The Salvation Army National Social Services and Disaster Management Conference exists to celebrate, promote, shape and advance The Salvation Army’s expression of practical Christian response to human need. It provides a forum for officers and employees:

• to instruct in the theology, philosophy, technology, policies and standards of Salvation Army service.

• to inspire dedicated service in the spirit of Christ.

• to share ideas and resources representing the best of Salvation Army program and practice.

• to explore emerging issues and new technologies in human service, encouraging appropriate organizational response.

“Pure and lasting religion in the sight of God means that we must care for orphans and widows in their troubles.”

– James 1:27 (NLT)

In 1955, The Salvation Army of Kingston, Jamaica opened The Nest, a children’s home for abandoned, displaced, and orphaned girls. The facility, which was located five miles northwest of downtown, had a capacity of 22. However, in 1975, dormitories for boys were built and the capacity expanded to 45 (23 boys and 22 girls). In 1989, the facility was severely damaged by Hurricane Gilbert. Although repaired, many challenges still remained. The program provides a safe and loving environment for children, opportunity for academic pursuit and vocational training, basic life skills to equip children to become independent and self-sufficient, as well as a spiritual foundation of Christian truths and values. On average, approximately 90 children are cared for each year at The Nest, Kingston, Jamaica.

Commitment cards will be received at the conclusion of each plenary session, as well as at the conference office.

1.8 Relational Transformation: We Know It Works and We Can Prove It! (Camelia)Participants in this workshop will receive an overview of the Arrearage Case Management Program, funded by Consumers Energy to provide relationally based interventions to clients needing assistance with their utility bills. Documented results showed lives were changed through caring and thoughtful interventions of Salvation Army case managers.

1.9 When Helping Helps (Dogwood)The Salvation Army’s traditional service model (safety net, basic needs, and emergency assistance) is well known and has been impactful for over one hundred years in the USA and around the world. The presenter will introduce current models to alleviating poverty that when combined with the old paradigm may work better today than the old model of 100 years ago.

1.10 Creating a Culture of Outcomes Measurement: Showing What Works (Lily & Kahili)Once we have established outcomes and developed our program we can then measure and evaluate what we are doing to see if our programs are achieving what we set them up to achieve. This workshop will focus on how to illustrate the importance of Outcome Measurement and how it can enhance our programs to deliver better measureable results.

2.4 Theological Foundations for Ministering to Survivors in Crisis, Trauma, and Loss Emotional Spiritual Care in Disaster EDS Certificate Workshop B-1 (Narcissus)Have you ever wondered why people say hurtful things to people in crisis and grief? The presenter in this institute will encourage participants to develop a theology of suffering and to understand key biblical principles relating to pain and suffering essential to providing appropriate spiritual care.

2.5 Right Place, Right Stuff, Right Time: Comprehensive Resource Management EDS Certificate Workshop A-2 (Azalea & Begonia)Successful disaster relief operations depend on logistics and getting the right resource to the right place at the right time. This workshop will address the fine art of managing and acquiring resources, as well as potential pitfalls. Participants also will look at strategies for appropriately prioritizing and allocating resources when they are scarce.

2.6 Understanding Human Trafficking: Creating Healing Space for Survivors from a Trauma-Informed Perspective – 1 of 2 (Poinsettia & Quince)This institute will follow the process of trauma-informed care, from early childhood trauma, victimization and exploitation, through service delivery. Additionally, we will practice the application of Biblical principles to best practices in trauma-informed care, first presented by Dr. Rebecca (Becca) C. Johnson, Ph.D.

2.7 Worldview Leadership and Human Services (Camelia)This institute will focus on how to articulate a Christian worldview and its impact on human services practices. The presenter will lead the participants in a series of exercises that compare and contrast various worldviews and the practice implications for the human services professional.

2.8 Pathway of Hope – 1 of 2 (Orange Blossom) In this institute, the presenter will introduce the Pathway of Hope (POH) approach to providing targeting services to families with a desire to take action to break the cycle of crisis and create a path out of intergenerational poverty. POH intentionally builds a strong ethic of community support around Pathway families.

2.9 Preparing for Program Evaluation Using the Recently Revised National Social Service Standards – 1 of 2 (Lily & Kahili)This institute will orient participants to The Salvation Army’s National Social Service Standards with emphasis on the implementation of recent revisions. Participants will receive an overview of the Standards as well as led through exercises to develop a plan for preparing for program evaluation in their cities/sites.

2.10 PTSD Training: A Comprehensive Guide Empowering Staff – 1 of 2 (Dogwood)Participants in this workshop will be led in a series of exercises that outline the symptoms to watch for in persons suffering with PTSD.

2.11 Multi-Dimensional Aspects of Addiction and Recovery – 1 of 2 (Gardenia & Fuschia)This institute will explore the contributing factors that may lead to addiction and the complex nature of addiction and recovery. The objective is that participants will recognize and view addictive behavior with more empathy and less stigmatization, leading to more effective outcomes.

2.12 Bridging Social Services and Congregational Life (Hibiscus)This workshop will discuss the benefits of adding faith based and spiritual ministries to social services programs, particularly homeless shelters. Bridging social services and congregational life through chaplaincy and planned interactions between the Corps and Shelter members potentially benefitting both ministries.

Commissioners David and Barbara Jeffrey –

Commissioners David and Barbara Jeffrey took up their appointments at National Headquarters as National Commander and National President of Women’s Ministries, effective October 14, 2013, after having served as Territorial Commander and Territorial President of Women’s Ministries for The Salvation Army USA Southern Territory since August 1, 2011.

Commissioners Jeffrey served in The Salvation Army faithfully for many years and in a number of corps and administrative appointments. Divisional and Territorial appointments include Youth, Home League, Personnel, Program, and at the Evangeline Booth College. The Jeffreys also served as Divisional Commander and Director of Women’s Ministries for the Kentucky and Tennessee and Texas Divisions.

The Jeffreys were married in 1969 and have been blessed with two sons, one daughter-in-law, and three handsome grandsons.

Ms. Candy Hill – Catholic Charities USA

On May 1, 2013, Catholic Charities USA (CCUSA) introduced Ms. Candy Hill as Executive Vice President, Social Policy and External Affairs. Prior to the promotion, Ms. Hill was the Senior Vice President of Social Policy and Government Affairs.

Catholic Charities USA (CCUSA) is the national office for Catholic Charities agencies nationwide. Catholic Charities USA’s members provide help and create hope for more than 10 million people a year regardless of religious, social, or economic backgrounds.

“For nearly a decade Candy has led CCUSA’s efforts to serve as a voice for those most vulnerable among us in the halls of Capitol Hill in Washington DC. There is nobody more dedicated to social advocacy as a core component of the Catholic faith.” said CCUSA President Father Larry Snyder.

Prior to joining the Archdiocese, she worked for more than 25 years for the State of Michigan’s Department of Human Services, formerly the Family Independence Agency.

Mr. David Beckmann – President, Bread for the World

World Food Prize laureate David Beckmann is one of the foremost US advocates for hungry and poor people. Since 1991, Mr. Beckmann has been president of Bread for the World; he is also president of Bread for the World Institute. He founded and serves as president of the Alliance to End Hunger.

Bread for the World has worked with faith groups to maintain a “circle of protection” around programs focused on hungry and poor people in the US and worldwide. Prior to joining Bread, Mr. Beckmann worked at the World Bank for 15 years, overseeing large development projects and driving innovations to make the bank more effective in reducing poverty.

Mr. Beckmann has written many books and articles, including Transforming the Politics of Hunger and Grace at the Table: Ending Hunger in God’s World. His latest book is Exodus from Hunger: We are Called to Change the Politics of Hunger.

Mr. Beckmann earned degrees from Yale University, Christ Seminary, and the London School of Economics. He speaks Spanish.

The Honorable W. Craig Fugate – Administrator, Federal Emergency Management Agency-FEMA

Mr. Fugate began his emergency management career as a volunteer firefighter, Emergency Paramedic, and as a Lieutenant with the Alachua County Fire Rescue. Eventually, he moved from exclusive fire rescue operations to serving as the Emergency Manager for Alachua County in Gainesville, Florida. He spent a decade in that role until May 1997 when he was appointed Bureau Chief for Preparedness and Response for Federal Emergency Management Agency (FDEM).

W. Craig Fugate was confirmed by the US Senate and began his service as Administrator of the Federal Emergency Management Agency (FEMA) in May 2009. At FEMA, Mr. Fugate has promulgated the “whole community” approach to emergency management, emphasizing and improving collaboration with all levels of government (federal, tribal, state, and local) and external partners, including voluntary agencies, faith based organizations, the private sector and citizens.

Craig and his wife Sheree hail from Gainesville, Florida.

General André Cox and Commissioner Silvia Cox – International Leaders of The Salvation Army

General André Cox was born to European Salvation Army officer parents serving in Zimbabwe, whilst Commissioner Silvia was born to European Salvation Army officer parents serving in Argentina. Their international childhood hinted at a global ministry they have shared, subsequent to their marriage, as Salvation Army officers since 1979. With their three daughters, Myriam, Esther and Sarah, the Coxes have lived in Africa and Europe, latterly holding territorial leadership responsibilities in the Finland and Estonia, Southern Africa, and United Kingdom Territory with the Republic of Ireland territories. It was on 3 August 2013 that the then Chief of the Staff, André Cox, was elected the 20th General of The Salvation Army.

As international leaders of The Salvation Army, the Coxes encourage the diligent reading of Scripture, the highest ethical standards that truly reflect sound biblical stewardship, and authentic Christian witness in which belief and behaviour are indivisible thereby ensuring the grace and love of Jesus are wholly reflected in daily living.

The General and Commissioner Silvia testify to God’s generous provision throughout their lives which, in recent years, has included the great blessing of four delightful granddaughters, Rebecca, Lily, Leona and Wendy.

Sleeves Rolled Up Recipients

Rush Yelverton – USA Central Territory

Retired U.S. Army Colonel Rush Yelverton, a West Point graduate, has served as a Salvation Army disaster services volunteer for more than a decade. He is a servant, content to work behind the scenes, making coffee and sandwiches or shoveling mud from the home of a flood victim. Wherever there’s a need for comfort and aid to people in crisis, you will find him. In The Salvation Army, he is what we call the “ministry of presence.”

His leadership skills have made him an invaluable asset to the organization. Rush, in 2008, was installed as a member of the Indianapolis Advisory Board and currently serves as Chair of the EDS Committee as well as a member of the Executive Committee.

Rush’s dedication to the mission of The Salvation Army is clear and strong. With a humble spirit, he fulfills Jesus’ mandate to bring salt and light to a hurting world.

Renee Rawcliffe, LMSW – USA Eastern Territory

Renee Rawcliffe LMSW serves as the Field Education Coordinator for the Greater New York Emergency Services Department. Her position was created in 2011 with the intent to recruit, assign, and develop internships in partnership with various regional colleges and universities. Deeply committed to the value and benefit of “collaboration,” Renee has developed and maintains relationships with 13 universities, and to date, has placed 68 students who vary in their educational pursuits in emergency services, social services and Corps programs.

On average, the program provides 5,000 hours per semester of skilled labor, totaling more than 85,000 hours of unpaid labor since the initiative began. Many students remain as volunteers beyond their internships. To date, 15 interns have been hired in various full-time positions following their graduations.

Her work has dramatically empowered the Army to engage the “millennial generation.”

Midwest Food Bank – USA Southern Territory

The Midwest Food Bank is a faith based organization. Its mission is to alleviate hunger and poverty by gathering and distributing food donations to not-for-profits and disaster sites without cost to the recipients.

They have proven to be a positive asset in directly supporting The Salvation Army’s Emergency Disaster Services programs during numerous incidents. In 2005, during Hurricane Katrina, The Salvation Army and Midwest Food Bank first began to work “hand in hand” meeting the needs of others. In 2011, during the Tuscaloosa tornadoes, Mid West Food Bank delivered 21 trucks loaded with food. Most recently, during the Oklahoma tornadoes, the two organizations stood “side by side” caring for those devestated by spring storms.

A true partnership has developed; a win-win for both organizations and those we serve. David Keise, President and Founder of Midwest Food Bank, comments, “We are truly blessed to call them our partners.”

Sherry Manson – USA Western Territory

Sherry Manson has been a Salvation Army employee for more than eight years; since 2009, she has served as the Emergency Disaster Services and Services Extension Dirctor for the Intermountain Division. Her position requires that she provide oversight to more than 100 Service Extention Units throughout Colorado, Utah, Wyoming and Eastern Montanta. (She logs many miles on her car each year!) Additionally, she is directly responsible to support and encourage more than 300 disaster volunteers, as well as supervise the maintenance of 14 canteens.

In the past three years, the Intermountain Division has responded to over one hundred small and large disasters. In 2013, there were 5 major disasters, two major forest fires, and a near catastrophic flood. The result has been over 160,500 meals served and over 481,600 disaster worker hours.

The “gift of His presence” is evident through Sherry’s servant leadership. She is an inspiration to the Intermountain Disaster Team as they meet emotional, spiritual, and physical needs at these difficult times.

Ms. Doris Rhames – USA Central Territory

Ms. Doris Rhames serves as the Program Coordinator for Community Support – Mental Health of The Salvation Army Lied Renaissance Center in Omaha, Nebraska, a facility that provides broad and diverse expressions of programs. She exemplifies the very best in social work practice. Her outstanding insights, professional expertise, and relational skills have earned her the respect of colleagues, clients and community partners alike. She embraces the holistic ministry of addressing the emotional, psychological, physical, social and spiritual needs of her clients. Her low key, calming and attentive approach has been very effective in de-escalating many tense and potentially dangerous situations.

Since 1990, Doris has been a dedicated member of the team. Her outstanding insights, professional expertise, and relational skills have earned her the respect of colleagues, clients, and community partners. Her work at The Salvation Army is not a job; it’s her calling.

Ms. Diana Lopez – USA Eastern Territory

Diana Lopez has been an employee of The Salvation Army Greater New York Division for more than thirteen years. She has worked a variety of positions within the social services and disaster management departments. With insight and professional expertise, she has served as the catalyst in breaking down departmental walls to greater enhance program service delivery creating better outcomes for clients. She has been instrumental in melding the two departments into a cohesive interdepartmental collaboration – One Army, One Mission, One Message.

In addition, Diana directs the long term recovery efforts for 9/11, Hurricane Katrina, and Hurricane Sandy, she co-chairs the Disaster Case Management Committee for New York City and serves on the National Coordinated Assistance Network Advisory Committee. She is a certified trainer for Mental Health First Aid, equipping social workers and disaster responders with necessary skills to engage and have a positive impact on individuals and communities in crisis.

Ms. Kathy Ridings – USA Southern Territory

Kathy Ridings has served as the Social Services Director for The Salvation Army Austin Area Command of Austin, Texas since 1995. She is a highly motivated person who has provided leadership to advance the services of The Salvation Army. She has served as a community advocate through various collaborations and initiatives, particularly in the housing and homelessness sector which has resulted in expanded programming and additional resources.

Since 2003, Ms. Ridings has secured more than 17 million dollars in public and private funding and was instrumental in implementing two HUD demonstration projects, Rapid Rehousing and Veterans Homelessness Prevention, for the region.

In 2008, Interfaith Hospitality Network Foundation honored her with the “Community Gardner” award for her outstanding efforts. In 2012, she received from the city of Austin the “Distinguished Service Award” for her community involvement.

Ms. Linda Rich – USA Western Territory

Linda Rich is the Executive Director of the Family Treatment Services in Honolulu, Hawaii. She began her employment with The Salvation Army in 1992 as Clinical Director. For more than twenty one years, she has consistently moved the service delivery forward. She has led management and staff in an ongoing process of quality improvement. During her first five years on staff, she guided the program, from a non-accredited status to national accreditation, which it continues to maintain. The 2012 accreditation report from Commission on Accreditation of Rehabilitation Facilities (CARF) states, “The Salvation Army Family Treatment Services is managed by a highly experienced, dedicated and supportive executive director.”

Linda engages a talented management team, line staff, and Advisory Council in an ongoing process of creative thinking, strategic planning, and program development. Her ability to “think outside the box” and build community partnerships have significantly enhanced the program and achieve better outcomes for the families served.

Western Division, Durham Booth Manor – USA Central Territory

The Durham Booth Manor, which opened in 1997, offers 47 comfortable and affordable apartments for low income seniors. It is situated on The Salvation Army Lied Renaissance Center Campus in Omaha’s historic Bemis Park neighborhood. The facility faces a public park and is minutes from bus lines, shopping and dining facilities. Consistently, the program has received exemplary reviews for business practices, fiscal management, and HUD compliance. Most recently, the program received a score of 99% through the Territorial Program Evaluation. Residents and visitors comment on the family atmosphere that is apparent. Through monthly surveys, management solicits feedback from the residents; staff received a score of 4.9 out of a possible 5 points on a resident satisfactory survey. The Durham Booth Manor is a model program fulfilling the mission and ministry of The Salvation Army.

Northeast Ohio Division, Zelma George Family Shelter – USA Eastern Territory

The Zelma George Family Shelter provides emergency shelter for homeless women with children but accepts two parent families, married couples, and men with children. For more than 30 years, it has provided a safe and supportive living environment. The facility, which is located near downtown Cleveland, has a capacity of 110. Licensed social workers and a housing specialist provide a variety of supportive services to residents, including case management, counseling, life skills, and employment training. Children participate in an array of enrichment activities, including tutoring, youth clubs, and field trips. The program has a strong linkage to the New Hope Corps, which is located in the Harbor Light Complex, providing additional support and congregational life activities. More than 65% of families successfully complete the program. The Zelma George Family Shelter is a model program fulfilling the mission and ministry of The Salvation Army.

Austin Area Command, Austin Shelter for Women and Children – USA Southern Territory

The Austin Shelter for Women and Children is a comprehensive emergency shelter program for homeless women and children which is funded by the City of Austin and operated by The Salvation Army. The shelter, which opened in 2002, has a capacity of 60 beds, with 6 beds reserved for single women. The facility includes a licensed child care center for children 18 mo. to 4 years, 20 bedrooms, a full service kitchen, computer lab, and a community garden. The average client stay is 90 days. Via a trauma-informed service model and linkage to community resources, a highly qualified staff provides “warp-around” services to assist clients’ transition from crisis to stability. A high priority is placed on children’s services which include licensed child care, child and family therapy, and after-school tutoring. Clients receive follow-up case management services for 6 – 18 months after securing housing. The Austin Shelter for Women and Children is a model program fulfilling the mission and ministry of The Salvation Army.

Northwest Division, Sally’s House – USA Western Territory

Sally’s House, which opened in 2002, is an emergency shelter care facility for children 2 to 12 years of age who are removed from their homes due to abuse, neglect, abandonment or criminal activity. The 5,000 square-foot facility has five bedrooms with four beds in each, a dining room, a playroom, and a lounge. Sally’s House provides children a caring, nurturing, and safe environment; while the Department of Children and Family Services identify a relative or foster care placement. Children are allowed to stay up to 90 days; the average stay is 58 days. Since opening, the program has served more than 2,800 vulnerable children. A pre-school program for children under the age of 5 is provided on-site, while school age children are transported to their school of origin. During their stay, children participate in a variety of development opportunities, such as afterschool tutoring, field trips, children’s worship and other corps related activities. Sally’s House is a model program fulfilling the mission and ministry of The Salvation Army.
