played on a named date or on orbefore a given date. The Management Committeeshalt review alt abandoned matches and in a casewhere it is to the advantage of the Competition anddoes no injustice to either Club, shall be empoweredto order the score at the time of the abandonment tostand. In all cases where the ManagementCommittee are satisfied that a match wasabandoned owing to the conduct of one team or itsClub member(s), they shalt be empowered to awardthe points for the match to the opponents and/ortake what other action they may deem necessary. Incases where a match is abandoned owing to theconduct of both teams or their Club members, theManagement Committee shall take such action asthey consider appropriate. Such action is subject toany disciplinary action taken by the appropriateCounty Association.

The Management Committee in certain cases wherea fixture cannot be played will reserve the right torecord a result.(G) A Club may at its discretion and in accordancewith the laws of the Game, use up to threesubstitute players in any match in this Competitionwho may be selected from three players nominatedto the Referee prior to the commencement of thematch.A player who has been selected, appointed ornamed as a substitute before the start of the matchbut does not actually play in the game, shall not beconsidered to have been a player in that gamewithin the meaning of Rule 8 of this Competition.(H) The half time interval shall normally be of 10minutes duration, but shall not exceed fifteenminutes. The half time interval may only be alteredwith the consent of the referee.

REPORTING RESULTS

11. (A) Each Club must send within two days of thematch, for Saturday matches only, either by firstclass post or bye-mail a fully completed ResultSheet to the League Results Secretary. This mustinclude the name of the Referee and a mark asrequired by Rule 13 and any other informationrequired by the Competition.(B) The Home Club shall telephone the result ofeach match, in the prescribed manner, to the leagueResults Secretary by 5.30pm the day following thematch. In addition, for Saturday matches, the HomeClubs must telephone I text their 1st XI result to thenominated member of the Management Committeeby 5.30pm on the day of the match.The Management Committee shall have power totake such action as they deem suitable against aClub which submits an incomplete form or incorrectinformation.Failure to comply with Rule 11 in any respect. willincur a fine (see schedule item 5.).

DETERMINING CHAMPIONSHIP

12 (A) Team rankings within the Competition will bedecided by points with three points to be awardedfor a win and one point for a drawn match. Theteams gaining the highest number of points in theirrespective Division at the conclusion of a season,shall be adjudged the winners. Matches must not beplayed for double points. Double headed gamesmay be scheduled at the discretion of the LeagueMatch Secretary.In the event of two or more teams being equal onpoints, team rankings may be decided in anyone ormore of the following ways:-(i) goal difference

(ii) goals scored(iii) deciding match(es) played under conditions

determined by the Management Committee.

For deciding matches, in the event of the scores in aspecial championship match played unljerconditions determined by the managementcommittee being level at the end of the game, 30minutes extra time shall be played in two equalperiods of 15 minutes. If no goal is scored duringextra time, the winners will be determined by thetaking of kicks from the penalty mark in accordancewith the International Board Decision contained inthe Laws of Association Football.

(B) Automatic promotion and relegtion shall beapplied for the first two and the last two teams ineach Division except as provided for hereunder,subject to the provisions of Rule 1(b). Ultimately theLeague Management Committee have the power tochange the number of teams within any Division attheir discretion.

(iJ Should one or more teams withdraw from anyone Division after the fixtures have commenced, anequal number of teams to those withdrawing in thatDivision shall not be automatically relegated.

(ii) Vacancies occurring after the conclusion of theseason, may be filled on any of the following ways:

(a) retention of otherwise relegated team(s)(b) additional promotion of the next ranked

team(s) from the Division below

(cl election(iii) The last two clubs in the lowest Division of theSenior Section shall retire, but be eligible for re­election except as below, and be subject to theconditions of paragraph (B) above.

(iv) The Management Committee shall havediscretion to amend the above procedures to caterfor withdrawals or new entries of teams and Clubs.

(e) In the event of a team not completing 75% of itsfixtures for the season, all points obtained by orrecorded against such defaulting team shall beexpunged from the Competition table.

REFEREES

13. (A) Registered Referees and Assistant Referees,where available, for all matches shall be appointedin a manner approved by the ManagementCommittee and by the sanctioning Association(s).

(B) In the event of the non-appearance of theappointed Referee, the appointed senior AssistantReferee shall take charge and a substitute AssistantReferee appointed by the competing Teams. Incases where there are no officially appointedAssistant Referees, or where the competition hasbeen unable to appoint a Referee, the Clubs shallagree upon a Referee. A Referee thus agreed uponshall, for that game, have the full powers, status andauthority of a registered Referee.

(C) The Management Committee may, if theyconsider it desirable, or upon application by the twocompeting Clubs, appoint Assistant Referees, ifavailable, to any match.

(D) The appointed Referee shalf have power todecide as to the fitness of the ground in all matchesand the decision shall be final subject to either in thecase of a ground of a local Authority or the ownersof a ground, the Representative of that body is thesole arbitor and whose decision must· be acceptedunless the ground is declared unfit for play.(E) Match Fees:-Referee (see schedule item 6.). Registered Refereesappointed by the Management Committee asAssistant Referees (see schedule item 7.), subject toany limits laid down by the sanctioningAssociation(s).The Home Club shall pay the Match Officials theirfees immediately after the match.(F) In the event of a match not being played becauseof circumstances over which the Clubs have nocontrol, the Match Officials, if present, shall beentitled to their full fee. Where a match is not playedowing to one Club being in default, that Club shallbe ordered to pay the Match Officials (if they attendthe ground) their full fee.(Gl A Referee not keeping their engagement andfailing to give a satistactory explanation as to theirnon-appearance, may have their name removedfrom the list of Referees and the fact reported to theAssociation with which they are registered.(H) Each Club shall, in a manner prescribed fromtime to time by The Football Association, awardmarks to the Referee for each match. The name ofthe Referee and the marks awarded shall besubmitted to the Competition on the prescribedForm provided. Clubs failing to comply with thisRule shall be liable to be fined or dealt with as theManagement Committee shalf determine.(I) The Competition shall keep a record of themarkings and, on the Form provided by theprescribed date each season, shall submit asummary to The Football Association/CountyAssociation.(J) The Referee shall submit a report Form, suppliedby the Competition. giving the result of the match,the number of players in each team, the time of kick­off along with any other requested details to theReferees Secretaries within two days of the match.(K) Referees and Assistant Referees shall besupplied, each Season, with a copy of theCompetition Rules free of charge.

CONTINUATION Of MEMBERSHIP ORWITHDRAWAL Of A CLUB

14. (A) By 31st January in the current season, a Clubintending, or having a provisional intention, towithdraw from the Competition on completion of itsfixtures and fulfilment of all other obligations to theCompetition, must notify the Secretary in writing.This intention must be confirmed or withdrawn inwriting by 31st March. failure to do so may make aClub liable to a fine decided at the discretion of thecommittee.,.

(8) A Club shall not be allowed to withdraw any orall of its teams from the Competition after theAnnual General Meeting/arrangement of fixtures forthe following season. Any Club infringing this Ruleshall be liable to a fine (see schedule item 3.' perteam and shall also be liable for its share of any callwhich may be made under Rule 5(8).(C) In the event of a Member Club which is anun-incorporated association withdrawing and/ordisbanding, it shall be immediately liable todischarge all its financial and other obligations tothe Competition.In the event that any such obligation remainsundischarged after a period of twenty one days,then such obligation shall be met by the thencurrent Club Members, excluding those under thestatutory school leaving age. Until a Member's prorata obligation is discharged in full, the Membershall not be allowed to participate in theCompetition, which may apply to the Club's ParentCounty Association for a suspension order.

PROTESTS AND COMpL AINTS

15. (Al (il All questions of eligibilty, qualifications ofplayers or interpretations of the Rules shall bereferred to the Management Committee.(ii) Objections relevant to the dimensions of thepitch, goals, flag posts or other facilities of thevenue will not be entertained by the ManagementCommittee unless a protest is lodged with theReferee before the commencement of the match.Any Club lodging such protest and not proceedingwith it. shall be deemed guilty of a breach of thisRule and shall be dealt with by the ManagementCommittee.(8) Except in cases where the ManagementCommittee decide that there are specialcircumstances, protests and complaints (which mustcontain full particulars of the grounds upon whichthey are founded) must be lodged in duplicate withthe Secretary within seven days (excludingSundays) of the match or occurrence to which theyrefer. A protest or complaint shall not be withdrawnexcept by permission of the ManagementCommittee. A Member of the ManagementCommittee who is a member of any Club involvedshall not be present (except as a witness orrepresentative of his Club) when such protest orcomplaint is being determined.(C) Any dispute occurring between Clubs in theCompetition shall be referred for determination tothe Management Committee whose decision shallbe binding upon all parties subject to Rule 16.(D) No protest of whatever kind shall be consideredby the Management Committee unless thecomplaining Club shall have deposited with theSecretary a sum of (see schedule item 8.). This maybe forfeited in whole or in part in the event of thecomplaining or protesting Club losing its case. TheCompetition shall have power to order thedefaulting Club or the Club making a losing or

frivolous protest or complaint to pay the expensesof the enquiry or to order that the costs be sharedby the parties.(E) All parties to a protest or complaint must beafforded an opportunity to make a statement whenthe protest or complaint is being heard and musthave received seven days notice of the hearing,together with a copy of the submission. Whendealing with a protest or complaint, the ManagementCommittee shall take into consideration thepossession by the protesting or complaining Club ofany information which, if properly used, might haveavoided the protest or complaint.(F) Emergency Discipline and General PurposesCommitteeThis committee will be formed within 14 days of thereceipt, by the Secretary of the Southern AmateurLeague, of any reported serious offence committedby any Player{s) or Club(s) during any match day, asreported by any serving Amateur Football Alliance orSouthern Amateur Football League ManagementCommittee Officer, League or Club appointedReferee or Elected Club Officer.The Committee will consist of at least 3 SeniorLeague Management Committee Members (with aduly elected Chairman) and shall have the power todeal with any matters that they see fit to investigate,whether or not they are provided for in the rules. TheCommittee will have the authority to invite any cluband individual to appear before them on anynominated date. This Committee will have the powerto administer any penalty or fine as deemednecessary covering the nature of the incident(s). Anydecision made by this Committee will needconfirmation from the full Southern AmateurFootball league Management Committee at theirnext Committee meeting.

BOARD OF APPEAL16. Within 14 days of the posting of written notification

of any decision of the Management Committee orthe Competition, a Club, Official or Player againstwhom action is taken, may appeal against suchdecision by lodging particulars in duplicate with theSecretary of the AFA, including a fee of (seeschedule item 9.), for adjudication of a Board ofAppeal. The grounds of appeal shall be inaccordance with FA Rules. The Board of Appeal mayorder the appeal fee to be forfeited and shall decideby whom the costs of the appeal shall be borne. Thedecision of the Board of Appeal is final and bindingon all parties concerned.

EXCLUSION OF CLUBS OR TEAMSMISCONDUCT CLUBS OFFICIALS PLAYERS

17. (A) At the Annual General Meeting, or SpecialGeneral Meeting called for the purpose, Notice ofMotion having been duly circulated on the Agenda,the accredited delegates present shall have thepower to exclude any Club or Team from furthermembership. Voting on this point shall beconducted by ballot.

(B) At the Annual General Meeting, or at a SpecialGeneral Meeting called for the purpose, inaccordance with the provisions of Rule 19, theaccredited delegates present shall have the pcwerto exclude from further participation in theCompetition any Club or team of a Club whoseconduct has, in their opinion, been undesirable,which must be supported by two-thirds of thosepresent and voting. Voting on this point shall beconducted by ballot. A Club whose conduct is thesubject of the vote being taken shall be excludedfrom voting.

(Cl Any player, official or member of a Club provedguilty of either misconduct, other than fieldoffences, or of inducing or attempting to induce aplayer or players of another Club in the Competitionto join them, shall be liable to explusion or suchpenalty as a General Meeting or ManagementCommittee may decide, and their Club shall also beliable to explusion in accordance with the provisionsof Clauses (A) and (B) of this Rule.(D) Procedures to be followed by the ManagementCommittee in pursuing Rule 5 (d), Rule 8 (C) (iv) andlor Rule 17 {Cl.

mInvite the player, official or member of a Club inwriting to attend before the ManagementCommittee or appointed sub-committee with atleast 14 days clear notice of the time, date andvenue.

(ij) Full details of the offence shall be stated in theletter.(iii) The player, official or member of a Club shall begiven the opportunity to address the Committee,produce documents or call witnesses if he sodesires, and may be assisted by not more than oneother person to support him or speak on his behalfin doing so.

(iv) After the player, official or member of a Club hasbeen heard by the Committee and the case has beenconsidered, a two thirds majority of the members ofthe Committee present and voting is required forthe recommendation that the player, officiai ormember of a Club is to be suspended or expelled.

(v) If the Committee votes to recommend thesuspension or expulsion of a Member Club, anExtraordinary General Meeting must be calledwithin 28 days of the Committee Meeting. A twothirds majority of the members present and votingis required to order the suspension or expulsion ofplayer, official or member of a Club.

(vi) If the required majority of votes for suspensionor expulsion have not been obtained under (iv) or(v) above, the matter is determined and may not bereopened that season.

TROPHY:-LEGAL OWNERS CONDITIONS OF TAKING OVER

AGREEMENT TO BE SIGNED. AWARDS

18. A Competition Cup or Trophy shall be vested in the'Association sanctioning the Competition asTrustees. If a Competition is discontinued for anyreason. the Cup or Trophy shall be returne'd to theDonor, if the conditions attached to it so provide, orotherwise dealt with as the Association may decide.At the close of each Competition, awards may bemade to the winners and runners-up if the funds ofthe Competition permit.The following agreement shall be signed on behalfof the winners of the Cup or Trophy:-

the Chairman and Secretary of FC,members of and representing the Club, having beendeclared winners of Southern Amateur FootballLeague Cup or Trophy, and it having been deliveredto us by the Competition, do hereby on behalf of theClub jointly and severally agree to return the Cup orTrophy to the Competition Secretary on or before

If the Cup or Trophy is lost or damaged whilst underour care, we agree to refund to the Competition theamount of its current value or the cost of its thoroughrepair" .

REPRESENTATIVE GAMES

19. The Management Committee may arrangerepresentative games and a player selected torepresent the League may not play for his club onthe date of any such match without the consent ofthe Management Committee.

ADVERTISING

20. Advertising on players clothing is permittedproviding that such advertising is in accordancewith the rule and appendix as such set out in thecurrent F.A. handbook. Details of any advertisingand sponsorship must be submitted to the A.F.A. fortheir approval. No players clothing carryingadvertising shall be worn until permission has beenobtained by the A.F.A.

SPECIAL GENERAL MEETINGS

21. Upon receiving a requisition signed by two-thirds ofthe Clubs in membership, the Secretary shall call aSpecial General Meeting.

The Management Committee may call a SpecialGeneral Meeting at any time.

At least 14 days notice shall be given of either meetingunder this Rule, together with an agenda of thebusiness to be transacted at such meeting. Each FullMember Club shall be empowered to send twodelegates to all Special General Meetings. Each Club

shall be entitled to one vote only. Not less than 14 days'notice shall be given of any Meeting. At this meetingbusiness shall be transacted provided that at least 20delegates and 7 members of the League Mana!1ementCommittee are present and entitled to vote.

Any continuing Member Club failing to berepresented at a Special General Meeting withoutsatisfactory reason being given may be fined (seeschedule item 4.).

Officers and Management Committee membersshall be entitled to attend and vote at all SpecialGeneral Meetings.

ALTERATION TO RULES

22. Alterations shall be made to these Rules only at theAnnual General Meeting or at a Special GeneralMeeting specially convened for the purpose calledin accordance with Rule 19. Any alteration madeduring the playing season to the Rule relating to thequalification of players shall not take effect until thefollowing season.

Notice of proposed alterations to be considered atthe Annual General Meeting shall be submitted tothe Secretary by the 30th April in each year. Theproposals, together with any proposals by theManagement Committee, shall be circulated to theClubs by the 31st of May and any amendmentsthereto shall be submitted to the Secretary by thedate of the Annual General Meeting. The proposalsand proposed amendments thereto shall becirculated to Clubs with the notice of the AnnualGeneral Meeting. A proposal to change a Rule shallbe carried if two thirds of those present and entitledto vote are in favour.

A copy of the proposed alterations to Rules to beconsidered at the Annual General Meeting orSpecial General Meeting, shall be submitted to thesanctioning Football Association 7 days prior to thedate of the meeting.

Any alterations or additions decided upon at anymeeting shall not become operative until theapproval of the Association issuing sanction shallhave been obtained.

RULES BINDING ON CLUBS

23. Each Member Club shall be deemed to have givenits assent to the foregoing Rules and agreed to abideby the decisions of the Management Committeesubject to Rule 16. Each Member Club must abideby any issued Football Association Code of Conduct.

FINANCE

24. (A) The Management Committee shall determinewith which Bank or other financial institution thefunds of the Competition will be lodged.(B) All expenditure in excess of £500 shall beapproved by the Management Committee. ChequesshaH be signed by at least two Officers nominatedby the Management Committee.

1. - Name of Cup Competition - Eligible Teamsla) There shall be five competitions. each known as

the Southern Amateur League Challenge CupCompetitions and ranked as follows:-Junior Cup - for 3rd TeamsMinor Cup - for 4th TeamsSenior Novets Cup - for 5th TeamsIntermediate Novets Cup - for 6th TeamsJunior Novets Cup - for 7th Teams and

lower(b) A team entering more than one other cup

competition will not be eligible for entry.Ic) Only Teams participating in the relevant sections

of the league Competition shall be eligible forentry.

Id) A Club or Team that has been excluded from AFACup Competitions in accordance with the AFA CupCompetition rule 3(f) will not be eligible for entry.

2. - Eligible Players(a) Each playing member of a Team must be a bona

fide member of the Club.(b) Clubs shall field teams, including substitutes, of

relative sectional strength for each tie.

3. - Management of the Competitions(a) All matters concerning the competitions shall be

addressed to the Cup Competitions Secretary.(b) The competitions shall be run by a Cup

Committtee which shall be a Sub-Committee ofthe league Management Committee. The CupCommittee shall comprise three (3) members.nominated by and from members of the leagueManagement Committee. Two members shall beleague Officers, one of whom shall act as theChairman. and the third member shall act as theSecretary.

(c) If it becomes apparent that to continue a CupCompetition will further aggravate the congestionof league fixtures, then the league Competitionshall have priority and the Cup Competition becancelled.

4. - Entries(al Entry into each of the Cup Competitions will be by

application. Each application will be consideredand its acceptance. or otherwise. duly confirmedby the Cup Committee.

(b) An Entrance Fee. set by the league ManagementCommittee, will be charged for each Teamaccepted.

(c) Entry Forms, indicating the Entrance Fee payableper team will be issued to each Club by the 1st ofMay each year. The form. together with the feeshall be returned to reach the Secretary of the CupCompetition by the 31st of May. on which dateentries shall close. The fee for a Team whoseapplication is not accepted will be returned.

5. - Organisation of the Competitions(a) To proceed in any of the Cup Competitions a

minimum entry of sixteen (16) teams shallnormally be required.

(b) As soon as possible, after the closing date forentries, teams will be drawn in pairs by ballot inthe required number of rounds through to theFinal lie.

(e) The first ties will be staged in December and whenpractical the subsequent rounds will be staged onthe same dates as the AFA County Divisional CupTies. The dates and kick-off times will bedetermined by the Cup Committee.

(d) Notification of the cup tie dates and kick-off times,together with the draw format for the entirecompetition will be sent to all clubs prior to theLeague Fixture Meeting.

(e) Where the first-named team does not have a pitchavailable on the due date, ground advantage must beconceded and the tie played on the opponents ground.

(f) If unavoidable circumstances prevent a teamplaying a tie on the due date, then with theagreement of the opponents, and the priorapproval of the Cup Committee, the tie may bebrought forward or deferred for one week.

6. - Match Officials(a) Except for the semi-final and Final ties either Club

will be required to provide the Officials, but it willbe the responsibility of the first-named Club toappoint, confirm and notify the officials of thematch details.For the semi-final and Final ties the LeagueReferees Secretaries will appoint, confirm andnotify the officials of the match details.

(b) The Fees paid to the Match Officials shall be thesame as those set out in the current Leaguehandbook. The first-named team will beresponsible for payment of the fees.Match Fees will not be paid for Final Ties, see rule 11.

7. - Match ArrangementsThe first-named Team in each tie is responsible for matcharrangements:-

(i) Seeking the prior approval of the Cup Committeewhere there is a reason agreed with theopponents to vary the date of the tie.

Iii) Where feasible, making prior arrangements toswitch grounds in the event of an unfit home pitch.

(iii) Confirming the arrangements with the opposing team.

8. - Match Play Conditions(a} The duration of play shall be 90 minutes and extra

time of 30 minutes. The referee shall havediscretion to reduce these times to no less than 60and 20 minutes respectively.

(b) The half-time interval shall be of 10 minutes andmay only be altered with the consent of thereferee. An interval before extra time shall be noless than 5 minutes.

(c) Unless abandoned by the referee. each tie must beplayed to a conclusion on the prescribed date. Ifthe scores are level at the end of extra time theresult shall be determined by kicks taken from thepenalty mark, in the manner prescribed as anappendix to the Laws of the Game.

(d) If in the opinion of the referee conditions do notallow sufficient time for the minimum allowedperiod of extra time (i.e. 20 minutes) then thematch may be decided by penaltv kicksimmediately after the end of normal time.

(e) An abandoned tie must be reported to the CupCompetition Secretary, together with the details. Asubsequent decision of the Cup Committee as tothe determination of the tie shall be made inaccordance with AFA Cup Rule 8(e).

(f) A team unable to fulfil a tie without valid reason,or a team not ready to commence play 30 minutesafter the scheduled kick-off time, will be liable, atthe discretion of the Cup Committee. to bedisqualified from the competition and the tieawarded to their opponents.

9. - SubstitutesA team may nominate and use up to THREE substituteplayers in any match, except to replace player(s) who havebeen suspended from the game by the referee. Substitution(s)can be made only when play has been stopped for any reasonand the Referee has given permission.The substitute player(s) must be nominated to thereferee prior to the commencement of the game.

10. - Reporting Results(a) Both Clubs must complete a Result Card in fulL

including the scores at full time, and extra timeand kicks from the penalty mark, where relevant.

(b) A Result Card, must be sent by first class post, tothe Secretary of the Cup Competition, not later thanthe first collection on the Monday following the tie.

11. - TrophiesThe winning finalist of each Competition will bepresented with a Cup, and both the winning and losingfinalists will be presented with a commemorative plaque.Each player playing in the final tie, including substitutes,will receive medals.Each match official for the final tie will be presented witha commemorative trophy, instead of a match fee.

12. - Further Provisions(a) In any matter not provided for in these rules the

relevant League rule shall apply where the contextpermits.

(b) The Cup Committee is empowered to deal with anymatters not provided for in these rules, and to makesuch arrangements for the proper conduct of theCompetitions as is thought fit. The AFA CupCompetition rules will be used as a guide for settlingany matters not otherwise provided for herein.

13. - Appeals procedures(a) An appeal against a decision of the Cup

Committee may be made to the LeagueManagement Committee in accordance withSouthern Amateur League Rules.

(b) A further appeal may be made to the AmateurFootball Alliance under the provisions of AFA rule 12.where, in accordance with the Football Associationrules, the decision will be final and binding.

All League results must be telephoned through to theautomated results line or entered onto the SA[ websiteby 5.00pm on the day after the match. In addition fullycompleted result sheets must be sent to the LeagueResults Secretary by post no later than the Mondayfollowing the match or e-mailed no later than theTuesday following the match. Separate arrangementswill be made for mid-week matches.1st TEAM RESULTS - SATURDAY ONLY

All Saturday 1st Team results must either be text ortelephoned to John Doe on mobile number 07746 585546by the home club on each Saturday by 5.30pm.PUBUCrrv

Club Secretaries should endeavour to arrange that aPress Secretary or other person presents their report tothe local press for publication.CONDUCT

Club Secretaries through their Committee and generalpublicity should impress upon all Club members thestandard of conduct required by the League and by theA.EA. Quite apart from the severe penalties formisconduct. the Club's name and the League reputationsuffers from misconduct on the field.

Club Secretaries shall also ensure that all cases ofmisconduct either on or off the field, are reported to theA.EA. within three days of the match. This appliesparticularly to Club apPointed Referees.FIRST AID FACILITIES

Clubs are reminded that first aid facilities should beavailable at their home grounds and all travelling teamsshould have a first aid "kit. Details concerning first aidmatters and rei event courses can be obtained from MikeBrown on 020 8959 5423.EMERGENCY DISCIPLINE & GENERAL PURPOSES COMMITIEE

This committee will be formed within 7 days of thereceipt, by the Secretary of the Southern AmateurLeague, of any reported serious offence committed byany Player(s) or Club!s) during any match day, asreported by any serving Amateur Football Allianc:e orSouthern Amateur League Management CommitteeOfficer~~Leagueor Club appointed Referee or ElectedClub Omcer.

The Committee will consist of at least 3 Senior LeagueManagement Committee members and shall have thepower to deal with any matters that they see fit toInvestigate whether or not they are provided for in therules. The Committee will have the authority to invite anyclub and f or individual to appear before them on anynominated date. This Committee will have the power toadminister any penalty or fine as deemed necessarycoverin~the nature of the incidentls). Any decision madeby this Committee will need confirmation from the FullSouthern Amateur League Management Committee attheir next Committee meeting.
