PREFACE
Chamoli District was affected by flash floods mainly in Pindar and Alaknanda river valleys since
16th June 2013 due to heavy rainfall and cloudbursts. It caused widespread damages to roads
and bridges; approach roads to Shri Badrinath Dham were also washed away, leaving thousands
of pilgrims stranded, and devastating private and government infrastructures including houses,
schools, hospitals, anganwadi centers, crops and agricultural lands in several parts of district.
Government & Humanitarian agencies have assessed the situation of affected families and
extended their support in recovery & rehabilitation phase.
During first round of relief phase, government accessed situation and supported affected families
with food aid, medical assistance, necessary non-food items, temporary shelters, and winterized
kits; Health camps and psycho-social support were organized amidst challenging circumstances.
At the same time, various NGOs, corporate entities, humanitarian agencies, individuals and
groups extended their support and made all possible ways to bring affected families back to
normalcy. In Recovery and Rehabilitation phase NGOs, and Humanitarian agencies, have played
an important role to support vulnerable families; they have been supporting for rebuilding of
temporary and permanent houses, creating livelihood opportunities for affected families and
individuals, besides their involvement in distribution of relief materials, construction of public
infrastructure like schools, health centres, and providing healthcare support in remote and
inaccessible areas. Presently around 40 humanitarian agencies have been working in the district
from past few months and signed Memorandum of Understanding to the estimated tune of
Rs.6.02 Crores and some more agencies have made commitment of 12 crores to support in
rehabilitation work of Chamoli district.
The UNDMT Chamoli helped the district administration to coordinate the entire process of
recovery with inputs and data from District Magistrate, health, education, ICDS, District Disaster
Management Office, Social Welfare, MGNREGS, Food & Civil Supplies, PHED, District Rural
Development Authority / Cell, Agriculture dept., NGOs etc. The data formed the base for the
Social Sector Plan and then for meeting the needs identified in it and thereafter, through a
coordinated solution led by the district administration and the UNDMT through multiple meetings
at the district. The role of United Nations Disaster Management Team (UNDMT) was truly essential
to ensure a good Social Sector Plan and well-timed coordination between Government
departments and Humanitarian agencies for effective coordination of rehabilitation work. In
Chamoli district Mr. Tithal Parmar and Ms.Divya Gupta have worked throughout with the district
administration on behalf of the UNDMT. They have been very helpful in supporting Humanitarian
agencies and especially act as a one point contact person from District administration who
understands the language of NGO sector. They also helped the administration in developing and
executing the procedures for coordinating with the NGOs, Corporates and Trusts. In the process
they developed formats for various activities especially the Authorization Letters and MoUs.
Successful disaster recovery & rehabilitation strategies involve careful efforts to combine
knowledge, technology, expertise, institutional capacities, management skills, and practical
experience for optimum results, which would not be possible without proper collaboration
between the three key stakeholders: Government, Non Government Organization and affected
Community.

1. INTRODUCTION
Chamoli is the second largest revenue district of Uttarkhand with total population of 3.70 lacs
divided into six tehsils and nine blocks, it came into existence from 1972 out of the erstwhile
Garhwal district, and lies in the Central Himalya; it constitutes a part of the celebrated 'Kedar
Kshetra'. The District is surrounded by Uttarkashi in North-West, Pithoragarh in South-West, Almora in
South-East, Rudraprayag in South-West and Tehri Garhwal in West. The geographical area of the
District is around 8030 sq.kms. As the elevation of the district ranges from 800 mts. to 7200 mts
above sea level the climate of the district very largely depends on altitude. The winter season is
from about mid November to March. As most of the region is situated on the southern slops of the
outer Himalayas, monsoon currents can enter through the valley, the rainfall being heaviest in the
monsoon from June to September. Chamoli hosts a variety of destinations of pilgrim and tourists'
interest: Badrinath, Hemkund Sahib, Valley of Flowers and Auli. Chamoli also happened to be the
birthplace of "Chipko movement". Chamoli has proved itself to be "the most spectacular in its
natural assets--be it maintaining scenery, valley aspects, water-edges or floristic varieties.
Chamoli district has faced many small and big disasters; first devastating earthquake occurred on
8th Sept 1803 which weakened the economic and administrative set-up of Garhwal state and
second destructive major earthquake happened in the year 1999. The recent flash floods in
Pindar and Alaknanda River came on 16th
June 2013 due to heavy rainfall and
cloudbursts. It has severely affected five
blocks of Johsimath, Ghat, Narayanbagad,
Karnprayag and Tharali of Chamoli district.
Due to the impact 133 villages were worst
affected, 33 people lost their lives 61
persons are missing, 536 houses are
permanently damaged, 588 houses are
serverely damaged and 2057 houses are
partially damaged. 123 animal shelters are
damaged; 139 hectors of agricultural land
is affected; more than 50 % loss of
agriculture crops is reported for the year,
1018 livestock have been reportedly lost
and 69 shops and restaurants have been
irreparably damaged or destroyed.
Apart from roads and bridges, drinking
water supply tanks and pipe lines also have
damaged. Education of children was
severely affected because 46 primary
schools were completely and 109 partially were damaged. 7 upper primary schools are
completely damaged; total of 36 secondary & higher secondary schools and intermediate
colleges were affected, 8 private schools are completely damaged 19 ICDS centers were also
affected, out of which 17 are partially damaged and 2 are completely damaged. 205 schools
also are affected with lack of drinking water facilities. Livelihoods have been badly impacted as
most of the population depends mainly on agriculture and tourism.

2. THE SOCIAL SECTOR PLAN
The State Government invited the United Nations to organize an Emergency Needs Assessment
followed by a request to prepare Social Sector Plan (SSP) in the worst affected districts of
Uttarakhand; Chamoli district was one of them. It covered Health, Education, Food Security,
Livelihood and Shelter. By mid-August, the district had comprehensive SSP, which was prepared
with technical assistance from UNDMT and participation of the line departments in the district. The
SSPs quantified the recovery needs emerging out of the disaster impact as well as took note of
development deficit within various social sectors.
On 6 Sep 2013, the first coordination meeting of NGOs, Corporates and other Civil Society
partners was organized in an interface with district administration. The needs arising from various
social sectors were spelled out so that agencies can look at them from the broader perspective
of humanitarian intervention for recovery in the district. Over a period, more and more agencies
have joined hands with the government in rebuilding the district and have contributed immensely
to the recovery of the people.
3. STATUS OF SOCIAL STATUS RECOVERY
Social Sector Plan was very much useful to provide necessary information to humanitarian
agencies and Government departments to mobilize funds from different donor agencies. It also
helped to prepare department specific proposals which can also be shared with State office to
send demand letter to respective departments. It was shared with key stakeholders to choose
from the assessed needs from the Social Sector Plans based on individual and organizational
mandate. It helped to invite expression of interest from humanitarian agencies in the name of
district administration and reviewed further to allot needy and vulnerable areas for rehabilitation
work. Immediately to start the work, the district administration issued an “authorization letter and
later on MOU was signed to ensure accountability from both the sides, and to also build up the
level of confidence in executing the work.

Civil Society Partners with Government for
Institution Strengthening
Teams of AmeriCares consisting of doctors and pharmacists established health camps in the most heavily affected areas of Chamoli districts of Uttarakhand state. The team focused on treating patients with flood-related conditions such as malaria, cholera, typhoid fever, leptospirosis, hepatitis A and dengue fever, as well as skin infections that spread easily in contaminated floodwaters. Medicines were provided for people with chronic diseases who didn’t have access to their medications while they were displaced.
Honorable Minister of Medical Health and Family Welfare, Govt of Uttarakhand, honored AmeriCares India Foundation for its response to the catastrophic flooding in Uttarakhand during a ceremony in Rudraprayag on Nov. 30. Mr. Negi handed over relief supplies donated by AmeriCares to the Chief Medical Officers (CMO) of Chamoli during the ceremony and thanked local volunteers, ASHA Members and NGO partners for their work on the recent disaster. In response to the disaster, AmeriCares India had provided: Clean Delivery Kits, Baby Weighing Machines, Labour Tables, Khallis Pad, AMBU Bags, Incubators, ILRs, Vaccine Carriers and Winter Kits

Community Participation in Health Risk Management
Accredited social health activists (ASHA) are key link to public health services in villages. Shri
Bhubaneshwari Mahila Ashram (SBMA) has been implementing the District ASHA Resource
centre in Chamoli. It is conducting a cross-sectional study to determine the proportion of
women utilizing services of the ASHA (for pregnancy-related conditions). SBMA assessed the
knowledge, attitude, practices, hindrances and motivation factors among ASHAs regarding
pregnancy-related conditions. They also sought to determine the factors associated with the
utilization of ASHAs for pregnancy-related services.
Community level presence of SBMA could make systematic response to emergency situation.
The community participated in distribution of 300 non food items and ration kits to families of
Karnprayag and Gairsan block. SBMA distributed 740 families kits, 800 mother kits and 800 child
kits. It supported health departments in organizing health camps.
Presently in Chamoli district SBMA team has already established set up a district level
coordination mechanism through 9 block coordinators to strengthen community health
services, in close association with district health department and in direct contact with 620
ASHA workers.

GMR Foundation- UNDMT Coordinator chamoli visited
Pandukeshwar Village where discussion held with
one of field staff of GMR foundation which runs a
library and child recreation center in Pandukeswar
village, which is really good start of GMR foundation.
One dedicated place was there for children to read
good books, learn computer, play educational
games, and learn drawings & painting. Not only
learning it also provides psychological support to
bring them into normal life. In Pandukeswar village
the government school building has been declared
unfit for use and all children from the school have
been relocated to one room of GMR foundation
office. Tuition classes are being conducted for
students from Std. IX to XII in the Lambagarh village. Around 40 students take the tuition classes.
Making Places Safer for Children A critical
interventions taken up by Save the Children is the
support provided by setting up and running of 13
Child Friendly Spaces (CFS) in five blocks:
Joshimath, Dasholi, Pokhri, Narayanbagad and
Gairsan. 804 children of which 390 are females are able to access this facility, feel safe and be in the company of other children while their educational and psychological needs are supported. Save the
Children also has supported with education Kit for
identified children. The kit includes one back-pack
bag, one water bottle, 16 notebooks, 10 pens,
pencil, eraser, sharpener, and one umbrella. No
wonder the children love to go to school, and they feel cared and accepted!

During the relief phase lots of villages that were cut off from the main link roads, were provided
with free ration supply through Public Distribution system. District administration also suggested to
all the humanitarian agencies that relief materials should be distributed systematically and to
identify central point of village for distribution.
Primary livelihood activities in the district are agriculture and animal husbandry, and then jobs in
private and government sector, besides tourism based livelihood activities. In urban and semi-
urban areas, religious pilgrimages and tourism related industries or activities provide livelihood for
a large population. This disaster has badly hit the district’s economy, especially tourism, the largest
employment providing sector. It is very important to take as a priority, the livelihoods of disaster
affected populations and, where possible, protecting and developing them. This aspect has
been increasingly recognised and addressed by all key actors within the disaster recovery
processes.
Following is the status of livelihood sector in which government department and humanitarian
agencies played a very important role in re-establishment of livelihood of affected families and
improved food security.
There are 75,018 job card holders in the district, inclusive of 5070 card holders of the cluster of
most affected 32 villages. Further, several agencies promoted cash for work and streamlined with
the MNGREGA and went beyond in terms of covering activities that may not otherwise be
covered under MNGREGA.

Karuna Social Service Society (KSSS) plunged into action from 18th June, 2013 to assist the affected people of Chamoli District
through its sub- centre Mariya Ashram at Ghat and Jyoti Vidyalaya at Joshimath. KSS supported for following livelihood activities:

A Quicker Approach to Place the Affected Families in Temporary Homes to Ward Off Winter…
As the winter was approaching, everyone’s concern was how a humanitarian agency can
support the affected people with some kind of temporary shelter so that they can ward off the
winter, as they await the construction of a permanent home. Rishi Chaitanya Ashram worked with
the community and handed over 35 houses, tokens of
love, to the respective owners so that
they can once again build hope in their heart.
These were – Villages Devgram and Barginda in
Urgam Valley and Villages Sonali and Tefna in Karna
Prayag. It was not a matter of just providing aid in
cash or kind – it was much, much more. With the
overwhelming love and support of people from all
around the world, Rishi Chaitanya Trust pledged to
reconstruct 35 houses for suffering brethren and in the
process, rebuild lives, construct hopes and bring smiles
back amidst the tears. Construction work went on in full
swing and in a span of few days, houses were
completed and ready to be occupied.
NCPDP-TARN demonstrated model house for disaster prone
areas of chamoli district
Since the pressure was on affected people, humanitarian
agencies and government that the people move into
appropriate move in to midterm shelter. The pressure due to
the fact that the construction of permanent houses was
getting delayed even at four months after the disaster and
some families were not getting a place on rent closer to their
original place of settlement. Midterm shelter is something that
the house owner can dismantle after some time. NCPDP team
designed stone shelter and built it in such a way that people
can’t accept that it should /can be dismantled within a
couple of years since it is earthquake and cyclone resistant,
and is also spacious and comfortable. It does not feel like a shed, but feels like a house. This semi-
permanent house is built in two phases. In first phase people build low walls with locally available
stones and sometime later the roof can be raised and also the walls. They call it ASHIYANA.

The husband of Saraswati Devi, 37, Bansa village, died on 14 July 2013. He had also left four
children behind and all their 10 nali land was also destroyed. “I was totally shattered from my
husband’s death, but Jandesh helped me stand on my feet again,” says a thankful Devi. Really,
Jandesh swung into action promptly and moved to make her life a bit easier by helping provide
her assistance of Rs. 8,900 from the district administration, 5,000 from Step Trekkers, New Delhi and
Rs. 4,000 from Ekata Mahila Parishad, Bhikiasain. Besides coordinating this financial assistance,
Jandesh also arranged ration kits, tarpaulins, blankets and utensil kits. Casa has also provided an
assistance of 12 tin shades and Rs. 3,000 for the roof of their home. Jandesh has also
recommended her name for Widow Pension and Parivarik LabhYojana.

Building Back Better…with People’s Power
For Owner Driven Reconstruction Collaborative
(ODRC Members) Ahmedabad one of the key
focus areas was promoting planning initiatives in
hill town where increasing urbanization is leading
to densification of settlement in haphazard
manner increasing their vulnerability manifold.
District Administration of Chamoli and Municipality
of Karnaprayag were keen to initiate disaster
mitigation planning in the town of Karnaprayag.
After initial reconnaissance along with town
officials, need for base maps was identified for
understanding land use and vulnerable areas
Mapping is one of the key tools for planning.
Also there was need of assessment of
sectoral planning needs. Towards this, a
daylong meeting of district and town
officials from various departments was
facilitated by ODRC with support from
UNDMT on December 25, 2013. All the
ongoing projects in the town were shared
and discussed and the need for disaster
mitigation planning was emphasized.
In December, an exercise to prepare base
map of Karnaprayag by reconciling revenue
maps with satellite image was undertaken.
Two maps are prepared – a base map and
the second one are depicting land use of the area encompassed in the town. These maps are
geo referenced. The mapping process started with identification of landmarks, roads and key
buildings. The land use map was made based on field observations, and available revenue maps.
This land use map would help understand the town structure in terms of usage and it's relation
with geography and therefore, extent of vulnerability. As the next step, a town level workshop is
planned with officials and key citizens to share and ratify the base map, land use plan and
sensitive zone map.

4. STORIES FROM THE DISTRICT
Stitching back the life for better future
Ghat block is one of the remote areas of district Chamoli,
Uttarakhand. Smt. Deveshwari Devi, W/o Shri Prem Singh lives in
Baron Village of Ghat block, comes from general caste and has
studied up to 5th standard. Baron village comes under
Mokhtalla gram panchayat which is 10 km far away from Ghat
town. During flash floods she lost a 10 Nali agriculture land,
which was the main source of income for her family
In August 2013 Udyogini initiated livelihood restoration program
for disaster affected families. During cluster mapping exercise
she has shown keen interest in knitting enterprises. To restore
livelihoods of the affected community, Udyogini had established
a training centre for the affected community under Intel
supported program, Smt Deveshwari Devi attended the training
program and after that established her own knitting enterprise.
She learned the knitting in hand knitting machines and
producing good sweaters and caps. Udyogini had provided
one hand knitting machine to Deveshwari Devi on 50% cost.
Now she knows all skills about knitting and produces various woolen items from hand knitting
machine; she produces 30 to 40 woolen items per month. The production had continued over last
2 and 3 month. The production cost of one sweater is only Rs. 230 to 250 per piece and it is sold in
the market on an average at 350 to 400 per piece. It was clear that this enterprise provides a
profit of Rs. 6000/- per month.
She becomes ideal for the villagers for her hard work and dedication. She had earns too much to
repay all installment of her machine, now she is earning a good profit from her knitting enterprise,
also providing training to the other member of the village and now her total monthly income is Rs
9000. Credit has always been one of the essential elements towards the success of the enterprise.
The enterprise had helped Deveshawari Devi towards increasing their family income and helped
her to create some assets like, hand flat machine etc. with the help of social networking in the
form of communications with different customers at different locations these entrepreneurs have
able to build a brand name of their products, and ultimately helped to improve their livelihood
and dependency on others.
Value of Retrofitting – Reducing Structural
Vulnerabilities
In a collaboration between NCPDP & TARN (both
ODRC members), they made an invaluable
contribution to Chamoli district by demonstrating
first model school of repairing & retrofitting of a public infrastructure in the region.
Government Primary School, Subhashnagar
Gopeshwar, Chamoli district was damaged in 1999

earthquake which worsened after the 2013 incessant rains. The classrooms had developed wide
cracks and the water seeped through the crevices making the structure dangerous for students.
In event of a natural calamity the structure would have very low probability of survival. The
conventional option was to demolish the structure and build a new school building, which would
have cost the exchequer approx Rs. 30 lakhs and couple of years from planning to execution. The
National Centre for People Action for Disaster Preparedness (NCPADP) along with its local partner
Technology and Research Network (TARN), Dehradun suggested the seismic retrofitting option to
the district administration. This entailed virtually
stitching up the cracks and tie the building
together so that it gained strength and behaved
as a single unit to an earthquake amplitude
thereby minimizing probability of damage or
collapse. A lot of civil engineering was involved
including putting of seismic belts, vertical
reinforcements, encasement of opening, roof
anchor, grouting etc. The outcome was a
structure as good as new with attendant
earthquake proof features. It took 4 weeks to
accomplish the work with a cost of Rs. 6 lakhs, just
20% of what it would have cost to demolish and
build a new building. The retrofitting initiative was
funded by the Bombay Chartered Accountants Society & Bombay Chartered Accountants
Society Foundation. Leading the team was Shri Rajendra Desai, an alumnus of IIT Bombay and
Rutgers University, who has done path-breaking work in retrofitting of natural disaster-damaged
houses in Gujarat, Uttarakhand, Kashmir and Latur for which he recently got the prestigious
HUDCO award. Shri Desai personally supervised most of the retrofitting work of the school building,
hats off to his commitment. The Subhashnagar experiment brings to forth the advantages of
seismic retrofitting of public buildings especially those damaged in disasters – it is low cost, quick,
the technology is transferable and has low carbon footprint.
Corporate and Civil Society assistance for the flood affected areas of Uttarakhand has brought in
a number of promising practices from all across the country into the State, retrofitting of
damaged buildings is one of them.

5. RECOMMENDATIONS
Following are some of the recommendations to be considered on a priority for strengthening disaster response and rehabilitation work in Chamoli District.
Awareness and Training on Disaster preparedness:
It has been observed that the local population must be sensitized and trained to face any
recurrence of such disasters in such geologically hazard prone areas. Many community based
organizations are working in disaster affected areas in different capacities to help communities
cope with it; but there is also a need to sensitize the communities on the causes of disaster and
preparedness for the same.
Involving children in discussion of Disaster management is essential because the children are
agents of change and they recognize the wider dimensions and complexities of risk reduction.
Efforts should be made to involve children in the disaster management processes. Children can
play an important role as informants within the community in disseminating information and raising
awareness in the communities. Children also recognize environmental hazards alongside social
and economic threats and are able to understand the more complex interplay between hazards and vulnerabilities, if they are adequately made aware.
Setting up of Community Resource Centre:
Community Resource Centre, which can also function as local Disaster Resource Center, should
be set up in all the disaster affected areas at cluster level because many villages are very
scattered and inaccessible due to bad road and hill areas. 15 villages of Urgam valley in
Joshimath block are usually totally cut off from main road is one example. Such centres should be
placed in similar remote location/ building where community people have equal access. It is
better to set it up in or close to a public building like Panchayat office, schools, etc. Community
level committee may be formed to manage these resource centres. Procurement and
stockpiling of relief materials, Search & Rescue materials etc. can be managed by community
itself. Local youth groups and volunteers can be engaged at least for first few months for
facilitating the centres.
Third party assessment of Recovery & Rehabilitation Work
The Uttarakhand Government is committed to ensure the safety and well-being of its people and
recognizes the necessity to continuously improve disaster risk reduction and management within
the State & districts. District Administration is looking for support in conducting third party
assessment of recovery & rehabilitation work carried out in Chamoli. Following are the specific
objectives expected to be met.
� To assess the barriers to GO-NGO collaboration
� Review current approaches to recovery & rehabilitation and suggest key steps needed for
stronger GO-NGO Collaboration for DM and Recovery
� Identification of gaps to strengthen Govt’s Response with Sector-focused Initiatives - in the
present situation and for future events
� Suggest steps to strengthen Community-Based Disaster Risk Reduction

This report will be a forward looking report incorporating a post-disaster recovery & rehabilitation
framework that proposes immediate measures of ‘building-back-smarter’ to improve the
resilience of the district’s infrastructure and vulnerable communities.
Child Protection and Gender Mainstreaming issues:
There are possibilities of increase in child trafficking in the region. Community in general and
children in particular should be sensitized on the issue. It is an utmost priority of district to set up
child help line in the disaster affected villages after forming village level child protection
committee, sensitization of project staff and CBO members. Civil society participation in child protection and gender mainstreaming is essential and required in the district.
Integrated Livelihood Strategy:
The land and livelihood of the local communities have been seriously hit by the disaster. It is
required to design and roll out district specific livelihood strategy after integrating with government flagship programmes like MGNREGS & NRLM for restoring sustainable livelihood.
