16) SCP – Smart Resilient JNRM – Greenfield & Brownfield retrofit

a) Introduction

Jawaharlal Nehru Rajkeeya Mahavidyalaya, Port Blair was established in 1967 as Govt. College Port Blair under the affiliation of the Punjab University, Chandigarh.

The Islands of Andaman & Nicobar are geographically remote because of the vast distance from the mainland coastal line of India.

It is the first degree college in the Union Territory of the Andaman & Nicobar Islands, marked the beginning of higher education in this region.

In 1987, the college's affiliation changed from Punjab to Pondicherry University.

This college is the hub of higher educational activities in these Islands and has produced diligent graduates and postgraduates in many disciplines – Liberal Arts, Science and Commerce.

Different types of facilities are available in the college, accredited to University Grants Commission.

Students aspiring to study in a non-formal environment, can pursue bachelor and postgraduate degree from distance education centre of Indira Gandhi National Open University (IGNOU) and distance education programmes of Pondicherry University.

The College offers hostel facilities for boys and girls hailing from distant Islands with the motto to give students a homely atmosphere. There are only limited seats in the Hostels.

b) Background

JNRM was one of the worst affected civic infrastructures of the city of port Blair during TSUNAMI.

The distance of seawater inundation was 130 M from shore line and the maximum run up level was 2.9 M above AMSL.

c) Retrofit Proposal Submitted : Rs 5 Cr .

Making existing structures more efficient and liveable.

i) Existing buildings in the new block which were built according to the master plan of 1995 need to be made more efficient by:

• Installing smart applications like efficient power and water supply, smart classrooms, better toilets etc.

• Extensions to existing buildings like Library and Physical Education Departments to accommodate more students.

• Providing covered seating area for the football stadium. (already proposed)

• Creating recycling plant to deal with the waste generated.

ii) In Girls’ Hostel: Existing double storied RCC blocks could be made more efficient and increase capacity by:

• Providing “double-decker” system of beds in rooms.

• More toilets.

• Dedicated water/power supply.

• Incinerator for sanitary waste.

• Gym & indoor sports facility

• Wi-Fi/Internet facility

• Laundry machines

iii) In Boys Hostel:

• Double Decker system in all rooms.

• New toilet blocks.

• Indoor sports facility & gym.

• Wi-Fi/Internet facility

• Proper garbage disposal system

d) Redevelopment: Rs 37.5 Cr

“Replacement of existing built up environment and enables co-creation of a new layout with enhanced infrastructure using mixed land use and increased density.”

i) In college campus: All wooden and semi-wooden structures built before 1995 to be replaced with seismically designed 3 storied RCC structures.

• The single storied old science block, damaged during the tsunami of 2004 to be replaced by 3 storied classroom block. (work sanctioned. Yet to commence due to funds crunch)

• Replacing the façade consisting of administrative block and auditorium with 2 storied imposing structure to present a good picture to onlookers. A 1000 seated auditorium with modern audio visual equipment on the ground floor and examination halls on the 1st floor will enhance the seating capacity 3 times.

• Replacing the two wooden wings housing offices, Examination Wing etc with double storied structures will provide extra space to cater to the future development of the college/University.

• Replacing the old wooden library building with a modern indoor sports complex.

• Replacing the old wooden canteen with a modern RCC double storied canteen and emporium.

ii) In hostels:

• The single storied dormitories in Girls Hostel to be replaced by 3 storied RCC dorms.

• The Old Boys Hostel in South Point to be replaced by 3 storied modern hostel. (work underway)

e) New Development: Rs 15.00 Cr

This is for utilizing the vacant land to make it more attractive to the onlookers/visitors.

• Extensive earth filling and landscaping of the frontage of the college.

• Internet/Media centre building in the vacant area in front of the present library.

• A permanent memorial for late Capt. Ashim Kumar Bhattacharjee.

• Plantation of exotic/attractive trees and plants in and around the campus

• Development of arboretum, butterfly park

f) Existing assets –

i) Land = 19505.00 SqM

ii) Built Up Area = 22207.77 SqM

iii) Global FAR Consumed = 1.14

JNRM has a high footprint (ground coverage) of around 45% to 50% range.

It can have a global far of 1.5, go for mid rise low density development and reduce its footprint.

Reduction in building footprint is required to reduce the cost of earth work in land grading and landscape to create resilient features that would act as an island and

reduce the operational risk of the facility in the event of disaster followed by speedy recovery.

g) SCP – Develop a SMART JNRM CAMPUS.

Prepare an As Built drawing of the campus and undertake technical due diligence.

Prepare a land development and grading plan.

Based on condition of existing assets, a phase wise land and building redevelopment plan is prepared.

The buildings in the redeveloped campus must have the rigidity of a stone and flexibility of a tree to be resilient against seismic activities, waves and heavy wind loads.

There has to be a demolished building material recycling plan whereby-

All metals and recyclable plastics are extracted and sold.

All useable sawn timbers are recycled and used for non load bearing walls.

All demolished concrete are used as rock filled gabions, needed for contour bunds.

There will be grid linked rooftop PV Power plant to generate additional revenue.

The space between the roof of the habitable space and Solar PV Rooftop system will be used as a greenhouse to generate additional revenue. It will be acting as a horticultural extension station.

The campus will designed to be built to last low carbon footprint.
