SITE PLAN REVIEW COMMITTEE May 29, 2018

The Site Plan Review Committee met on the above date at 1:30 P.M. in Room 2044 of the Municipal Building. The following members were present: Jacob Maas, Doug Zwieg, Jaynellen Holloway, Andrew Beyer, Robert Schwerer, Curt Kleppin, and Randy Wojtasiak. Also in attendance were Nikki Zimmerman, Dan Shea of Maas Brothers, Kyle Bergdoll of Temp Air, and Joel Van Ess of Abacus Architects. Chairperson Jacob Maas called the meeting to order. 1. 500 E. Horseshoe Road – Temp Pair – Review Industrial Development This item appeared before the Plan Commission on May 14, 2018 where it was approved for a conditional use permit for

Outdoor Storage or Wholesaling in conjunction with proposed development. This was approved at Plan Commission as submitted but still requires Site Plan Review approval. It has been determined that there are no wetlands on the site. The existing pond will be used for storm water. The north side parking will be for trucks and trailers whereas the parking on the east side will be for employees and visitors. A Notice of Intent (NOI) has been submitted to the DNR. A fence will surround the majority of the property. An roughly 3,400 square foot office area will be in the front of the building and the remainder of the building will be factory area. The departments were asked to voice any comments or concerns. The Building Inspection Department stated the plans must be reviewed by the state before submitting the building permit to the City. In addition, they requested clarification of what size meter will be used for impact fee purposes. At this time, the plan is for a ¾” meter to be installed. The Engineering Department stated the Fire Department, whose representative was not present, would likely need to speak with the developer to discuss the FDC location as well as the lock box location. In addition it was determined that proposed parking spaces are adequate. Also, there is an easement on the property. Should the City of Watertown require access to the sewer line in that easement, the City has the right to remove the fence to access the easement but does not have a requirement to replace the fence. In regards to Ruekert Mielke review, all review fees for this project shall be charged back to the applicant. The Water Department mentioned that the backflow prevention must be completed to code. The Zoning Department stated the photometric plan and landscape plan are sufficient. A motion was made by Andrew Beyer and seconded by Jaynellen Holloway to recommend approval of the project as submitted subject to Ruekert Mielke approval of the storm water management plan. Unanimously approved.

2. Site Plan Review Minutes – April 23, 2018

Motion was made by Curt Kleppin and seconded by Randy Wojtasiak to approve the minutes as submitted. Unanimously approved.

There being no further business to come before this committee, motion was made by Andrew Beyer and seconded by Robert Schwerer to adjourn. So ordered.
