Community engagement is central to the new
planning system and Local Development Plan
(LDP)
The Forum is a new way of giving the
community input into plan-making process
Why you are here...Christina Cox – Planning Manager
The Forum will be used to discuss and provide feedback to the Council on:
1. Issues and options arising at different stages in the 5-year LDP process....e.g. preferred development sites, policies
2. The service provided by the Planning Service
To allow you to gain a closer insight into the Planning Service and the LDP process
To assist the Council in assessing options and to allow the community to have a genuine input into the LDP process
Role and Purpose of Forum
3-4 Meetings a year: Venue will change to reflect different areas
Information/briefing on the discussion issues will be sent before each meeting
Each meeting will start with a short introduction to the issues to be discussed, plus any important news
Focus of meeting is the discussion group sessions: Break into groups of 10-15
A facilitator will work with each group
Groups will generate ideas, preferred options, priorities and general feedback
A brief round-up session on the issues raised by groups
Format of the Meeting
Discussion should be on the listed issues and
options brought forward for that meeting
Specific issues, planning applications, etc are
not for discussion
Ground Rules
What is a Development Plan?
A policy document published by the Planning
Authority.
Written text and a map which guides the future
use and development of land. It is prepared in
consultation with the public and interested groups
and organisations.
The preparation of a Development Plan is a legal
requirement for all Local Planning Authorities.
Development Plans
DEVELOPMENT PLANNING –

Old Development Plans
• Comprise of Structure & Local Plans, which are prepared independently of each other.
• Strategic policy contained within Structure Plan; Local Plan contains detailed and area based policies.
• No limitation on timescale for preparation and completion.
New Development Plans
• Comprise of Strategic Development Plan (in city regions only) & Local Development Plan.
• South Ayrshire will be covered by a single development plan: “South Ayrshire‟s Local Development Plan”.
• Prepared/Reviewed 5-yearly.

Published in June 2009, South Ayrshire‟s Development Plan Scheme
has been widely circulated to relevant stakeholders. This sets out the
Council‟s process for LDP preparation…

A Monitoring Statement will accompany the MIR,
providing an evidence base on the performance of
current planning policies.
•What the aspirations of the planning
authority are.Visions
• Map based presentation of where development should and should not be located.
Land-Use Map
• Options for developing key policies, including changes in policy from existing development plans.
Policy Options
To develop a land-use map, we will: -
Map development limitations as “Constraints”
i.e. flooding, landscape impact, access to schools/shops etc...
Identify and map good locations for development as
“Attributes”
i.e. what sites are well connected to good roads? free from
drainage problems? where do the public want to locate
development? Etc…
Advertise for potential development sites
Align proposed sites to “Constraints & Attributes” Map
