P rime Minister Manasseh Sogavare announced in September 2016 the imminent completion of an anticorruption strategy ahead of anticorruption leg- islation expected to pass in 2017. Sogavare had withdrawn a related bill earlier in the year. In August he proposed using traditional forms of governance to solve problems such as land-use disputes. In July ceremonies were held to celebrate the reconciliation of the country’s ethnic groups after hostilities in 1998–2003; the violence in that period led to the decade-long residence of foreign police, who were to restore stability.
