BOARD OF HEALTH Governed by 14 member policy-making

board, under direction of a Chief Officer.

All volunteers, traditionally serve a two year term or longer if they choose to.

Board represents unique group of public health needs of Boulder City, Henderson, Mesquite, North Las Vegas, City of Las Vegas, Clark County.

Members are appointed to board through application or determined by County Commissions.

Meetings held once a month, unless a special board meeting is called, every fourth Thursday, location varies.

ELECTIONTo select officers and at-large members/alternates:

Any Board member may nominate for any office or at-large position (including the nomination of oneself).

Nominations do not need to be seconded; and a motion, a second and a vote will close nominations.

Although the full Board may participate in discussion of the nominees, only elected Board members may vote on at-large members and/or their alternates. At-large voting requires a quorum of elected Board members be present in person or via telephone.

To be elected to an office, a nominee must receive a majority vote of the members in attendance.

AGENDA REQUEST

At each Board of Health Meeting, a standing agenda item is “Public Comment” and they have a time period devoted to comments by the general public.

Comments will be limited to five (5) minutes per speaker, required to step up to the speaker’s podium, stating their name and address for the record.

NEW REGULATIONS

The regulations changed November 1, 2010.

State law is currently being rewritten according to food code. Modeled by FDA Retail Food Code.

Clark County has progressive chefs, always pushing the envelope of retail food. Example: Chefs make sausage or cured meats in

house, which is normally done through manufactured food.

TRAINING PROCESS Environmental Health Training Officers provided free

training about changes made to the 2010 Regulations Governing the Sanitation of Food Establishments.

Officers held three hour classes given in multiple languages (English, Chinese, Spanish, etc.) to large groups of people, highlighting all changes.

Servsafe, Prometric or the National Registry of Food Safety Professionals are the training programs.

PROCESS OF HOW FOOD REGULATION IS CHANGED

1. Get authority to act from Nevada Legislature.

2. Identify either a new regulation or change an existing one.

3. Create internal draft within SNHD. 4. Circulate draft with Environmental Health

Division, if relevant send to other divisions to revise.

5. Notify food industry (all permitted food establishments) through mail, newspaper, public postings and word of mouth through health inspectors

6. Hold public workshops. Anyone can attend and their comments will be noted.

7. Spend time doing revisions. 8. Notify people that attended workshops of

changes. 9. Give several weeks for additional comments to

be made. 10. Make decision to move forward. 11. Make new version of document/final draft. 12. Go to Board of Health for public hearing. All

food facilities are notified through newspaper, mail, and word of mouth.

13. Four outcomes: 1. Approved with revision 2. Approved 3. Denied with revision 4. Denied
