Job Description
Country Representative Somaliland
Salary: c. 38,000-42,000 p.a.
Location: Hargeisa, Somaliland
Line Management: Senior Programme Manager - Somaliland
Direct reports: Finance Manager, Finance Officer, Logistics and SecurityOfficer, Administrative Assistant. The Country Representative alsooperationally line manages the Programme Manager.
Background
THET is an international development organisation working to improve the
health of people in Africa and Asia. Focusing on strengthening healthcareservices, THET harnesses the skills of UK health professionals to improve theskills of health workers in some of the poorest countries in the world.
Purpose
To act as THETs representative in Somaliland to lead and manage
THETs interests ensuring quality delivery of all aspects of THETsSomaliland programme and to be the in-country focal point for safetyand security of all personnel for whom THET is responsible.
Key responsibilities
1. Representation & Communication
Represent THET externally to all parties in Somaliland and elsewhere as
necessary and relevant.
Build good relations with national authorities, partners and otherstakeholders.
Facilitate high standards of coordination and communication for THET
activities internally and externally.
2. Strategy
Lead on development of vision and delivery of in-country strategy in
line with THETs values and purpose.
Provide regular, consistent updates on political, social and economic
context to enable THET programmes to function as effectively aspossible.
Ensure delivery, monitoring and assessment of Somaliland
programmes, management of grants and agreed objectives.
Ensure accountability to THET donors, partners, and other stakeholders
in line with agreed strategy.
3. Security
Act as security focal point for liaison with THETs UK Head Office.

Ensure THETs security protocols are appropriate and reflect THETs
duty of care regarding the safety and security of its staff, volunteersand consultants in Somaliland.
4. Operations
Be accountable for and manage the Country Office, including personnel,fixed assets, financial assets and reporting and other resources inaccordance with THET procedures and regulations.
Ensure proper registration and legal status of the office with
government agencies as needed.
5. Leadership
Oversee and support the work of all teams working in Somaliland,
ensuring effective liaison with THET staff based in London
Accountable for ensuring effective performance management and
development of all staff in Somaliland.
Person characteristics
1. Substantial work experience, preferably including living or working in afragile/post-conflict country
2. Proven programme and staff management and capacity buildingexperience with understanding of managing security and risk in an INGOcontext
3. Degree level education. [Public health or related discipline preferred.]
4. Analytical skills and demonstrable ability to think strategically
5. Proven financial skills (budget preparation and monitoring)
6. Excellent representational, written and verbal communication skills inEnglish.
7. Strong self-awareness and effective interpersonal skills for teamleadership, evidenced by experience in leading and motivating multi-disciplinary, multi-cultural and geographically dispersed people
8. Proven organisational and administrative skills with sound IT skills (Wordand Excel)
9. Flexibly and adaptability in the context of working within a smallorganisation and in a complex environment.
