Please do not let the COE permit expire or we may be liable foradditional compensatory mitigation for unavoidable impacts related to theSEAPLANE PULLOUT.

and Petersburg and Highway 37 in British Columbia, Canada to improve accessbetween Southeast Alaska and the continental highway system. Define thepurpose and need. Identify the studies required to complete the EIS, study workplan, schedule and cost estimate by task. Conduct the studies needed to supporta draft EIS.

Progress Date Progress Text24-Jan-2007 The environmental documents on both sides of the border must be developed in

coordination and at the same time. Coordination is in progress. This project mustcomplete an Environmental Impact Statement (EIS) for the US segment, including aPresidential Permit. An environmental assessment equivalent to an EIS must bedeveloped for the Canadian segment. Corridor planning and socio-economic andenvironmental studies are anticipated over the next year, which are necessary toinitiate the formal environmental process. The time estimate is a minimum ofseven years and approximately $20 million to complete the environmental phaseon both sides of the border.

An updated cost estimate in January 2011 identified theneed to request additional funding to complete construction and cover final designexpenses. The funding request will be completed January 2011.

Widening in the rock cut area will be included as an additive alternate tothe base bid as geotechnical recommendations have resulted in a substantialincrease in costs to accomodate the widening in this area. Bid package has beensubmitted and the project is scheduled to be advertised on Sept 7, 2011 with bidopening on Sept 29, 2011.

filed in August 2006. In 2009 the Alaska District Court ruled that the EIS was notadequate as it had not considered an alternative of improving service with existingassets. The state filed an appeal brief with the Ninth Circuit Court on 10/19/09; oralarguments were held on 7/26/10. A new cost report, including an independent costestimate, was released in July 2009. Further design activity is on hold pending the9th Circuit ruling.
