1. Introduction

1.1. Project Overview

The Sydney Metro is Australia’s biggest public transport project. The metro project currently consists of:

Stage one is the Sydney Metro Northwest, formerly the North West Rail Link, connecting the north western suburbs of Sydney, through to Chatswood.

Stage two is the City & South West project linking Chatswood through to Sydenham. Stage three includes the upgrade of the existing rail line between Sydenham and

Bankstown.

Figure 1 shows the proposed Sydney Metro project and stages.

1.2. Purpose of this Plan

The purpose of this Construction Traffic Management Plan (CTMP): VICTORIA CROSS SOUTH SITE OPERATIONS is to detail the site operations for the site establishment phase of the Sydney Metro City & South West project. This plan will set out the traffic management initiatives that will be deployed to minimise disruption to and ensure the safety of the wide range of stakeholders potentially affected by the works, including but not limited to: motorists, pedestrians; cyclists; public transport users, local residents and property owners; business owners; and workers/staff engaged on the Project.

2. Locality and existing conditions

The Victoria Cross South site is bounded by Miller Street to the west, Berry Street to the north, Denison Street to the east and 105 Miller street to the south. The site is shown in Figure 2 below in red. The existing parking restrictions at the site are detailed below and are also included in Appendix 1.

2.1. Miller Street

Miller Street is classified as a regional road. Regional roads typically fall under Council care with control of the road exercised between Council and RMS, with RMS agreement required for changes. It commences at Blue Street in North Sydney and ceases at Cammeray. The speed limit on Miller Street is 40km/hr due to high pedestrian activity in this area.

A bus stop exists to the south of the site in the indented bay. The bus stop services the following routes 168, 173, 183, 184, 185, 187, 201, 209, 227, 228, 229, 230, 252, 254, 286, 287, 291, E50, L78, L85 and L87.

½ P metered parking exists across the frontage of the site. A taxi zone is located north of the metered parking areas.

AM Clearway (6-10AM) exists on the southbound carriageway with a PM clearway in operation on the northbound carriageway (3-7PM).

The existing footpaths are 4.1m with approximately 1.0m of this allocated to street furniture including light posts, parking meters etc. There is a marked-on road cycling facility, south of the kerb extension. RMS and North Sydney publications denote Miller Street as an on-road cycling facility. There are signalised crossings on all legs of the intersections with Berry Street and Pacific Highway.

2.2. Berry Street

Berry Street is classified as a State road and is under the control of RMS. Berry Street commences west of the Pacific Highway and ceases at Arthur Street. The speed limit on Berry Street is 40km/hr. Signals are located at the intersections of Pacific Highway, Miller Street, Walker Street and Arthur Street.

Metered loading zones are installed between the kerb extensions and operate between 6AM-10AM M-F. Outside of these hours the parking area reverts to 1P parking between 10AM-6PM M-F and 2P 6PM to midnight M-F.

The existing footpaths have an effective width of 2.2m (property boundary to face of kerb is 3.7m with 1.5m of this allocated to street furniture). There are no cycling facilities along this section of Berry Street. There are signalised crossings on all legs of the Miller Street intersection.

2.3. Denison Street

Denison Street is a local road which connects Mount Street to Berry Street. Denison Street is one way southbound between Spring Street and Mount Street, and one way northbound between Spring Street and Berry Street. The street is signposted as a shared zone at its southern end, there is currently no signposting identifying the end of the shared zone, however through discussions with North Sydney Council, the shared zone ends at the intersection with Berry Street. A speed limit of 10 km/hr is in place. There is a pedestrian crossing immediately to the north of Spring Street and a raised threshold outside of the entry of 1 Denison Street and Tower Square. North of this raised threshold the pavement is asphalt, whereas south is a brick paved surface.

On the western side of Denison Street, at the Tower Square development, motorbike parking exists with No Stopping restrictions across the various business driveways, with some 2P (830AM-Midnight M-F and 830AM-midday Saturday) metered parking spaces available. On the eastern side, a work zone has recently been installed. 2P metered parking is also in place from north of the pedestrian threshold through to Berry Street with No Stopping restrictions in place across the apartment’s driveway.

The existing footpath width varies along the length of Denison Street. At the location where the raised threshold is located, the footpath is 1.9m. At the northern end of Denison Street, the footpath widens to 3.4m There are no known cycling facilities at this location.

3. Site Operations

Duration: 19 months for site operations and 3 months for site demobilisation

Timing: September 2018 to June 2020

3.1. Works Required

Works to be completed internally during this phase is the excavation of the shaft and the subsequent demobilisation. There is minimal demobilisation required at this site with demobilisation consisting of plant removal, all structures on site will remain for the TfNSW follow on contractor.

Excavation works will occur 24/7 within the acoustic shed. Haulage will occur during normal construction hours 0700-1800 M-F and 0800-1300 Saturdays with the opportunity to extend the hours to 2200 weekdays and 1800 Saturdays as the planning approval allows activities associated with tunnelling to be undertaken 24hrs.

There may be times where the haulage operations continue until 10PM, however, this is not general practice. The use of extended hours would only occur after an event which sees tips sites restricted in their use during normal construction hours.

Works include:

Removal of excavated and other material from site Concreting works Site hoarding removal and installation Equipment installation and removal

It should be noted that during the initial stages of operation (September 18 to April 19) there will be excavation works occurring at both the northern and southern shaft sites. From November 2019 through to June 2020, the northern shaft site will be where the spoil on road transport will occur for material removed from the southern shaft.

Delivery of plant is scheduled to occur out of normal construction hours and is proposed to be delivered via the existing driveway on Berry Street. It is expected that there will be approximately 10 deliveries over a 3-week period and a similar number for removal.

Site demobilisation will occur from March 2020 through to June 2020 with works occurring during normal construction hours of 0700-1800 Monday to Friday and 0800-1300 on Saturday.

Site demobilisation works include:

Driveway decommissioning Internal site demobilisation including:

o Acoustic shed removal o Noise wall removal

3.2. Operating Conditions

Access is proposed from Miller Street driveway installed during the works. The egress from the site will be located on Denison Street via the newly modified driveway on Denison Street for the majority of the site operations. Another access is via the existing driveway on Denison Street at the southern end of the site for concrete agitators and small delivery vehicles.

Once the spoil task is complete, it is proposed that concrete agitators use the Miller Street access as access and egress. This will allow for North Sydney’s Council upgrading of Denison Street to occur. The existing driveways on Denison Street will be removed.

3.2.1. Impact on Traffic Flows

The operation of the site will have an impact existing traffic conditions, given the volume of traffic, however, this is typical of other construction sites in the area and is not foreseen to impact signal operations, Vehicles will be restricted to left in/ left out on Miller Street and Denison Street. Traffic generation at this site will typically be in the order of 2320 truck movements per month.

Table 1 provides a comparison of the EIS (for excavation works) and TSE traffic movements associated with site operations. Analysis undertaken by TfNSW for full site operations is included in Appendix 2.

It is noted that the original EIS included these truck numbers for the northern and southern site operations, however, the modification report for the northern site increased the truck numbers for the northern site as noted below in Figure 3 below.

3.2.2. Impact on Public Transport

There is no impact to existing bus or taxi rank operations.

3.2.3. Impact on Pedestrians and Cyclists

Pedestrian management will be in place at the site entry/ exit points. There will be minor disruptions to pedestrian access during driveway decommissioning works. At the intersection of Berry Street and Denison Street, TSE will utilise the existing traffic control installed by the developers of 1 Denison Street. Where this is not available, TSE will use the traffic control as noted in Appendix 3.

The use of Miller Street as an on-road cycling facility will not be impacted by the works.

3.2.4. Staff parking and transportation to site

During the site operations, it is anticipated that there will be 20-25 personnel on site. There will be no car parking spaces on site during site operations. Parking is available for site staff at 194 Miller Street. The workforce will be encouraged to arrive by site using public transport, with most likely to use North Sydney Station, a 10-minute walk (800m) from site. All personnel will be informed that no parking is available within the local street system or on site.

3.2.5. Impacts on parking

On the eastern side of Denison Street directly opposite the TSE site, A Works Zone (7AM-5PM M-F and 8AM-1PM Sat) has been installed for the development of 1 Denison Street. Once the Works Zone is no longer required, it is proposed to install No Stopping.

On the western side of Denison Street, timed No Stopping (7Am-5PM M-F 8AM-1PM Sat) is installed. It is proposed to convert this to full time for the duration of the operation of the site.

On Denison Street between the site and Berry Street, it is proposed to remove the parking on the western side between the southern site entry and Berry Street. This will require the removal of 7 parking spaces.

On Miller Street where the new driveway has been installed it is proposed to reinstate 2 extra Loading Zone spaces (10AM-6PM M-F), timed parking (2P 6PM-10PM M-F and 1/2P 830AM-1230PM Saturdays) along with the existing AM clearway restrictions (6Am-10AM), for the duration of the site operations.

3.2.6. Cumulative impacts

1 Denison Street excavation works are substantially completed with building works now commenced. Ongoing discussions with the developer of 1 Denison Street will continue to occur over the life of their project.

3.2.7. Special Events

In reviewing North Sydney Council’s website for special events near the site there are no known events that would impact on the operations of the site. Where events are adjacent to the work site, TSE will plan their works to minimise their impacts.

Spring Cycle event is held typically on the 2nd Sunday in October. It will be held on Sunday 14th October 2018 and 13th October 2019 (the latter subject to confirmation). This event sees the closure of Miller Street and sections of Berry Street with special event clearways in operation.

3.2.8. Traffic Control Plan (TCP) / Road Occupancy License (ROL) Identified Works

Works that have been identified as requiring a Traffic Control Plan are detailed below. Appendix 3 provides details on timing for implementation, the works being undertaken and the expected traffic impacts.

1. Pedestrian management during access/ egress

2. Removal of existing driveway on Denison Street

3. Lane closures on Miller/ Berry streets for plant removal/ deliveries etc

4. Signposting changes on Miller/ Denison streets

3.2.9. North Sydney Council required approvals

Works that have been identified as requiring Council approval include:

3.2.10. Roads and Maritime required approvals

1. Oversize and over mass vehicle movements (delivery of cranes, excavators and road headers)

4. Fleet Management

Trucks to be used on the project will be compliant with NSW legislation and standards including the Heavy Vehicle National Legislation. All heavy vehicle operations will be conducted in accordance with the Chain of Responsibility (CoR) Management Plan (SMCSWTSE-JCG-TPW-HS-PLN-002164).

A combination of truck types will be used during the site operations. These trucks may be quad truck and dogs, truck and dogs, single unit trucks, bin trucks, concrete agitators and 5t tippers.

4.1. Haulage Routes

Generally, the haulage routes will be via arterial roads/ freeway or Tollway. Where possible the routes have taken into account the requirements of the Environmental Impact Statement (EIS). It is noted that the EIS for this site access shows access/ egress via McLaren Street. The routes within this CTMP are in accordance with the EIS.

The Victoria Cross Southern Site routes are shown below in Figure 4.

Material will be removed from site using a combination of vehicles. These trucks will range in size from 5.5m to 19m and taken to authorised disposal sites around Sydney. Refer to Appendix 4 for details on the proposed routes.

4.2. Permits/ Over Dimensional Vehicles

Permit issue for vehicles greater than 45.5 tonnes is through the National Heavy Vehicle Regulator (NHVR). This applies to particular special purpose vehicles (SPV) such as mobile cranes and other oversize/over mass vehicles (OSOM). At present, RMS is currently undertaking this permit issue for State Roads and Council for local and regional roads.

For over dimensional vehicles, generally vehicles that are greater than 25m length or 3.5m width require a pilot(s). Extremely long or wide vehicles will require an escort (fee payable). Permits will be applied for by the transport operator.

Oversize vehicles will be required at this site for the delivery and removal of tunnelling equipment. These deliveries will occur outside of peak hours and where required a lane closure on Berry Street will be implemented, refer to Appendix 3.

4.3. Drivers and Operators

Operator selection will be based on safety performance criteria. Operators and drivers will be required to have general construction industry induction cards and will be required to attend ongoing general project and site-specific inductions.

All operators will be comprehensively trained with regard to community expectations and impacts from haulage operations. The induction will have a particular focus on operator behaviour. Operator competency and standards of behaviour will be continually assessed, and discipline procedures will be put in place to maintain compliance.

Queuing of trucks in local streets around the sites will not occur as there will be sufficient designated area within site for trucks to wait. Trucks will arrive post the site start times.

5. Other Considerations

5.1. Road Safety Audits

Road safety audits will be undertaken during the development of the CTMP and upon implementation of the long-term work site. Refer to Appendix 5 for the audit report.

5.2. Weekly Traffic Forecast

A weekly traffic forecast is provided to local councils, RMS, Emergency Services, TfNSW, SCO and other stakeholders as requested. This forecast details the up and coming works and details of timings including hours of the day and dates of works that will impact traffic- road, public transport, pedestrians and cyclist.

5.3. Police and Emergency Services

The Police and relevant Emergency Services will be informed in a timely manner of relevant activities proposed within this CTMP. The initial communication to these stakeholders will be via the Traffic and Transport Liaison Group (TTLG). Regular updates will be provided to emergency services, including changes to road network configurations, changes to road conditions and worksite access locations, through emails and face to face discussions.

5.4. Communications and the community

The TSE will be responsible for the dissemination of information to the community including affected residents, relevant Councils, businesses and the public. Refer to Sydney Metro Community Consultation Strategy.

5.4.1. Travelling public

Where our works will impact on the travelling public we will undertake the following, where identified on the plans in Appendix 1 and Appendix 3:

Public transport interruptions will be communicated via on site signage Motoring public will be forewarned of any changes, including road closures, road changes

and lane closures well in advance using appropriate signage, including variable message signs (VMS);.

Pedestrians and cyclists will be provided with advance warning signs

5.5. Inspections and monitoring

The site will be monitored by the site supervisor. Any changes as noted in this CTMP, to signs/ lines that impact on the public will be monitored daily during site operating hours.

Traffic control used for pedestrian management, lane closures etc will need to provide records of the traffic control implemented. Any changes required to the traffic control set up will be authorised by a holder of an RMS “Prepare a Work Zone Traffic Management Plan” or equivalent.

5.6. Environmental Maintenance

All works will be undertaken in accordance with the TSE Construction Environmental Management Plan (SMCTSE-JCG-TPW-EM-PLN-002010) and associated sub plans including the Construction Noise and Vibration Management Plan (SMCSTSE-JCG-TPW-EM-PLN-002012). The TSE Works are also regulated by the NSW Environment Protection Authority and works to be undertaken outside of standard construction hours will need to comply with the requirements of the Environment Protection License.

8.4.9 Victoria Cross StationVehicle movement forecasts and routesThe anticipated vehicle numbers (heavy and light vehicles) at the Victoria Cross Station construction site over a typical day are provided in Figure 8-23. This graph shows that the peak heavy vehicle movements in the AM peak period (7am to 10am) would be six heavy vehicles per hour during the demolition and excavation phases.

The proposed haul routes are shown in Figure 8-24. Access to and egress from the Victoria Cross north site would be left in, left out via Miller Street. Access to and egress from the Victoria Cross south site would be left in from Miller Street and left out to Denison Street.

Active transport networkThe on-road amenity for cyclists along Miller Street and Berry Street would be reduced during the construction phase due to the introduction of heavy vehicle movements, although cyclists currently using this route share the road with vehicles and buses. Alternative cycle paths in the area include Mount and Edward streets on the western side of the Pacific Highway.

Pedestrian footpaths on Miller Street in the vicinity of each of the construction sites would be reduced in width by around 600 millimetres during the construction works. Miller Street, between the Pacific Highway and Berry Street, has a footpath width greater than three metres (building frontage to kerb), however, the footpath includes street furniture such as lighting poles and parking metres. A 2.4 metre footpath would be able to be maintained, in line with Austroads guidelines however some street furniture may need to be relocated. In the vicinity of the Victoria Cross north construction site, the existing footpath is around 3.6 metres wide and includes trees, street furniture and a bus stop. As this bus stop would be temporarily relocated as part of the construction works, a footpath width of 2.4 metres would be maintained.

Construction traffic and transport – Chapter 8

Monte Sant’ Angelo Mercy College is located close to the proposed construction sites on Miller Street. School children currently use footpaths around the sites to travel between public transport services and the school. School drop off area are also located close to the sites on Berry and Miller streets. Sydney Metro would consult with Monte Sant’ Angelo Mercy College to ensure safe pedestrian and drop off arrangements are provided for school children during construction. In addition, haulage of materials to and from the construction site would be scheduled to minimise movements during school pick up and drop off times.

Public transport servicesThe bus stop on the south western corner of the Miller Street / McLaren Street intersection adjacent to the Victoria Cross north site would need to be relocated during the construction works. This bus stop is used by students attending Monte Sant’ Angelo Mercy College. The relocation of this bus stop would be carried out by Transport for NSW in consultation with the bus operators, Roads and Maritime Services, North Sydney Council and Monte Sant’ Angelo Mercy College. The relocation of this bus stop would not impact the operation of any bus services, however it may result in some passenger having to walk a short distance further to access the bus stop.

The addition of construction vehicles on Berry and Miller streets may result in some minor delays for bus services.

Parking and taxisAround two to four on street car parking spaces on Miller Street would be removed during the construction phase. The temporary loss of up to four spaces would not have any major impacts on parking considering the proximity and availability of other spaces.

There is not anticipated to be any impacts to formal taxi facilities in the vicinity of the Victoria Cross Station construction sites.

Road network performanceTable 8-20 and Figure 8-25 shows the impacts of construction of nearby key intersections. In summary, this shows that the level of service at each intersection modelled does not deteriorate with the addition of the construction vehicles. Minor improvements in the average delay or degree of saturation are evident for some intersections which are likely to be the result of the model optimising the operation of the intersection with the additional construction traffic on certain movements.

Explanatory Notes

Short Format: This ‘short format’ report has been used by RSA P/L since 2008, initiated through requests by clients to assist their processes, for ease with stakeholders, and for timeliness. It is typically confined in use to construction traffic management and typically for discrete packages of plans / areas and often for large projects with repetitious small audit sections. The use of this format assumes that the reader/s know what a road safety audit is and how to respond to it. Projects: Audit points are often raised in projects in relation to: 1. specific themes (e.g. the use of a safety barrier type), or 2. the treatment of particular locations. Once key issues have been initially raised, they will not necessarily be re-raised in future audits. This will depend on the issue, the RSA’s perception of the client’s assessment and understanding of the issue, and other factors. Therefore, discrete audits as part of a project should be read and actioned by a project representative who is familiar with the audit history. Responding: Although the client receiving the report does not have to agree to the audit findings/suggestions, the issues and associated risks should be carefully considered. A written response should be made to all of the audit findings raised, then signed off by the responsible person from the project team. X

Status: The status of the issue as it sits with the Project. i.e. ‘actioned’, ‘closed’, ‘pending information / further guidance’. Language: o Note: RSA P/L does not typically use the Austroads risk rating method, mostly because it can only be applied to some points and therefore can skew the perceived risk of other

points, and also due to it being a highly subjective approach, giving the false impression of objectivity. o ‘Urgent’ / ‘High-Risk’: Needs immediate attention / changes as per RSA suggestion or similar. o ‘Recommend’ / ‘Serious’ / ‘Important’: Must be robustly reviewed. Most likely requires a change to avoid a high-risk road environment for one or more user groups. o ‘Should’ / ‘Suggest’ / ‘Significant’: Based on the view of the RSA team the suggestion should be done, but it concedes that there could be reasons why inaction or alternative

action is equally correct. Must be robustly reviewed by contractor and where relevant key traffic engineering project stakeholders. o ‘Review’ / ‘Consider’: RSA is raising an observation but has no strong opinion on the outcome and need for changes. Project should review because it’s not an immediate and

high risk and may not be immediately obvious to RSA the reasons for the practice / setup / behaviour. May need monitoring. o ‘Minor’: Typically, a low road-safety consequence / compliance issues (to guidelines or plans) / administrative controls. Unlikely to increase risk of crash. o ‘Note’: Little or no road safety significance. Typically added to give a complete picture of the design, site, context, analysis, auditors understanding. Intent of Issues Listing Order: Audit points might be clustered according to location, theme, or time. When this is not done and the audit comprises an uncategorised list of points, the key issues are often discussed first. However, there is no official ordering of points, and they should all be read on their merits and on the basis of the language guide above. References: 1. Austroads Guide to Road Safety – Road Safety Audit – 2009, 2. AS 1742.3 – 2009, 3. RMS Traffic Control at Worksites. Safe System: Austroads guidelines encourage practitioners to adopt safe system principles within design and within road safety audits. Safe system (roads) calls for a design to not allow serious injury and fatalities to occur for the expected road users and the typical crash types expected for that design type. This design-objective is considered within this road safety audit as a ‘good practice’ objective. However, a road safety audit by definition does not have the aim of checking ‘Safe System conformance’. Process and Quality: RSA P/L’s quality assurance process is based on its senior auditors having a rich experience base, but also utilises customised checklists designed for niche areas in traffic engineering/road design (e.g. safety barriers, pavement shaping, CBD traffic management), in conjunction with a four-layer audit process: 1. on-site inspection; 2. media and data capture and review; 3. specialist / second auditor input; and (where warranted) 4. secondary blinded reviews. Audit Coverage: The audit has attempted to balance the safety needs of all road users. As per Austroads guidelines, the suggestions provided have attempted to be realistic/feasible and commensurate with the actual risk posed. Suggestions are made are from a safety perspective only and are made in the absence of full project knowledge and design constraints. RSA P/L can provide a detailed risk assessment / issue evaluation report upon request. The audit raises potential safety risks noted / observed / anticipated by the audit team, and in particular the higher-risk issues. However, a road safety audit is fundamentally a subjective qualitative process undertaken by people, highly influenced by the experience, views and limitations of the individual team members. It is expected that the project team has competence to identify safety issues itself as the project progresses, and to ask the audit team further questions where necessary.

CONDITIONS OF APPROVAL

It is recommended that the traffic aspects of the Construction Traffic Management Plan be approved, subject to the following conditions:

1. All works on Miller Street, Denison Street, Berry Street and any public road are to beundertaken in accordance with AS 1742.3

2. Approval must be obtained from Council for all temporary construction vehicularcrossings. Application form is available on Council’s website athttps://www.northsydney.nsw.gov.au/Building_Development/Building_DA_Forms/General_Forms#9

3. The applicant must contact Council’s Parking Meter Manager on 9936 8100 a minimumof two weeks prior to construction of the temporary driveway to arrange relocation of theparking meter infrastructure in Miller Street

4. If the removal of parking meters and/or in-ground sensors is deemed necessary byCouncil to protect the infrastructure or for public safety, the applicant shall pay for thecost of removal.

5. Approval must be obtained from Council for all temporary construction hoardings.Application form is available on Council’s website athttps://www.northsydney.nsw.gov.au/Building_Development/Building_DA_Forms/Construction_Forms#4

6. Installation of a Work Zone/ No Stopping Zone for Victoria Cross South site is subject tothe applicant paying all appropriate Council advertised fees and charges, including thecost of the signage.

7. Truck movements during peak pedestrian periods shall be minimised as far as possible.Peak periods are between 8am-9.30am; 12pm-1pm; 3pm-5.30pm

8. Trucks may only enter and leave the construction site in a forwards direction.9. All trucks must enter and leave the site under the direct supervision of two RMS

accredited traffic controllers, one to direct heavy vehicle movement in and out of the siteand one to ensure no pedestrian enters the path of a heavy vehicle.

10. Accesses to adjoining properties are to be maintained at all times, unless agreed otherwisewith the affected party and Council

The adjoining/ affected residents/occupiers are to be updated on a regular basis and at keydemolition stages, particularly in relation to construction vehicle movements, and beprovided with a phone number to contact the site manager, and in accordance with theSydney Metro Community Consultation Strategy

12. At no time shall Miller Street, Denison Street, Berry Street or any other road or Councilproperty be blocked by any vehicle or works associated with the construction of theproposed development. Through traffic on Miller Street, Denison Street, Berry Street andany other road is to be maintained at all times, unless agreed otherwise with RMS/ SCOand Council

13. Miller Street, Denison Street, Berry Street, or any other road are not to be used as awaiting area for trucks delivering to or awaiting pick up of materials etc. from theproposed development.

14. Construction vehicles are not to queue on Miller Street, Denison Street, Berry Street orany other road.

15. Any approved Works Zone is to be used only to pick up and drop off materials andequipment. Construction vehicles are not to wait or park in the Works Zone.

16. Materials are to be stored on-site. At no time, are materials to be stored on Miller Street,Denison Street, Berry Street or any other road or any Council property.

17. Mobile cranes shall be located wholly on-site or with an approved Stand Plant Permit 18. Concrete pumps shall be located wholly on-site or with an approved Stand Plant Permit,

unless the pump and trucks can stand wholly within an approved Work Zone. 19. All pump lines crossing Council footpaths must be ramped over to allow safe pedestrian/

wheelchair traffic at all times. 20. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with

Australian Standard 1742.3 and 1742.10. 21. If pedestrians are diverted, pram ramps must be provided in accordance with Australian

Standard 1428.1. 22. If a Permit to Stand Plant or Temporary Road Closure is required, application must be

made to NSW Police, Harbourside Local Area command. 23. If a Permit to Stand Plant is required, application must be made to Council a minimum of

two business days (3 business days for out of hours) prior to any proposed works. 24. If a Temporary Road Closure is required, application must be made to Council

a minimum of four weeks prior to any proposed works. 25. Should any street trees be impacted by these works then Council’s Tree Management

Officer must be consulted at least 2 weeks prior to any works proceeding. Phone 9936 8100.

26. A traffic route map and conditions are to be made available to truck drivers engaged for this development.

27. A list of truck drivers’ names with their licences and vehicle plate numbers and conditions are to be kept on-site by the applicant at all times, and be made available for inspection by Council Officers, Police Officers and Council Rangers.

28. Repeated failure to comply with these conditions will result in removal of any Work Zone under notice.

29. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name of the person preparing the plan along with their level of certified qualification and certificate number. Only persons with current “Select/Modify Traffic Control Plans” or “Design Audit Traffic Control Plans” tickets are qualified to develop and endorse Traffic Management Plans and Traffic Control Plans

Please note the construction management program is a condition that forms part of the development application for the site. Therefore any non-compliance with these construction management program conditions of approval constitutes a breach of the conditions of approval for the development application.

Table 1 is titled "Average vehicle movements per hour". This means there are an average of 116 TSE heavy vehicles movements per 24hrs on weekdays (Saturdays are not mentioned) or 2320 movements in a 20 day month. The paragraph above Table 1 states "...typically be in the order of 2000 truck movements per month" a difference of 320 movements. Also heavy vehicles do not always equal trucks, what type of vehicles are the heavy vehicles?

Please address these discrepancies and update the section accordingly.

As an approved ER for the Sydney Metro City & Southwest project, I have reviewed the above documents. The review did not comprise a technical review, as the ERs are not traffic experts and have relied on the SCO/RMS Approval for technical aspects of the Plan. It is noted the document provides review comments and responses in Appendix 6. It is considered that the revised plan is consistent with the previous version of the Plan and Condition E82 of the Project Approval. Subject to the above conditions being complied with the revised Plan (Rev E) is endorsed in accordance with Condition A24(d) of the Infrastructure Approval. Yours sincerely
