RECOMMENDATIONS:-
1. Complete activities of Running Room/BMY i.e. housekeeping, preparation and serving of meals, maintenance of Garden, serving of call book to running staff taking rest at Running Room/BMY etc. should be outsourced on contractual basis. Existing supervision of Running Room carried out by Chief Crew Controller(OP)/BMY should be continued.
Out of total sanctioned of 18 posts of Running Room/BMY under Electrical (OP) Department, 17 posts (09 vacant +08 Live) are identified as surplus and should be surrendered in phase wise as under: Phase-I
11 surplus vacant posts (Cook - 04, Masalchi- 04, Bearer - 03) should be surrendered immediately. Phase-II Balance 06 live posts (Cook - 03, Masalchi- 03) should be surrendered after implementation of outsourcing of activities of Running Room/BMY. and live men may be redeployed in suitable category in Electrical department subject to fulfillment of other terms and conditions.

CHAPTER – I
INTRODUCTION
1.0 Running Room/ Electrical(Op) Department/Raipur Division: 1.1 The work study of Running Rooms of Electrical (Op) Deptt. of Raipur division has
been undertaken in view of outsourcing of complete management of Running rooms. At present housekeeping, cooking, preparation and serving of meals, cleaning of bathrooms/toilets and premises, washing/cleaning and supply of linen, maintenance of garden, providing magazines / newspapers etc. of all Running Room in Bilaspur, Raipur and Nagpur Division have been outsourced except Running Room/BMY. Work study team has prepared the study report considering the fact of outsourcing of all the running rooms. Vide Railway Board’s D.O. L. No. E(MPP)2006/1/89, dated 04.10.2006 regarding Catering staff, cooks, bearers “to be taken over by IRCTC or activity to be outsourced.”
The following methodology has been adopted for conducting the study:
(i) Collection of relevant data,
(ii) Examination of records,
(iii) Direct observations regarding working of staff,
(iv) Interaction with officers and staff and
(v) Critical Analysis.
1.2 Running Rooms in Raipur Division under Sr.DEE/Op: The following 02 Running Rooms in Raipur division is functioning under the administrative control of Sr.DEE(Op)/R:
1- BMY 2- Durg
12.1 Running Room/BMY:
Running Room/BMY is situated near Charoda Railway station in Raipur Division of S.E.C. Railway and managed by Electric/OP department under the control of Sr. DEE(Op)/R.
At present housekeeping, preparation and serving of meals, supply of newspaper/magazines etc. of Running Room/BMY is managed by Railway Staff. Only cleaning activity of Running Room is outsourced from 2012.
1.2.2 Running Room/Durg: Running Room/Durg is situated near Durg Railway station in Raipur Division of S.E.C. Railway and managed by Electric/OP department under the control of Sr. DEE(Op)/R.
At present complete activities like housekeeping, preparation and serving of meals, subsidized meals & breakfast, cleaning, washing of linen, upkeep of Garden and supply of newspaper/magazines of Running Room/Durg is already outsourced from 2009.
1.3 Activity of Running Rooms: - After working on train, the crew and Guard takes rest at Running Rooms and takes
lunch / dinner. Now-a-days running rooms are well equipped for a comfortable stay with all facilities for sleeping, dining, bathing, recreation etc.

Earlier, all the running rooms were run departmentally and meals were prepared
and served to crews/Guards on supply of grocery items to cook of concerned running room by them. Now, as per Railway Board’s letter No.2006/M(L)/467/2 dated 31.03.2010, it has been changed to subsidized meal / standard food. Cooking and serving of meals and provision of subsidized meals to running staff on subsidized rates as prescribed by the competent authority is done round the clock by the contractor on demand by running staff. However, running staff can also avail the earlier system of giving grocery / food items for preparation of meals as per their choice.
1.4 In view of outsourcing of complete management of running rooms as stated above, work study team has taken up the study and recommended for surrender of redundant and surplus posts like Cook, Bearer, Masalchi etc.

2.0 OBSERVATIONS:-
2.1 Cadre Strength:- The cadre strength of Running Room/BMY under Electrical(Op) Deptt. of Raipur Division as per BOS and data collected is as under:

CHAPTER-III 3.0 CRITICAL ANALYSIS & RECOMMENDATIONS: 3.1 At present complete activities of Running Room like housekeeping, cooking,
preparation and serving of meals, cleaning of bathrooms/toilets and premises, washing/cleaning and supply of linen, maintenance of garden, providing magazines / newspapers etc. of all the Running Rooms in Bilaspur, Raipur & Nagpur Division have been outsourced except Running Room/BMY. Whereas at BMY, the Running Room is managed by departmental staff except cleaning activity of Running Room which is outsourced. In view of successfully implementation of Running Rooms activities by outsourcing, the same should be implemented at Running Room/ BMY also to achieve economic.
3.2 Vide Railway Board’s D.O. L. No. E(MPP)2006/1/89, dated 04.10.2006 regarding Catering staff, cooks, bearers “to be taken over by IRCTC or activity to be outsourced.”
In view of outsourcing of complete management of Running rooms as stated above, work study team has taken up the study and recommended for surrender of redundant and surplus posts like Cook, Bearer, Masalchi etc. It is found that management of Running Room executed on outsourcing basis is more economical than managed by Railway staff. Hence after implementation of outsourcing of complete activities of Running Room/BMY, the post of Cook, Bearer & Masalchi will become redundant and no more required.
3.3 Requirement of Caretaker at Running Room/BMY:- To monitor the day to day activities of Running room/BMY to be done by the
contractor or his representatives, 03 Caretaker (1 x 2 shift i.e. 0-12 Hrs. & 12-24 Hrs. + 01 RG/LR) in lieu of one existing Caretaker are required and justified under the supervision of CCC/OP/BMY. It is suggested that existing 02 Helpers may be utilized as caretaker.

3.5 RECOMMENDATION: On the basis of above observations and critical analysis, the following recommendations are made:
Complete activities of Running Room/BMY i.e. housekeeping, preparation and serving of meals, maintenance of Garden, serving of call book to running staff taking rest at Running Room/BMY etc. should be outsourced and executed on the

basis of Contractual System. Existing supervision of Running Room carried out by Chief Crew Controller(OP)/BMY may be continued.

CHAPTER-IV
4.0 FINANCIAL EVALUATION & RESULTS:-
Savings due to surrender of 17 identified surplus posts of Running Room/BMY :-
Thus, recurring savings to the tune of Rs. 88,90,560 say Rs. 89 lakh Per annum can be achieved due to surrender of 17 posts of Cook, Masalchi, Bearer of Running Room/ BMY from Electrical(Op) Department of Raipur Div. and surrender memorandum to be issued by Sr. DPO/R/SECR.
