12 Option DevelopmentIn response to addressing transport concerns within the study area, a number of potential scenarios have been developed with the aim of improving the operation of the associated road network. The purpose of the scenario testing was to see how planned road upgrades in the area influence each other and ultimately work out a staging plan.
The options developed for the road network were based on the findings of the Road Safety Audit, community concerns, impact on the road network and crash history. Proposed changes to the base network under each option has been summarised in Table 12-1.
12.1 Option 1 – Restricting the NetworkThis option places restrictions on the road network to improve safety which predominantly included banning turning movements to streets and reducing the posted speed on Skyring Terrace and Vernon Terrace. This option was tested to consider the overall effects on travel time and access. The proposed changes are illustrated in Figure 12-1.
12.2 Option 2 – Improving Accessibility (Minor Upgrades)This option includes measures to improve accessibility of the network for vehicles and incorporates minor upgrades or enhancements to intersections to improve access and travel time. The proposed changes are illustrated in Figure 12-2.
12.3 Option 3 – Improving Accessibility (Major Upgrades)This option improves accessibility of the network and travel time for vehicles by introducing larger changes to intersections to improve safety and access by further removing on street parking during peak hours (between Annie Street and Merthyr Road) and reconfiguring intersections along some sections of Brunswick Street. The proposed changes are illustrated in Figure 12-3.
