This year SDNA is celebrating their 100 years as an organization . Our organization began in a club room of the Carnegie Library on July 11 & 12, 1916 in western South Dakota . The announcement of the new organization was published in the American Journal of Nursing . South Dakota became the 43rd state constituent of the American Nurses Association . The membership included 17 nurses from various communities in South Dakota . At this meeting the 17 nurses developed the constitution and bylaws . At this time there was an initiation fee of $5 .00 and an annual dues of $1 .00 . The association began in western South Dakota because the first hospitals were organized in this part of the state . “It is all about life-long learning for myself and others,” remarked Rhonda Stangl who is continuing her Doctor of Nursing Practice program through the assistance of a 2016 SDNF Scholarship . Twenty-seven years in the nursing field has given Stangl a variety of life-long learning opportunities from working in a small hospital to serving in a large institution on the medical/surgical floor and managing a recovery room . “The nursing profession is a constantly evolving entity with many venues,” Stangl stated .

Currently, Stangl is an instructor at Lake Area Technical Institute . In addition, she is a PRN staff nurse at Mallard Pointe Surgical Center in her hometown of Watertown, SD . “This allows me to keep current with best practices and skills,” she remarked .

At Lake Area Technical Institute Stangl is teaching first year students theory, assisting in the lab with skills and simulation activities, and accompanying her students to a clinical site for their long-term care experience . She is also a mentor and advisor to students ranging from age seventeen to sixty plus . Stangl confessed, “One of the most profound issues in my current position is teaching the various generations of students and capturing the interest of the variety of learner types . Keeping up with the changes in healthcare is a constant struggle as well .”

In addition to striving to impart a love of learning in her students, Stangl must take into consideration the different cultures, learning styles and personal needs of her students . “My pupils all learn differently so it is a challenge to teach in a way that fits all students,” she stated . “I must prepare them to become leaders and competent citizens .”

Stangl’s inspiration is her dear friend Kim Nerud, Academic Director of the University of South Dakota RN-BSN Program, who recently completed her PhD . “She is someone who has worked hard in the nursing profession and who has a desire to learn and mentor others as well . She is knowledgeable and ambitious and I enjoy being around her,” Stangl remarked .

A Love of Learning

Stangl plans to continue in academia . “I truly enjoy academics and I plan to continue to work with students .”

“Working full time, having a PRN position, and doing all the bookwork for my husband’s sanitation business does not leave me a lot of time for relaxation,” Stangl admitted . Balancing work with play includes watching a movie, curling up with a good mystery read, or hanging out with family . “My interests are traveling, following my daughter in her pole-vaulting endeavor, motorcycle riding, shopping, traveling, and camping,” reflected Stangl . “I also like to entertain and cook [ethnic German cuisine] so I plan to do more of that when I am done with school and hopefully have more time .”

Married for thirty years, Stangl and her husband Wayne have three adult children . Twenty-one year old pole-vaulter and radiology technology student Brittany resides in Fargo, ND . Son Brandon works for the SD Department of Health in Sioux Falls; and, middle daughter Brianna, also of Sioux Falls, is a social worker for Southeastern Behavioral Health .

Stangl also serves as a volunteer on the Human Rights Committee at Human Services in Watertown, addressing “rights and restrictions to assure fair treatment while the client is cared for safely .” She added, “I am able to use my nursing background to assist others with health care decisions; and, I get to work with other members in the community who bring their expertise to the committee as well .”

In conclusion, Stangl advises anyone considering the SDNF Scholarship to “go for it .” “Every bit helps when continuing one’s education . It is not a hard process, it does take some time, but it is worth it .” She revealed, “Everyone I have dealt with in the Foundation has been so complimentary and helpful that it makes me feel even better about my accomplishments .”

During each legislative session, members of the Government Relations Committee (GRC) meet weekly to discuss bills of interest to the SDNA . The GRC consists of a geographic representation of politically active nurses from across the state . The GRC reviews each bill introduced to determine if SDNA will take a position on the bill . These decisions are driven by the Legislative Agenda of the SDNA . The five basic tenants of the SDNA Legislative Agenda are to support: professional nursing practice, access to quality and affordable health care, public health, occupational and environmental health, and human rights . The full version of the Legislative Agenda can be found on the SDNA website www .sdnurses .org .

The 2016 Legislative Session was certainly a busy one for SDNA! There were 419 bills introduced during South Dakota’s 2016 legislative session . SDNA reviewed and tracked all 419 bills . SDNA paid particular attention to 51 bills of interest to nurses and your patients . Of these 51 bills, the SDNA supported 7, opposed 2 and monitored 42 .

SDNA supported the following bills:SB 29, an Act to update the nurse practice act and to

adopt a new Interstate Nurse Licensure Compact . This bill updates the nurse practice act to reflect current operations and current nursing practices and adopts the new Interstate Nurse Licensure Compact to replace an earlier compact adopted in 2000 . SDNA worked closely with the Board of Nursing on this bill prior to and during the legislative session . This bill passed and has been signed by the Governor .

SB 54, an Act to adopt the Elder Abuse Task Force’s statutory recommendations in order to protect South Dakota seniors and adults with disabilities from abuse, neglect, and exploitation . This bill adopts the recommendations of the Chief Justice’s Elder Abuse Task Force and makes the necessary changes to implement the recommendations, including providing for emotional and financial abuse in the purview of abuse and neglect . This bill passed and has been signed by the Governor .

HB 1110, an Act to provide medical care for certain unborn children . This bill provides prenatal care for the unborn children of mothers who are not eligible for prenatal care based on immigration status . This bill passed and has been signed by the Governor .

HB 1182, an Act to increase the state sales tax, the state use tax, the excise tax on farm machinery, and amusement device tax for the purpose of increasing education funding and reducing property taxes, and to declare an emergency . This bill was the Governor’s funding proposal for his education package . This bill provides a source of new funding instead of transferring existing state general funds from other funding priorities including Medicaid . This bill passed and has been signed by the Governor .

SB 28, an Act to require meningococcal immunization for school entry . This bill adds a vaccination against meningitis to the list of required school-entry vaccinations . This bill passed and has been signed by the Governor .

2016 Legislative ReportSB 21, an Act to define a child advocacy center for

the purpose of addressing child maltreatment . This bill would have defined a child advocacy center and the team that serves a center for purposes of determining a recommendation for investigation, prosecution, treatment and safety of a child maltreatment case . This bill was defeated by the House Judiciary Committee 7-1 .

HB 1124, an Act to prohibit the use of tanning devices by minors . This bill would have prohibited anyone under 18 years of age from using a tanning device . This bill was defeated by the House 21-46 .

SDNA opposed the following bills:SB 117, an Act to permit the practice of midwifery by

certain persons . This bill would have allowed a certified professional midwife or student to attend births in an out of hospital setting without a license and without facing criminal penalties for practicing without a license . This bill was defeated by the Senate Health and Human Services Committee 4-3 .

HB 1234, an Act to require the approval of the Legislature before the state adopts any changes to the Medicaid program . This bill would have required legislative approval for any change to the state Medicaid plan . It was amended to require legislative approval of any plan change that exceeded 5% of the Medicaid Budget (approximately $40 million) and was intended to capture Medicaid expansion . This bill was defeated by the Senate State Affairs Committee 7-2 .

The SDNA also worked closely with many interested parties on HB 1162, an Act to provide for the practice and regulation of midwives . Last fall, the organization bringing this bill, Birth Matters, met with the SDNA GRC to discuss this legislation . We appreciate their willingness to discuss their legislation prior to session and to incorporate language to address many concerns that we identified . Ultimately, SDNA was neutral on the bill but expressed concern regarding the financial impact for nurses across the state . As written, the bill would have set up a licensing structure for Certified Professional Midwives (CPM) under the Board of Nursing . Given the very small number of CPMs expected to seek licensure, we did not feel this regulatory structure would be self-sustaining . Thus, SDNA’s concern was that nurse licensure fees would be used to regulate the non-nurse CPMs and nurses may be subject to a fee increase in the future to offset this cost . Ultimately, this bill was defeated by the Senate 16-19 . However, there were many legislators and organizations that voiced their willingness to work with Birth Matters to come forward next year with a bill that would address the concerns identified . SDNA will continue to engage in this issue as it moves forward .

Additionally, while the timing did not allow for Medicaid expansion to occur during session, those discussions continue . The SDNA has been actively involved in this effort and is working closely with the coalition of healthcare organizations, chambers of commerce and businesses supporting Medicaid expansion .

SDNA will continue those efforts as that discussion moves forward following session .

Finally, in addition to the bills listed above, the SDNA monitored 41 other bills of interest . It was certainly a busy session, but also reminds me of how lucky we are to have such engaged and passionate members . I want to say thank you to the SDNA Board of Directors, the SDNA Government Relations Committee and especially to the GRC chair, Carrie Clausen Hansen . Thank you for your time and your passion for the nursing profession .

I would also like to thank each nurse and nursing student that participated in the legislative process, whether you responded to the SDNA Action Alerts and contacted local legislators or you attended Nurses Day at the Legislature and talked with your legislators at the Chili Supper . Legislators love to hear from nurse constituents . Thank you for your participation and for representing nurses .

The members from Districts 1, 2, & 3 worked diligently to plan for the 100th Anniversary of SDNA celebration in Rapid City . Our commemorative event was held May 6, 2016 . Congratulations to SDNA and all of us on 100 years of professional nursing in South Dakota! Our next big event will be the district fund-raiser at the Central States Fair in August .

SDNA District 4 ReportWe have now, officially entered the season of

spring . Hopefully we have seen the last of snow in the Northeastern part of the state . The days are becoming longer and it is wonderful to have more daylight! Soon there will be graduations, weddings, family reunions, and vacations to attend .

The last SDNA District 4 meeting was held on February 21, 2016 on the campus of Presentation College . Since the meeting, the members assisted the Sigma Theta Tau International-Rho Xi Chapter with set up for the Research Day held on the campus of Presentation College on March 22, 2016 . Marie Manthey and Sandra Welling presented at the event .

SDNA District 4, in collaboration with Sigma Theta Tau International-Rho Xi Chapter, is planning another “Welcome to the Nursing Profession” luncheon for the twelve, senior nursing students at Presentation College . This event was held on Thursday, May 5, 2016 . The goal is to spark interest and offer encouragement of the future nursing professionals to join local nurse associations and become active within local and national nursing organizations .

Unfortunately, the idea of having a “Dinner and Movie” night for the nursing professionals in the area, during Nurses’ Week 2016, had to be postponed . The main reason is because our hope would be to hold the event “free of charge” for nursing professionals in the area . However, there was a lack of support to sponsor the event . We still would like to hold an event like this in the future . Possibly for spring, 2017?

The next big event is the Brown County Fair . The Brown County Fair is very popular in the Northeastern part of South Dakota . This year we have secured the spot at the fair and will continue to provide volunteer nurses to staff the First Aid booth during the week-long event in August, 2016! This is a wonderful opportunity to provide care to individuals in the community that attend the event .

The next SDNA District 4 meeting will be held on Monday, July 18, 2016 .

100th Birthday of the South Dakota Nurses Association . District 8 & 9 ReportGreetings from the Watertown/Brookings area . Looking back to the beginning of 2016 has been

interesting, with a lot of activity from the district . Although our district did take January off (cold, cold), since then we have had a pretty full schedule! In February we did invite 2 members of the GRC up to Brookings to speak to us . After a dinner meeting at the Dixie Restaurant in Brookings Anna Atteberry-Gustafson and Julia Dangel spoke to us about the recent activities of the GRC (Government Relations Committee) and legislative events in Pierre . A good discussion of the legislative part of being a Nurse ensued .

On March 22 we did meet as a group up at the Second Street Station up in Watertown . Thank you again to all of the District 8 members who met the District 9 members up in your neck of the woods! Business included a report on SDNA’s financial status and the need to keep membership stable or increasing, the 2016 State Convention in Mitchell, and encouragement from Robert Olson who is on the state nominations committee, to become involved in your state association . Robin Brown gave the program presenting her PhD . Dissertation Research results .

We will not have a formal meeting in April since we have 2 events planned for May . On May 2 all members of SDNA are encouraged to attend the SDSU Senior Colloquium in Wagner Hall . Our district will be providing everyone pizza before the afternoon session begins . (Please make a donation to help defray the cost of the pizza . Send donations to Tom Stenvig, Wagner Hall, SDSU, Brookings .) During lunch we will take just a few minutes to congratulate the seniors and invite them to always stay active in their professional organization .

Later on in May, one of our very long-time members Carol Peterson will host us at her home in rural Brookings . That will be May 24 at 6pm . She always has a great dinner for us and then opens her home to all to view the many antiques she and her past husband have collected . My personal favorites are the glass dinnerware sets . If you know Carol personally, but are not in our district you still are absolutely invited!

The last meeting before summer break starts will be at Lois Tschetter’s lake home on Lake Hendricks . Definitely looking forward to the BBQ with potluck . It should be a great evening, even if the weather decides to not co-operate!

especially today!On Thursday, March 17, at the District 11 meeting,

State Representative Jean Hunhoff, a nurse legislator from our district presented a discussion on the Legislative issues from the 2016 legislative session . This event, held at the Avera Physician’s Office Pavilion, was attended by approximately 30 individuals, including nurses, students and interested people from the surrounding area of Yankton . As usual, Jean’s presentation was very well received and she fielded a number of questions from the audience . In the next morning’s edition of The Yankton Daily Press & Dakotan, highlights of Jean’s presentation were front page news items . District 11 would like to thank Jean for this interesting, informative presentation .

During the March meeting, the District 11 members have decided to help with the Vermillion Sack Pack Program again this summer . In May there will be an event to honor members during Nurses Week at a potluck supper .

THE NURSE EDUCATOR AWARD acknowledges a Registered Nurse who serves as a faculty member at one of the South Dakota nursing programs . The recipient is recognized by peers to be exemplary in the areas of teaching effectiveness and facilitating learning for students in nursing . This nurse also participates actively in professional nursing activities as well as, the community in which he or she lives, demonstrates leadership skills, has a strong ability to work with others, and is seen as a mentor for future nurse educators . The Nurse Educator Award is awarded jointly by SDNA and NEDDS (Nursing Education Deans and Directors) . A letter of support by the dean/chair of the nominee’s school is recommended . 

Nurse Educator Award Criteria (must criteria as noted below):

• The nominee must be an SDNA member• The nominee must demonstrate teaching effectiveness

through one or more of these criteria:◊ application of nursing knowledge that facilitates

students’ learning to the highest level     ◊ use of creative teaching strategies in class room

teaching• If the nominee has a regular clinical supervision

Our balance for PAC is $1772 .25 after fundraising this year . The goal was to raise the PAC account to $1500 and from your generous donations that goal was achieved . Now as we go into 2016 election year we will have sufficient funds to support those who are sensitive to nursing issues .

I know that fundraising is not everyone’s cup of tea . I looked up fundraising on the internet and the general theme is the organization or charity that one is fundraising for is particularly close to the heart of those fundraising . I think that speaks to SDNA PAC . What nurse does not want what is best for those we care for? Much of SDNA’s work is legislative with laws that can and do affect our nursing practice, that is where the PAC and GRC come in to educate and support legislators . Our goal is to have the legislators take notice of the issues that are close to nursing . Even if fundraising is not your cup of tea, we will still have our coffee sales and other forms of fundraising to keep our voices heard .

c . Undertake activities designed to achieve SDNA’s policy agenda;

d . Report the status of events, plans, and activities of the Government Relations Committee to the Membership, the Board, and the Executive Committee;

e . Coordinate an annual Nurses Day at the Legislature;f . Coordinate and maintain a state legislative response

network .

Continuing Nursing Education Committeea . Assess, plan, implement, and evaluate continuing

education activities for SDNA;b . Develop and implement a marketing plan for CNE-

NET accreditation to South Dakota organizations and facilities;

c . Select two Members to serve on the North Dakota CNE-NET Committee . Each Member will serve a two-year term;

d . Assure that the ANCC Commission on Accreditation standards and guidelines are utilized in planning continuing education activities for nurses;

e . Serve as a resource for Districts, Councils, and others on CNE activities and issues .

g . This Committee shall be composed of four Members . Three Members will be elected by the ballot for two-year terms, with two members being elected in odd years, and one member being elected in even years .

One Member who actively practices in academia and/or continuing education will be Board-appointed to Chair the Committee for a three-year term .

Nominations Committee a . The Nominations Committee shall be composed

of five members, all of whom are elected by the members-at-large to two year terms in accordance with Article XI;

b . Two members will be elected in odd years and three will be elected in even years;

c . The individual receiving the highest number of votes in that election cohort will serve as chair during the second year of their term;

h . Members of the Nominations Committee shall not be eligible to run for election as a Member of the Board, as a District President or CITF Chair, nor as a Delegate to ANA meetings, nor for election to the Government Relations Committee .

ANA Membership Assembly Delegate a . Delegates and Alternate Delegates to the ANA

Membership Assembly shall be elected from the SDNA/ANA members for staggered two-year terms in accordance with ARTICLE XI of these Bylaws .

b . The SDNA President, by virtue of his or her election to office, shall serve as a delegate to the ANA Membership Assembly . The SDNA Vice President, by virtue of his or her election to office, shall serve as the Alternate Delegate to the ANA Membership Assembly . If both the President and Vice President are unable to attend the Membership Assembly, the Delegate shall be a member of the Board appointed by the Board .

c . The remaining Delegate to the Membership Assembly shall be elected at large . The candidate for Delegate to the ANA Membership Assembly with the next highest number of votes shall be declared elected as Alternate Delegate . Vacancies in the Alternate Delegate positions may be filled by action of the Board .
