METHODOLOGICAL NOTE

The data presented in the Trade Union Membership Database are official national statistics drawn mainly from national publications. The figures have not been adjusted in any way, although some of them are subject to reporting errors. They are shown as they appear in the original publications. For a number of reasons, the data may not be directly comparable between countries. This dataset does not provide any assessment whether the trade union in question is free and independent and membership is voluntary or whether workers face legal or political obstacles to join trade unions.

The different sources of data used include records kept by the Labour Ministries or the Departments in charge of unionization, official reports of the trade unions themselves submitted in accordance with laws or regulations to the competent authority,establishment surveys, labour force surveys and in some cases other kinds of household surveys. It is important to note that when the information is collected from statements from the trade unions or the union federations, the reporting organizations may vary from year to year. Non-affiliated and non-registered trade unions may not report at all.

The coverage of the data derived from the different sources varies: the data may cover different sizes of establishments (establishment surveys often exclude small establishments), different groups of workers (all persons in employment, paid employees only, etc.), different sectors or economic activities, and so on. Some trade union figures may include not just employed persons, but also retired workers, students and unemployed persons.

Union membership data are subject to reporting errors, whatever the source. In

household surveys, both sampling and non-sampling errors may occur, such as inaccurate proxy answers. Many unions have difficulty in keeping accurate and up-to-date records of their membership, and therefore reports by unions are prone to presenting distorted data. Members who have left a union or who have died may not be deleted from the records of this union for some time, and those joining anew union may be counted in both the union they are leaving and the union they are joining for a certain period.

The trade union density rates are a measure of those who belong to unions as a percentage of those eligible to join a union. The way these rates are calculated varies from one country to another. Wherever possible, the database presents both trade union density rates disseminated by the countries themselves and calculated by the ILO Department of Statistics based on the information available. The calculations were made using the total number of employees (persons in paid employment) as the denominator, taken from the ILOSTAT, the ILO Department of Statistics’ online database(www.ilo.org/ilostat ).

The country descriptions that follow this methodological note provide information on the sources of the statistics presented. This information includes:

- precisions on the coverage of the statisticsand on the definitions of the main concepts used,- the classifications used to disaggregate the statistics,- the time span covered by the statistics in the database,- the publications in which the statisticsoriginally appeared, and- contact details concerning the organization responsible for the statistics.

Description

The Australian Bureau of Statistics (ABS) has been producing survey estimates of the number of trade union members periodically since 1976. Prior to 1976, estimates of trade union members were obtained from various administrative sources, including trade unions themselves, and a series is available back to the early 1900’s.For statistical purposes trade unions are defined as organizations that represent employees in the collective negotiation of wage rates and conditions of employment for their members. The trade union membership rate (also referred to as the unionization rate) is defined as the number of trade union members expressed as a percentage of the number of employees. The data on trade union membership published by the ABS are compiled from the Employee Earnings, Benefits and Trade Union Membership (EEBTUM) Survey, which is conducted as an annual supplement to the monthly Labour Force Survey (LFS). In this survey, questions on unionization are asked to all employees about their main job, except for those who worked solely for payment in kind in their main job. Information on trade union membership was first collected by the ABS through a survey of this kind in 1976, then biennially in its current format, from 1986 to 1992, and from then on, annually (with limited data available every second year). Prior to August 2009, this supplementary survey excluded people living in very remote parts of Australia. From August 2009 on, it excludes only people living in Indigenous communities in very remote parts of Australia. In August 1990, persons aged 70 years and over were excluded from this survey, restricting the age of respondents to 15–69 years. The scope of surveys since 1991 and surveys run prior to August 1990 included persons aged 70 and over.

However, this list of organizations reporting their membership figures is not exhaustive. For Barbados, the data on workers' organizations refer only to 11 of the 23 unions. The publication disseminating these data, The Digest of Caribbean Labour Statistics , was released on a yearly basis from 1996 to 1998, when it was published for the last time. Description

The data are taken from a study carried out by Kurt Vandaele, from the University of Ghent. In this article, the author highlights the fact that unions are known to inflate their membership figures, so researchers generally reduce estimates by 14.9%. Furthermore, Mr Vandaele also points out that a considerable proportion of union members are not in the labour force, many of them being students or retired. This can lead to distorted figures. In addition to this, it is important to note that in Belgium, unions are in charge of the unemployment benefit payments, which means people are very

Description

From 1987 to 1992, the National Statistical Office (IBGE) conducted the Union Survey (Pesquisa Sindical) on a yearly basis. This survey covered every union in Brazil (workers’ organizations, employers’ organizations, own-account workers' organizations), in urban and rural areas. The methodology of this survey is explained in the publication Pesquisa Sindical: da idéia de reformulaçao do antigo Inquérito Estatístico Sindical - produçao de uma nova pesquisa, written by Maria das Graças Mangueira Este. In 2002, the IBGE and the Labour Ministry carried out a new round of the Union Survey, this time more comprehensively since it included a set of new variables. The ultimate sampling unit of the Union Survey is the union. Data on unionization collected through these surveys are disseminated by the IBGE, the DIEESE (Unions Department of Statistics and Socioeconomic Studies, Departamento Intersindical de Estatística e Estudos Socioeconômicos) and the Labour Ministry (Ministério do Trabalho e Emprego). The figures reported include unionized workers and employers.

Description

The National Statistical Office (IBGE) collects through the PNAD (National Household Sample Survey, Pesquisa Nacional por Amostra de Domicílios ) data on unionization, on a yearly basis, since 1992. The figures refer to those persons of 18 years and over who were employed in the reference period of 365 days. Until 2003, they exclude the population in rural areas of Rondônia, Acre, Amazonas, Roraima, Pará and Amapá. Data on unionization collected through these surveys are disseminated by the IBGE, the DIEESE (Unions Department of Statistics and Socioeconomic Studies, Departamento Intersindical de Estatística e Estudos Socioeconômicos ) and the Labour Ministry (Ministério do Trabalho e Emprego ).

Description

The data presented was initially registered under the Corporations and Labour Unions Returns Act, of Statistics Canada. These data (CALURA) have long been the only major source of data on unionized workers. However, this source provides little information on the demographic and labour market characteristics of workers. A study (Unionized workers , by Diane Galarneau, published in Perspectives in 1996) created a series on unionized workers based on two household surveys that collected information on both employment and union membership: the Survey of Union Membership of 1984, and the Labour Market Activity Survey from 1986 to 1990. Union density based on household surveys is always higher than that of CALURA, for a number of reasons, including differences in reference periods, coverage, and denominators.In 1997, the Labour Force Survey became the major source of data on unionization. The redesigned survey came into effect in January 1997. Employees were classified since then as to their union status into three categories: union members; not members but covered by a union contract or collective agreement; or non-unionized. From then on, the Labour Force Survey provided information on union membership, density and coverage by various socio-demographic characteristics, including earnings.

Description

Each year, the Workplace Information Division of the Human Resources and Social Development Department conducts a survey to update information on international, national, and other labour organizations as well as independent unions consisting of a bargaining unit with 50 or more members in Canada. This survey is based on self-reports by the labour organizations addressed. The unions and labour organizations’ Reporting agency, affiliation, membership size, and number of union locals are at the public’s disposal in a searchable online database titled the Directory of Labour Organizations in Canada. The data on membership size and union affiliations is also tabulated to provide a portrait of labour organizations in Canada.The figures on union membership and union density resulting from this exercise differ slightly from the ones collected through Statistics Canada’s Labour Force Survey.

Description

The data presented in this publication is collected by the National Statistical Office (INE) through the Labour Force Survey (Encuesta Nacional de Empleo ). According to the Chilean legislation, every worker of the private sector and of any State-owned company, regardless of the legal status of the enterprise, can join or form a trade union. The data published include figures on the Labour Force At Work Potentially Unionizable (Fuerza de Trabajo Ocupada con Potencial de Sinidcalización ) which comprises all wage earners of the private sector, domestic workers and own-account workers, and excludes people working in the Public Administration, since they are not allowed to unionize. The unionization rate (union density) published expresses union membership as a proportion of the Labour Force At Work (employed population). This denominator might not be the most suitable in the Chilean case since it comprises people not prone to unionizing, but is still used to facilitate international comparisons.

Description

The first Union National Census (Censo Nacional Sindical ) was carried out in 1947 by the Office of Union Supervision (Dirección de Supervigilancia Sindical ) of the Labour Ministry. All unions were required to register with the Labour Sectional Inspections (Inspecciones Seccionales del Trabajo ), so that the census could be carried out on the 1st of July 1947. Information was collected on the number of active and inactive unions, the number of union members by sex and the type of unions, among other data. In 1967, a survey of unions was conducted in Bogotá. Attempts were made at conducting other union censuses, but it was not until 1983 that the second national census could effectively be planned. It was carried out between March and December 1984. The third Union National Census took place from August 1989 to May 1990. A precensus test was carried out, in which forms were sent out to the 23 Departmental Divisions of Labour and Social Security (Divisiones Departamentales de Trabajo y Seguridad Social ) to draw a list of active unions and collect some basic information on them. These data were compared to the results of the 1984 census and with the Central Unions Registrar (Archivo Central Sindical ) of the Labour Ministry to include unions established since 1984. This way, an updated list of all active or inactive unions could be set up for each region, with basic information about most of the active unions. These lists represented later on the sample frame of the survey. Information was finally collected for each union on the number of members by sex and on the affiliation of each union to a confederation, among others. From 1989 to 1997, Union National Censuses have been carried out on a yearly basis, but have not been resumed since then.

Description

Statistics Denmark compiles annually aggregated statistics on the number of members of workers’ organizations. It is possible to find data on unionization in Statistics Denmark's publications going back to 1956. Since 1994, these figures are included in a table published in the Statistical Yearbook . From 2009 the statistics are also published in the series News from Statistics Denmark . The information is based on annual data reports from the workers’ organizations. Once every year, data are reported with respect to the number of members by the 4 central organizations and the nearly 15 organizations that are not affiliated to a central organization, as of the 1st of January. In the questionnaires, the organizations provide information on the total number of members and the number of women members, but these figures exclude members who are students, self-employed, recipients of early retirement pay or pensioners.

The figures are drawn from administrative records made available by the organizations themselves, National Statistical Offices, Ministries of Labour and official publications. The information on employers' organizations relate to ILO constituent organizations only. The figures are not adjusted in any way. The membership totals are the result of the sum of the number of members of several organizations. However, this list of organizations reporting their membership figures might not be exhaustive. Statistics Estonia collects data on trade union affiliations through the Labour Force Survey, which is carried out continuously. The Ministry of Social Affairs disseminates union density data based on the results of this Labour Force Survey.In 2009, Statistics Estonia in cooperation with the Ministry of Social Affairs conducted the Work Life Survey. Data were collected about a long list of topics related to the work life, including unionization, which was studied in detail. These topics were addressed both from the point of view of the enterprises and the employees (there were two questionnaires, one for the enterprises’ inquiry and another one for the employees’ inquiry).

The Labour Ministry plans the REPONSE Survey (Enquête REPONSE – Relations professionnelles et négociations d’entreprise ), a survey on labour relations and collective bargaining, carried out every 6 years since its first round in 1993. It covers nearly 4000 establishments in the non agricultural sector. Its goal is to provide reliable information on the social situation in enterprises. The continuity of this exercise allows to study the evolution of unionization in France. The REPONSE Survey brings together different points of view, since it is addressed to managers and employers as well as employees and workers. The 4th round of this survey took place in 2011. Description

The Commissioner for Labour of the Labour Department disseminates the figures of union membership declared to the Registry of Trade Unions. Workers in Hong Kong are free to join trade unions, which are required by law to register with the Registry of Trade Unions under the Trade Union Ordinance. This requirement is meant to ensure that trade unions are properly run and the interests of their members duly protected. Trade unions can be either employees’ trade unions, employers’ trade unions or mixed organizations of employees and employers. Nearly 90% of the unions in Hong Kong are employees’ unions.

Statistics Iceland publishes in its website and in its Statistical Yearbook data on the number of existing trade unions and their membership, collected from administrative records. The figures exclude members who do not pay union dues, such as prisoners. In many cases, membership numbers are estimates. These data go only up to 2004.The Labour Force Survey, conducted continuously by Statistics Iceland has a section on trade union membership. However, the information on unionization collected through this survey is not regularly published in any of the usual outputs of the Labour Force Survey.

Description

The data available comes from the Annual Returns received from the State Governments and Union Territories under the Indian Trade Unions Act, 1926, by the unions for each calendar year. It is not compulsory for trade unions to register under the Indian Trade Unions Act. The statistics relate only to unions that have registered under the Act, and that submit Annual Returns. Even among registered unions, the response rate of unions submitting Annual Returns is generally less than 5%. There are no data available regarding unregistered unions. The coverage of statistics is also incomplete due to the fluctuating response rate from year to year. In order to overcome the difficulties of the unreliability of these data, the Chief Labour Commissioner (Central), under the direction of the Ministry of Labour and Employment, conducts verifications of membership of trade unions affiliated to Central Trade Union Organizations (CTUOs). These general verifications of membership of trade unions are carried out irregularly.

Description

The Chief Labour Commissioner (Central), under the Ministry of Labour and Employment of India, undertakes, at irregular intervals, a general verification of membership of trade unions affiliated to Central Trade Union Organizations (CTUOs). This exercise is essential to assess the actual influence of unions in India, and to determine the true representation and composition of CTUOs. The last three General Verifications were conducted with dates of reckoning 31.12.1980, 31.12.1989 and 31.12.2002. The date of reckoning of the next General Verification will be 31.12.2011. The membership verification process covers only CTUOs (and their affiliates) that claim a membership of over 500000 spreading in at least four states and four industries.

Description

The trade union information reported is the information declared to the Registrar of Friendly Societies. Unions are required by law to make annual returns to the Registrar and are required to include in this the number of members. Trade unions, as registered, fall into three broad groups: employees’ associations, employers’ associations and trade associations. The data presented refer only to employees’ associations, as at the end of each year. There is also another source of administrative data on union membership in Ireland: the Irish Congress of Trade Unions (ICTU) register. The membership data collected by the ICTU includes all persons who are members of a trade union at a point in time based on the payment of subscriptions. The large majority of unions in Ireland are affiliated to the ICTU.

The data on unionization in Ireland was collected through the annual Labour Force Survey until September 1997, and from then on through special modules of its replacement, the Quarterly National Household Survey (QNHS). The continuity of this exercise brings about a time-series that is consistent in terms of scope. The QNHS provides a range of breakdowns which cannot be derived from other available sources. There are at least two sources of administrative data for trade union membership which differ in scope from the QNHS measure: the Irish Congress of Trade Unions (ICTU) register and the Registrar of Friendly Societies. - The QNHS union membership data does not include persons who are self-employed or unemployed at the time of the survey. Administrative sources may include self-employed members and members who have become unemployed but maintain their membership.- It is up to individual respondents to the QNHS to correctly identify themselves as trade union members for the purposes of the survey. As proxy interviews are included in the QNHS, these interviews rely on the proxy respondent’s knowledge to correctly identify a union member. Administrative data is collected directly from subscription records and as such does not rely on individuals to self-report their membership.- It is possible that if one person is a member of two trade unions they would be counted twice in the administrative data but this would not arise in the QNHS as any given person can only be counted once.It is not possible to quantify the specific effect of each of these differences but they should be borne in mind when comparing estimates of union membership from different sources.

Description

The Basic Survey on Labour Unions has been carried out in June each year since 1948. Originally designed to bring to light the actual conditions of the organization of labour unions, in 1983 the survey was changed, becoming part of the annual Survey on Industrial Relations. It is still carried out as of the end of June each year, by the Ministry of Health, Labour and Welfare. The survey, comprising the Labour Union Basic Survey and the General Survey, whose items differ from year to year, is set to obtain comprehensive information on the labour-management relationship.

The figures are drawn from administrative records made available by the organizations themselves, National Statistical Offices, Ministries of Labour and official publications. In the case of Montserrat, only information on workers' organizations is available. The figures are not adjusted in any way. The membership totals are the result of the sum of the number of members of several organizations. However, this list of organizations reporting their membership figures might not be exhaustive. The publication disseminating these data, The Digest of Caribbean Labour Statistics , was released on a yearly basis from 1996 to 1998, when it was published for the last time. Description

The statistics on members of trade unions presented are based on the Structural Survey conducted by the trade unions. This survey was held every two years up to and including 2003. The reference date was the 31st of March. Since 2005, the Structural Survey is carried out on an annual basis. The trade union membership rate (union density) cannot be deduced from the data reported by trade unions. Trade unions do not have in their membership records information on whether the members are employed, unemployed or inactive. Furthermore, trade union members living outside the Netherlands (e.g. embassy staff and military personnel) are included in the trade union data.Trade union membership rate is defined by Statistics Netherlands as the percentage of employees who have joined a

trade union. Only members under the age of 65 working in paid employment for at least twelve hours a week are taken into account in this indicator.Statistics Netherlands also collects data on union affiliation through its Labour Force Survey. This survey is held continuously, but the results concerning unionization are annual averages. No data are available from the Labour Force Survey for the year 2005, because the module on trade unions was not included in the questionnaire that year.

Description

Up to 1991, annual membership data for registered trade unions were published by the Department of Statistics from administrative sources. Many unions were not required to register so they were not included in the series. State employees' unions were not included either. With the passage of the Employment Contracts Act 1991, the activity of the Office of the Registrar of Trade Unions ended.Since 1991, an annual survey is conducted by the Industrial Relations Centre at Victoria University of Wellington to provide data on membership of trade unions. The surveys are modelled on those conducted by the Registrar of Unions, but with questions included on gender, economic activity and affiliation to other organizations. Responding unions provide information on a voluntary basis, which means some unions can refuse to participate in the survey, even though most are willing to supply the information requested. To identify new and existing trade unions, a number of sources are used, starting with the unions and employees’ associations identified in the previous year’s survey. The register of incorporated societies is searched for recently incorporated societies of employees, and the telephone directory is scanned for listings of new industrial unions and bargaining agents. In addition to this, further information is obtained directly from union officials and reports in union newsletters. A final source is an associated project on collective bargaining. When a new union is identified as party to a contract sent to the project, the supplying party is asked for contact details of the new union. Some unions are eliminated during the exercise because they ceased their industrial activity. Non-respondents tend to be smaller unions, most with less than 300 members. Informal contacts and sources, including local officials of other unions, human resource managers (where the union in question is based at a single enterprise), union journals and other publications are used to estimate membership figures for non-responding unions.Furthermore, each year, every union must advise the Registrar of Unions of the number of members it has as at 1st of March that year. That information is at the public’s disposal.

Description

Statistics Sierra Leone conducted between April 2003 and March 2004 the Sierra Leone Integrated Household Survey. Its main objective was to provide reliable information on a set of simple living standard indicators to monitor poverty alleviation programmes. The previous expenditure survey had taken place in 1989-1990, and as a response to the need for timely and reliable data, the SLIHS was set to be conducted every two to five years. The Employment and Time Use module of the SLIHS collected some information on unionization.

Description

The ILO Office of Port-of-Spain collects data on employers' and workers' organizations and their membership for a number of Caribbean countries. The figures are drawn from administrative records made available by the organizations themselves, National Statistical Offices, Ministries of Labour and official publications. The information on employers' organizations relate to ILO constituent organizations only. The figures are not adjusted in any way. The membership totals are the result of the sum of the number of members of several organizations. However, this list of organizations reporting their membership figures is not exhaustive. For Suriname, the data on workers' organizations refer only to 5 of the 6 unions. The publication disseminating these data, The Digest of Caribbean Labour Statistics , was released on a yearly basis from 1996 to 1998, when it was published for the last time. It has not been resumed since then.

Description

The figures are compiled by the Ministry of Labour and Social Security, and disseminated both by the Ministry of Labour and Social Security and the Turkish Statistical Institute. Laws 2 821 and 2 822, passed in 1983 concerning Labour Unions and Collective Bargaining Strikes and Lockouts have effectively regulated labour-management relations in Turkey. A labour union is defined as an organization in which workers participate as members and that exists in order to negotiate with employers about workers’ grievances, wages, hours of work and conditions of employment. Under the labour legislation passed in 1983, trade unions can only operate in a sector or industry. To engage in collective bargaining, union members must represent at least 10% of the workers in any particular sector, and at least 50% of the employees in the establishment. The data are collected in January and July each year, but the figures published in the database refer only to January.

Description

The figures are compiled by the Department of Trade and Industry (previously named the Employment Department). The statistics cover the membership of all organizations known to this Department. Since 1975, they relate to organizations that fall within the definition of a trade union, in accordance with Section 28 of the Trade Unions and Labour Relations Act, 1974. The figures are based on data supplied by the Certification Officer for Trade Unions and Employers' Associations, which comprises unions, branches and sections on the statutory list of trade unions at the 31st of December each year. This is completed by information obtained from the Department of Economic Development of Northern Ireland and some individual trade unions. They include home and overseas membership figures of contributory and non-contributory members, under the rules of those trade unions whose head offices are situated in the United Kingdom, but do not include any members of trade unions whose head offices are elsewhere. The figures may include some people who are self-employed, unemployed or retired. As some workers may belong to more than one union, there may be some duplication in the aggregates but this is believed to be relatively insignificant.Lists of trade unions and employers' associations are kept by the Certification Office of Trade Unions and Employers' Associations. While application for entry into these lists is entirely voluntary, all listed and unlisted trade unions and employers' associations are required to submit annual returns, which include membership figures, to the Certification Officer.

Description

The Labour Force Survey (LFS), carried out initially by the Employment Department and currently by the Office for National Statistics, included for the first time in 1989 a question on trade union membership. The survey allows union membership to be analysed by occupation, sex and age among other dissaggregations, although these data are not available for specific unions and are not comparable with the information supplied by the Certification Officer. This is not only because of the differences in geographical coverage, but also because the LFS figures exclude unemployed and retired members and overseas members.The question on trade union membership has been asked annually since 1989 to all individuals in employment (or temporarily not at work) during the reference week. This included employees as well as the self-employed, civil servants and people in training programmes responding to an employer. The wording of the questions formulated changed in 1999, affecting the comparability of the time series. Data on union membership is disseminated by the ONS for both persons in employment and employees. The figures presented in this database refer to union members who are employees.

Description

The union membership figures are obtained from the Current Population Survey (CPS) conducted by the Bureau of the Census for the Bureau of Labour Statistics. Beginning in January 1983, the CPS collects information each month on union membership and contract coverage. The CPS provides estimates of the number of employees who are union members and those who are represented by a union at their workplace, regardless of whether they are union members or not. Union members include employees belonging to traditional labour unions or to employees' associations similar to labour unions. The membership estimates exclude workers who are self-employed, retired or unemployed. Membership density is calculated as the percentage of employed wage and salary workers who are union members. Self-employed workers and military personnel are not included. Thus, the union densities calculated in this way may overstate the extent of unionization among all employed workers. The 1994 data will not be directly comparable to those of prior years because a number of changes have been introduced in the CPS that year.

Description

The National Statistical Office (INE) conducted in 2006 the Extended National Household Survey (Encuesta Nacional de Hogares Ampliada ), an extended version of the Continuous Household Survey (Encuesta Continua de Hogares ). This round of the survey has a module on employment that helped collecting some data on unionization, such as union membership by sex, age, geographic region, level of education, formal/informal sector, occupational category, size of the establishment, and economic activity. However, the data are presented in percentages, and not in absolute numbers.
