SLoCaTPartnershipReport3rdPreparatoryCommittee(PrepCom3)forHabitatIIIheldinSurabaya,Indonesia25th-27thJuly2016
I. BackgroundHabitatIIItheUnitedNationsConferenceonHousingandSustainableUrbanDevelopmentwill takeplace from17-20October2016 inQuito,Ecuador.Habitat IIIwillbe the firstUNglobal conference following the adoptionof theGlobalGoalsonSustainableDevelopmentand the Paris Agreement on Climate Change; thus the “NewUrban Agenda” (NUA) – theHabitat IIIoutcomedocument–willbeakeyopportunity toshapethe implementationoftheseagreementsinanumberofsectors,includingtransport.
As well as a series of Thematic and Regional meeting and the informal consultationmeetingsheldinNewYork,threeformalPreparatoryCommitteemeetingshavebeenheldtopreparetheHabitatIII.
PrepCom1washeldinNewYork,attheUnitedNationsHeadquarters,fromWednesday,17September toThursday, 18 September2014. PrepCom2washeld inNairobi,Kenya, fromTuesday,14ApriltoThursday,16April2015.
II. ThirdPreparatoryCommittee(PrepCom3)ThethirdPreparatoryCommitteemeeting(PrepCom3)washeldinSurabaya,Indonesiaforthreedaysfromthe25-27thJuly2016.Allofficialdetailsoftheeventareavailablehere.
States discussed the 18th July version of the Zero Draft document but negotiations werefrequentlydelayedinordertogivetheG77timetoco-ordinatetheirpositions.
AlthoughPrepCom3 is the last formalnegotiation sessionbeforeHabitat III thatdoesnotpreventfurtherinformalsessionsbeingheld,atthetimeofwriting(mid-August2016)itisexpected that a further sessionwill be held inNY lateAugust/early September but exactdatesanddetailshavenotbeenconfirmed.Theofficialversionof theSurabayaversionoftheZeroDraft is availablehere. III. SLoCaTMembersinSurabaya
AnumberofSLoCaTmemberswereactiveinSurabayaincludingAsianDevelopmentBank(ADB),EuropeanCyclists’Federation/WorldCyclingAliance(ECF/WCA),InstituteforTransportationDevelopmentandPolicy(ITDP),DeutscheGesellschaftfürInternationaleZusammenarbeit(GIZ),ICLEI-LocalGovernmentsforSustainability,HealthBridgeandFIAFoundationwhichensuredastrongpresenceofthetransportsector.
IV. Pressbriefing
SLoCaThostedaPressBriefingonthe firstdayof theconference(Monday25th July)withthe headline “Time for the UN Member States to deliver a transformation of urbanmobility”. thePressRelease is availablehere.At thePressBriefing SLoCaT,HealthBridge,ADB, ITDPandFIAmade short statements and then tookquestionsandanswers. SLoCaTalsoprovidedaPressPacktointerestedjournalistsandSLoCaTmembersmadethemselvesavailable for interviews. Most of the journalists who attended were from Indonesia, andwereparticularlyinterestedintheworkofITDPinIndonesia.

V. TransportDayTransportDaySurabayawasheldintheafternoonofthe26thJulyattheSheratonSurabayaHotelandTowers,theagendaisavailableinAnnexII.GuestgavetheirperspectiveontheHabitatIIIprocess,howtransportiscoveredinthedraftNUAandexpectationsfortheimplementationactivitiestobepresentedinQuito.
DuringaPechaKuchasessionSLoCaTmemberspresentedbrieflyawiderangeofinterestingnewactivities.
Duringthebreakoutsessions,withactiveaudienceparticipation,wediscussedideasfortheQuitoActionPlanonSustainableUrbanMobility.Theopendiscussionfocussedonfourquestions:
• HowcouldaQuitoActionplanbuildon,bringtogetherandstrengthenexistinginitiatives?
• HowcouldprogresswiththeQuitoActionPlanbetracked/monitored–keyindicators?
• Howtosupportcapacitybuilding/institutionalstrengthening?• HowtostrengthenthelinkwiththedevelopingpostCOP21GlobalClimate
ActionAgenda?ThebreakoutdiscussionprovidedvaluableideasthatwillbeincludedintheconceptfortheActionPlanthatwillbelaunchedinQuito.
Forthefinalpaneldiscussion,wewerejoinedbyGenieBirch(PresidentoftheGlobalAssemblyofPartners)andNoncebaMolwele,(MemberoftheMayoralCommitteeofCityofJohannesburg)whogaveverypragmaticandvaluableadviceontheneedforclearafocussedimplementationprocesses.
VI. ExhibitionSLoCaTandGIZhadstandsintheconferenceexhibition.TheSLoCaTstandwasusedtopromoteourmainmessagesandevents.Therewasalotofinterestinourreportsandinformationsourcesfromacademics/studentsinterestedinurbandevelopment.

VII. OtherEventsTherewasalimitedprogrammeofjust41officialUNsideeventsinSurabaya.TheonlyonewhichfocussedontransportwastheSLoCaTandITDPhostedeventon“DeliveringAccessibleCities:UrbanMobilityandTheNewUrbanAgenda”.AsummaryoftheeventisincludedasAnnexII.
ECF/WCA,HealthBridgeandFIAFoundationwereactiveintheUrbanSpeakersCorner.
SLoCaT/ITDPandWRIalsoparticipatedinaUNorganisedoff-siteeventaimedatpromotingyouthengagementinurbandevelopmentprocesses.
VIII. Therevised“SurabayaDraft”oftheNewUrbanAgendaTheSurabayadraftoftheNUAwaspublishedonthe28thJulyandhasthesamestructureasthepreviousversion(withveryminorre-organisation).Thenewtextgivesmoreattentiontoage(boys,girlsandtheelderly)andfamilies.ThemainchangesareinSectionC:whichhasbeensubstantiallyrevisedandincludeslotsofalternativetexts.
Anewparagraph7“acknowledgethecontributionofthesub-nationalandlocalgovernmentsinthedefinitionoftheNewUrbanAgenda”.
Article13previouslyrecognized“theimportantroleofnationalgovernments”inurbanpolicy–theword“national”hasnowbeendeleted.
Thereisanew(paragraph64)onsmartcitiesandincludesaspecificreferencetotheuseof“innovativetransporttechnologies”.
Inanumberofplaces,theintentionto“implement”or“support”certainactivitieshavebeenchangedto“promote”.
Themainenhancementhasbeenaconsiderablestrengtheningoftheparagraphon“roadsafety”whichnowcontainmuchmoredetailandalsoexplicitlyincludestheroleofactivemobilityintacklingnon-communicablediseases.Thenewparagraph108nowreads:
“We will take measures to improve road safety and integrate it into sustainablemobility and transport infrastructure planning and design. Accompanied byawarenessraisinginitiatives,wewillpromotethesafesystemapproachcalledforinthe United Nations Decade of Action for road safety, with special attention to theneedsofallwomenandgirls,aswellaschildrenandyouth,olderpersonsandpersonswith disabilities, and those in vulnerable situations.Wewill adopt, implement, andenforcepoliciesandmeasurestoactivelyprotectandpromotepedestriansafetyandcyclingmobility,withaviewtobroaderhealthoutcomes,particularlythepreventionof injuries and non-communicable diseases, and we will develop and implementcomprehensive legislation and policies on motorcycles safety, given thedisproportionally high and increasing numbers of motorcycle deaths and injuriesglobally, particularly in developing countries.We will promote a safe and healthy
journey to school of every childas apriority in linewith theUNConventionof theRightsoftheChild.”
Thepreviousreferencetoestablishingan“InternationalMultistakeholderPanelonSustainableUrbanization”hasbeenremoved.
ThemaindifficultieslieinSectionC“Followupandreview”asStateshavedifferentviewson the role/fundingandgovernanceofUN-Habitat, thesedifferencesarenowreflected inthetextwithtwopossibleversionsofparagraph164.
IX. ConclusionsandOutlook
TherewasagenerallackofintensityintheSurabayasessionwithmanydelegationseithernotattendingorsendingasmalldelegation.Thismaybeduetothefactthatthesessionwasheldduringtheholidayseasoninmanycountries,ormaybebecausetheyfeeltheNUAtextlacksmeaningfulcontent.
Therevised“Surabaya”versionofthetextisclearerandthecontenthasbeenenhancedinanumberof areas, inparticularRoadSafety. Importantly theSurabaya sessionallowed thekey“problem”areastobemoreclearlydefinedandevenalternativetextstobeproposed;animportantstepinpreparingforprogressatthenextsession.ThekeyissuefortheNUAtextisnowforthedifferencesrelatingtoSectionC:FollowupandReviewtobesolved.
Given the many hours “lost” for negotiating in Surabaya, in order to give some regionalgroups time to co-ordinate their positions, the decision to hold an additional informalnegotiating session in Septemberwill be frustrating formany States –who now face thecost of participating in an additional session. When confirmed further details will beavailablehere.
Overalltransportisnowwelladdressedinthetext,manyofSLoCaT´smainmessageshavebeen included with lots of improvements in the last months. The key weakness from atransport perspective remains the lack of an explicit link between urban transport andgreenhousegasmitigationefforts.
WeshouldexpectagreementinQuitoonaNUAthatlooksverymuchlikethecurrenttextandasignificantfocusinQuitoonNUAimplementationactivities.GiventherelativelyweaknatureoftheexpectedNUAtextthelongtermsuccessofHabitatIIIislikelytobejudgedbytheimplementationactivitiesingenerates.
AnewdedicatedwebsitehasalreadybeenlaunchedfortheQuitoImplementationPlanthatallows voluntary commitments to be publically recorded. Of the ten commitmentsregistered activities so far (18/8/2016) only one is focussed on transport. Cities goingSlower is ledbyColumbian transportNGOandSLoCaTmemberDespacio and focusesonslow transport in Latin American cities. The site allows any interested organisations to“join”activitieslisted.
The German Federal Ministry for Economic Cooperation and Development (BMZ) isexpected to launch a significant multi-year voluntary commitment in support of urbanmobilityinQuito.
SLoCaTisco-ordinateandhostanumberofactivitiesinQuito,includingTransportDayQuitoinco-operationwiththeCityofQuitoonthe19thOctoberandanumberofothereventsareintheprocessofbeingconfirmed.
