Introduction Norfolk Public Schools (NPS) is pleased with our students’ achievement and progress this past school year. We have seen increases in English and Science, and will continue to plan and work towards an upward trajectory in all areas. We believe there is a correlation between the alignment of our curriculum, instructional delivery, assessment, and student achievement. Targeted professional development and focusing on quality lesson plans also contributed to student achievement. Some key areas NPS plans to focus on include: revising our K-12 literacy model, providing ongoing, targeted professional development, and building instructional leadership capacity.
English/Reading
Performance on English/reading tests improved two percent compared to last year, while the
state improved by one percent (Figure 1). The gap between the district and state closed from 15
percentage points in 2012-13 to nine last year.

Norfolk continued improvement for all grade levels, but declined by one percent for the End of Course Reading (Table 1). All grade-level and the EOC Reading experienced an increase from 2012-13. Figures 2, 3, 4, 5 and 6 detail passing percentages by school and grade level, as well as End of Course.

English/Writing Results
Overall, student performance on English/writing tests improved by two percentage points when
compared to the prior year, and by six percentage points when compared to the 2012-2013
school year (Figure 8).

Mathematics
The overall passing rate on all combined SOL mathematics tests remained unchanged from
last year, while the state passing rate increased one percent (Figure 9). The district
experienced 15 percentage point improvement since the 2012-2013 school year. Additionally,
the district’s gap (compared to the state) declined from 14 to eight percentage points.

The largest division-wide gain since 2014-15 was for grade six (Table 2), followed by Algebra II.
However, all other grade-levels, Algebra I and Geometry experienced a very small decline. All
subjects saw notable improvements since 2012-13.

The district has tracked with the state for the last four years (Figure 16). Norfolk closed the gap a
little last year, but the state experienced a small increase this year while the district experienced
a small overall decline.
