    1.1.1 Firm philosophy and MethodologyGENIVARs proposed methodology isstructured to control the time, cost andquality of the project, thus enhancing the

    success of the project and thereby increasingClients satisfaction. This is achieved by thesystematic application of development andmanagement tools, to determine theoptimum development plan, projectmanagement systems, construction,commissioning, and operation andmaintenance processes.

    GENIVAR will be accountable for ensuringthat the allocated resources are usedappropriately to complete the project. A

    variety of stakeholders will be involvedincluding the Client, policy makers,administrators, financial advisors,accountants and legal advisors, designers,contractors, specialty consultants tenants andsocial groups. We will work to understandand respect the project goals andrequirements of each of the team members,while focusing on completing the projectwithin budget and on schedule.

    Specific activities that will be performedduring the execution of the above listedservices will include the following:

    1.1.2 Design ReviewGENIVARs integrated structure allows us to

    excel in our ability to provide design reviewservices. Led by our senior design architectsand engineers, our team will first review theexisting studies, requirements and conceptproposal and then develop with the Clientthe development components of the projectand a Statement of Owners Requirements.These documents will serve as the basis ofdesign for the Project, and eventually for thepreparation of working drawings to carry outthe works.

    Drawings and specifications will be reviewedas to completeness and conformity to theapproved preliminary drawings, prevailingcodes, regulations and other statutoryrequirements.

    All reviews will take into consideration ourstrategy to favour local economic benefit,defining packages in such a way as to allow

    for as much participation as possible by localcontractors, suppliers and labour, and tomaximize the transfer of state of the artconstruction technology.

    Under the direction of GENIVARs

    professional team, we will assist the Client inthe determination of a short-list of appropriatedesigners, contractors, and specialityconsultants.

    1.1.3 Scheduling and Time Control ProcessesThe schedule is a critical management toolused for programming the execution of theproject and to communicate expectations tothe entire project team. GENIVAR will take aproactive approach to ensure that the projectschedule is up to date and that correctiveaction is taken when needed to ensure theClients required delivery dates are respected.GENIVAR will implement the followingactivities regarding the schedule and timecontrol process:

    Confirm, as soon as possible, timeallocated for applications to public utilities,permitting and other authorities having

    jurisdiction. Make allocations for each package to be

    given out separately in order to start theproject immediately (demolition and sitepreparation activities).

    Incorporate all future tenant related fit upwork in the master schedule.

    Incorporate all infrastructure works (publicutilities, access road, etc.) related to theproject.

    Review execution schedule submitted byContractors for conformity with the masterschedule and contract documents.

    Notify the Client of any deviations from theauthorized master schedule and makerecommendations for services andapprovals.

    Expand the master schedule to includedetailed activities of design, constructionand post-construction phases,incorporating the Works Contractorsapproved schedules.

    Continuously monitor project progress.Implement acceleration alternatives whenproject delays appear that do not impacton overall project budget.

    Regularly review the progress of the workon site and in fabrication shops relative to

    the project schedule Identify actual or potential variances

    between the work on site and the projectschedule and take action to eliminate therisk of delay to the schedule

    Obtain and analyse monthly updates fromWork Contractors, adjust the masterschedule and discuss with any correctiveaction to be taken when required.

    Prepare for the monthly project report awritten narrative based on the authorized

    schedule and the progress of the work todate. The report will include mitigationstrategies taken to address any scheduledelays that may arise.

    1.1.4 Risk ManagementGENIVAR firmly believes that one of itsprincipal responsibilities to clients is tomanage the risks associated with the designand construction process. To this end,GENIVAR develops and implement acustomized risk management programme for

    each Project.

    As risks can appear at any stage of a project,and evolve as a project moves forward, therisk management programme must be inplace from the award of mandate through tothe completion of deficiencies. The purposeof the programme is to manage risks untilthey no longer exist, and in cases where a

    particular risk cannot be eliminated, tominimize the potential negative impact itposes to the project.

    Taking into consideration the breadth, thecomplexity and the length of a project, a

    formal and disciplined process is essential toachieve, with success, control of a project aswell as to ensure that a project is managedpro-actively rather than reactively. A formal,ongoing and repetitive process, the riskmanagement programme established byGENIVAR consists of 4 main steps:

    Identification of RisksPotential issues or occurrences that canhave a negative impact on a projects cost,schedule, quality, safety, environment,communication, insurance and bondingare identified. Occurring at the very outsetof a project, the identification of riskscontinues throughout the duration of aproject.

    Evaluation of RisksPotential risks identified are evaluated interms of their size and scale and probabilityof impact. This step includes the ranking of

    the potential risks so that risk managementeffort can be focused on the mostthreatening.

    Mitigation and Containment of RisksRisk mitigation strategies are put in place

    to reduce the probability of anoccurrence, and containment strategiesare put in place to minimize the impact ofan occurrence.

    Follow-up of RisksInvolves periodic review of a given risk toevaluate the effectiveness of the reductionand containment strategies. If the riskmanagement measures appear to bedeteriorating in their effectiveness, the

    action strategies are reviewed, modifiedand corrected.

    Health and Safety plan transfers to the Design-Build Contractor. We would review andapprove the Design-Build Contractors Healthand Safety Plan, and GENIVAR will monitorhealth and safety operation on site. GENIVARwill continue to exercise its authority to cease

    work if it is determined that there is acontravention or a threat to any workers or thepublic.

    1.1.7 Application of appropriate technologyProject Management Tools

    GENIVAR uses Expedition, a commercialproject management software tool that

    facilitates change management, follow-up ofaction items from project meetings and otherdeliverables, and document management.

    1.1.8 Commissionning methodology andpost-construction services

    The commissioning process continues throughall phases of the project. During the pre-construction phase, GENIVAR will provideadvice and recommendations to the project

    team on issues that could impact the finaloperations of the Project.

    GENIVAR looks at commissioning as the mostcritical end user interface. A goodcommissioning process will facilitate transferof the building to it's operating groupefficiently and will reduce the buildingoperating cost, through a comprehensive

    process of verifications, start-up proceduresand functional tests during the constructionphase.

    GENIVAR's commissioning practices beginby confirming that all commissioning related

    activities are properly identified andscheduled. Our commissioning process isbased on the following:

    General

    Commissioning includes all of the activitiesrequired in order to assure that:

    The equipment, systems and networksoperate with maximum efficiency underall load conditions.

    The equipment, systems and networksconform, for each locale, to theoccupation parameters established in thecontractual documents.

    Personnel receive the training andinformation required to adequatelyoperate the systems and equipment.

    The commissioning process includes allequipment, systems and networks andmechanical, electrical, functional andoperational components as well as allmovable equipment identified in the

    programme of needs.

    GENIVAR will assure the full cooperationand involvement of professionals, workcontractors and suppliers throughout thecommissioning process.

    Commissioning Stages

    The commissioning process must be realizedfor each sector to be accorded provisionalacceptance and must include the followingfive stages:

    Stage 1: Verify installation of equipment,systems and primary networks

    Stage 2: Start up of equipment, systems,and primary and secondary networks

    Stage 3: Verification of performances andfunctioning

    Stage 4: Training and documentation Stage 5: Post occupancy adjusting, tuning

    and monitoring performance

    Training and Documentation

    GENIVAR will facilitate the training ofoperating personnel to assure full knowledgeof building and systems and full operationalautonomy of systems and equipment andprepare and present documentation andreports on commissioning.

    Final Report on Commissioning

    Upon completion of the provisionalacceptance of the project, GENIVAR will

    present to the Client a final report oncommissioning. The final reports will includethe following elements:

    Summary of the approach tocommissioning

    Summary of the systems, subsystems,components and equipment verified andtested and the results obtained, identifyingthe conditions and means of maintenanceto ensure optimal conditions for efficiency

    and performance A summary of the areas verified and the

    results obtained, identifying the conditionsand means to be maintained to ensureoptimal conditions for efficiency andperformance

    Notes and comments with regard toavailable excess capacity

    Identification of tests and verifications to beperformed after delivery of the building tomaintain optimal conditions for efficiency

    and performance. Identification of possible improvements to

    efficiency and performance

    Operating and Maintenance Manuals

    GENIVAR will ensure that contractorsprepare and submit operating andmaintenance manuals that shall include:

    An index to allow quick and easy retrievalof the information required including atable of contents, a list of systems, a list ofequipment in each system, etc.

    A document for emergency situations mustinclude all the information required incase of major failure or emergencysituation. This document must be easy tounderstand by technical and non-technical personnel.

    As-built Documents

    GENIVAR ensures that as-built drawings inboth hard and electronic versions areprovided by the contractors and coordinatedby the Consultants team prior to beingverified by GENIVARs Design Review teamfor submission to the Client.
