NOTICE INVITING TENDER (NIT)

(DOMESTIC COMPETITIVE BIDDING) (Through E-Tendering Process Only)

TENDER SPECIFICATION NO.: SJVN/ECD/ITC Services/2017

1.1 SJVN Ltd. invites tenders through e-tendering process only from the bidders (except Joint Venture/Consortium) on Open Tender basis on single stage Two Part system for "Operation and routine maintenance of IT&C Equipment and Services of corporate office, Shakti Sadan, Shanan, Shimla".

1.2 The detailed ‘Scope of Work’ shall be as per “Scope of Work and Technical Specifications (TS)”, Section-III of the bid document.

1.3 CONTRACT PERIOD

The detailed contract period shall be as per Clause No. 4 of Scope of Work and Technical Specifications (TS), Section-III of the bid document.

1.5 MINIMUM QUALIFYING REQUIREMENT(MQR)

The bidder must have completed/commissioned “Similar Works” mentioned below, and

must meet the following requirements:

i) The bidder must have a legal identity for which, Self-certified copies of Service Tax registration, PAN card and EPF details are to be attached.

ii) The bidder should not be blacklisted from any of the Govt./Semi-Govt. Organizations / PSUs for which the bidder shall submit an undertaking.

iii) The bidder’s Average Annual financial turnover during the last 3 years, ending 31st

March of the previous financial year, should be at least ` 22.77 lacs.

The bidder’s annual average financial turnover figures shall be supported by the

financial standing details and Annual Reports (Balance Sheet and Profit & Loss

Account) of last three years ending 31.03.2017.

In case the financial turnover of previous financial year 2016-17 is not finalized till

the submission of bid, the provisional financial turnover for the year ending

31.03.2017 should be submitted by the bidder duly authenticated/audited by the

Chartered Accountant.

iv) The bidder should have an experience of having successfully completed Similar Works during last seven years ending last day of month previous to the one in which bids are invited, should be either of the following:-

(a) The bidder must have completed three similar works each costing not less

than the amount equal to ` 30.36 lacs.

or

(b) The bidder must have completed two similar works each costing not less than

the amount equal to ` 37.95 lacs.

or

(c ) The bidder must have completed one similar work costing not less than the

amount equal to ` 60.72 lacs.

v) Similar Works: Execution of providing services for IT & communication related

activities in office complex etc.

vi) Performance Certificate: In support of work experience, bidder has to submit the award letters alongwith schedule of quantities & prices and their successful completion certificate(s) issued.

vii) Experience and resources of sub-contractor, if any, shall not be taken into account in determining the Bidder meeting out with Minimum Qualifying Requirements.

1.6 SUBMISSION / UPLOADING OF BIDS

1.6.1 Bid shall be submitted under single stage two part bid:

Part 1) Techno-Commercial Part of Bid [Schedule- 1 to 5 of BPS, Section-IV to be filled

in dynamically on website and Scanned / Soft Copy of all supporting document as

listed at clause no. 1.6.1 (I.) (a) below to be uploaded through e-tendering only]

Part 2) Price Part of Bid [Schedule - 6 of BPS Section-IV to be filled in dynamically

through e-tendering only]

Above parts of tender / bid / offer shall be submitted / uploaded in two modes as per

procedure detailed below:

I. In e-tendering Mode:

Authorized signatory holding Power of Attorney with his digital signature on behalf of

the bidder shall upload / fill-in the different parts of bid after signing all scanned

documents to be uploaded. The list of documents to be uploaded on the website

https://sjvn.abcprocure.com before the last date & time set for submission/uploading

as mentioned in this NIT are as below:

(a) List of Documents to be uploaded in Techno-commercial Part of bid

In case of NSIC/MSME registered bidder, scanned copy of valid “NSIC/MSME” certificate and Annexure-VI duly filled-in & signed and stamped.

Scanned copy of “EMD/Bid Security” (Only in case of off-line payment).

Scanned copy of “Power of Attorney” duly signed by Authorised Signatory holding Power of Attorney.

Scanned copy of “Integrity Pact” duly signed by Authorised Signatory holding Power of Attorney.

Scanned copy of necessary documents complete in all respect in support of “Minimum Qualifying Requirement (MQR)” and as per other requirements of the bid document duly signed by Authorised Signatory holding Power of Attorney.

Schedules 6 of Bid Proposal Sheet, Section -IV should be filled-in dynamically on e-tender portal.

No hard copy of Bid Proposal Sheet (Section –IV) including their respective

schedules and copy of all supporting documents shall be accepted. In case Bid

Proposal Sheet (Section –IV) including their respective schedules alongwith copy of

supporting documents is received in physical form and / or contained / mentioned

anywhere else, the Bid will be liable for rejection.

All the above documents should be signed by authorised signatory holding Power of

Attorney and scanned copy of the same must be uploaded on e-tendering website.

The readability and good quality of scanned documents shall be ensured by the

bidder.

II. In Hard Copy:

In addition to uploading the all above documents on tendering website, the following documents in Original are also required to be submitted in hard copy / physical form before due date for submission of hard copy of bid as per NIT :

(i) Original “Bid Security / EMD” (in case of offline payment) as per bid document.

(ii) Documentary evidence of Authorized signatory in support of Power of

Attorney as per clause “FORMAT AND SIGNING OF BID” of ITB.

(iii) Integrity Pact duly signed by Authorized signatory holding Power of Attorney as

per bid document.

All the above documents shall then be sealed in an envelope duly super-scribed as "Tender for Operation and routine maintenance of IT&C Equipment and Services of corporate office, Shakti Sadan, Shanan, Shimla." along with tender reference number.

This envelope should then be delivered at the address mentioned in the NIT. The original documents in physical form / hard copy submitted after the period as specified in the NIT shall not be entertained and such bids shall be treated as ‘Late Bids’. Also if the original documents in physical forms are found to be at variance than the scanned copies (uploaded earlier alongwith e-bid), the bid will be treated as non-responsive.

1.6.2 Techno-commercial Bids will be opened at the time and date set for opening of bids in the

presence of representatives (not more than two)who chooses to attend. The bids without

cost of bid document and bid security/EMD deficient in value will not be opened further and

bid envelopes of such bidders will be returned unopened.

1.6.3 Price bid part of techno-commercially qualified bidders shall be opened in the presence of

representative (Not more than two) of such bidders who wish to be present at a subsequent

date and time for which the separate intimation will be sent to the qualified bidders through

fax/e-mail/Speed Post.

1.6.4 The owner further, reserves the right to reject any bid which is not submitted according to

the instructions stipulated above.

1.7 E-TENDERING / E-PROCUREMENT

This tender is being processed through e-tendering/e-procurement system. The bid documents are to be downloaded and bids duly filled in are to be submitted / uploaded through e-tendering system of SJVN Ltd. at https://sjvn.abcprocure.com.

1.7.1 Digital Signature Certificate: To participate in an e-Tender, bidder need to have

a valid Digital Certificate from certifying authority of India as per the IT Act, 2000. Valid Digital Certificate must be installed in a computer system from where you want to login on website. Perform the below steps to confirm whether valid digital certificate is available on your computer system or not:

Steps:

Open Internet Explorer. Select Tools menu from menu bar. OR(Press Alt + T on your keyboard) Click on Internet Options >>Content >>Certificate button.

The bidder should view digital certificate under “Personal” heading.

After obtaining digital signature as indicated above, the bidder is to register with website https://sjvn.abcprocure.comto participate in the tendering process. Perform below mentioned steps to register yourself:

• Click on a “New Bidder Registration” link available on home page

• You need to furnish individual details as well as of company details in registration

form

• After filling all mandatory fields, you need to click on “submit” button to complete

registration process.

• On successful completion of registration you will be prompted a message saying

that “You have successfully registered on (SJVN Limited)’s e-Procurement Portal”

*Already valid registered vendor of SJVN Limited need not follow registration formality they may contact support team on contact details provided at the end of the document for further participation. *Annual Vendor/contract Registration charges in e-Tendering portal is Rs.2600+S.T. However, registered vendor will not be charged upto the period of validity.

Downloading Bid Document

Bidder to access e-Tender portal of SJVN (https://sjvn.abcprocure.com) to access NIT document, after completing registration formality and successful login vendor need to process for Tender Fee / Document Fee and after that bidder can download details tender document.

Bid Submission

Bidder needs to login first on the tendering portal of SJVN, (i.e.

Search tender by filling necessary searching criteria after Login.

After finding the tender on the screen , Click on the “Dashboard”

1.9 COST OF BID DOCUMENT AND EARNEST MONEY DEPOSIT (EMD)/ BID SECURITY:

1.9.1 The bidder shall pay towards the cost of bid documents and shall also pay/ furnish, as part

of the bid, a Bid Security/ Earnest Money Deposit (EMD) for an amount mentioned at Sr.

No. 2 & 3 of para 1.4 (BID DATA) of NIT. Non-submission of the cost of bid document and

EMD of requisite value will result into non entertainment of bids. The bids will not be opened

further and hard copy of the bid shall be returned back to the bidder.

1.9.2 Bidders shall make online payment towards Cost of Bid Document and Earnest Money

(EMD) using below mentioned facilities or alternatively by submitting the Bank Guarantee in

accordance with relevant bid provisions:

Credit Card/Debit Card/Net Banking:

Bidder is required to add https://www.tpsl-india.inwebsite in Trusted Zone as suggested above.

Bidder needs to feed correct details while making the payment through online payment gateway.

NEFT/RTGS:

To make payment through NEFT/RTGS, bidders will get an auto generated e-Mail which contains details of their Unique Bidder Code and when and how to do RTGS/NEFT and details pertaining to it. This information will also be available on screen under heading of “NEFT/RTGS Instruction” once bidder gets login.

Once bidder deposit amount in Beneficiary account number provided to them, while making payment for document fees and EMD by RTGS/NEFT payment option at the document fees and EMD payment screen, bidder shall be able to view the funds already remitted by him/her through NEFT /RTGS as available. Please proceed to make the payment. Upon doing so, the required amount to be paid through the document fees and EMD, shall get appropriately deducted from the available balance and payment shall be confirmed in real time.

This facility allows you to transfer lump sum amount to your Bidder ID account number as mentioned above via RTGS / NEFT. Bidder would be able to use the funds as and when require till the time balance is available in Bidder ID. Also, Bidder can transfer more amount as and when he/she require. Kindly note that the payment via RTGS / NEFT is required to be made well in advance in order to make it available in your Bidder ID. Hence please ensure that Bidder remit funds well in advance before he/she would like to make the document fees and EMD payment through RTGS / NEFT option on payment gateway.

Caution: Please ensure that you need to mention the correct beneficiary account number and IFSC code as mentioned above while making payment via RTGS / NEFT. In the event of funds remitted to wrong beneficiary account number, SJVN Limited or its Bank or its service provider would not responsible for the same.

Please note Bank Guarantee shall also be permitted for Earnest Money Deposit / Bid Security.

Downloading of the Bid documents by bidder shall, however, not construe that such

bidder is considered qualified.

1.10 PRE-BID MEETING

A pre-bid meeting shall be held as per schedule and venue mentioned at Sr. No. 6 & 7 of para 1.4 (BID DATA) of NIT. Bidders attending the Pre-Bid meeting should submit authorization letter at the time of Pre-Bid Meeting.

The bidders are advised to submit their queries, if any, by email / courier / fax before the pre-bid meeting so that the same can be replied during pre-bid meeting.

1.11 Preference to small scale industries registered with National Small Industries Corporation (NSIC)/ MSME will be governed by the decision of Govt. of India issued from time to time.

Bidders are required to upload a copy of NSIC/MSME Certificate alongwith the bid. In the absence of NSIC/MSME Certificate alongwith the bid may lead to denial of exemption/preference sought /allowed.

1.12 INTEGRITY PACT:

To improve transparency and fairness in the tendering process the Employer is implementing Integrity Pact. Integrity Pact is deemed as part of the contract so that the prospective bidders are bound by its provisions. The Integrity Pact, signed by all the prospective Bidders and the Employer, shall commit the persons/officials of both the parties, not to exercise any corrupt /fraudulent/collusive/coercive practices in the Tendering process and also during implementation of the Contract. Only those Bidders who have entered into Integrity Pact with the Employer shall be eligible to participate in the bidding process. Bidders signing Integrity Pact shall not approach the Courts while representing the matters to IEMs and

he/she will await their decision in the matter. Entering into Integrity Pact as per Performa (enclosed in Section-4, Vol-2; forms and procedure) is a basic qualifying requirement. In case of sub-contracting, the Principal contractor shall be responsible for adoption of Integrity Pact by the sub-contractor. To oversee the compliance of obligation under the Integrity Pact, a panel of Independent External Monitor(s) (IEMs) Sh. S S Parmar, IAS (Retd.) and Ms. Asha Swarup, IAS (Retd.) or their successors has been appointed by the Central Vigilance Commission. SJVN Corporate Office Complex, Shanan, Shimla-171006 The Integrity Pact duly signed on behalf of the Employer is given in Forms & Procedures of these Bid Documents. The Integrity Pact shall be downloaded, printed and signed by the bidder and the hard copy shall be submitted as provided in Clause 1.6.1 (II) of NIT. The successful bidder shall submit duly executed Integrity Pact on Non-Judicial stamp paper of appropriate value prior to signing of Contract Agreement.

1.13 SJVN Ltd. reserves the right to cancel / withdraw the Invitation for Bids without assigning any reason and shall bear no liability whatsoever consequent upon such a decision.

1.14 In case the day for opening of bid becomes holiday, the Bids will be opened at the same specified time on next working day. Further in case of any change of venue, date & time the same will be intimated / uploaded on website separately.

1.15 SJVN Ltd. reserves the right to extend the last date and time for submission of filled in Bid / opening of bids.

1.16 The bidder has the option for sending the hard copy of the bid by registered post / courier or submitting the same in person, so as to ensure that the same are received in the specified office of the owner by the date and time indicated in this NIT. The owner, however, shall not take any responsibility, whatsoever for any postal / courier delay.

1.17 Notwithstanding anything stated above, SJVN Ltd. reserves the right to assess the bidder’s capability and capacity to perform the contract satisfactorily, should the circumstances warrant such assessment in the overall interest of SJVN Ltd.
