The Sikkim Government College, Tadong was established in the
year 1977 as an institute designed to cater to the growing need for higher learning in the rapidly developing state of Sikkim. The college is affiliated to the recently established Sikkim University (A Central University) and is co-educational.
Located at Tadong which is about five kilometers away from the
state capital, Gangtok, the campus sprawls an entire hillside that includes besides the College, a Football, Basketball Court, an Auditorium, Staff and Teachers’ quarters, Principal quarters & Girls Hostel. The college itself is presently housed in five main buildings-

The College follows the Semester System and the medium of
teaching is English. Degree Courses are offered in the Humanities, Commerce and Science streams.
The college also has an IGNOU (Indira Gandhi National Open
University) study center within the campus providing opportunity for several undergraduate and post graduate programmes besides those offered by the affiliating university. Research Scholars wishing to work under the college teachers for their Ph.D degrees have also been permitted by the University to register at the college.

PROGRAMMES OFFERED(UNDER GRADUATE PROGRAMMES)
The College offers the following undergraduate Programms:
1. Bachelor of Arts (Honours) 2. Bachelor of Science ( Honours) 3. Bachelor of Commerce (Honours)
Honours Programme
Programme such as B.A. / B.Sc. / B.Com Honours are offered.
Honours Programmes comprises of six semesters of regular study. A semester will be of 6 months duration followed by a University examination at the end of each semester by filling up of semester programme card.
Admission Eligibility
1. Students seeking admission into B.A., B.Sc and B.Com Honours courses must have cleared Class XII of SSC/ICSC/CBSE or any other equivalent degree in (10+2) pattern from recognized institutions. Students seeking admission into B.Com course must have a Commerce/Science background.
2. Honours and other elective Subjects will be provided as per the subject wise intake capacity of the college.
3. Merit list will be based on the policy of best of four subjects in case of ISC and best of five subjects in case of CBSE and other state boards.
4. The 80% of the Intake capacity of the college will be reserve for local candidates having COI/SSC and 20% will be allotted for Residential Certificate (RC holders) as define by new notification, children of Central Government Employees, Army Personals, CPMF transfer and working in Sikkim.
5. 5 % of the total intake capacity meant for COI/SSC holders will be reserved for
students for north Sikkim. 3% of the total intake capacity of each programme will be reserved for differentially abled students.
6. Vocational students seeking admissions should have minimum of 60% for B.A.
and will not be given admission in B.Sc/ B.Com.
Selection will be made on the basis of merit and admission will be granted as per the seat capacity.

General or Elective Subjects will be granted at the time of admission. Grant of General or Elective papers will be the discretion of the admission committee. THE SEMESTER SYSTEM
Under the new semester system, there will be a centralized examination system. The semester system makes the students more accountable and therefore more focused on the course work. Accountability will also help to control absenteeism considerably. Course work is also more intensive and performance oriented compelling the student to keep up with the lectures and assignments on a daily basis. This will lead to a more personal interaction between teachers and students resulting in a more comprehensive social and academic atmosphere.

Their names will automatically be struck off the College Roll. Consequently, fresh admissions to the first semester will have to be sought as per the prescribed procedure.

RE - 1 REGULATIONS ON CONDUCT OF EXAMINATIONS
( UNDER OC - 4 AND OC - 5)
υυυ(Applicable with effect from monsoon semester 2014, for those students who have been enrolled in first semester)
1. Sessional Tests and End-Term Examination a) A Student who has applied for permission to sit for the examination, paid the examination fees and attended ateast 75% of the classes in a paper shall be eligible to sit for examination of that paper. However, the Dean of a School or Principal of college, on satisfying himself about the genuineness of the case, may condone shortage of attendance by 5% if duly recommended by the concerned HoD / IC of the department. A student who is still short of attendance he will repeat the entire examination in the next relevant semester. b) There shall be a continuous evaluation of the progress of students throughout a semester in a manner approved by the Academic Council and an End-Term Examination at the end of each semester. The structure of sessional tests and end-term examination and weightage given to each component shall be as follows:
Note: Best two out of three sessional tests will be considered for calculating the SGPA. However, professional courses shall follow the norms of their respective disciplines. c) A student may be allowed to repeat one or all papers in relevant semesters under the following circumstances: i. If he fails in one or more papers, ii. If he is disqualified to appear in the end-term examination for two or less than two papers under 2(a) above, and iii. If he seeks to improve his performance. Provided that repeat examination of a particular paper is allowed only once and the result of such examination is not considered for any medal/prize/ranking etc.
d) Students seeking to repeat a paper or more shall seek permission of the CoE through the HoD/IC of the department or Principal of a College at least one month before the date of examination and, if permitted, shall pay the fees prescribed by the University from time to time at least one week before the date of examination.
e) The end-semester theory examination will be of 2 hrs duration. For practical papers, however, standard norms in respective disciplines may be followed.
f) The Center-in-charge shall propose examination routine for the end-semester examination and send the same to CoE for his approval at least two weeks before the date of the examination However, for the Colleges, the examination routine for the End Semester will be prepared by the office of the CoE.
g) The Controller of Examination shall notify the end-semester examination routine at least one week before the actual date of the examination.

FEE STRUCTURE The Government of Sikkim had relaxed Fees for students hailing from Sikkim (SSC/COI/RC) till Academic Session 2014-2015. However, as per the Notification No. 58/DIR(HE)HRDD dated 20/05/2015 and its partial modification dated 27/05/2016 by the Office Order No:25/Dir(HE)/HRDD in conformity with the regulation informs the students(SSC/COI/RC Holders) pursuing Undergraduate Course, to submit fees of Rs 700/- to the affiliating University in favour of Sikkim University from the Academic year 2015-2016, 2016-2017 and onwards.
The students who do not posses Sikkim Subject Certificate or Certificate of Identification shall pay the college fees as under, namely:-
(a) Students belonging to the other states of India
(I) for 1st Semester - Rs.1271 for students of B.A/TRTM/B.Com. Rs. 1371 for students of B.Sc./B.A (Geog Hons)
(ii) Subsequent Semester: Rs.321/- for studnets of B.A
Rs.421/- for students of B.Com. and B.Sc.
(b) or Foreign students- over and above the fees as stated above Rs. 500/- per month as tuition fee.

UNIVERSITY REGISTRATION
Fees must be paid on the day of admission. The fees include Tuition fees,
Admission fee, Identity Card Fee, Library and Laboratory Caution Deposits and university Registration Fee.
The bonafide students of Sikkim University are provided with a onetime registration certificate for one programme of study and shell not have to be renewed after every semester. The student shall fill up a prescribed form and submit to the University for registration through the Principal WITHDRAWAL
Students wishing to withdraw in mid-session must apply to the Dean of Students
Affair in writing. They should surrender all the documents issued by the college. Subsequently,
their names will be permanently removed from the College academic rolls. Students who
withdraw in mid-session automatically forfeit their deposits and except for the caution
deposits, payments made to the College will not be refunded. Students admitted to the Ist
semester, who desire to withdraw their admission, should apply for withdrawal within the 20
days from the date of their admission. For migration Certificate, students should apply in the
prescribed form to the University through the Head of the Institution. The form may be
collected from the office of the Dean of students’ Affair.
Note: Refundable Deposits must be claimed within a month after the date of leaving the Institution or on completion of the University Examination. After the expiry of the month, the deposits will be forfeited.

Prospectus 2016 RULES & REGULATIONS 1. Students must strictly observe and follow all the rules, regulations and traditions of the college. 2. All students must conduct themselves befitting their status as students of the College both within and outside the campus. They are answerable to the Principal for their behavior in general and within the college campus in particular. 3. Insubordination or misconduct of any kind, indecent gestures or remarks, offensive
graffiti or postering will be viewed as a serious breach of discipline. Such cases will be dealt
with severely and the defaulter will be expelled from the Institution without any notice. 4. Smoking, gambling, use or possession of alcohol/drugs by the students is prohibited at all times. Such cases, regardless of circumstances, will result in immediate expulsion without any further appeal for readmission. 5. Students are expected to acquaint themselves regularly with the information displayed on the college notice boards. 6. No fund collection for any purpose whatsoever shall be allowed in the college without the explicit permission of the Principal. 7. Students are not allowed to hold any meeting or rallies, invite, guests or arrange for any person to address any gathering in the campus, without the prior permission of the Principal. 8. Students must carry their Identity Card with them at all times as they may be asked to produce the same at any time. 9. Any person, people or students other than the authorised official / staff, if found mis-handling the college gate and property will be automatically subjected to law and the Police. 10. Students living on their own must make satisfactory living arrangements with a local guardian approved of by the Principal. 11. Students requiring railway/air travel concessions should apply to the Principal in the appropriate form (s) at least three days in advance. Requests for immediate issue of such concession will not be entertained.
LIBRARY
The College library has more than 20,000 texts and is well equipped with reference material, magazines, periodicals, and bulletins. There are separate seating arrangements for students and lecturers where they may browse through or study. Each student is expected to observe the library rules. College Notice Board: All the students shall check the notice board everyday for all information and notices issued time to time. LIBRARY RULES. 1. Students are not allowed in the library without valid identity card. 2. Books are issued for a period of 7 days extendable for a further 7 days.

3. An overdue charge of Rs. 2/-per book per day shall be charged on books beyond the stipulated time.
4. For loss or damage of books students will either have to replace the same book of latest edition or will have to pay triple the amount of the book.
5. A student who loses a library card and identity card shall may a written application to the dean of students affairs with an FIR documents. A duplicate card shall be issued only payment of Rs. 50/-.
6. Library membership card and identity card need to be promptly renewed after
successful completion of each semester. 7. Within the library, all students must maintain complete silence and Discipline.
STUDENTS SLIP CUM IDENTITY CARD/CERTIFICATE
All the students of College will be issued students’ slip cum Identity Card. This Card
is to be carried by the student everyday and student shall produce it, as an when required by
the College Administration, Management, Accademecia, College Discipline Committee.
Students shall renew this card every time he/she is promoted to next semester, by producing
the recent, valid & relevant Admission fee slip to the college library. University Registration Card
Sikkim University will issue University Registration card or certificate to all such students who apply for University registration through submission of prescribed filled in form and on completion of other necessary formalities.
COLLEGE UNIFORM
Students shall come to the college in proper college uniform. It is mandatory in all official affairs of the college (Academic and administrative). Students coming to the college without uniform will be subjected to strict disciplinary action. In accordance with the direction of the Supreme Court of India and UGC Regulations vide Letter No. F.1-16/2009(CPP-II) dated 21st October, 2009 and Paragraph 7.1.1 of Sikkim University Anti-Ragging Rules, 2009, the College has constituted Anti-Ragging Committee and Anti-Ragging Squads with the basic objectives to co-ordinate, monitor and regulate anti-ragging activities in College, Hostels, Library and Canteens of the College.
Principal is the ex officio Chairman of the Anti-Ragging Committee and the Dean of Students' Affairs is the ex officio Chairman of Anti-Ragging Squad. The aggrieved students can lodge complain in the office of Principal/ Dean of Students' Affairs/ Head of the Department of the concerned subject.

INTELLECTUAL PROPERTY RIGHT: NODAL CELL The institution has an Intellectual Property Right Nodal Cell, headed by Dr. Mrs. Bin
Pradhan as the Coordinator. It was established in the institution on 14,12.2013. Its main
objective is to create awareness amongst the students and staffs of the institution.
INSTITUTIONAL LEVEL:BIOTECH HUB
Similarly, an Institutional level Biotech- hub under the umbrella of NERBPMC for
promotion of Biotechnology in NER of India through BCIL. sponsored by Department of
Biotechnology, Government of India also finds its prominent place in the institution.The
hub is headed by Dr. Mrs. Bina Pradhan, as the Coordinator. The pivotal objective of this
project is to develop Research and Development in Biotechnology related areas and
support organizing trainings and workshops for teachers.
AWARDS AND SCHOLARSHIPS
Prizes and Certificates are awarded to deserving students of general proficiency, excellence in academics, excellence in co-curricular activities and in games and sports. RESIDENTIAL FACILITIES
The College has separate hostels for boys and girls located within the Campus. Application forms for accommodation in the Hostels should be submitted to the
respective Superintendent of the concerned Hostel. The application form may be
purchased along with the College Admission forms. Preference will be given to
economically backward students hailing from the distant areas of Sikkim. Hostel facilities
for Boys and Girls are limited to 40 in each hostel. Other information regarding hostel
fees, messing, etc., may be obtained from the concerned Hostel Superintendent.
All Hostels inmates are held personally responsible to the Principal/ Hostel Superintendent for their conduct both within and outside the Hostel.
The Superintendent is the immediate hostel-in-charge. The Superintendent is assisted by the President of the Hosteller’s Committee to monitor the conduct of the hostel inmates.
Any misconduct or failure to abide by the rules and regulations of the Hostel will lead to expulsion from the Hostel/ College TRANSPORT
The College has two College bus. One of the college bus plies between the SNT Bus Stand at Gangtok and the College at regular intervals throughout the day.The other bus sultles from Ranipool to College. Students are required to purchase tickets for individual trips or a monthly bus card to avail of the Bus services. SPORTS AND GAMES
The games and sports activities are looked after by the Department of Physical Education. The Department conducts various inter-class tournaments as per the sports

Prospectus 2016 calendar with the sole aim of selecting the best players to represent the College team in various tournaments. Interested students may refer to the Department of Physical Education or the Dean of Student Affairs for the sports schedule. CORRESPONDENCE

GENDER SENSITISATION UNIT Sikkim Government College is committed to provide an environment for work and study
free of Sexual harassment, intimidation, discrimination or exploitation. Adhering to
Sikkim University Policy against Sexual Harassment which is in accordance with the
guidelines laid down by the Hon'ble Supreme Court of India, in its ruling on the Writ
Petition ( Criminal) Vishaka and Others v. State of Rajasthan and others, on the
prevention and deterrence of Sexual Harassment of Women at the workplace, Sikkim
Government college has constituted a Gender Sensitisation Unit (GSU). By organising
sensitisation programme from time to time, GSU work for facilitating gender sensitive
and congenial work environment in the campus. GSU shall be approachable to any
employee or student. A complaint related to the nature may be lodged to GSU , which
shall designate a Complaints Screening Committee and forward the case to the
Committee for the necessary action. The GSU shall take suo motto notice of grave
violations of the basic principles of gender sensitivity and justice and strive for women
empowerment in the campus.
INTERNET ETHICS
It has been observed that social networking websites are popular for
expressing views, to post and share photos and videos over websites. The students of
Sikkim Govt. College, Tadong are expected to follow internet ethics. Do not use bad
language while using e-mail, chatting, blogging and social networking. Respect the
rights, prestige, and reputation of the College as well as the local culture of Sikkim.
Always try to keep the prestige of the College high. Violation of internet ethics will
embrace disciplinary action as may be deemed fit by the College. 19

EXTRA CURRICULAR ACTIVITIES NATIONAL CADET CORPS
The College has a Senior Division unit for boys and Senior Wing Girl’s platoon
on campus. Students interested in character building and discipline with a probable career in the Armed Forces may join the NCC Unit by submitting an application in the prescribed form with the appointed NCC Offers of the College.
NATIONAL SERVICE SCHEME
The College unit of the NSS is sponsored by the Ministry of Human Resource
Development, Government of India. Students interested in constructive social activities are encouraged to join this unit.
STUDENTS REPRESENTATIVE COUNCIL
The Students Representative Council is directly accountable to the Dean of
Student’s Affairs and organizes co-curricular and welfare activities in the college under his direction. The jurisdiction of the Council is limited within the College Campus only.
The Council may be dissolved at any given time, by the Head of the Institution,
if he so desires. The Principal is the Chairperson of SRC.
* Consumption of tobacco either in chewable or smokable form is strictly prohibited in the campus. Any defaulter will be fined Rs. 200/= on the spot or imprisonment up to 6 months and may lead to rustication from the college.

STATUTE RELATING TO MAINTENANCE OF DISCIPLINE AMONGST THE STUDENTS/VISITORS OF THE COLLEGE.
1. Powers relating to discipline and disciplinary action are vested in the Discipline Committee appointed by the Principal. Further, every member of the staff has authority to prevent disorderly behavior in the premises of College.
2. Without prejudice to the generality of power to enforce discipline under the
ordinances, the following shall amount to acts of gross indiscipline: a Coming to college without proper college uniform.
b Coming to college with indecent hair style or long hairs (for boys), the type and
length of which has been specified by the Discipline Committee. c Ragging in any form in the premises of college.
d Physical assault or threat to use physical force against any member of the
teaching, non teaching staff of the college and against any student or member of public within premises of the college.
e Carrying or threats to use any weapon with an intention to cause injury to any student/staff /visitor of the college.
f Any violation of the provisions of the Civil Rights Protection Act, 1976, Violation of the status, dignity and honour of any student.
g Any practice, whether verbal or otherwise, derogatory to women. h Any attempt of bribery or corruption in any manner. i Wilful destruction of the college property. j Creating ill will or intolerance on religious or communal grounds.
3. Unauthorised entry within the college premises is strictly prohibited. If any person is found within the college premises without proper permission and he/she fails to satisfy the Discipline Committee about the intent of his/her visit, then it will be considered as a violation of the conduct of the college and their case may be reported to the nearest police station /outpost. This is also applicable for vehicles other than those permitted by the college authorities.
4. Without prejudice to the generality of its powers relating to the maintenance of
discipline and taking such action in the interest as may deem appropriate, the Discipline Committee may, in the exercise of its powers aforesaid, order or direct.
That any student or students be expelled, or any student or students be, for a stated period, rusticated, or not allowed to attend a course or courses of study in a department of the college for a stated period. Be fined, be debarred from giving a departmental examination or University Examination,
That the result of the student or students concerned, in the examination or examinations in which he/she appeared be withhold or cancelled. That the student be suspended from the college till completion of pending enquiry.
5. The college Authorities shall have authority to exercise all such disciplinary povvers
over students as they may find necessary for proper conduct of the College. 6. Without prejudice to the powers of the Discipline Committee, detailed rules of
discipline and proper conduct in class rooms /laboratories/college campus may be supplemented where necessary by Heads of the Departments. Each student is expected to study and follow these rules.

Prospectus 2016 7. At the time of admission, every student shall be required to sign a declaration that
on admission he/she submits himself/herself to the disciplinary jurisdiction of the Discipline Committee and other authorities of the college who may be vested with the authority to exercise discipline under the rules and regulations that have been framed by the College.
8. A defaulting student who is aggrieved with the punishment awarded may prefer to
appeal to the Principal of the College stating the reasons as to why the punishment should not be awarded. The Principal shall prescribe the procedure to process such appeals.
Rules and Regulations a Students are required to be dressed in proper uniform neatly and decently. b Each student shall conduct herself /himself, both within and outside the campus of
the College in a manner befitting a student of a prestigious college. Each student shall show due respect and courtesy to the teachers, administrators , staff of the College , and to the visitors and residents of the College , and good behaviour to fellow student
c Lack of courtesy and decorum; unbecoming conduct within and outside the
College; wilful damage to College property , removal of any property belonging to the College , fellow students or other personnel and residents of the College; use of abusive and offensive language : disturbing fellow students in their studies; breach of rules and regulations of the College; adoption of unfair practices in tests, quizzes, 'assignments , or examinations; noisy and unruly behavior etc. shall constitute violation of the code of conduct.
d Loud talking, loitering or congregating, being a source of distraction and
annoyance to others is not permitted. e Use of cell phones is strictly prohibited in all academic areas of the campus.
Use of cell phones would entail confiscation of the handset. It would be returned only: (a) At the end of the course or,
(b) After the settlement with Principal discipline committee along with defaulter's Parents.
f Students will not operate any machinery / equipment without the permission of
the instructor. g No responsibility will be accepted by the college for any injury, loss or damage to
the personal articles of students h It is compulsory for the students to attend functions /activities organized by the
college on various occasions, in proper college uniform, whether the function falls on a working day or on holidays unless notified otherwise. Absence from such functions without valid reasons will invite disciplinary action.
i Students shall observe all safety precautions. The college is not responsible for any accident, of whatever nature, in the college, hostel, workshop, play ground, educational tour/trip or any other programme of the college.
j Students are prohibited to take part in ragging, political activity or any activity which is detrimental to the dignity of the college. Any student found violating the rule or bringing disrepute to the college will be expelled from the college.
k The students will compensate damage to college/ hostel property/furniture caused
by neglect or wilful damage. Defacing the walls or college property will

be viewed seriously. l Students must make all possible efforts to conserve electricity and water. They
must switch off lights & fans (wherever installed) when they leave the class room/ hostel room, lab etc. Students must help keep the college neat and clean and also preserve and maintain the gardens.
m Students must keep their identity cards always with them and shall show the same on demand by any faculty/official of the college
n Any student found smoking or under the influence of intoxication of alcohol/drugs in the College or in the Hostel is liable to strict disciplinary action which may be up to expulsion from the College.
o The students are advised to see regularly the notices displayed on the College/hostel notice boards. The notice displayed on these notice boards shall be deemed to have been served on the students.
p Any of the above listed offence attracts a mandatory punching of the Identity Card
by the Discipline Committee members. If the number of punches reaches 3(three) then he/she shall be automatically rusticated from the college.
q The Convenor, Discipline Committee in consultation with the committee members
and with the approval of Principal reserves the right to modify any of the college rules as and when necessary.
r The decision of the Principal in all matters shall be final.
s Any student/ students involved in verbal or physical assault with teaching or non-teaching members of the institution if found guilty will be rusticated or expelled from the college.
t Names of the defaulters will be reported by the Discipline Committee. Character
Certificate will be issued by the head of the Institution on receipt of clearance from the College Discipline Committee.

HOSTEL RULES FOR BOTH THE HOSTELS
1. All the hostellers are held responsible to the Principal for their
conduct in the hostel and in public. The Director is the immediate hostel-in-charge. He/She is assisted by student councillors who are authorized to control the conduct of the hostellers both in and outside the hostel.
2. Students must bring their own bed linen, blankets and personal
effects.
3. Hostellers whose attendance is poor or who fail repeatedly in
tests or who show a persistent disinclination to study will be asked to withdraw.
4. Serious misconduct or habitual violation of rules will be
sufficient reason for expulsion.
5. Fees are liable to periodic revision. Monthly payments must be
made within 10th of every month. No deduction in room rent is made for holidays or broken periods. Room rent covers 12 calendar months.
6. One months notice must be given before withdrawal, failing
which a month’s fees will be charged.
7. Students desirous of leaving the hostels in midsession must
furnish a written permission from their parents and get it approved by the Principal. Students who leave the hostel in mid session will have to forgo his/her security deposit.
More detailed rules and regulations will be given at the time of admission in the respective Hostels.

RESPONSIBILITIES OF THE PARENTS/ GUARDIANS
Parents/Guardians are expected to: 1. Regularly monitor the academic performance and the
attendance of their ward in the College.
2. Meet and apprise the Principal/ Vice-Principal/ Dean/
concerned teacher of the problems faced by their ward in
coping with the academic and other activities of the college.
3. Report abnormal behavior (addiction to drug, alcohol,
depression etc.) of their ward, if any, immediately, to the College authorities.
4. Encourage their ward to seek the help of the student
counsellor if the need arises.
5. Approve in writing, any application submitted by their ward
to the College, seeking permission to be absent from classes or Examinations or to discontinue his/her studies in this College.
