    Eligible activities:

    Creation of a new production unit (plant / section / installation);

    Expanding an existing unit to increase production capacity;

    Production diversification of an existing unit by launching new products orservices

    Modernization of business, including changes in the production of anexisting unit; (e.g. upgrading facilities, equipment and high techequipment, manufacturing automation and mechanization, introduction ofnew production technologies ). Equipments for environmental protection,waste recycling, wastewater treatment are financed only in relation toinvestment funds referred above;

    Errors in terms of administrative compliance

    Form problems - incorrect numbering, missing stamp and / or signature, failure toorder documents, etc... Failure to comply with required formats: application form;

    support documents;

    feasibility studies / business plan. The application form is not signed by the duly authorized person or there is

    evidence to support signature; There are differences between information listed and the one included on CD and

    / or on-line; Expired certificates / permits; Confusion regarding the need to submit certain documents, especially

    environmental data sheet; Failure to submit the self-evaluation form in terms of environmental criteria; Errors in documents proving ownership / lease of land or construction; Failure to submit required documents.

    Misunderstanding the eligibility criteria and their cumulative nature; Incorrect framing of the applicant in the category of small and medium enterprises; Inclusion in a non eligible CAEN code; The budget contains errors in calculating the total eligible costs due to erroneous

    classification of costs; eligibility rates or the aid intensity were not applied correctly; The project does not fit into the requirements of the funding scheme in terms of eligible

    activities; Confusion between the beneficiary - the owner and the economic operator that will operate

    after completion; The outcomes are not clearly defined and measurable and / or the used indicators are

    different from those included in the application form; Requirements regarding period of implementation are not met:

    Technical quality and financial errors

    Irrelevant project or weak justification for its contribution to achieving the program'soverall objective, specific objectives and the purposes of the operation axis;

    Incoherence of intervention - no logical link between elements of the project:resources, activities, direct results and final results, including confusion between:

    activities-direct/final outcomes; activities and objectives; outcomes and objectives; direct/final outcomes .

    Discrepancies between the business plan / feasibility study and financing application; Feasibility study does not refer to the investment/study;

    Financial indicators do not meet the Applicant's Guide - rating scale; Risk and sesitivity analyses are lightly made or are missing; Budget unrelated to activities and results; Superficial cost-benefit analysis; Incorrect cash flow which does not consider all the elements, unjustified inputs,

    sometimes negative; Unrealistic activity plan - estimated duration, insufficient activity.

    working recommended format (font, font size, etc..); maximum number of explanatory pages allowed for that section; compliance with Annexes formats; completing only sections reserved for applicants; do not delete any chapter of the Application Form;

    all sections of the application form shall be completed; if one section does not applyto the submitted project, the applicant shall include a specific statement such as "notapplicable" or other indication which shows that this section does not refer to thesubmitted project or beneficiary.

    Recommendations for drafting and submittingapplications

    Appointment of project manager in the planning stage to ensure better

    communication between people working on the project. Identification of existing human resources or the ones that can be part of the project

    management since the planning phaze of the project development Developing a consistent Business Plan / Feasibility Study. Check carefully the quality of the Business Plan / Feasibility Study / Application Form

    and the correlation between the budget, activities and results. Making a market analysis which shall be included in the business plan / feasibility

    study. The application form may be based upon the market analysis Developing a project planning matrix to show its consistency. The matrix shall be

    reevaluated whenever there are inconsistencies Identifying all project costs, regardless of their nature, in line with project activities

    which thereafter will fall in the category eligible / ineligible costs. Cash flow shall include all costs. Calculating all the financial indicators stipulated in the Guidelines for Applicants. Developing a Gantt chart for a realistic project implementation.
