^ The non-manufacturing business involved is transportation, storage, postal and courier services (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).
Area Assessment
The area (about 1.6 ha) involves one “CDA” site with one industrial building and a vacant bus depot in the Tuen Mun New Town (Plan E7). It is adjoining to Tuen Mun Areas 9 and 12 “I” area (Site A20) and Tuen Mun Area 9 “OU(B)” and “R(A)” areas (Sites B18 and C9 respectively). The area was rezoned from “I” in March 2012 according to the recommendations of the 2009 Area Assessments. It is intended primarily for comprehensive residential development. The industrial building involved is 12-storeys high, 37 years old and in fair condition. The industrial building is fully occupied with Warehouse/Storage as the only predominant use. No subdivided unit was found in the concerned building. If taking into account all the 71 industrial buildings in the subject “CDA” area and the nearby Tuen Mun Areas 9 and 12 “I” area, Tuen Mun Area 9 “OU(B)” area and Tuen Mun Area 9 “R(A)” area together, the overall vacancy is about 3.1%. Warehouse/Storage is still the largest use, occupying about 63.7% of the GFA, to be followed by Manufacturing/Workshop, taking up about 12.3% of the GFA. Office use takes up about 5.7% of the GFA. “Other Uses” account for 2.6% of the GFA. In terms of employment, about 44 workers are estimated to be engaged in the concerned unit occupied by a non-manufacturing business. The figure is very insignificant when compared to the total of 61,763 persons engaged (other than those in the civil service) in various business/industries in the Tuen Mun District identified by C&SD in June 2014.

So far, the Board has not received any proposed MLP for the “CDA” site. The subject area was only rezoned to “CDA” in March 2012. In view of avoiding piece-meal developments subject to I/R interface problem and noise impact, the existing zoning could be retained to continue providing opportunity for comprehensive residential and commercial development.
Recommendation
To retain the area as “CDA”.
