INTRODUCTION

T h i s Site-Specif ic Environmental Assessment (SEA) , submitted in support of an Area-Wide Environaental Assessment (AEA), i s w icten for exploration a c t i v i t i e a propoaad for High Island Area, Ease Addit ion, South Extension, Blocks A-373 and A-374. The SEA contains s i t e - s p e c i f i c and updated information for the proposed action in Blocks A-373 and A-374 that i a not contained in the AEA. The SEA waa prepared using the AEA dated October 1984, ent i t led "Area-Wide Environmental Assessment for Exploration and Production Act iv i t i ea wi th in the Four-Mile Zona of tha Eaat and West Flower Garden Banks" aa a baaa document. Thia baae document can ba obtained through the Publ ic Recorda Office of tha Minerala Manageaent Service, Gulf of Mexico Region, Outer Continental Shelf O f f i c e . Those sections of the AEA that are referenced in the SEA ara indicated throughout the t e x t .

I n compliance with the National Environaental Policy Act (NEPA) , thia AEA/SEA concept implements tha t i e r i n g process outlined in 40 CFR 1502.20 which ancouragaa agencies to t i e r environaental documenta to eliminate repet i t ive discussions of tha same issue. By use of reference to tha AEA, the SEA concentrataa on tha issues s p e c i f i c to tha proposed act ion. Tha SEA conforms to tha MMS and othar appropriate guide1ines for preparing environmental assessments in compliance with the requireaenta NEPA, uaing information praaentad in tha AEA.
