The 2010 Solano Transportation Authority Board of Directors Pictured left to right: Fairfield Mayor Harry Price (STA Vice-Chair), Vacaville Mayor Len Augustine, Suisun City Mayor Pete Sanchez (STA Chair), Solano County Supervisor Jim Spering, Rio Vista Mayor Jan Vick, Dixon Mayor Jack Batchelor, Jr., Benicia Mayor Elizabeth Patterson, Vallejo Mayor Osby Davis. The STA Board meets on the second Wednesday of the month in the Suisun City Council Chambers at 6:00 pm. Mission Statement: "To improve the quality of life in Solano County by delivering transportation projects to ensure mobility, travel safety, and economic vitality." The STA was created in 1990 through a Joint Powers Agreement between the cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, Vallejo and the County of Solano to serve as the Congestion Management Agency for Solano. As the Congestion Management Agency (CMA) for the Solano area, the STA partners with various transportation and planning agencies, such as the Metropolitan Transportation Commission (MTC) and Caltrans District 4. The STA is responsible for countywide transportation planning, programming transportation funds, managing and providing transportation programs and services, delivering transportation projects, and setting transportation priorities. The STA uses an open and inclusive public involvement process through various committees made up of local elected officials, public works directors, transit operators, and interested citizens. JANUARY Pete Sanchez sworn in as STA Chair and Harry Price as Vice Chair for 2010. Hosted transportation briefing/project tour for newly-elected Congressman John Garamendi. Celebrated with the City of Vacaville the groundbreaking of the Vacaville Transportation Center.

FEBRUARY STA Board Members traveled to Sacramento to discuss State Budget for Solano County priority projects. Approved environmental documents for I-80 Eastbound Cordelia Truck Scales Relocation Project. Adopted the Solano Climate Action Strategy. Adopted the Solano Highways Operations Study. Approved $2.9 million funding allocation request from MTC in bridge toll funds for I-80 Interchange/Gordon Waterline utility relocations. SNCI launched new Vanpool Driver’s Incentive program.

APRIL Entered into funding agreements with City of Fairfield and Solano County for North Connector Project. Accepted the North Connector Phase 1 Project as complete. Entered into an agreement for environmental document preparation for the Redwood Parkway – Fairgrounds Drive Improvement Project. Approved MTC’s Local Streets and roads formula to distribute $9.5 million in Cycle 1 Block Grant funds in Solano County.

MAY STA’s Solano Napa Commuter Information (SNCI) program coordinated the Bike to Work Week campaign for Napa and Solano Counties with 1,100 participants and 19 energizer stations. Approved Two-Year Overall Work Plan for FY 2010-11 and 2011-12. Approved the Final Environmental Impact Report and Project Technical Report for Gordon Waterline Relocation Project. Approved the 2009 Intercity Transit Ridership Study Report. Adopted the 2030 Napa Solano Travel Demand Model. Held first meeting of Solano Senior and Disabled Transportation Advisory Committee. Approved $2.5 million in Cycle 1 Funding for Solano Countywide Bicycle Projects. JUNE Awarded construction contract for STA’s Gordon Waterline Relocation Project. Approved $1.4 million for FY 2010-11 and 2011-12 in Safe Routes to School Project Program Grant Funding. Celebrated with the City of Vallejo the groundbreaking of the Vallejo Ferry Parking Structure.

JULY Identified Alternative C and C-1 as the locally preferred alternative for the I-80/I-680/SR 12 Interchange Project. Successfully lobbied for the California Transportation Commission (CTC) approval of $24 million in Corridor Mobility Investment Account savings from the I-80 HOV project to remain on the I-80 corridor in Solano County. Obtained CTC approval of $2.4 million in design funds for the Jepson Parkway.

SEPTEMBER Adopted the SR 12 Rio Vista Preliminary Bridge Study. Approved the Commute Profile 2010 Study for Solano and Napa Counties. Approved entering into a Joint Powers Agreement with the Cities of Benicia and Vallejo to form Solano County Transit (SolTrans), consolidating Benicia and Vallejo Transit Services. Celebrated with the City of Fairfield, City of Vallejo and Solano County the reopening of McGary Road.

NOVEMBER Hosted 13th Annual STA Awards Ceremony at Joseph Nelson Community Center in Suisun City. Conducted 4th annual “Solano Commute Challenge” outreach campaign for Solano County employers, local businesses and employees to use transit, carpool, vanpool, bike, or walk to work; 46 major employers totaling 620 employees participated countywide. The County of Solano earned the title of “Outstanding Workplace” for the third year in a row, with 53 Commute Champions!

DECEMBER Approved the 2012 State Highway Operation and Protection Program (SHOPP) Solano County Priorities: Install Traffic Signal at SR 113/SR 12 Operational improvements to the SR 12/Church Road-Amerada Road Intersection City of Dixon SR 113 Pavement Rehabilitation Celebrated with Caltrans the completion of the SR 12 East Safety Project between Suisun City and SR 113. Received Annual unqualified audit report from independent auditor for the fifth consecutive year. Established a Local Preference Policy for STA services and contracts.
