1. Introduction: Somalia/Somaliland has an active nutrition cluster/ working group coordination mechanism both at country and field levels. Currently there are 11 functional Sub-national Nutrition Clusters (SNC) and 2 Nutrition Working Groups (NWG) in Somalia/Somaliland, overall supported by the National Nutrition Cluster (9 sub-national clusters in South Central Zone (SCZ), 1 central nutrition working group in Somaliland; and 2 sub-national clusters and 1 nutrition working group in Puntland). Most SNC in the south and central zone are coordinated by Local Non-Governmental Organizations (LNGO) in close collaboration with UNICEF nutrition teams in SCZ, except for Banadir and Middle and Lower Shebelle where there is a designated UNICEF nutrition cluster focal point. The NWGs in Somaliland and Puntland are coordinated by the MoH Nutrition Focal point/head with the secretariat roles managed by UNICEF and WFP selected representatives respectively. The nutrition cluster was rolled out in Somaliland and Puntland in 2006 and later established Health Sectors with formation of semi-functional NWGs for both Zones in 2010. The sector approach is still in the transition phase in both Somaliland and Puntland. In SCZ, a de-centralized sub-national cluster system was established in early 2011 targeting the famine affected areas with active nutrition implementing partners. The nutrition coordination focal points in the field have essentials roles which include but not limited to the following: Facilitate monthly SNCs and NWGs coordination meetings and compilation of meeting agendas/ minutes Provide a linkage/ information flow between the national nutrition cluster (NCC), CLAs and field nutrition implementation teams Strengthen nutrition response by ensuring usage of national standards, guidelines, adherence to policies, use of agreed standard reporting tools etc. Work in close collaboration nutrition implementation actors in mapping activities, completion of 4Ws matrix and share with NCC accordingly Work in close collaboration with the NCC for gap filling Assist the NCC is conflict resolution that might arise in the field.
The Cluster coordination and functional structures put in place in Somalia/Somaliland where rather semi-operational especially in most regions of SCZ,
despite the establishment of these SNCs and NWGs. There many challenges which led to the semi-functionality of the field coordination which mainly included
insecurity, inaccessibility, lack of suitable nutrition agencies with required coordination expertise and qualities, and partial existence of government
structures to name a few. A national cluster coordination workshop was then conducted in Hargeisa- Somaliland (19-21 August 2013) for SNCs and NWGs
focal points (4 participants from different humanitarian coordination and disaster management boards; 3 MoH, 10 I/LNGOs and 6 WFP/UNICEF) in order to
collectively identify ways of strengthening coordination mechanisms both at national and field levels as well as discuss the best practices.

2. Objectives: The objective of the workshop was to strengthen and standardize coordination mechanisms in all sub-national clusters and nutrition working groups and
ensure effective information reciprocity and linkages with national nutrition cluster/ CLAs/ other Clusters.
Other objectives include the following (see ANNEX3- Workshop programme schedule):
Build capacity of focal points in conducting and supporting monthly cluster/ working group meetings Develop harmonized coordination systems and agree on best practices/ approaches from lessons learnt Synthesize a cluster capacity development plan
3. Workshop Methodology/ Approach A participatory and interactive approach was applied including mixed groupworks, power-point presentations, flip-charts and videos. The workshop was designed in such a way that the facilitator gathered more input/ information from field lessons learnt, coordination challenges being faced, and recommendations made from the participants on way forward. An open evaluation was done in order to capture sessions/areas that were well articulated, needed improvement, gaps in how the workshop was conducted and other recommendations. 7. Conclusion: The participants highly appreciated the initiative to conduct the first national cluster coordination workshop for all nutrition cluster/ working group focal points to discuss and polish up on the grey areas in coordination and harmonise systems. Most mentioned that they gained coordination skills, managed to interact and network with focal points from different regions in the country through information exchange i.e. group work, sharing lessons learnt, acknowledge strengths and challenges from different regions. The venue was conducive though very hot, facilitators well knowledgeable, coordination topics were adequately articulated. The Nutrition Cluster handbook, NNE and Field Exchange books, CD with presentation/ training materials given to the participants was also a positive practise recommended at the end of the workshop.

distances from their duty station to the nearest airport) for those based outside Hargeysa and will pay you per diem for the whole training period, as per applicable UN rates.

ANNEX 2: Workshop Opening Remarks from Minister of Health and UNICEF Delegation: A delegation comprised of the Minister of Health (Suleiman Isse), Somaliland MoH National Nutrition Focal Point (Dr. Ahmed Jama Muse) and UNICEF Nutrition
Specialist-Somaliland/Puntland (Dr. Shahid Mahbub Awan) welcomed all participants to the National Nutrition Cluster Coordination Workshop in Hargeisa
Somaliland. A great thanks was given to the organizers of the workshop in realizing the need to build capacity of the fellow Somalis in coordination systems.
The Minister went on to explain on the functionality of the Somaliland Nutrition Working Group (NWG) i.e. centralized monthly NWG meetings, taskforce
meetings. He also highlighted the integration existing between the Food Security, WASH, Health and Nutrition Clusters. The needs and benefits of the Inter-Cluster
Working Group were well articulated, however a gap in NWG partners’ capacity building was pronounced.
An emphasis on consideration of Somaliland in lobbying and advocating for nutrition and health resources was highly recommended i.e. lack of CHF funds
prioritization towards Somaliland hard to reach vulnerable areas was given as an example. The Minister also indicated that the clusters, CLAs and donors should
not classify Somaliland in the development phase based on the prevalence of poverty within the communities, compromised livelihood situation including the
high household food insecurity being experienced by a vast number of the communities. He recommended that the humanitarian donor communities engage in
the transition phase process in order to build sustainability and resilience especially in close collaboration with the functional structures available. The
government went a milestone further to assess and recommend areas of priority i.e. Sanaag and Sool regions are still areas with high needs of humanitarian
assistance.
His expectation was to see the deliberations from the meeting with informed action points towards harmonising coordination mechanisms, share common
strategic nutrition response plans aligned with child survival strategy. He also emphasized on partnership and an opportunity to learn from lesson learnt from
other regions of Somalia. Participants were also assured of the safety and were most welcome every time they felt like visiting Somaliland.
