Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body that
supports the Australian Urban Water Industry. Its members and associate members
provide water and sewerage services to approximately 20 million Australians and many of
Australia’s largest industrial and commercial enterprises.
The Association facilitates collaboration, knowledge sharing, networking and cooperation
within the urban water industry. It is proud of the collegiate attitude of its members which
has led to industry-wide approaches to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The
WSAA Executive retains strong links with policy makers and legislative bodies and their
influences, to monitor emerging issues of importance to the urban water industry. WSAA is
regularly consulted and its advice sought by decision makers when developing strategic
directions for the water industry.
WSAA was formed in 1995 as a non-profit organisation to foster the exchange of
information relating to the provision of urban water services between industry, government
and the community, and to promote sustainable water resource management.
The Association’s main activities focus on four areas:
1. Influencing national and state policies on the provision of urban water services and
sustainable water resource management;
2. Promoting debate on environmentally sustainable development and management of
water resources and the community health requirements of public water supplies;
3. Improving industry performance and establishing benchmarks and industry leading
practices for water service processes; and
4. Fostering the exchange of information on education, training, research, water and
wastewater management and treatment and other matters of common interest .

1 EXECUTIVE SUMMARY
The WSAA product appraisal of SMS sewer maintenance shafts that included PVC-U
assemblies was originally published in 2010 as PA 09/08. This extended an earlier
appraisal of polypropylene (PP) maintenance shafts (MS) that was published as PA 02/08.
This Product Appraisal, PA 1317 Part 2, demonstrates the SMS PVC-U Terminal MS
assembly is in performance compliance with the WSAA Industry Standard for Maintenance
Shafts and Maintenance Chambers for Sewerage – WSA 137:2013.
Note: With the introduction of the new polypropylene DN225 SMS maintenance shaft base unit (Refer PA 1317.1) the previously appraised PVC-U, DN 225 maintenance shaft assemblies have been withdrawn from appraisal.
Product Appraisal PA1317 Part 1 demonstrates the SMS polypropylene (PP) MSs are in
compliance with the WSAA Industry Standard for Maintenance Shafts and Maintenance
Chambers for Sewerage – WSA 137:2013.
The injection moulded PVC-U MS components are manufactured in Germany by BT
Bautechnik to comply with DIN EN 1401.1 – Plastics Piping Systems for non-pressure
underground drainage and sewerage.
SMS PVC-U Terminal Maintenance Shaft (MS) assembly is in compliance with WSA PS
243 – Polyvinychloride, unplasticised (PVC-U) fittings (EN 1401) for Non-pressure
applications - Sewerage. The fittings, sockets and elastomeric seals are dimensionally and
performance compliant with AS/NZS 1260 (SN6). The elastomeric seals have
demonstrated compliance with EN 681.1.
The SMS PVC-U Terminal Maintenance Shaft assembly is a combination of injection
moulded fittings that are product certified to comply with DIN EN 1401.1 and European
rated as SN4 (SDR 41) for a maximum installation depth of 4 metres.
SMS PVC-U Terminal MS assembly is described as DN 150 / 100 X 225 terminal MS base
assembly (see Figure 1 below)
Based on certified compliance with DIN EN 1401.1, SMS PVC-U Terminal MS assembly
has a life expectancy in excess of 100 years before replacement. This rating is only a
general guide to life expectancy, which may increase or decrease as a result of the
pipeline condition, system operating conditions, operating environment and other
geographical and site-specific factors.
This appraisal concludes that the SMS PVC-U Terminal MS assembly is ‘fit for purpose’
and suitable for connection to DWV PVC pipe conforming to AS/NZS 1260.

1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements,
accept/authorise the SMS PVC-U Terminal Maintenance Shaft (MS) assembly as listed in
Section 4 "Scope of Appraisal” that are relevant to sewer pipelines as provided in pipeline
design, installation, acceptance testing and commissioning in accordance with applicable
WSAA Codes and the manufacturer’s requirements where specified.
2 THE APPLICANT
2.1 The Supplier
SMS (Sewer Maintenance Shaft) Pty Ltd is a wholly owned Australian company
established in 2003 to manufacture and supply specialised products to the water industry.
A Quality Endorsed Company, complying with AS/NZS ISO 9001, SMS has its office and
factory at 11 Garden Boulevard, Dingley, 3172, a south eastern suburb of Melbourne,
Victoria. SMS company principals have long experience and expertise in the development

of innovative products for the Australian water industry and WSAA product appraisal of the
SMS polypropylene (PP) sewer maintenance shaft was originally published in 2004 as
PA 02/08 and republished with an extended range in 2010 as PA 09/08. For more

2.2 The Manufacturer
BT Bautechnik Impex GmBH + Co. KG, located at KG, Bruckmannring 6, D-85764,
Oberschleissheim, Germany. Founded in 1970, BT Bautechnik Impex is a plastics
processing company producing injection moulded plastic fittings for plastic pipe systems
for distribution throughout Europe and UK. Quality certified to DIN EN ISO 9001, BT
Bautechnik can list various national and international product approvals. For more
information about BT Bautechnik Impex look up their website at www.bt-bautechnik.de.
BT Bautechnik Impex has recently become part of the Tessenderlo Group, an international
speciality group with a worldwide presence providing solutions in food, agriculture, water
management and efficient use and re-use of natural resources. Tessenderlo employs some

3 THE PRODUCT
The SMS PVC-U Terminal Maintenance Shaft (MS) is performance compliant with the
WSAA Industry Standard for Maintenance Shafts and Maintenance Chambers for
Sewerage – WSA 137:2013.
The injection moulded PVC-U Terminal MS components are manufactured in Germany by
BT Bautechnik to comply with DIN EN 1401.1 – Plastics Piping Systems for non-pressure
underground drainage and sewerage.,
The SMS PVC-U Terminal MS assembly is in compliance with WSA PS 243 –
Polyvinychloride, unplasticised (PVC-U) fittings (EN 1401) for Non-pressure applications -
Sewerage. The fittings, sockets and elastomeric seals are both dimensionally and
performance compliant with AS/NZS 1260 (SN6). The elastomeric seals have
demonstrated compliance with EN 681.1. The elastomeric joints are capable of providing
2º of deflection.
The parallel sockets may be used without the elastomeric seals for solvent cement
jointing(i).
(i) Note: Solvent cement jointing with parallel sockets requires gap filling solvent cement in compliance
with AS/NZS 3879.
The SMS PVC-U Terminal MS assembly is a combination of injection moulded fittings that
are product certified to comply with DIN EN 1401.1 and rated as SN6 (SDR 41) for a
maximum installation depth of 4 metres.
The Terminal MS is an assembly of DN 225, 150 & 100, PVC-U injection moulded
components.
This MS assembly is for use with DN 150 or DN 100 gravity sewer installation and provides
for a DN 225 riser. The basic assembly measures 750 mm in length with the DN 100
reducer and 640 mm in length with the DN 150 reducer. The overall height in both cases is
520 mm. The DN 225 PVC-U, DWV, riser pipe (AS/NZS 1260) is supplied by the installer.

The DN 150 / 100 X 225 Terminal MS base assembly includes the following:
AS/NZS 1260 Injection moulded DN 225 x 90º PVC-U bend in ‘soc – spig
configuration;
AS/NZS 1260 Injection moulded DN 225 x 225 PVC-U RRJ Repair Coupler
AS/NZS 1260 Injection moulded DN 225 X DN 150 PVC-U, ‘spig – soc’
eccentric reducer;
AS/NZS 1260 Injection moulded DN 150 X DN 100 PVC-U, ‘spig – soc’
eccentric reducer;
SMS also supply:
An injection moulded DN 225 x 225 x 150 (soc-spig-soc) ‘Drop Tee’ for
inclusion with the riser using either direct connection to the MS base unit or at
a selected point on the riser using an injection moulded DN 225 x 225 ‘soc-
soc’ repair coupling.
AS/NZS 1260 Injection moulded DN 225 PVC-U, SWJ cap sourced from Iplex.
The cap is a 'push on' fit to the riser with a RR seal to allow for surcharge or,
AS/NZS 1260 DN 225 PVC-U solvent weld-on cap with screw lock lid and RR
seal made by Redi (Italy). This cap does not allow for surcharge.
AS/NZS 5065 DN 400 PE shroud pipe section for fitting under the surface cover.
The AS/NZS 1260 DN 225 PVC-U riser pipe (min. SN4) is supplied by the installer.
The PVC-U Terminal MS assembly is available for use with PVC-U DN 100, 150 and 225
gravity sewer installations and the base units provide for an 87º sewer gradient through the
assembly when the riser is set vertical.
Class ‘D’ 400 mm clear opening ductile iron cover and frame, also available
concrete encased.
Class ‘B’ 370 mm clear opening ductile iron cover and frame, also available
concrete encased.

4 SCOPE OF THE APPRAISAL
The scope of the appraisal covers the items as described in Section 3 above.
Note: With the introduction of the new polypropylene DN 225 SMS maintenance shaft base unit (Refer PA 1317.1) the previously appraised PVC-U, DN 225 maintenance shaft assemblies have been withdrawn from appraisal.
5 APPRAISAL CRITERIA
5.1 General
Appraisal criteria is determined by the WSAA Infrastructure Products and Materials (IPAM)
Network and regularly reviewed to ensure that the criteria reflect the requirements of
WSAA members.
5.2 Quality Assurance Requirements
The WSAA IPAM Network accepts PVC-U maintenance chambers/shafts manufactured
under cover of a third party certified management system complying with AS/NZS
ISO 9001 and having ISO Type 5 product certification by a JAS-ANZ accredited Conformity
Assessment Body (CAB) or by a CAB accredited by international accreditation system
recognised by JAS-ANZ. The certification in this case shall be in accordance with
DIN EN 1401.1 – Plastics Piping Systems for non-pressure underground drainage and
sewerage and functional compliance with WSA 137:2013 Industry Standard for
Maintenance Shafts and Maintenance Chambers for Sewerage.
5.3 Performance Requirements
The PVC-U Terminal MS assembly has been appraised for performance compliance with
the following Product Specifications:
WSA PS-243 - Polyvinylchloride unplasticised (PVC-U) fittings (EN 1401) for
Non-Pressure Applications – Gravity Sewerage.
WSA 137:2013 - Industry Standard for Maintenance Shafts and Maintenance
Chambers for Sewerage.
A copy of the above Product Specification can be found in Appendix C or downloaded from
the WSAA website.
6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Reference Clause 5.2 above and WSA 137 Appendix A.
SMS (Sewer Maintenance Shaft) Pty Ltd is a Quality Endorsed Company and holder of SAI
Global Certificate No. QEC 14353 for compliance with AS/NZS ISO 9001:2008.
BT Bautechnik Impex GmBH + Co. KG is certified compliant with quality management
systems meeting the requirements of ISO 9001:2008 by SK-Z (Germany)2 - Certificate No.
1746/10.R.
BT Bautechnik Impex has been issued with a certificate for the introduction and application
of an environmental management system according to ISO 14001:2009 from SK-Z
(Germany) Certificate No. 2202.U/12.N.
WSA 137:2013 Appendix A4 ‘PRODUCT CERTIFICATION’ specifies a certification scheme
meeting the criteria described in HB 18.28/SANZ HB 18.28 (ISO/IEC Guide 28). SMS
regards product certification to this industry standard as unnecessary as the products are
certified compliant with DIN EN 1401-1 and demonstrate functional compliance with
WSA 137.

BT Bautechnik Impex GmBH + Co. KG has been issued with a ‘Conformity Certificate’ from
SK-Z (Germany) Reg. No. 3611 for compliance with DIN EN 1401-1:2009-07 Plastics
piping systems for non-pressure underground drainage and sewerage – unplasticized poly
(vinyl chloride) (PVC-U) – Part 1: Specification for pipes, fittings and the system.
Note2: SK-Z (Germany) is a Conformity Assessment Body (CAB) and its SK-Z (Germany) quality mark
carries the International Accreditation Forum, Inc. (IAF) logo. Only accredited bodies being signatories to the Multilateral Recognition Arrangement (MLA) of the IAF can use the IAF logo in connection with their own accreditation mark and the registration number.
The IAF logo confirms the CAB or the accreditation body is a signatory to bilateral, regional or international agreements which is recognized and accepted by JAS-ANZ.
BT Bautechnik Impex GmBH + Co. KG has been issued with a Certificate No. Z-42.1-319
for general construction approval in Germany by Deutsches Institut for Bautechnik as a
supplier of section tubes made of PVC-U for installation in the ground.
Borealis Group is certified compliant with Quality Management Systems meeting the
requirements of ISO 9001:2008 by DAkkS (Germany) - Certificate No. A121206.
Borealis Group is certified as applying the Environmental Management System meeting the
requirements of ISO 14001:2009 by DAkkS (Germany) - Certificate No. A121207
Bode GmbH is certified compliant with quality management systems meeting the
requirements of ISO 9001:2008 by Kiwa Nederland B.V. - Certificate No. KSC-K24488/04.
Bode GmbH has been issued with a KOMO® Product Certificate and Schedule issued on
the basis of BRL 2013 – Vulcanized rubber pipe joint seals for waste water pipes by Kiwa
Nederland B.V. - Certificate No. K4188/07.
Bode GmbH has provided a “Declaration of Conformity” (CE conformity) No. 89/106/EWG
for their ‘Seals System’ SBR material compliance with EN 681-1.
M.O.L. Gummiverarbeitung GmbH & Co. KG is verified as maintaining a quality
management system to the requirements of ISO 9001:2008 by DQS GmbH Certificate No.
496810 QM08.
M.O.L. Gummiverarbeitung GmbH & Co. KG has been issued with a KOMO ® Product
Certificate and Schedule issued on the basis of BRL 2013 – Vulcanized rubber for cold and
hot non-drinking water applications by Kiwa Nederland B.V. - Certificate No K4195/17.
M.O.L. Gummiverarbeitung GmbH & Co. KG has provided document No. 001/2010 (in
German) to demonstrate their SBR material conformity with EN 681-1 in compliance with
ISO/IEC 17050-1 – Conformity assessment-Suppliers declaration of conformity – Part 1:
General requirements.
Copies of the above Certificates are available for downloading from the WSAA ‘Members
Only’ IPAM Portal Website.
6.2 Compliance with Material Requirements
6.2.1 PVC-U material
Reference WSA 137 Clause 2.2.3.1.
The PVC material used for BT SN4 injection moulded components is product certified
compliant with EN 1401 requirements which correspond with AS/NZS 1260 requirements.
BT Bautechnik Impex PVC injection moulded products are product certified for compliance
with EN 1401.1 and are accepted by WSAA as AS/NZS 1260 compliant fittings without
additional testing.
SMS sources PVC-U pipe materials from Certified Australian suppliers that are product
certified to comply with AS/NZS 1260.

6.2.2 Elastomeric seals
Reference WSA 137 Clause 2.2.5.
The elastomeric seals are of the ‘lip seal’ type. The elastomer is SBR conforming to EN
681.1 which has equivalence with AS 1646.1 as specified in WSA 137.
The elastomeric sealing ring in the PVC-U fittings socketed openings is capable of
providing 2º of deflection.
6.3 Freedom from Defects
Reference WSA 137 Clause 2.3.
The BT Bautechnik Impex injection moulded PVC products display consistent quality with no defects in the form of blisters or heat marks, chipped, rough or sharp edges and the joints are always smooth and provide an unhindered passage.
6.4 Dimensions
6.4.1 Sockets and spigots
Reference WSA 137 Clause 2.4.1.
PVC-U Dimensional – EN 1401-1 dimensional requirements for PVC injection moulded
fittings are the same as the requirements of AS/NZS 1260.
6.4.2 Effective sealing length
Reference WSA 137 Clause 2.4.2.
EN 1401-1 metric sockets with elastomeric seals and spigots compatible with Australian
made AS/NZS 1260 PVC-U DWV pipe.
The minimum length of engagement of the pipe spigot beyond the elastomeric seal is
identical for all sizes in AS/NZS 1260.
The elastomeric joints are capable of providing 2º of deflection.
PVC-U Fittings Parallel Sockets – The BT injection moulded PVC-U fittings are provided
with an elastomeric seal but with the seal removed may be solvent cement jointed - EN
1401.1 specifies parallel sockets for solvent cement jointing and in Australia a gap filling
solvent cement complying with AS/NZS 3879 must be used. With the elastomeric seal
removed sufficient contact length is available for an adequate solvent cement joint seal(3).

AS/NZS 3879
The DN 225 PVC-U, DWV, riser pipe (AS/NZS 1260) is supplied by the installer and cut to
length on site.
6.5 Packaging, storage, handling and transportation
Reference WSA 137 Clause 2.5.
PVC-U MSs are light and easy to handle by one person. While PVC-U MS assemblies are
light they should not be thrown around or subjected to loading with heavy objects that may
distort the shape. SMS PVC-U Terminal MS assemblies must not be stored uncovered in
direct sunlight for more than 3 months.
SMS assemble the Terminal MSs, package orders onto pallets or skids, strap down and

7 PERFORMANCE REQUIREMENTS
7.1 Structural Integrity of the Base Units
Reference WSA 137 Clause 3.2.
WSA 137-2012 Industry Standard for Maintenance Shafts for Sewerage and Sanitary
Drainage states the structural integrity of base units shall be determined in accordance
with the test procedure given in EN 14830:2007 - Thermoplastics inspection chamber and
manhole bases –Test methods for buckling resistance.
Testing to EN 14830 is not required as the PVC-U injection moulded fittings that make up
the MS assembly are compliant with EN 1401.1 and equivalent to AS/NZS 1260
(Dimensionally SN6). These fittings are European rated SN4 and have been accepted in
sewer construction for many years and are not in question for structural integrity.
7.2 Impact Resistance of the Base Units
Reference WSA 137 Clause 3.3.
Testing for impact resistance not required as the PVC-U injection moulded fittings that
make up the MS assembly are compliant with EN 1401.1 and equivalent to AS/NZS 1260.
These fittings have been accepted in sewer construction for many years and are not in
question for impact resistance.
7.3 Ring Stiffness of the Riser
Reference WSA 137 Clause 3.4.
AS/NZS 1260 DN 225 PVC-U riser pipe (Min SN4) is supplied by the installer.
7.4 Accessibility Test
Reference WSA 137 Clause 3.6
SMS has submitted a test report No. 5259 dated 14/07/10 from Falcon Engineering
(N.A.T.A. Accredited Laboratory No. 1720) to demonstrate compliance with Clause 3.6.
The Report includes photos showing the Terminal assembly providing DN 150 pipeline
connections and DN 225 riser connection.
The report lists the following tools as passing through the assembly.
(i) Tool No. 1 – standard shape ‘B’ in Table 5.1 passed through the DN 225 riser
pipe and pulled through each of the DN 150 exit and entry points.
(ii) Tool No. 2 – standard shape ‘A’ in Table 5.1 passed through the DN 225 riser
pipe and pulled through each of the DN 150 exit and entry points.
7.5 Elastomeric Seal Joints
Reference WSA 137 Clause 3.7.
7.5.1 Joints between a pipe and the base unit of an MS – Clause 3.7.2
Test to ISO 13259 – Not required as the PVC-U injection moulded fittings that make up
these MS assemblies are compliant with EN 1401.1 and equivalent to AS/NZS 1260.
These fittings have been accepted in sewer pipeline construction for many years and are
not in question for sealing performance.
The elastomeric seal joints have been tested to AS 1462-8 in earlier appraisals and
subjected to Hydrostatic Pressure testing to 85 +5 -0 kPa for 60 +5 -0 minutes and liquid
Infiltration testing (vacuum) to -80 + 5 – 0 kPa for 60 +5 -0 minutes.
7.5.2 Watertightness of the base unit to riser connection – Clause 3.7.3
Test to ISO 13259 – Not required as the PVC-U injection moulded fittings that make up
these MS assemblies are compliant with EN 1401.1 and equivalent to AS/NZS 1260.

Infiltration testing (vacuum) to -80 + 5 – 0 kPa for 60 +5 -0 minutes.
7.5.3 Watertightness between riser and accompanying components – Clause 3.7.4

Elastomeric seals have been tested for seal contact width to demonstrate compliance with
the requirements of WSA 137 (AS 1646).
SMS has submitted NATA Accredited Laboratory No. 1720, Falcon Engineering Laboratory
Certificate No’s. 3133, 4438 and 4439 demonstrating compliance with WSA 137, Clause
3.7.7 for the DN 100, DN 150 and 225 socket seal contact width and pressure.
7.6 Integrity of the Lid and Seal
Reference WSA 137 Clause 3.8.
Liquid infiltration test to Clause 3.8.2 is not required for Iplex DN 225 PVC-U, SWJ 'push
on' caps as they are AS/NZS 1260 compliant.
Liquid infiltration test to Clause 3.8.2 is not required for Redi (Italy) DN 225 PVC-U, solvent
weld-on cap with screw lock lid as they are EN 1401.1 compliant.
7.7 Riser and Riser Joint Load Resistance
Reference WSA 137 Clause 3.10.2.
The SMS DN 300 / 225 X 300, PVC-U 180º MS assembly is an equivalent unit to the Terminal MS and has been Load Tested in accordance with the requirements of AS 4999 Appendix E which is equivalent to WSA 137 Clause 3.10.2 The testing was carried out by NATA Accredited Laboratory No. 1720, Falcon Engineering, and the testing was reported in Laboratory Certificate No. 4439 demonstrating compliance as submitted to WSAA.
The test consisted of a top load test of 15 kN held for 5 minutes and the unit inspected joint diameters measured. Falcon reported that there were no visible signs of deformation or damage after the test and the unit maintained structural integrity at the completion of testing. This test was followed by a vacuum test of -80kPa held for 60 minutes and the unit again inspected and the joint diameters measured. There was no leakage observed in the structure of the maintenance shaft during testing.

8 MANUFACTURE
8.1 Dimensions of the Base Unit
Reference WSA 137 Clause 4.1.
The Bautechnik injection moulded PVC-U fittings are assembled in Australia by SMS in
accordance with a prescribed procedure endorsed by the certified AS/NZS 9001 Quality
Management System to comply with the requirements of WSA PS 321.
The Bautechnik PVC-U moulded fittings are manufactured to EN 1401.1 (SN4) SDR 41.
Comparison of the minimum (mm) wall thicknesses for moulded AS/NZS 1260 PVC-U DWV
fittings and EN 1401.1 SDR 41 finds Bautechnik injection moulded PVC-U fittings equal or
exceed the wall thickness requirements of AS/NZS 1260 for a minimum ring stiffness
requirement of SN6.
8.2 Solvent Cement Jointing
Bautechnik PVC-U moulded fittings spigots and parallel sockets may be solvent cement welded to other PVC-U pipe and fittings. Solvent cement jointing with parallel sockets requires gap filling solvent cement in compliance with AS/NZS 3879.
9 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
SMS Installation Instructions can be found in Appendix E.
Bautechnik PVC-U moulded fittings do not cause impediment to bedding and are installed
in the same manner as PVC-U DWV pipe. The riser section should be installed with
embedment compacted in layers as prescribed by the water agency.
PVC-U Terminal MSs are installed as part of the PVC-U sewer line using the same
embedment and compaction. This pipelaying process is usually accomplished by
experienced pipelayers / contractors and any training is usually a requirement of the water
agency. SMS provide personalised customer service with 24 hour technical and “in field”
support where required.

BT PVC injection mouldings have the BT logo and marking as prescribed in EN 1401.1 moulded into the outer surface of each component which is generally in compliance with AS/NZS 1260. The marking includes: (See Marking Panel at Figure 2)

11 PACKAGING AND TRANSPORTATION
The assembled MS units are loaded onto pallets or skids, shrink wrapped and strapped
down for delivery to regional outlets or individual customers.
12 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010, which covers manufacture to the relevant Standard.

WSAA first published SMS sewer maintenance shafts that included PVC-U assemblies in

14 DISCUSSION
WSAA product appraisal of the SMS PVC-U Terminal MS assembly was originally included in PA 09/08 published in 2010. This new appraisal demonstrates appropriate compliance with EN 1401 and the relationship with the recently published WSAA Industry Standard for Maintenance Shafts and Maintenance Chambers for Sewerage – WSA 137:2013.
The SMS PVC-U Terminal MS and other SMS PVC-U MS’s have been in use for several years in Australia and some 25 years in Europe. SMS has no recorded failures of PVC-U MSs.
