Agency means ‘Recruitment Service Provider (RSP)’. The Agency will plan, design, develop, format, organize, conduct and manage competitive examination (s) for Group B and C vacancies on all India basis, selection of Trade Apprentices etc. for various factories across India using their own network of examination centers, question bank and question paper software and manage the entire range of activities related to the examination process, evaluation of answer sheets and result declaration as assigned to them.

The Agency will have responsibility for any or all of the activities related to the examination process including its own website development, hosting, managing online registrations, checking eligibility, receiving online and/ or offline payments, centers allocation, admit cards generation and issuing thereof, queries management, question bank development, question paper software license procurement, formatting, encrypting, securing, uploading and

downloading, carrying out the examination (s) across various centers in country at their own network of examination centers using hired or own hardware and software and announce the results as per the format provided by the OFRB. This may be a project on turn-key basis or for any of the components of the examination process.

Minimum qualification for eligibility for consideration will be achieving 60% marks in the above calculation. If no of eligible vendors are less than 3 in any category, the condition may be relaxed uniformly and in an iterative manner to have fair competition. Eligibility Criteria

Following criteria are prescribed for eligibility for the Bidders:1. Common for all 3 categories of Service Providers:

ISO 9001 quality certification in the examination process (Desirable); Should have handled similar tests for Govt. / PSU sector on an all India basis for over

50,000 candidates in a single sitting in more than 25 cities in at least two Indian States , at least once in last 3 years;

Experience of end to end recruitment process in the Govt./ PSU Sector to cover activities like OMR application forms printing and processing, checking eligibility criteria of the candidates, payments (online and/ or offline), admit cards generation, setting, printing of question paper, written test administration, result processing and merit list generation;

Should have carried out at least 5 such projects for Govt. / PSU sector in the last 3 years;

Annual turnover in last 3 years from the business of providing such services and it should be not less than Rs. Two crores in any of the 3 years;

Experience of not less than 05 years in the field, with ‘nil failure’ in preparation of question paper, conduct of the examination and evaluation;

Certificate of Agreement with OFRB for confidentiality of the entire process; The bidder company or any of its director should neither be convicted by any court of

law or blacklisted by any Government concern nor any criminal case be pending against such concern by any government.

2. Further to above, following conditions are also necessary against the respective job as below:

Question Bank Service Provider: Should have devised essay & objective type multiple type tests in both English and

Hindi with sufficient question bank.

At least once, should have printed a minimum 5000 OMR applications in a single recruitment project of Central/State Govt./PSUs/Leading Public Sector Banks in last 03 years.

Service Provider should have its own captive printing press for printing of test booklets and answer sheets.

Exam Management Service Provider: In-house up-to-date computer (hardware & software) facilities for data processing. Minimum 5 years experience of receipt of applications and conduct of written test at

multi-locations for recruitment of Central/State Govt./PSUs/Leading Public Sector Banks.

Result Evaluation Service Provider At least once, should have processed a minimum 50000 OMR applications in a single

recruitment project of Central/State Govt./PSUs/Leading Public Sector Banks in last 03 years.

STANDARDS FOR EVALUATION

The standards, which will be taken into account for the technical evaluation of the tenders, shall be as given herein under. It is pointed out that these standards shall be evaluated only if all the conditions of the eligibility criteria are fulfilled.

Interested Service Providers (RSPs)/ Agencies may present a proposed methodology bringing out resources (both facilities and key personnel), process and a project time line along with activity-wise time chart. Assuming that OFRB undertakes the project from the three different service providers for 1. Setting up and Dispatch of Objective question papers for Group ‘B’ and ‘C’ posts, selection of Apprentices etc 2. Conducting and Managing an All India Competitive Examination 3. Evaluating and Declaration of Result, it may be brought out exact requirement from other service providers and OF RB for co-ordination purpose.

Agencies may bring out whether they would undertake sub-contracting if any and how they will ensure integrity of the examination process while sub-contracting. RSPs must bring out how they will execute the project with confidentiality. RSPs must bring out location of their facility/ office with contact numbers of their Senior Contact Officials. Interested Service Providers must declare that they would extend their facilities for inspection before formal empanelment is done.

PREPARATION OF PROPOSAL Language of Proposal The Proposal prepared by the Bidder, as well as all correspondence and documents relating to the Proposal exchanged by the Bidder and the OFRB shall be in English only.

Clarification of BidsDuring evaluation of bids, PD/OFRB may at its discretion, ask the Bidder for clarification of its Proposal.

PD/OFRB reserves the right: -To verify, modify, revise, amend or change any of the terms and conditions mentioned above or to reject any or all the tender/s without assigning any reason whatsoever thereof or may terminate the tender process midway without assigning any reason.

PD/OFRB’s Right to Accept / Reject any or All Bids

PD/OFRB reserves the right to summarily reject an offer received from any agency on national security considerations, without any intimation to the bidder.
