Report on

City Level RAY Workshop at Nagpur

15th, 16th May 2012

Venue: Vanamati, VIP Road, Civil Lines- Dharampeth, Nagpur

Name of the Organizers: All India Institute of Local Self-Government + SNPUPR Team + Nagpur Municipal Corporation, + Slum Rehabilitation Authority,

The objectives of the Programme were:

· To set the premise and explain the guidelines of the Rajiv Awas Yojana. · To provide platform to share the information and to discuss the issues and · To facilitate future plan of action

The workshop for the elected representatives (ERs) was designed to inform about RAY. It also aimed to make the Elected Representatives aware about their role in the implementation of the scheme. The workshop with the NMC officials was designed to discuss the status of implementation of the RAY and evolve plan of action for future.

Participant Profile

The workshop for Elected Representatives brought together elected representatives of the corporation and officials of agencies involved in planning. There were about 119 participants who actively took part in the discussion and presented their views that eminently added to the context set for the workshop. Total 59 men and 64 women participated in the workshop. (List is enclosed as Annexure). A significant feature was high degree of participation from women elected representatives, with 64 women elected representatives participating.

The Workshop for the officials also included participants from Nodal Agency i.e. MHADA, SRA Nagpur. It was tailored to sensitize them of their crucial role vis-à-vis RAY and synergizing efforts of all stakeholders for effective implementation of RAY. This workshop on 16th May with the NMC officials was attended by 63 officials

Thematic Details

Capacity Building Workshop for Elected Representatives on 15th May 2012

Inauguration & Introduction

The programme was inaugurated by Mr. Anil Sole, Mayor, Nagpur Municipal Corporation. Mayor Mr. Anil Sole urged the participants in his inaugural address to proactively participate in this intervention.

The morning session began with a brief introduction of RAY and the policies by Dr. (Prof) Sneha Palnitkar, Director, RCUES, Mumbai, welcoming the participants

for the day long workshop.

Followed by deliberation by Mr. Balakrishna, on main objectives of RAY that clearly stated to make India ‘slum free’ in next 5

years, further discussing the initiatives and the support that is being received under SNUPUPR by the Pilot Cities.

Rajiv Awas Yojna – Overview

The urban scenario was portrayed by Dr. Sudha Kashelikar. The topics of slums, the urban growth and sprawl, lack of infrastructure and other environmental issues were highlighted.

The comprehensive explanation of Rajiv Awas Yojana was presented. The vision & the approach were discussed in detail. Approach of the RAY was highlighted with the processes of SFCPA. Role of elected representatives as an individual and as a member of corporation was discussed at length.

The subsequent presentation was made by Dr. (Prof.) Sneha Palnitkar on RAY guidelines and its aspects. This was followed by a presentation on slum-dwellers, their expansion and the importance of night shelters. While speaking of the strategic interventions and an inclusive approach to deal with slum settlements, she also emphasized on the need to engage the slum communities voluntarily, to ensure smooth operation and implementation of the

designed programme. Operations of ‘Night Shelters’, systematic survey of the homeless and maintenance and management of shelters were also an integral part of this presentation.

After the basic premise was set, SRA Secretary Mr. Ajay Ramteke gave a comprehensive background on the ground realities highlighting challenges faced in implementation of BSUP. He narrated the journey from in-situ redevelopment

to in-situ up-gradation. He highlighted the salient features of RAY in Nagpur context terming it as an opportunity for the pilot city of Nagpur. He also stated the vital role of the elected representatives and quoted the following -

– “Elected representatives are the link between the govt. & Slum Dwellers.”

Dr. (Prof.) Sneha Palnitkar touched upon the topic of housing for urban poor. The present scenario of slums was put forth and the analysis portrayed a low affordability resulting in supply side constraints. Status of various infrastructural aspects like potable water, sanitation, roads & lack of it were also put forth.

Dr. Mukesh Kanaskar discussed the need of community participation at each and every stage of Rajiv Awas Yojana. He highlighted the high degree of flexibility imparted to cities under RAY. He also, through plenary participatory discussion, generated perspectives about role of various stakeholders. He then synthesized these to bring clarity and emphasize synergy of these roles to enable better housing for the slum dwellers.

The workshop concluded by Mr. Sanjeev Jaiswal, IAS, Commissioner, Nagpur Municipal Corporation. The end note by commissioner- “We are artisans of the future” – concluded .

He highlighted the power of women leaders and urged the participants to prioritize needs and work beyond politithe workshop on an inspirational note.

Capacity Building Workshop for Officials on 16th May 2012

On day 2 i.e. on 16th May 2012 the workshop was for the officials of the Nagpur Municipal Corporation. The Workshop had a group of administrators, multi-stakeholders including representatives from NIT, representatives from MHADA, rrepresentatives from SRA, Zonal Commissioners – 10 zones, Non Government Organizations, Project Management Consultants etc. The Workshop was inaugurated by Mr. Pravin Darade, IAS, Chairman, Nagpur Improvement Trust, Nagpur. In his inaugural Speech he expressed his pleasure that the Nagpur city has got the opportunity to bring the urban poor in a formal system. He said that the opportunity must be utilised to its fullest. This needs coordinated efforts.

The first presentation was made by Dr. (Prof.) Sneha Palnitkar Director AIILSG Mumbai on RAY guidelines and its aspects. She spoke on slum-dwellers, their expansion and the importance of night shelters. While speaking of the strategic interventions and an inclusive approach to deal with slum settlements, she also emphasized on the need to engage with the slum communities voluntarily, to ensure smooth operation and implementation of the designed programme. Mr. Balakrishna Prasad, Regional Coordinator - West, SNPUPR, narrated the objectives of the City Level Workshops and the SNPUPR context to the workshops. He talked about the main objectives of RAY, he also informed about Support to National Policies for Urban Poverty Reduction (SNPUPR) and its role in capacity building of the selected cities for planning and implementation of RAY. Further he explained the initiatives and the support that is being received by the pilot cities under SNPUPR.

The Government efforts in poverty alleviation and provisions under the Rajiv Awas Yojana were further explained in detail. The vision & the approach were discussed in detail. Process for preparation of Slum Free City Plan of Action and role of each stakeholder was explained. After the basic premise was set, Mr. Ajay Ramteke, Secretary Slum Redevelopment Authority gave a comprehensive background on the ground realities highlighting the experiences of BSUP. Mentioning the journey from in-situ redevelopment to in-situ up gradation he referred to the challenge of accommodating around 10 lac slum dweller population in Nagpur. He highlighted the features of RAY, terming it as an opportunity for

the pilot city of Nagpur. He also stated the role of the stakeholders and the benefits that they will be reaping from this intervention. A social angle to it was also put forth which brought much clarity in the minds of the stakeholder on what, why and how? He highlighted the features of RAY, terming it as an opportunity for the pilot city of Nagpur. Mr. S. D. Balvir, Chief Officer, Maharashtra Housing and Area Development Authority, (MHADA), Nagpur Board mentioned that in implementing earlier JNNURM scheme the board has rendered every help. He committed that in the implementation of RAY too, the Board will play positive role and extend all the necessary cooperation.

Mr. Anand Khobragade, Scientist, MRSAC spoke on application of Geographical Information System (GIS) in planning for RAY for the Nagpur city. His presentation mainly depicted mapping technique using GIS. He explained in detail about how to integrate MIS and GIS and develop web enabled GIS based maps. The visuals gave an excellent idea to the stake holders regarding the process and how it can help in implementation.

Dr. Mukesh Kanaskar discussed the need of community participation at each and every stage of Rajiv Awas Yojana. The Endorsement of Community at each step of planning and implementation was highlighted by him. Moreover, thought for community participation in Management & Maintenance of Tenements should be imbibed right from the earlier stages. He also, through plenary participatory discussion, generated perspectives about role of various stakeholders. He then synthesized these to bring clarity and emphasize synergy of these roles to enable better housing for the slum dwellers, he expressed.

o Kuchcha and semi-pucca to be taken on priority o Pucca structures may not be touched

· Elected representatives and officials from other places (such as Pimpri Chinchwad Municipal Corporation) where slum rehabilitation has been effectively done to be invited in the next phase of workshops

· Need for change in the mind set strongly put forth · A key issue: more than 65% of existing tenements of the higher size (average 500 to 600 sft)

than those proposed under RAY (was one of the hindrance in BSUP progress too) o High degree of flexibility, in city-specific decision making, in-built in RAY emphasized

· Getting ‘patta’ is the topmost priority for the community · Secretary, SRA- Nagpur presented the status on RAY in the context of the challenges and

learnings generated through the implementation of BSUP and the earlier programs. · 9 NGOs already deputed for socio-economic survey. · Balakrishna Prasad took a dedicated meeting with them to understand the progress and

related aspects. On the subject of the sufficiency of the funds for carrying out the survey work, the NGOs were advised to provide a financial analysis based on the work done till now.

· A key thrust area emerged through the workshop was to build ownership among the zonal officials and other stakeholders in the process.

· Importance of the role of various stakeholders was highlighted. · Future Directions:

o Taking RAY process further for discussion & decision making in NMC o Awareness generation campaign with the communities whose DPR is ready o Wide scale IEC in Nagpur to convey correct message about RAY & address the

concerns among the stakeholders o Next workshop to include sessions by elected representatives and officials from case

studies of effective implementation of slum development programmes.

· The point of non-notified slums was emphasized with a view that the present number of non-notified slums needs to be revisited during field assessment.

· Greater awareness needs to be created in the wider stakeholders, very importantly the elected representatives and the community. This will need intense efforts on the IEC front.

Critical Insights Gained:

} Brief mention of critical insights, which can include the following :

◦ Lessons Learnt } Persistent efforts for ensuring participation of the elected

representatives in the workshop yield results. Moreover, keeping explicit emphasis along with the above on inviting participation by women elected representatives enable their high degree of participation.

} Involvement of elected representatives needs to be encouraged and hence follow up meeting need to be accordingly planned.

} Process should not halt at the end of the workshop. Subsequently meetings of stake holders should be organized for preparation of action plan, development of its implementation strategy and implementation

◦ Key Achievements:

} The workshops objectives were successfully met.

} The importance and need of holistic approach and community participation appears to have well taken by the participants

} Need for developing future perspective for preventing mushrooming slums was inculcated.

} High degree of participation of women elected representatives.

◦ Follow-up plans:

} Apart from the frequent follow-ups telephonically and through emails, it was decided that need-specific visits will be made by the SNPUPR & NRC Team Members as per requirement of the NMC.
