1. Introduction
1. Afghanistan is a net energy importer. While indigenous renewable energy and fossil
fuels resources exist, these need to be developed. By 2032, the power demand in

Afghanistan is forecast to reach 3,500 MW and electric consumption to touch 18,400 GWh,
and meeting this demand requires development of all viable import and local generation.
2. The Asian Development Bank (ADB) has been supporting Afghanistan’s energy sector since 2001 and is the largest on-budget development partner of the Government of
Afghanistan.
3. Energy Sector Development Investment Program (ESIIP) is being implemented in
Afghanistan through financing from Asian Development Bank (ADB) under a Multi-tranche
Financial Facility (MFF) that has been divided into a number of tranches or groups of
subprojects. Each of the program’s tranches constitutes a project which, in turn, has been divided into several subprojects involving the construction of the power transmission,
substation and distribution projects. The 500 kV Sheberghan – Dasht-e-Alwan
Transmission Line (TL) a sub-project under Tranche-1 of the MFF-II.
4. The construction of 500 kV Sheberghan – Dasht- TL a sub-project of the Project is part of the donor assisted development of the North East Power System (NEPS) enables power import from Tajikistan and Uzbekistan to Afghanistan. 5. The subject TL in its total length of 304.31 km is crossing through four provinces
(Jawzjan, Balkh, Samangan and Baghlan) of the northern region of Afghanistan. Each
province is designated as a section where sub-sections with LAR and non-LAR affected
areas are identified in Tables 1 & 2 below. The 500 kV Sheberghan – Dasht-e-Alwan TL is
containing a total of 775 various types of towers in its total length of 304.31 km (crossing 4
provinces). Out of 775 towers, 305 towers’ foundations will be constructed in Balkh province
(Section-2) of the TL. As per the detailed design (final plan and profile), 119.97 km of this
TL is crossing through Balkh, Nehr-i-Shahi, Khulm districts of Balkh province. The non-LAR
and LAR affected sub-sections with the borderlines and coordinates for each sub-section
are shown in Table 1, Annex 2 and Annex 3 respectively.

6. A team comprising Site Engineer and Social Safeguard/Resettlement Team form
DABS conducted a joint field review of the 500 kV Sheberghan – Dasht-e-Alwan
transmission line during June 2019 – January 2020 and still continuing. According to the
site visit results, it was found that 60.38 km sub-sections out of the total 119.97 km of
Section-2 (Balkh province) of the transmission line towers’ foundation identified as non-
LAR impact area in this province (Section-2). The required land for the towers’ foundations of Sub-sections 3, 6, 8 and 10 of Section-2 (Balkh province) is entirely government owned
land (Annex 2, Figures 1-9). This non-LAR impact sub-sections have been verified,
confirmed by the Land Identification, Verification and Valuation Committee (LIVVC) and
provincial MUDL (Annex 1).

7. The survey of the LVCC confirmed that 10.68 km of sub-sections area, out of the total
119.97 km length of Section-2, which have been also certified by the provincial government,
identified as LAR impact area (Figures 10-14 and Annex 3). The sub-sections numbers are
determined as 2, 5, 7 and 9.

8. The 48.91 km out of 119.97 km of Section-2 of the TL (sub-sections 1 and 4 as
described in Table 1 above) area has yet to be identified by the LIVVC (Figures 15-18,
Annex 4). This segment of the TL will consider LAR or non-LAR area once the land
identification and verification is finalized by the LIVVC. Security issues have been
affected/delayed the land identification and verification process.

9. The total non-LAR affected sub-sections (60.38 km) of the transmission line towers’ foundation are located in barren land with no irrigation facilities and no crops are cultivated
on these pieces of lands. Similarly, there are no trees on these pieces of land (Figures 1-
9). Any residential or other structures were also not found/observed on these lands. The
residential area is located at the distance of 1-2 km from the TL corridor or RoW - the
construction activities, within the Non-LAR affected sub-sections, and flux generated
around the line do not impact the residential areas, people and daily activities of the people
living in the villages related to the districts stated in Annex 2, 3 and 4 within the stated
distance from the TL. As such, the land is free from any LAR impact. It was observed that
activities relating to construction and erection of towers have not been started as yet at the
site.
10. The Da Afghanistan Breshna Sherkat (DABS - Afghanistan Electricity Corporation),
established as an independent and autonomous corporation for the generation, import,
transmission and distribution of power across the country, is responsible as the
Implementation agency (IA) to implement the Project through its Program Management
Office (PMO), supported by a Program Management and Project Implementation
Consultants (PMPIC). The PMPIC team and Social Safeguard employees of DABS
composed of 4 nationals who were mobilized to site and are closely working with LIVVC,
Local DABS, provincial and district government officials, elders of villages, Shura, to find
out if there is temporary and permanent impact, impact, land acquisition and
physical/economic displacement due to construction of the TL. The third party monitor,
whenever hired, will monitor sectional approach and make sure that the contractor does
not encroach into LAR sections or other than any section/sub-section for which NTP has
not been given by DABS. The third party monitor will be mobilized in June 2020.
11. The PMPIC with the support of CSC will monitor construction activities, by utilizing its
site engineers and social safeguard experts, in Non-LAR areas and report to DABS and
ADB bi-weekly bases until the third party monitoring firm is contracted and mobilized to the
relevant sites. The project management action plan on monitoring project management
arrangements on DDR sections is attached as Annex 5. The CSC resettlement staff under
supervision of CSC will be mobilized no later than 4th of June 2020 (Table 3).

12. As pre the detailed design, the total length of 500 kV Sheberghan – Dasht-e-Alwan TL
is 304.31 km which is divided into four sections on province bases (Jawzjan-Section 1,
Balkh-Section 2, Samangan-Section 3 and Baghlan-Section 4). LARP and DDR are
prepared for each section (province) of the TL. LARP will be finalized, details provided in
Annex 5, for the LAR affected areas covering land acquisition, physical/economic
displacement, crops, trees and other temporary and permanent impacts. Affected lands, to
be required for acquisition, are identified and verified by the LIVVC established at the
provincial level. As per the project contract, the census combined with socioeconomic
survey is being carried out by the contractor social and resettlement team with the
supervision of PMPIC for the purpose of estimating the LAR impacts of the project
interventions and preparation of LARP.
13. The LIVVC identified non-LAR and LAR affected land plots/area of 159 and 31 towers
locations respectively of the total 305 towers’ foundation land plots in total 119.97 km of
this section of the TL crossing through Balkh, Nehre-Shahi, Khulm districts of Balkh
province (Section22). The LIVVC with the support of resettlement/social safeguard team
has been working at the site to finalize the land identification of the remaining 115 towers’ foundation land (sub-section 1 and 4) located in 48.91 km of Section-2. Out of the identified
towers’ foundation, 159 towers’ foundation (sub-sections no 3, 6, 8 and 10) and 31 towers’ foundation located in the government own and privately owned land respectively (Annex 2
and Annex 3). LARP will be prepared and submitted to ADB consent for 31 towers’ foundation (sub-sections no. 2, 5, 7 and 9) of 10.68 km out the total 119.97 km of Section-
2 (Balkh province), plus other towers’ foundation land that are under identification process,
of the TL that might have LAR impact on the privately owned land, assets/property and
economic activities of APs.
14. The data collected for preparation of this DDR showing that the LIVVC along with the
resettlement/social safeguard team surveyed/visited 71.06 km of Section-2 and identified
60.38 km as Non-LAR and 10.68 km as LAR affected areas respectively. The 48.91 km of
this Section-2 yet to be identified.

15. This DDR is prepared for sub-sections at the length of 60.38 km surveyed/identified
route (Non-LAR sub-sections no. 3, 6, 8 and 10) of the TL containing 159 towers. There is
no livelihood activity and all land belong to state on the entire non-LAR impact area, GPS
coordinates (Annex 2). The Non-LAR sub-sections of the TL are passing through the barren
land - no irrigation facilities and crops are cultivated on the said sub-sections of the land
(Figure 1-9). Similarly, there are no trees on these towers’ foundation pieces of the government owned land. Any residential or other structures were also not found on these
plots of land. As such, the land is free from any LAR impact or activities (Annex 2 and 3).
16. The Project Implementing Agency (IA) and Employer is Da Afghanistan Breshna
Sherkat (DABS). DABS established Environmental and Social Safeguard Unit (ESSU)
within the structure of PMO a few months ago. The ESSU work closely with the Contractor
and mainly with the PMPIC in preparation of DDR, LARP, SMR, LARP implementation,
compliance reports and environmental relevant reports. The ESSU (Annex 6) staff work
with LIVVC, provincial government, community Shura, and CDC in implementation of LARP
and project compliance. The ESSU field staff also work thoroughly with the provincial
governments’ designated LIVVC in identification of affected lands or permanent losses,
assessment of all damage and losses and valuation of compensation. The ESSU with the
support of PMPIC assures temporary and permanent compensation to the AHs and work
with the GRC in handling grievances of APs, if any.
2. Scope of Due Diligence Report (DDR)
17. This Power Transmission line Project in Afghanistan has been classified as an IR
Category B project in accordance with ADB Safeguards Policy Statement 2009. This DDR
relates to the non-LAR affected area of the subject 500 kV transmission line. The DDR area
(Non-LAR affected area) is defined where all the civil work and other construction related
activities in connection to towers’ foundation, structuring and installation of towers, overhead wire stringing are taken place in the government owned lands - and these
activities should not have impact on the livelihood, structures, crops, economic activities,
land and other properties/assets of the people living in the area where the transmission line
will be crossing through. This DDR has been prepared by DABS to substantiate that the
land required for the towers’ foundation of this section of the TL is the government owned land department and there is no physical and economic displacement of the people in this
area. The non-LAR affected area (sub-sections) are clearly defined in Table 1 above and
Annex 2 with GPS coordinates.
3. Rationale for the Due Diligence Report
18. The investment program, including its Tranches 1 - 6 have been categorized as
Involuntary Resettlement (IR) Category B with insignificant LAR impacts and all other
subsequent tranches are also expected to be IR category B. Following ADB’s Safeguard Policy Statement (SPS 2009), and the Afghanistan’s amended Land Acquisition Law, the
LARF was initially prepared by DABS in October 2015 to guide the preparation of LARPs
for subprojects and mitigate any impacts, should they arise. It was further updated in
October 2017-18. The latest update was done in October 2019 to apply sectional project
site handover approach, where upon availability of final project design, LAR impact and

non-LAR impact areas will be identified based on sectional due diligence reports (DDRs)
and sectional implementation ready LARPs. The LARF updated in October 2109 applies to
all subprojects of this MFF.
19. Based on the ADB Safeguards Policy Statement (SPS) 2009 and the provisions of
updated version (dated October 2019) of Land Acquisition and Resettlement Framework
(LARF) for the ESIIP, Tranche 1-6. If there are no land acquisition and resettlement
impacts, a Due Diligence Report (DDR) is required. To comply with the requirement of
Afghanistan Land Acquisition Law (LAL) and relevant procedures for linear projects,
updated LARF and ADB SPS 2009, this DDR for Section-2 (Balkh province) of 500 kV
Sheberghan – Dasht-e-Alwan transmission line has been prepared by DABS to provide
information on presence of any no LAR impact in connection to the construction of
transmission line.
4. Project Description
20. The Sheberghan – Dasht-e-Alwan 500 kV TL is the continuity of 500 kV Aqina –
Sheberghan 500 kV transmission line that will be energized by Turkmenistan power grid
and will carry imported power from the said country for enhancing power capacity and/or
covering power shortages of North East Power System particularly in the capital (Kabul) of
Afghanistan and its neighboring provinces. This TL will be jointed/connected with the 500
kV Dasht-e-Alwan – Arghandi TL (North-South Power project) at Baghlan (Dasht-e-Alwan
substation).
21. The expected project-level impacts of this 500 kV TL are to (i) Increasing electrical
energy supply to NEPS and even South East Power System and provinces in north of
Afghanistan resulting in improvement of livelihood, education, economic growth and
industrial development, (ii) enhance energy security in the said power grid (systems), and
(iii) increase further private sector participation in industrial and commercial business.
22. The sub-projects in total are expected to increase the power transmission capacity on
the North-South route which conveys power from imports and domestic power plants in the
north to the load centers at the southern end of the transmission line.
23. This TL is consisted of the following construction works and technical details:
I. Excavation, construction, backfilling around 4 legs, and compaction around
legs of foundations.
II. Structuring of towers at the site

Since there is no vegetation, trees, building, street lamps, playground and sports areas, in the Non-LAR impact area, the clearance criteria is well considered. ROW corridor for this TL is 60 meter i.e, 30 meters from or either side of the TL centre line.
5. Location of Sub-Project
25. The subject TL is crossing through four provinces (Jawzjan, Balkh, Samangan and
Baghlan) of the northern region of Afghanistan. This particular/identified DDR area of the
TL is crossing through Nehre-Shahi and Khulm district and of Balkh province. Balkh
province is situated in the eastern part of the northern region of Afghanistan bordering with
Uzbekistan and Tajikistan in the North, Samangan provinces in the South, Kunduz province
in the East, and Sari-Pol and Jawzjan provinces in West. This province covers an area of
16,186 km². Khulm is one of the Balkh province districts located in the neighbourhood of
Samangan province. The 71.06 km route of the TL surveyed/identified by LIVVC in order
to identify/clarify and/or differentiate LAR and non-LAR impact areas of the TL crossing
through Balkh, Nehre-Shahi and Khulm districts of Balkh province (Section-2) and
continuing towards , Samangan and Dast-e-Alwan 500/220 kV substation located in
Baghlan province. The below figure is indicating geographical location of Balkh province

26. Institutional Support: The construction of this TL and its management within the life
cycle of the project by the PMPIC will also provide project management and implementation
support for Da Afghanistan Breshna Sherkat (DABS) and tis institutional capacity will be
further enhanced.
27. The project will be implemented by the DABS as the Implementing agency (IA) through
its Program Management Office (PMO) and supported by a Program Management and
Project Implementation Consultants (PMPIC) for the project as planned.
6. Legal and Policy Framework
28. The legal and policy framework through which resettlement impacts are mitigated
under the project and particularly the project will follow the Afghanistan Land Acquisition
Law and procedure/guideline for linear projects and ADB’s Safeguards Policy Statement,
2009. The Land law of Afghanistan confirms that government lands are regulated by MUDL
and that public welfare projects on government lands must be approved by MUDL. Once of
the article of the Law on Land Acquisition allows the transfer of government owned
properties for the implementation of projects of public interest as well as allowing
implementation of urban master plans and all other plans for projects of public interest.
7. Methodology
29. The methodology applied in preparation of the DDR for this project is enumerated as
follows:
i. The scope of the project was studied including the technical details of the project by
reviewing the Detailed Design (final plan and profile) Report prepared for the project
and had discussions with the team leader, PMO officers, and the relevant members
of the team. The final plan and profile of the project was prepared and submitted to
DABS and eventually approved on 4 November 2019. The plan and profile are
composed of the final rout of the line with GPS locations of the towers’ foundation.
ii. Field visits were made from June 2019 to January 2020, and still continuing, to
ascertain the impacts due to resettlement and it was understood no livelihood activity
in the project area/corridor and confirm with relevant authorities and communities on
state ownership of the land required for reviewed section of the TL.
iii. Committee with local authority members was , based on the request of Land
Department and instruction dated July 31, 2019 of Balkh Governor, for due diligence
of this Non-LAR impact sub-sections. The Due diligence surveys included the field
visit and discussion with the relevant local organizations and collecting information
and/or records on land ownership which have been concurred by various provincial
government organizations as a committee and eventually certified by the respected
governor’s office (Annex 1).
iv. Above listed activities with Committee were followed by a detailed public consultation
to inform the public and/or stakeholders on the project components and to ascertain if
there are any social impacts. A number of consultation meetings were conducted
after designation of LIVVC on 31 July 2019. Safeguards/resettlement team and the

committee organized consultations with people living in nearby villages (all at least 1-
2 km away from the non-LAR sub-sections of the TL). During consultations and with
villagers, DABS confirmed absence of any livelihood activities and state ownership of
the land under this DDR TL section.
v. This DDR was then prepared by assimilating the detailed design report, findings of
the field visits, and discussions with relevant government officials and
information/documents collected/gathered during public consultation as per ADB
requirements.
8. Fieldwork - Surveys and Public Consultations
8.1. Field visits
30. An initial field visit was carried out and the resettlement screening and indigenous
people screening was done (Table 4). Since there were no LAR impacts, DDR sub-sections
3, 6, 8 and 10 covering 60.38 km out of 71.06 km identified/surveyed route of the TL
alignment or out of the total 119.97 km of this section crossing through Balkh province
districts; the study was continued for a due diligence with further field visits and public
consultations. The identification of the LAR and Non-LAR affected area is still continuing
for the sub-sections 1 and 4 that yet to be identified of impact(s).

31. The project team visited the areas where the proposed project is to be implemented.
The team visited the full sub-sections (2, 3, 5, 6, 7, 8, 9 and 10) alignment of the proposed
transmission line to ascertain the present land ownership and use and need for further
surveys and consultations. Documents approving the implementation of the project from
the concerned authorities were also collected during the field visit. The project staff visited
the Balkh province governor office, Department of land (MUDL), Department of agriculture,
Department of irrigation, Department of Land, local DABS, Municipality and other
departments at the provincial and relevant districts governors to obtain a copy of the
consent over the construction of the transmission line. The consent letter and no objection
letter along with relevant Land Department forms were collected from the Land Department
in collaboration with all these departments and attached the copy of the same is enclosed
vide Annex 1. Full attention was paid during the field visits to the potential issues related
the construction of the transmission line and the ownership of lands. Since Non-LAR sub-
sections of the TL construction will be done in the government owned land which belongs
to MUDL (land department), the approval letter for the construction in the government land
was also collected from the governor office under whose jurisdiction the project areas lies
during the field inspections. A copy of the mentioned letter is attached as Annex 1.
9. Stakeholder and/or Public Consultations
32. The Governor of Balkh province assigned, based on the DABS official request, the
land identification committee (Table no. 5) to conduct meetings and consult with all relevant
departments including the relevant district(s) where the TL is crossing through for land
identification to verify whether the land to be used by the above mentioned sections of the
TL are government or privately owned land. The public consultation will be carried out until
the Detailed Measurement Survey and Census complete, LARP prepared and

implemented, and compliance report is submitted. The summery of records of public
consultation will be part of the LARP implementation compliance report. The consultation
meetings (Figure 20) were carried out with the relevant governmental department in relation
to the land ownership of the stated section of the TL at the provincial level and district level.
The designated committee reported and certify that the land where the DDR Section of the
TL is crossing through is government owned land. The designated committee (LIVVC) also
confirmed to conduct survey and visits to the area that its identification process is pending
due to some minor security issues that will be resolved soon. The designated committee
identified and confirmed the government owned land to DABS through the attached latter
collectively signed by the committee members and certified by the governor office (Annex
1).

33. During field visit and consultation, the representatives from different provincial
departments were briefed regarding the aim of the project and its impact on the livelihood,
health and education of Balkh and other provinces residents taking benefit of the electrical
energy carrying by this TL as well as industry enhancement by suppling reliable electrical
energy subsequent to completion of this TL. The representatives confirmed, during
discussion, that the pieces of land allocated for the identified towers’ foundation for construction of the 500 kV Sheberghan – Doshti-e-Alwan (Section-2, Balkh province) TL
was never planned for other development activities and it’s free from heritages and never
used as agricultural land because of its location on the hill or mostly mountainous areas.
34. The respected communities living at the vicinity for faraway from the route of the
subject TL were met during site visits and found that they do not have issue with the
construction of the TL even they are pleased to have reliable electrical energy and their
homes will be lighted with reliable power once the construction of TL is completed and
energized. The people who were met also confirmed that some portion of the TL crosses
through barren areas owned by government and the land was never used in the past for
any purposes. The people met were also briefed regarding the project and its benefits to
population of the province. The attendance sheet with the pictures of one of the meetings
held on 20 January 2020 is attached (Figures 21 to 23).
35. In this respect, a series (during the land identification and verification processes,
consultation meetings were conducted and held with the people of the affected village every
week in order to complete the long identification and verification process – the team had
numerous meetings during the process) of consultations were made through assistance of
the local government authorities, at the provincial and district level, and concerned
stakeholders regarding land identification and verification of land. The consultant Social
Safeguard & LARP (SS-LARP) resettlement team visited to site in June 2019 – January
2020 and still continuing. The team only provided record of one meeting as a sample which

was held on 29 January 2020 and can be consider sufficient for this report. The consultation
meeting included scoping sessions with stakeholders and focused group discussions with
local communities as shown in the bellow figures.

36. The NGOs in the area are active mainly in the water and sanitation sector, in health
care, education, women‘s empowerment, agricultural development, human rights, child
care, socio-economic development, cultural and community development. Most are run by
local politicians. They can be more involved in development works but most of them are
based in the city itself with limited access to the districts.
37. Local government, local electricity department, and the Departments for Women’s Issues at provincial level are quite active and it would be possible to involve them in
supporting the project.
38. Local units of DABS and the Ministry of Energy and Water are the overall responsible
organizations for all electricity-related issues: planning, development and operation of the
existing properties. They are also key players when addressing supply issues and conflicts.
39. In general, when it comes to the impacts of the project the primary stakeholders are
the people in the provinces which are affected in different ways according to the type of
losses to be expected and by the construction works themselves. This section of the TL
project does not have negative impact on the people living at a certain distance from the
TL corridor other than they would be hired as unskilled labor for civil work and get benefit
of it.
40. During the field survey, various meetings were held with regional and local
stakeholders. The meetings focused on the collection of information regarding the socio-
economic conditions in the wider areas of the planned line corridor. At the same time,
information on the project was provided to those stakeholders who, until that point, had not
been informed.
41. People living across the corridor of the line relevant to the Balkh province districts
areas are considered poor, or at least not wealthy, but every group member immediately
agreed with the crossing the transmission line through this district and did not show any
reaction in this regards. People living in Khulm district of Balkh province is getting electricity

from the 220/20 kV substation located in Mazar substation. They pay the tariffs and
connections costs themselves. One strong argument in favor of regular payment of the
public supply is the current high costs for power produced by generators.
10. Confirmation of State Ownership of Land from MUDL
42. DABS requested MUDL to provide confirmation of status of government land in DDR
Section of the TL (Annex-1).
43. Based on the recommended new site for the subject transmission line, DABS started
its process with the governors’ office and MUDL land department of Balkh province to
identify and subsequently confirm the state land officially to DABS.
44. The Balkh provincial DABS, based on its HQ official letter, made an official request to
the head of local land department to confirm the state ownership of land. A committee was
established with the official direction of Governor to visit the site and consult with relevant
government entities. The committee included representatives from agriculture department,
land department, DABS, Municipality and Cadaster departments of Balkh province along
with other relevant governmental departments.
45. The committee visited the TL site and physically observed 190 towers’ foundation land and confirmed that out of the above stated towers’ foundation of land, 159 towers’ foundation surveyed/identified are related to the government owned land. The area of 159
towers’ foundation was an uncultivated land, no structures to be demolished and no crops or trees to be affected by the said number of towers covered under sub-sections 3, 6, 8 and
10 (Table 1 and Annex 2). Eventually, the committee prepared and submitted its report to
the Governor’s office for further consideration. The report certified by the governor’s office (Annex-1).
11. Grievance Redress Mechanism and Project Institutional Arrangements
46. A grievance redress mechanism has been established and available at project site
locations. DABS has formed grievance redress committees (GRCs) to address project
grievances. The chairman and members designated from the concerned departments and
local communities for the GRCs for the subproject in order to receive and facilitate the
resolution of peoples’ concerns, and grievances about the project’s activities. Each GRC is composed of the following members:

47. The committees will be chaired by the representative of the concerned District
Governor or his representative. Grievances will be sent in written form to the committee
and will be heard and resolved within 21 days of submission of the complaint.
48. The safeguards unit of DABS and supervision consultant will conduct monitoring of
project implementation activities and ensure effectiveness of GRM. In case, if any
unanticipated impact will be identified during project implementation (construction period),
DABS will stop construction works in areas for unanticipated impact areas until corrective
action plan is prepared and implemented in accordance with the latest land acquisition and
resettlement framework (LARF) for all MFF subprojects which work for this . There has not
been any grievances received/recorded so far.
49. Semi-annual and annual social safeguards monitoring reports will be prepared and
submitted for ADB review and further disclosure. These social safeguards monitoring
reports shall provide summary of all social grievances or other relevant issues on this
subproject

12. Institutional Arrangements for Safeguards Compliance
50. Well established institutional arrangements for Safeguards Compliance are in place.
The Da Afghanistan Breshna Sherkat (DABS) has the overall responsibility for
the Program including preparation, implementation and financing of all LAR tasks
and cross-agency coordination. DABS is executing the Program related activities through

51. The Project Management Office (PMO) is responsible for the overall preparation,
implementation and monitoring of LARP and other day to day LAR issues. As necessary
the PMO is coordinating with the Ministry of Agriculture, Irrigation and Livestock (MAIL),
Cadaster Survey Department, local Governorates, NGOs, the community shuras and
locally elected councils. The PMO is undertaking the LAR activities through the
Environmental and Social Safeguard Unit (ESSU) that has been established in the PMO
exclusively to deal with and pursue the safeguards issues of the projects.
52. The ESSU (Annex 6) is responsible internally to monitor LARP preparation and
implementation (including surveys, asset valuation, and community consultation), LAR-
related cross-agency/inter-departmental coordination, LARP approval, preparation of
internal monitoring reports, approval of ToR for EMA from ADB and select and
appoint an External Monitor for independent monitoring of LARP implementation
and other LAR tasks, as assigned; and ensure the availability of required budget for
the implementation of LARP. ESSU is also working with PMPIC/CSC and getting its
support, to the extent possible in LARP preparation, updating and implementation and
compliance report. ESSU will subsequently take full responsibility of LARP preparation
and its implementation and other required reports once the capacity of the staff is fully
strengthen.
53. The ESSU is supported by the PMO of DABS. They are assisting in LAR
planning/implementation, internal monitoring and evaluation (M&E), and training LAR as
per ADB resettlement policy requirements. The PMO has engaged social development/
resettlement specialist to work with on all LAR related tasks and to liaise with the contractor
to ensure smooth implementation of related social development/ resettlement
requirements.
54. DABS will appoint an independent external / third party monitor (EM) for external
monitoring of sectional LARP implementation and preparation of sectional LARP
compliance reports as well as routine bi-annual safeguards reports. External monitoring will
cover all aspects of LARP implementation. For external monitoring a third party firm or
individual consultants will be engaged.

13. Conclusion
55. The site visits, study of government records and the public consultation, final plan and
profile of the project have confirmed that there are no land acquisition, physical
displacement and resettlement impacts in the non-LAR affected sub-sections 3, 6, 8 and
10.
56. The subject TL in its total length of 304.31 km is crossing through four provinces
(Jawzjan, Balkh, Samangan and Baghlan) of the northern region of Afghanistan. The 500
kV Sheberghan – Dasht-e-Alwan TL is containing 776 various types of towers in its total
length of 304.31 km. Out of 776 towers, 305 towers, in its 119.97 km length, will be
constructed in Balkh province related districts.

57. The project non-LAR affected sub-sections covering 60.38 km area, out of 71.06 km
identified/surveyed portion or out of the total 119.97 km TL crossing Balkh province
(Section-2), has no impacts on private lands and livelihoods of people. Specific GPS
locations of towers of Non-LAR affected sub-sections are listed in Annex 2.
58. According to the finding of due diligence study like the site visits, study of government
records, the public consultations, final design documents (plan and profile), that the 159
towers’ foundation in 60.38 km TL, non-LAR affected sub-sections (Table 1 and Annex 2),
through which the transmission line passes, belong to the government. It is entirely bare
land with no livelihood activities. Neither permanent nor temporary impact to households,
farmers and private legal entities are expected due to the construction of the 60.38 km
non-LAR sub-sections of Section-2 (Balkh Province) of the TL. There will be also no impact
regarding land acquisition and no physical/economic displacement that may trigger
involuntary resettlement.
59. LARP for the LAR affected sub-sections (2, 5, 7, and 9) of Section-2 of the
transmission line is being processed in accordance with the updated land acquisition and
resettlement framework (LARF) and will submitted to ADB review by Mid July 2020.
Compliance report on implementation of the LARP will be submitted by September 2020.
60. The TL construction contractor is only allowed to work in the non-LAR sub-sections
(Annex 2) and will work in the LAR impact areas while the LARP is prepared and ADB
consent is obtained. The contractor will be formally directed to work in non-LAR subsection
once this DDR is approved by ADB and will be later on directed to work in LAR subsection
once the LARP is approved and its implementation is accomplished.

Sheberghan – Mazare Sharif 500kv line project goes through Bandare Aqina Faryab province Turkminestan border up to Baghlan Dashte Alwan substation
and continues through Balkh province districts (Charbolak, Nahre Shahi, Khulm and Dehdadi).
In Balkh districts (292) twers are to be erected, however in Khulm district the lands for (73) poles were identified as governmental land and the forms of
ownership right have been proceeded and completed and the Governor of the province has signed the forms as well.
