Introduction

At South Brevard Cadet Squadron, we adhere to all regulations and manuals of Civil Air Patrol. While not comprehensive, this SOP will provide guidance and clarification to the appropriate national policies as implemented at the squadron level. It is to be used solely as a quick reference guide within the unit.

This SOP is only a guide. All inquiries regarding a policy’s validity will be directed to the manuals and regulations set forth by CAP’s NHQ. Furthermore, the policies carried out at this squadron may not be the same as those executed at other echelons.

Members must always consult the regulations and adhere to the procedures outlines therein before attending an activity outside the squadron.

Safety

“As a Civil Air Patrol member I pledge to promote an uncompromising safety environment for myself and others, and to prevent the loss of, or damage to Civil Air Patrol assets entrusted to me. I will perform all my activities in a professional and safe manner, and will hold myself accountable for my actions in all of our Missions for America.” – Safety Pledge

Operational Risk Management (ORM):

1) All staff members will consider all environmental risks (weather, facilities, etc.) before undertaking any activities.

2) All staff members will also consider human risk factors when designing and implementing activities.

3) The risks will be announced to all participants as dictated by need before the activity.

General Safety at Weekly Meetings:

1) All members will know where the fire extinguishers and emergency exits are.

2) While drilling, the cadets will stay within the lighted area, especially when in BDUs.

3) Cadets will not run up or down the stairs. Cadets will step on each step when using the stairs.

Code of Conduct

As a member of the Civil Air Patrol you must practice the highest standards of behavior, obedience, and loyalty, not only in your job, but in your relationship with other people. Your code of ethics must be such that your behavior and motives do not create even the appearance of impropriety. Your commitment to integrity will lead the way for others to follow.

All members are expected to uphold high personal standards both in and out of uniform. The behavior of every cadet is a reflection on the Civil Air Patrol. Your integrity is expected to be unshakable in all situations. There are several policies to which a Civil Air Patrol Cadet must pay very close attention.

1) Public display of affection (PDA) during any activity is not allowed. This includes kissing, hand holding, and all other forms of physical attention.

2) The use of inappropriate language in or out of uniform is not professional.

3) Cadets are expected to demonstrate politeness and good manners both in and out of uniform. Common sense, good judgment, and integrity are the best guidelines for conduct.

Communication:

Follow your chain of command!

1) Phone Communications

a. If there has been a change in plans for the meeting, your element leader or supervisor will call you as soon as possible in advance of the meeting to let you know of any changes.

b. The exception to the above rule is in the event of inclement weather. Your element leader or supervisor may call you the day of the meeting with a cancellation notice.

c. If you are going to be absent, you are responsible for calling your element leader or supervisor no later than the day of the meeting to let them know you will not be there. Failure to communicate may result in being marked with an unexcused absence.

d. Phones are our first line of communication; email is our last line of communication. These are the only two approved sources of squadron communication.

2) Email Communications

a. The only people within CAP you should be emailing are those within your immediate chain of command.

b. If a decision is made at one meeting to cancel the following meeting, you may receive an email instead of a phone call notifying you of the cancellation the following week.

SBCS Mission Statement: To assist cadets in achieving their full potential so they can become future leaders and developed, dynamic Americans through education, training, and motivation.

Squadron Mascot: Sergeant Sirus

Sergeant Sirus Story: Strong, Brave, Courageous; Sergeant Sirus is a black and gray wolf, standing 7 feet 4 inches tall, and weighing 316.27 pounds. He was born 29th November 1950, at an Army base in Gojoseon, Korea. His childhood was surrounded by war, as Sergeant Sirus’ mother was killed during a mortar attack during the Korean War 44 days after Sirus’ birth. The mortar hit his house, and Sirus was struck by hot shrapnel, leaving a scar across the right side of his face that would last a lifetime. Sirus moved to the states and joined the Army on 17 January 1968. In October of 1968, he was awarded the Distinguished Service Cross and the Silver Star for valor and bravery during Vietnam. Sirus reached the rank of Sergeant and served the United States proudly for 7 years, 9 months, 2 days and 27 ½ hours. At the end of his service, he joined Civil Air Patrol, South Brevard Cadet Squadron on the 19th September 2006.

Cadet Attendance

CAP Regulation 52-16 requires that cadets participate actively in their local unit if they are to progress in the cadet program.

1) “Actively” is defined as an attendance of 70% or over at regular meetings for cadets in the flight.

2) For an absence to be excused the cadet must contact their flight staff or immediate supervisor prior to the meeting or as soon as the absence is anticipated, who will then mark the cadet excused on the sign-in sheet.

a. Long-term absences, such as becoming inactive for a few months due to sports participation, may be handled by placing a letter in the cadets file requesting the absence and including the cadet’s anticipated return.

b. Active participation is required before the cadet may participate in outside activities such as Encampment, Cadet Competition, Orientation rides, etc.

c. Promotions may be withheld at the discretion of the commander due to lack of active participation

3) It is the responsibility of the cadet to communicate attendance issues clearly with his/her chain of command to ensure proper credit.

4) If a cadet cannot attend due to homework, the cadet will still be required to attend meetings. They will be allowed to abstain from the activities until their school commitments have been met; tutoring may be available if needed.

Cadet Staff Attendance

Cadet staff members are crucial to the success of the cadet program. They are necessary to train the younger cadets and to exercise the leadership skills they are learning in the manuals.

Attendance for cadet staff members is 90%. This is calculated including excused absences. In the event a cadet staff member falls below the 90% attendance requirement, he/she will discuss a plan to improve attendance with the Cadet Commander and the Cadet Programs Officer.

If the low attendance is not corrected, the cadet will forfeit his/her staff position. The cadet may reapply for another staff position when there is an opening once the attendance is improved.

Uniforms

Grooming Standards- All members of CAP must be well groomed and assure that their personal appearance at all times reflects proper credit upon themselves and CAP. The established grooming standards are published in CAPM 39-1. Cadets must familiarize themselves with this manual.

General Appearance- Cadets are expected to maintain a high standard of appearance. Uniforms will be neat and clean at all times. All buttons with the exception of the neck button will be buttoned. No items will be carried in shirt pockets; CAP membership cards and F161s will be carried in trouser pockets. Uniforms will be worn in accordance with CAPM 39-1.

The following are also considered part of your uniform and must be brought to every meeting: CAPID, CAPF 161, pen, paper, hydration gear (full of water) and this SOP.

If you do not have a uniform, you will wear the next one on the list. Visitors will wear the appropriate civilian uniform.

Blues: Staff members will wear a tie/tie tab. Cadets within the flight will not wear a tie/tie tab unless a special occasion authorizes it. Only officers are authorized to wear artificial leather shoes (pre-shined by the manufacturer). All cadets under the grade of C/CMSgt will wear spit shined, leather dress shoes.

Uniforms Cont’d

Battle Dress Uniform: Black, crew neck t-shirts will be worn. Uniform will be pressed (within the parameters of CAPM 39-1) and creased (DO NOT CREASE YOUR PATCHES), and boots will be polished to a shine. Blue berets are authorized for wear with this uniform in accordance with CAPM 39-1.

Civilian Uniform: Black, crew neck t-shirt (with little to no ornamentation), blue jeans, belt (with little to no ornamentation) and closed-toe shoes.

Physical Fitness Uniform: Squadron t-shirt, black athletic shorts (must come down in the length to the top of the kneecap), white athletic socks and tennis shoes.

Shoulder Cords: The following is a list of shoulder cords approved for wear with the Blues uniform within the squadron and squadron level activities.

Opening Formation

Opening formation will be performed with strict adherence to AFMAN 36-2203. Please reference AFMAN 36-2203 for reporting, posting and all other customs not detailed here.

1. Before 1830, the Flight Sergeant will have the Flight fall in with the Flight Commander posted at the back.

2. At 1830, the Flight Sergeant will receive the report from the element leaders.

3. The Flight Sergeant reports to the First Sergeant in the same manner the Element Leaders do.

4. The First Sergeant then commands the Flight Sergeant to Post.

5. The First Sergeant does an about face and the Cadet Commander walks out to the center of the formation.

6. After the Cadet Commander receives the report, the First Sergeant and Flight Commander post immediately. (Without command)

8. The First Sergeant posts to the back of the Flight. The Flight Commander posts 6 paces centered on the Flight.

9. The Cadet Commander makes any needed announcements then instructs the Flight Commander to "Carry out the orders of the day."

10. The Flight Commander salutes, the Cadet Commander returns, and opening formation ends.

Classroom Procedures

In addition to compliance with CAPP-151, all members will also adhere to the following practices:

1) Unless told otherwise, cadets will always take their seats at the position of attention. While sitting at attention, the only differences are where you put your hands and that you are seated. Drill is a tool used for discipline and uniformity. Thus, “sitting on the first 6 inches of your chair” is unnecessarily uncomfortable. Your back should be a few inches from the back of the chair, with your fists resting on your thighs allowing your arms to hang naturally.

2) Give the instructor your full attention. This means no talking out of turn, no looking around the room, keeping your hands off your face, and being an active participant. Answer questions, ask questions and interact with the teacher.

3) Take notes. The easiest way to show you are interested in a class is by taking notes. If you are not interested in the class, it will help you stay focused on the task at hand, and you just might learn something.

Cadet Promotion Policy

1) Written and physical fitness tests will be offered on a monthly basis. A list of cadets needing to be tested should be turned into the Squadron Testing Officer one week before the tests are to be administered.

2) Promotion boards are an essential part of the promotion process. They allow the staff to examine the promoting cadet under stress and see how the cadet performs under pressure. Promotion boards are designed for evaluation purposes only. Because of the importance of progression through the cadet program, promotion boards take precedence over most other unit activities.

3) Promotion boards will be held one week each month. If a cadet cannot attend that week due to an excused absence, the permanent board staff is encouraged to hold a promotion board on an alternate date for that cadet, to ensure that the cadet has the opportunity to promote as quickly as possible.

4) The staff members who will sit in on a cadet promotion board depend on the achievement and are listed in this SOP. From time to time, the board may also include a guest board member and will be allowed at the request of the permanent board members. Cadets will not sit in on the promotion board of a superior.

5) The cadet being reviewed may request that a peer cadet of their choice sit on the review board. Peer cadet must be of equal or higher grade of the cadet being reviewed, also hold the grade of C/SSgt or higher.

6) Drill tests will be administered prior to a promotion board by the first sergeant.

Cadet Physical Fitness

Physical fitness is an essential part of the Cadet Program. Demonstration of fitness is necessary for advancement in the program and cadets must take an active role to be successful. CAPP 52-18 is the governing manual used in fitness testing. It is also useful in outline techniques to get physically fit.

1) PF testing will consist of warm up stretches and activities, the testing itself, and team building activities. All cadets present at this meeting will participate regardless if they need a CPFT for promotion purposes. The most current PFT scores will determine your capacity to promote. (If you pass one month, then fail the next before you promote again, your current score is failing.)

2) Every other month, the squadron will participate in “WolfPack PT.” This is an intense, team building activity used to promote physical fitness as well as teamwork and unit morale. (CFPT may be administered at this meeting as well if the cadet has used his/her chain of command to request it. This will only be allowed if the cadet had an excused absence on the regular testing night.)

3) If a cadet has a physical condition, temporary or permanent, that limits one or more of the CPFT events, the cadet must fill out the Cadet Physical Fitness Waiver Request found on the website or in CAPP 52-18, and have their physician fill out the restriction.

**Most current CPFT score supersedes any previous score regardless of pass or failure.

Promotions & Promotion Boards

Every promotion has different requirements that must be met for completion. Please see the Cadet Super Chart, CAPR 52-16, or your chain of command for questions regarding your next achievement.

In addition to the requirements set forth by CAP NHQ, we also require a promotion board with every achievement (excluding the cadet “ghost” achievements). The following is the SBCS policy for promotion boards:

Per CAPR 52-16, cadets are subject to a Leadership Feedback Meeting every achievement. SBCS conducts each of these as an in-person, evaluation and mentoring session known as a Promotion Board. Promotion boards are a formal evaluation of an individual's leadership abilities and program progression.

In addition to an initial skills analysis using a CAPF 50, the board members will also ask the individual a series of questions concerning leadership, CAP knowledge, drill and other essential information every cadet member of SBCS should know.

The member being evaluated may request to have a member of their choosing sit on their promotion board. The requested member must be above the grade C/SSgt, of equal or higher grade to the cadet and present on the board meeting night.

Promotion Boards Cont’d

-The board will take place in an area that offers privacy, and allows the individual to formally report in.

-The board will be comprised of three superiors (a senior member will serve on each milestone).

-The board must use a CAPF 50 to determine the individual's success or failure.

-The board members will record each of the questions asked of the cadet on the back of the CAPF 50.

-At no time will the board re-test a cadet on material they already passed through achievement tests

-The board will only use questions taken from the approved list, unless they have prior approval from the Squadron Commander.

-Each member of the board will ask the individual a set number of questions. Phase I – 3 from each board member, Phase II – 4 from each board member, Phase III & IV – 5 from each board member.

-The cadet will be given the option of receiving a copy of their CAPF 50 at the conclusion of the board.

-When being promoted, you may choose two people to “pin” on your new insignia.
