Background & Purpose

SHD mandate April 2011; Outcome 7; increase SHP from 200 000 to 250 000 by 2015; During 2011, DAFF applied to ECF for Smallholder Establishment Programme (SEP);
The SEP is to assist DAFF to transition towards more effective policies and practices in respect of the smallholder sector in effect supporting the Strategic Plan for Smallholder Support (SPSS).
The SEP seeks to unearth appropriate models for smallholder support that can be tested, refined, and later mainstreamed.
Government capabilities enhanced: address poverty alleviation, promote integration of the marginalized into the mainstream economy and creation of quality jobs
TYPE OF FUNDING AND USE
Donor funding – UK’s Department of International Development (DFID); channeled through the DTI’S ECF
ECF established during September 2009 and used as the vehicle to disburse funds
USE OF FUNDS:
- Used to improve support systems targeting the smallholder sector through:
Pilot initiatives – as done with these projects,
Research - fact finding engagements and
Investigative approaches that will ensure the enhancement of the DAFF’s policy initiative in this case the Strategic Plan for
Smallholder Support (SPSS). Funds should not be used for purchasing infrastructure, inputs etc

Status on MOA activities

Facilitate Shift towards marketing co-operatives and away from producers co-ops (As stated in the MOA)
Promoting marketing coops instead of more primary coops: Skilling of Cluster Development Agents (CDAs) one approach as it realises sustainable market access and improves bargaining power amongst smallholders
The training of 20 CDAs to oversee cluster members within their vicinity: undertaken in MP, Limpopo, NW and KZN
21 Clusters with 2 406 members trained wherein 2 421 jobs have been created. NB: CDA also smallholders

CONCLUSION
Sustainability after ECF withdrawal can be secured because all the systems will be in
